Several counts of money laundering filed against dismissed Bamban mayor Alice Guo and others

Dismissed Bamban mayor Alice Guo – who went overseas undetected by immigration authorities and remains out of reach – and others got charged for multiple counts of money laundering, according to a GMA Network news report. The Anti-Money Laundering Council (AMLC), the National Bureau of Investigation (NBI), and the Presidential Anti-Organized Crime Commission (PAOCC) are the complainants.

A total of 87 counts of money laundering were filed against dismissed Bamban, Tarlac Mayor Alice Guo and 35 others at the Department of Justice (DOJ) on Friday about the raided POGO hubs in Bamban and Porac, Pampanga.

In a press conference, Anti-Money Laundering Council (AMLC) Deputy Director Adrian Arpon said that the cases involved around P7 billion.

“We have included Alice Guo. Based on our findings, she is the principal in the money laundering committed in this case. She used several entities in transferring her money. It went to an entity,” Arpon said.

“Ultimately, it ended up with Baofu to pay, among others, electric bills,” he added.

The complainants are the AMLC, the National Bureau of Investigation (NBI), and the Presidential Anti-Organized Crime Commission (PAOCC).

Named respondents are Guo; Shiela Guo, the former mayor’s purported sister; Cassandra Li Ong, the authorized representative of the Porac POGO hub; and former Technology and Livelihood Resource Center (TLRC) deputy director general Dennis Cunanan, among others.

Parañaque City scam hub raided, 99 suspects arrested

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.

NBI operatives arrest 5 foreigners and 24 locals in Cavite for involvement in varied scams

The campaign against scammers made a notable achievement recently as National Bureau of Investigation (NBI) operatives arrested five foreigners and twenty-four locals in Cavite for their involvement in different kinds of scams, according to a GMA Network news report. It turns out, the scammers were a splintered group of a certain Philippine Offshore Gaming Operator (POGO) hub.

Operatives of the National Bureau of Investigation (NBI) have arrested five foreigners and 24 Filipinos in Cavite for involvement in various types of scams.

In a press briefing on Tuesday, NBI director Jaime Santiago said the NBI-Cybercrime Division caught the foreigners, composed of three Chinese nationals and two Malaysian nationals, and the Filipinos in the act in a subdivision in Kawit.

“These 24 Filipinos are working with them para mag-commit ng [to commit] romance scam, investment scam, cryptoscams, impersonation scams, and… credential stopping. They are supervised by these foreigners,” Santiago said.

Meanwhile, NBI Cybercrime Division Chief Atty. Jeremy Lotoc said this was a splintered group of a Philippine Offshore Gaming Operator (POGO) hub.

Instead of operating in an office, he said the group has shifted to residential units.

“From different departments, from different locations, and purpose nila sa compartmentalization na ito is to avoid exposure or detection from law enforcement,” Lotoc said.

“So meron silang administration department, may operation department, may finance and money laundering department. Lotoc said he also believes that the group still has a “big boss.” He declined to give further details, saying that the NBI’s follow-up operation is ongoing.

Lotoc said they also discovered a “scam show room” filled with high-end products and luxury items, meant to create an illusion for victims.

“Doon ho nahu-hook yung ating mga kababayan at ibang mga foreign victims kasi they are believing na yung kausap nila is kaya silang payamanin din,” he said.

(That is what hooks our countrymen and the other foreign victims because they believe that the one they are talking to can make them rich.)

The NBI recovered pre-registered SIM cards, GCash accounts, computers, devices containing scripts, cellphones, and textplus machines, among others, during the operation.

Lotoc said the arrested individuals were charged under the Anti-Financial Account Scamming Act (AFASA). He also appealed to the public to stop being involved in such scams.

NBI arrests 12 Chinese nationals who were caught in the act of scamming and for previously detaining and harming a man who refused to work as a scammer

Every day here in the Philippines, either someone got scammed or someone is secretly organizing a scam to steal money from others. Recently in the City of Manila, agents of the National Bureau of Investigation (NBI) apprehended twelve Chinese nationals who were caught in the act of scamming and also for illegally detaining and assaulting a man who refused to work as a scammer, according to a GMA Network news report.

