Immigration officials prevent two Chinese nationals from leaving the country

Recently the Bureau of Immigration (BI) intercepted and arrested two Chinese fugitives at the Ninoy Aquino International Airport (NAIA) preventing them from leaving the country, according to a Philippine News Agency (PNA) news article. The apprehensions happened in two separate occasions.

Immigration authorities have prevented two Chinese fugitives from fleeing the country at the Ninoy Aquino International Airport (NAIA) in Pasay City.

In a news release Thursday, Commissioner Norman Tansingco said Jun Zhang, 36; and Tianyi Zhang, 28, were intercepted and arrested on separate occasions on June 1 after they tried to depart the country for Bangkok, Thailand and Xiamen, China, respectively.

Jun, who was arrested while attempting to board a flight to Bangkok, presented himself as a Myanmar national with the name Lu Kyin Yang at the immigration counter.

“We received advanced information from the Chinese government that he is a fugitive in China and that he would be using that Myanmar passport to evade detection,” Tansingco said.

Jun reportedly arrived in the country in April, before Chinese authorities filed the information on his crimes with the BI.

Meanwhile, Tianyi was found to have a deportation order by the BI for being an undocumented and undesirable alien, after she was caught working for an establishment involved in prostitution and labor exploitation.

Tianyi and two other Chinese suspects also face a case before the Makati City regional trial court for the crime.

A hold departure order has been issued against them by the court to prevent them from leaving while their cases are still under trial.

“They are now detained at our detention facility in Camp Bagong Diwa, Taguig City where they will remain until they are deported,” Tansingco said.

A Chinese fugitive was barred entry to the Philippines and deported to China where he is wanted for illegal gambling activities, the Bureau of Immigration (BI) said on Sunday, June 9.

BI Commissioner Norman Tansingco identified the fugitive as Wang Yilin, 37, who was intercepted by immigration officers at the Ninoy Aquino International Airport (NAIA) Terminal 3 last May 29 following his arrival from Bangkok, Thailand.

“We granted the request of the Chinese embassy that he be sent back to China and stand trial for his alleged crimes,” Tansingco said.

Wang was deported last May 31 and was accompanied by Chinese police escorts, the BI said. He was also included in the BI’s blacklist and perpetually barred from entering the Philippines, it said.

The bureau said “a warrant for Wang’s arrest was issued by the Bengbu municipal public security bureau in Anhui province, China on Sept. 28 last year.”

37 Chinese nationals arrested in Parañaque City over illegal retail

Recently in the city of Parañaque, immigration agents arrested almost forty Chinese nationals over alleged involvement in illegal retail, according to a GMA Network news report.

The Bureau of Immigration (BI) on Wednesday announced that it has arrested 37 Chinese nationals allegedly involved in illegal retail in Paranaque.

The BI said that the seven females and 30 males from Multinational Village were found to be illegally involved in food retail, groceries, and restaurants. They were arrested on Tuesday, June 4, 2024.

“We received credible information about foreign nationals engaging in illegal retail activities, and our team acted swiftly to address these violations,” Immigration Commissioner Norman Tansingco said in a statement.

The Chinese nationals are detained at the BI’s facility inside Camp Bagong Diwa pending the resolution of their deportation cases.

Controversial Bamban POGO linked with scam hub in Parañaque City?

Local authorities are investigating if the scam hub in Parañaque City is connected with the controversial raided Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac, according to a GMA Network news report. Authorities are looking into the possibility that the Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac is connected to a recent human trafficking and online scamming bust in a village in Parañaque City.

According to a “24 Oras” report by Mav Gonzales on Wednesday, the Philippine Amusement and Gaming Corporation (Pagcor) believes the 10 Chinese and the Filipino bodyguard arrested in the police operations may have escaped from the recently raided Bamban POGO hub.

Senator Sherwin Gatchalian, who had called for a probe into the incident following complaints filed by the residents of the village, agreed with Pagcor.

“Itong mga sindikato umiikot lang sila (These syndicates just switch around),” he said.

The raid was launched on May 2 following complaints from homeowners, who said that the structures violated their 3-story regulations. They also said this was not the first raid connected to POGO inside their village.

