Chinese nationals and one Filipino arrested in Parañaque City

As the nation struggles with the worsening COVID-19 crisis in relation to the local presence of the Omicron variant, a gang composed of five Chinese nationals and one Filipino got apprehended in Parañaque City in connection to a kidnapping incident that happened recently according to a Philippine News Agency (PNA) report.

Five Chinese nationals and a Filipino were arrested for allegedly attempting to kidnap another Chinese in Parañaque City, the Southern Police District (SPD) reported Tuesday.

Based on the report submitted by the Parañaque City police, SPD Director, Brig. Gen. Jimili Macaraig, identified the suspects as Hu Yang, 34; Zhang Jie, 28; Cen Sha Lu, 28; Shen Fa, 27; Han Xun, 33; and Hazel Cotaco, 37.

Macaraeg said the rescue operation stemmed from information received by Parañaque City Police around 4 a.m. on January 3 that Shaomen Hu, a 25-year-old Chinese businessman, was forcibly taken by the suspects at Monarch Park Suites and held captive at an unknown place.

Around 11 a.m. of the same day, Jie Sun, the interpreter and witness of the victim, received messages from the suspects that the victim was kidnapped and asking for ransom amounting to PHP700,000.

Police, whom Sun sought assistance from, arranged an operation that resulted in the arrest of the suspects around 4 p.m. at a certain hotel along Bradco Avenue in Barangay Tambo.

Seized from Xun’s possession were one small heat sealed transparent plastic sachet containing shabu with estimated weight of 1.75 grams, one small plastic tube straw color white containing traces of shabu, one gray clutch bag and marked money amounting to PHP20,000.

The suspects will be charged with the violation of Article 267 (Kidnapping and Serious Illegal Detention) of the Revised Penal Code.

COVID-19 Crisis: Philippines should have more Sputnik vaccines to combat Omicron variant

While it is nice to know that my native Philippines has secured over two hundred million doses of COVID-19 vaccines and the vaccination operations around the country include the issuance of booster shots, I honestly believe that more Sputnik vaccines (Sputnik V, Sputnik Light and the upcoming new Sputnik vaccine designed with Omicron in mind) are needed in the country and more of them should be secured especially since the Omicron variant is infecting more people locally.

In 2021, the Philippines received millions of Sputnik V vaccines but too little of the single-dose Sputnik Light. Good thing that the Philippines will negotiate for more Sputnik Light vaccines because in recent news, Sputnik Light has been approved in Tunisia as a universal booster!

Moscow, December 29, 2021 – The Russian Direct Investment Fund (RDIF, Russia’s sovereign wealth fund) announces the approval of the Russian one-shot Sputnik Light vaccine against coronavirus as a universal booster shot by Tunisia’s Ministry of Health.

Sputnik Light is based on recombinant human adenovirus serotype number 26 (the first component of Sputnik V). A one-shot vaccination regimen of Sputnik Light provides for ease of administration and helps to increase efficacy and duration of other vaccines when used as a booster shot. Sputnik Light has already been authorized in more than 30 countries.

Clinical studies and the real-world data in many countries have demonstrated that Sputnik Light is a safe and effective vaccine when used both on a standalone basis and as a booster.

A study in Argentina on heterogeneous regimens combining Sputnik Light and vaccines produced by AstraZeneca, Sinopharm, Moderna and Cansino has demonstrated that Sputnik Light is an effective universal booster. Each “vaccine cocktail” combination with Sputnik Light provided higher antibody titer on 14th day after administering the second dose as compared to original homogenous (same vaccine as first and second dose) regimens of each of the vaccines.

A preliminary study of the Gamaleya Center has found Sputnik Light significantly increases virus neutralizing activity against Omicron based on sera 2-3 months after revaccination with 100% of individuals revaccinated with Sputnik Light as a booster having developed neutralizing antibodies against this variant. Sputnik Light booster is recommended to strengthen efficacy of vaccines against Omicron. Boosting by Sputnik Light can strengthen and lengthen the quickly waning efficacy of many vaccines in light of combined Delta and Omicron challenge.