The National Bureau of Investigation-Special Task Force (NBI-STF) has arrested 12 Chinese nationals for alleged online scamming and assaulting and detaining an individual who refused to work as a scammer, it said Friday.

In a statement, the NBI said the victim filed a complaint for alleged violation of the Cybercrime Prevention Act of 2012, serious physical injuries, and serious illegal detention.

The complainant said he was forced to work as an online scammer in a building in Manila and was beaten and assaulted when he refused.

He said the suspects then demanded him to pay the P500,000 ransom, but he was only able to give P300,000. After this, he was released and threatened to be killed if he will report the incident to authorities.

This led the NBI-STF, in coordination with the Manila Police District, to conduct an operation on August 6.

They arrested 12 Chinese nationals caught in the act of committing online scamming activities. Four of them were positively identified by the complainant as the ones who assaulted him.

The suspects were presented for inquest proceedings for violation of 4(b)(2) of the Cybercrime Prevention Act, and Article 263 and 267 of the Revised Penal Code, as amended.

BIR files tax evasion charges against dismissed mayor Alice Guo and two others

The Bureau of Internal Revenue (BIR) formally filed tax evasion charges against former Bamban mayor Alice Guo and two other suspects, according to a Philippine News Agency (PNA). The Bureau of Internal Revenue (BIR) on Wednesday filed tax evasion charges against dismissed Bamban, Tarlac mayor Alice Guo and two others before the Department of Justice.

Commissioner Romeo D. Lumagui Jr. filed the charges against Guo, and Jack L. Uy and Rachelle Carreon of Baofu Land Development, Inc., which arose from Guo’s admission that she transferred her shares in Baofu to Uy.

“Upon investigation, the BIR discovered that no capital gains tax (CGT) and documentary stamp tax (DST) returns were filed and paid in relation to this transfer,” the BIR said in its statement.

The three were charged with “attempt to evade or defeat tax, failure to file CGT and DST returns, and failure to file/ supply certain information.”

Lumagui noted that while the parties to the transfer are Guo and Uy, Carreon, as the corporate secretary of Baofu, would also be charged with the same criminal case for tax evasion due to her “deliberate failure to report” the non-payment and non-filing of CGT and DST returns to the BIR.

“She even verified under oath the General Information Sheet reflecting the transfer even if no taxes were paid and no returns were filed,” he said.

Vietnamese victim rescued and three Chinese nationals arrested in Parañaque City

Recently in the city of Parañaque, the local police arrested three Chinese nationals who allegedly robbed and abducted a 23-year-old Vietnamese woman who managed to escape from her captors, according to a Manila Bulletin news report. The suspects have been charged with robbery, grave coercion, illegal detention, possession of illegal drugs, and illegal possession of firearms.

A female Vietnamese national who was robbed and abducted by three Chinese men was rescued by members of the Parañaque City Police on Tuesday, August 6.

The victim was identified as “Lang,” 23 and is said to be working in a money exchange services business in Manila. Meanwhile, the suspects were identified as “Jun,” 31, “Hao,” 27, and “Zhang,” 26.

The police said Lang was rescued after she managed to escape from one of her abductors who fell asleep while guarding her and sought assistance from a lobby security guard of a condominium building located in Barangay Tambo, Parañaque City. The police immediately responded to the report of the security guard and rescued the victim.

Lang said her workplace caters to several Chinese nationals and foreigners seeking to exchange currencies.

At around 12:20 a.m. on August 6, one of the suspects contacted her through Telegram for a meeting to exchange Vietnamese dong to Philippine peso.

Upon arrival at the condominium unit, Lang said she was threatened by Hao with a knife and forcibly took her cellphone. The suspects transported her to an unknown location on board a Ford Ranger pickup.