“When we saw Bamban, the structures were so similar…the process of applying for stickers, IDs, and also constructions. Some are using already local identification, passports, birth certificates, driver’s license, postal ID [and] all these things. They can’t even speak Tagalog,” said a homeowner.

Several Chinese nationals arrested in Parañaque City for kidnapping, qualified trafficking and other charges

Recently in the City of Parañaque, elements of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit raided a house in Multinational Village and arrested ten Chinese nationals who allegedly kidnapped seven Filipinos, according to a Philippine Star news report.

Ten Chinese nationals who allegedly kidnapped seven Filipinos were arrested in Parañaque on Thursday.

The suspects, seven men and three women, were apprehended by operatives of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit during a raid on a house in Multinational Village, Barangay Moonwalk at around 4:50 a.m.

Col. Jean Fajardo, the chief information officer of the Philippine National Police, said the rescue operation was based on information from one of the victims, a house helper, who alleged that they were held against their will by the suspects for three days.

Acting on the information, CIDG operatives and security guards of the village went into the house and arrested the suspects. Seven Filipinos were rescued in the operation.

Fajardo said the victims were being forced by the foreigners to engage in activities such as love scams and cryptocurrency fraud.

Police seized two firearms and assorted bullets, 17 cell phones, five desktop computers, three laptop computers, passports and identification cards.

The suspects are facing criminal charges of kidnapping and serious illegal detention, qualified trafficking in persons, illegal gambling, illegal possession of firearms and ammunition and violation of Republic Act 8484 or the Access Devices Regulation Act.

A Chinese passenger who is on the wanted list of foreigners for involvement in cyber fraud was recently arrested at the Ninoy Aquino International Airport (NAIA) in Pasay City, the Bureau of Immigration (BI) reported on Wednesday.

Commissioner Norman Tansingco identified the passenger as 28-year-old Qin Xingye, who was intercepted at the NAIA Terminal 3 last April 28 before he could board an Air Asia flight to Hong Kong.

The foreigner was reportedly arrested after his name prompted a hit in the bureau’s derogatory check after presenting himself for clearance at the immigration departure counter.

“He was referred by the immigration officer to his supervisors who verified his identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said in a statement.

The derogatory hit showed that he was placed on the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.

The BI’s Border Control and Intelligence Unit (BCIU) reported that the passenger was previously charged for engaging in cyber fraud activities and for working without a permit.

Specifically speaking, the spotlight is currently on the handling of visa requirements from Chinese tourists as the Bureau of Immigration (BI) made clear the need to help ensure national security, according to a GMA Network news report.

The BI responded to the statement of the Philippine Travel Agencies Association (PTAA) that tighter visa rules for Chinese nationals could harm the nation’s tourism as well as the businesses connected with tourist activities. The Bureau of Immigration (BI) said Sunday that tightening the visa requirements for Chinese tourists would also help the Philippines protect national security, considering the illegal activities involving Chinese nationals.

Interviewed on Super Radyo dzBB, BI spokesperson Dana Sandoval explained that while tourism is very important to the Philippine economy, the government also needs to implement stricter measures to protect public interest.

“We also have to look into the national security issue, the safety of the country. Kung merong mga ilegal na ginagawa [if there are illegal activities], I think it’s also important to have strict measures kung may nakikita na tayo na kakaibang nangyayari [if we see anything different happening] or mga activities that are probably inimical to national security or public interest,” she said.

Sandoval made the remark in reaction to the statement of the Philippine Travel Agencies Association (PTAA) that tighter visa rules for Chinese nationals visiting the Philippines could “discourage tourism and hurt businesses.”

She said that the BI has always been strict in inspecting arriving foreign nationals, particularly those involved in illegal activities.

Several Chinese nationals have reportedly been involved in organized crimes such as human trafficking, prostitution, kidnapping, and fraud. Some of them were also linked illegally working for a Philippine Offshore Gaming Operator (POGO).

This prompted the Department of Foreign Affairs (DFA) to tighten the Philippines’ visa requirements for Chinese tourists amid a high number of fraudulent applications received in its embassy and consulates in China.

The DFA, however, ruled out ongoing tensions with China in disputed areas in the South China Sea as the reason for imposing more stringent visa measures for Chinese visitors.