The suspects forcibly obtained her cellphone password including her facial ID to access her online bank account where they were able to transfer her money to an unknown account amounting to 8,940,000,000 Vietnamese dong from Vietcombank, P1,000,000 worth of jewelry, and P300,000 cash.

Police recovered from the arrested suspects two .9mm pistols; a North American Ans Black Widow 22 Magnum revolver; various ammunitions; P236,000 cash; several electronic devices such as an Apple iPad, Apple MacBook Air, and seven iPhones; a Chinese passport in the name of “Liu”; and a Vietnamese passport under the name of “Dong.”

They also yielded a set of vehicle license plates; one matte black Ford Ranger Sport; 76 ecstasy tablets with an estimated value of P129,200; and 5 grams of suspected shabu worth P34,000.

Recently in the city of Parañaque, operatives of the Bureau of Immigration (BI) arrested a Chinese national who turned out to be wanted by authorities in China for alleged acts of human trafficking related to online gaming hubs located in the Philippines, according to a GMA Network news report.

The Bureau of Immigration (BI) said it has arrested a Chinese national wanted in Beijing for allegedly trafficking fellow Chinese to work for online gaming hubs in the Philippines.

The Chinese national was identified by BI Commissioner Norman Tansingco as Wang Chuancong, 35.

Wang was arrested last July 30 at a condominium along Roxas Boulevard in Parañaque City by BI’s Fugitive Search Unit operatives. Tansingco said the Chinese government informed the BI of the suspect’s presence in the country.

A detention warrant was issued against him in April 2024 by the municipal public security bureau in Jinjiang, China for human trafficking.

“We were told that he heads a syndicate that facilitates the illegal departure of Chinese nationals by forging documents to facilitate their outbound travel in China,” Tansingco said.

“This allows them to travel to different countries including the Philippines to work in online gaming hubs,” the BI commissioner added.

Wang was found to be an undocumented alien after his passport was canceled by the Chinese government.

Chinese nationals arrested by NBI agents for credit card fraud and bribery

The National Bureau of Investigation (NBI) arrested seven Chinese nationals for credit card fraud and bribery as a result of separate operations that took place in two cities, according to a GMA Network news report. One of the operations happened in Parañaque City which for some reason remains a hot spot of crime involving Chinese nationals.

Seven Chinese citizens have been arrested for credit card fraud and bribing agents of the National Bureau of Investigation, the NBI said Tuesday.

According to the bureau, operatives of the NBI-Cybercrime Division arrested the seven foreigners, classified as a transnational organized crime (TOC) group, in separate operations in Parañaque and Quezon City on July 27.

This was after the NBI received multiple complaints against the foreigners, accusing them of vishing, smishing, phishing, click-baiting, pretexting, and whaling, which resulted in unauthorized or illegal access and eventual utilization of their credit card credentials without their knowledge.

The NBI said the group would cash out money through socially engineered credit card credentials from the accounts of their victims. It said the group would need a point-of-sale (POS) device to expedite cashing out.

During the operation, poseur-accomplices pretended to possess a POS device. They then agreed to meet for the scheme to materialize.

This led to the arrest of two Chinese citizens during an entrapment operation in Parañaque on July 27.

One of them attempted to bribe the operatives several times and offered P1.5 million for their release and the termination of the charges against them. The operatives pretended to agree to the offer and conducted another entrapment operation.

In the evening of the same day, two vehicles arrived at the parking lot of the NBI main office in Quezon City for the exchange.

The NBI said that after one Chinese-looking individual gave a bag of money, the operatives arrested him along with his cohorts inside the vehicles.

Authorities retrieved three handguns with a military-grade smoke grenade from the vehicle. The arrested individuals were unable to provide licenses and papers for the firearms.

Ban on POGOs all over the Philippines declared

During his 3^rd State of the Nation Address (SONA), President Ferdinand “Bongbong” Marcos, Jr., declared a nationwide ban on all Philippine offshore gaming operators (POGOs), according to a Philippine News Agency (PNA) news article. Marcos pointed out the negative effects POGOs had on the country such as money laundering, scamming, prostitution, human trafficking, kidnapping, and murder to name some.

President Ferdinand R. Marcos Jr. has heeded snowballing calls to ban Philippine offshore gaming operators (Pogos) in the country, an industry marred by controversies and illegal activities.

During his third State of the Nation Address (SONA) on Monday, Marcos acknowledged that POGOs have already “ventured into illicit areas furthest from gaming, such as financial scamming, money laundering, prostitution, human trafficking, kidnapping, brutal torture, even murder.”

“The grave abuse and disrespect of our system must stop. Kailangan nang itigil ang panggugulo nito sa ating lipunan at paglalapastangan sa ating bansa (It is now imperative to stop this chaos that is wreaking havoc to our society and desecrating our country). Effective today, all POGOs are banned,” Marcos exclaimed prompting the crowd at the Batasan Pambansa in Quezon City to break into cheers.

The President also ordered the Philippine Amusement and Gaming Corporation to cease operations of POGOs by the end of the year, as well as the Department of Labor and Employment to help workers who will be displaced.

Finance Secretary Ralph Recto and Socioeconomic Planning Secretary Arsenio Balisacan, key figures of the administration’s economic team, have supported the calls to ban POGOs, which mostly cater to clients from mainland China and employ a large number of Chinese-speaking foreign workers.

Several lawmakers and business groups have also urged the President to impose a total ban on POGOs.

Aside from money laundering activities, crimes attributed to the POGOs have expanded over the past years and now include human trafficking, abduction, homicide, illegal detention, kidnap-for-ransom, theft, robbery-extortion, serious physical injuries, swindling, grave coercion, investment scam, cryptocurrency scam, and love scam.

Chinese national arrested for using fake documents while applying for Philippine passport

Recently in Davao City, a 21-year-old Chinese national got arrested by elements of the National Bureau of Investigation (NBI) for using falsified documents when he applied for a Philippine passport at the Department of Foreign Affairs (DFA), according to a Manila Bulletin news report. As it turns out, the suspect has been using a fake identity for some time here in the Philippines and has already admitting to possessing a Chinese passport.

The National Bureau of Investigation (NBI)-Davao arrested a 21-year-old Chinese national on Tuesday afternoon, July 9, for applying for a Philippine passport at the Department of Foreign Affairs (DFA)-Davao here using falsified documents.

NBI-Davao Region Director Arcelito Albao said in a press conference on Wednesday, July 10, that the DFA-Davao alerted the NBI-Davao that a Chinese national using the Filipino name Hengson Jabilles Limosnero attempted to apply for a passport. Albao said the suspect was accompanied by the family driver.

Albao, however, declined to disclose the suspect’s Chinese name, pending verification of his real identity from the Bureau of Immigration.

In a brief interview with the media, the suspect, who was presented during the press conference, admitted to possessing a Chinese passport.

Albao said that the Chinese used a birth certificate, driver’s license, and national identification (ID) card from the Philippine Statistics Authority to apply for a passport.

He said that the Chinese used his fake identity to study high school at Philippine Academy of Sakya Davao and college at the Ateneo de Davao University (ADDU). Albao said the Chinese is a first-year accountancy student at ADDU.

The suspect will face charges for violating the New Philippine Passport Act and Revised Penal Code penalizing falsification of public documents, perjury, and using fictitious name and concealing true name, Albao said.

He said the suspect was issued original documents and IDs by various government agencies but were considered falsified as the information was false.

Albao said that the suspect and his family have been residing in Davao City for 10 years. He said they own a hardware business in this city’s Chinatown District on Ramon Magsaysay Ave., called by residents Uyanguren.

The NBI-Davao head added that an employee from DFA-Davao doubted the suspect’s nationality and authenticity of the documents as he could not speak Cebuano, not fluent in Tagalog, and could only talk in English during interview.

He said the Chinese gave inconsistent answers during the interview.

Albao said the suspect applied for a passport as he wanted to become a Philippine citizen and plans to travel to the US.