Sandoval welcomed this development, saying it would add a layer of security in the Bureau of Immigration’s assessment of foreign nationals entering the Philippines.

Four POGO workers arrested in Parañaque City over illegal detention

Police arrested four Philippine Offshore Gaming Operator (POGO) workers during a rescue operation in Parañaque City on Thursday, April 25.

The Southern Police District (SPD) said Parañaque City police chief Col. Reycon Garduque reported the arrest of the suspects identified alias Wu, 29; alias Fan, 30; alias Liu, 31; and alias Xueyu, 33.

Garduque said the suspects were nabbed at around 6:30 p.m. in Merville Park, Barangay Merville, Parañaque City.

The operatives rescued the victim, identified as alias Zhang, 35, also a Chinese national, who was reportedly detained by the suspects.

Prior to the operation, the victim’s common-law wife, Jenny Rose, requested for police assistance claiming the victim was threatened and illegally detained by the suspects.

She said the suspects offered the victim a job. When the victim realized that the job was illegal, he tried to leave but was prevented by the suspects.

The suspects reportedly detained the victim and demanded P500,000 in ransom money from his relatives and family.

Chinese nationals – including a fugitive – arrested in Parañaque and Mandaue

The Bureau of Immigration (BI) on Tuesday said two Chinese nationals recently arrested in Cebu province and Parañaque City are now awaiting deportation.

Commissioner Norman Tansingco identified them as Zhu Yuanjiang, 25; and Ma MIngjie, 51, who were arrested last week in separate operations of the BI’s fugitive search unit (FSU).

Both are now detained at the BI detention facility at Camp Bagong Diwa, Taguig City while awaiting deportation.

Zhu was arrested on April 17 in Barangay Umapad, Mandaue City after the BI board of commissioners issued a warrant of deportation against him last year.

He was ordered deported for overstaying and for working in the country without proper permits.

Investigation showed that Zhu previously worked in Xinchuang Network Technology Inc., an online gaming hub in Pasay City that was raided by authorities in June last year for alleged engagement in various criminal activities such as human trafficking and cyber fraud.

Meanwhile, Ma was nabbed on April 19 at his residence in a subdivision in Parañaque City. He is wanted by Chinese authorities for contract fraud.

Ma has a warrant of arrest from the Jiangbei district sub-bureau of the Public Security Bureau in Chongqing, China issued on Dec. 6, 2017.

Chinese authorities alleged that Ma and his cohorts deliberately tampered with bank accounts and account names of a point of sale machine merchant which resulted in the unauthorized transfer of over 58 million yuan (more than USD8 million) from China Minsheng Banking Corporation to his altered bank account.

Two wanted foreigners apprehended by immigration officials at airport

Two foreign fugitives wanted in their countries for ciminal offenses have been arrested at the Ninoy Aquino International Airport (NAIA) before they could take their flights abroad.

Bureau of Immigration (BI) Commissioner Norman Tansingco identified the two fugitives as Chinese national Zhao Yaxin, 33, and Moroccan national Badr Ettachi, 32.

“They will undergo deportation proceedings as a consequence of their status as fugitives from justice and afterwards we will expel and ban them perpetually from re-entering the Philippines for being undesirable aliens,” Tansingco said in a statement issued on Sunday, Feb. 4.

Zhao and Ettachi are now detained at the BI’s Warden Facility located in Camp Bagong Diwa, Taguig City, he said.

Citing reports from the BI’s Border Control and Intelligence Unit (BI-BCIU), Tansingco said that Zhao and Ettachi were separately intercepted by immigration officers at NAIA Terminal 3 last Jan. 27 and 28, respectively.

He said that Zhao, who was to depart for Guanzhou, China, is “one of 34 Chinese nationals whose deportation was sought by the Chinese government due to their involvement in illegal online gaming operations.”

“A warrant of detention was reportedly issued against Zhao and his cohorts by the Chanqing Hechuan distict public security bureau in China,” the BI said.

In the case of Ettachi, the BI said the Moroccan was “accused of pocketing US$60,000 intended for the salaries of seafarers and workers of a shipping vessel that was entrusted to him for delivery by a friend of the owner of the firm responsible for disbursing the said payroll money.”