Sputnik Light efficacy data:

Sputnik Light has been proven to be safe and highly effective by real-world vaccination data. In particular, data from the Ministry of Health of Buenos Aires (Argentina) has demonstrated standalone efficacy of Sputnik Light between 78.6-83.7% among the elderly (over 40,000 people of 60-79 years old), which is higher than that of many two-dose vaccines.
Findings by the Gamaleya Center based on data collected in Moscow have demonstrated Sputnik Light vaccine administered standalone has 70% efficacy against infection from the Delta variant of coronavirus during the first three months after vaccination. The vaccine is 75% effective among subjects under the age of 60. Sputnik V and Sputnik Light are based on a safe and effective human adenoviral vector platform and have not been associated with rare serious adverse events following vaccination, such as myocarditis or pericarditis.

Previously, it has been declared that Sputnik V and Sputnik Light are highly effective against the Omicron variant (referencing an article published in Vaccines medical journal and international real-world data from numerous countries) and Gamaleya itself conducted a preliminary study confirming the findings.

As for the Omicron variant situation here in the Philippines, Sputnik vaccines would be more crucial for public health especially since there are many Filipinos who have been vaccinated with the Sinovac vaccine which according to a recent study was found to be weaker versus Omicron. Once the Sinovac protection has faded away, there is the potential of a wave of new COVID-19 infections caused by the Omicron variant. Right now, we can only hope that the Philippines is negotiating with their counterparts in Russia to acquire many millions of new doses of Sputnik V, Sputnik Light and the upcoming new Sputnik (designed with Omicron in mind).

COVID-19 Crisis: Omicron-related fear and panic cause several governments to enact mandatory vaccinations

The fear and panic over Omicron is still strong and already several government units reacted heading towards the enactment of mandatory vaccinations, according to a recent CBN News report.

The World Health Organization admits there has yet to be a single death from the Omicron variant, but that hasn’t stopped some governments–especially in Europe–from using it as another reason to enact mandatory vaccinations.

Here in the U.S., Omicron cases are now confirmed in at least 17 states.

“We have several dozen cases and we’re following them closely. And we are, every day, hearing about more and more probable cases,” said CDC Director, Dr. Rochelle Walensky.

But so far, Omicron does not seem to be dangerous. Initial studies show it has a similar genetic structure to the common cold, making it more transmissible. But in South Africa, where Omicron first emerged, hospitalizations have not increased significantly.

Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases said, “We really need to be careful before we make any determinations, but thus far the signals are a bit encouraging regarding the severity.”

Peter McGinn of Minnesota tested positive for Omicron after a visit to New York City.

He had been fully vaccinated and received a booster.

“I felt kinda tired. I felt bad for about a day. I did my absolute best to follow the guidelines, I had my mask on the entire time,” McGinn said.

COVID guidelines and restrictions have become a significant issue in Europe, where some nations are requiring citizens to be vaccinated. And that has sparked massive and sometimes violent demonstrations across the continent.

At a protest in Brussels, a Belgian woman said, “I don’t agree with the mandatory vaccinations because these vaccines, I don’t think they’re great yet. “

A Spanish protestor in Barcelona said, “The dead from COVID-19 are mostly vaccinated people instead of non-vaccinated. That’s in all hospitals.” Another said, “We don’t want the COVID-19 passport. We want freedom. It’s a human right. We don’t want vaccines, neither for us or our children. This is a genocide.”

Austria has announced it plans to become the first country in Europe to make COVID-19 vaccinations mandatory. Germany plans on making vaccinations compulsory for some jobs.

European Union leader Ursula von der Leyen says it’s time for the E.U. to discuss a Europe-wide vaccine mandate.

Omicron also a factor as mentioned by New York City’s outgoing mayor

In the City of New York, the exiting Mayor Bill de Blasio announced his own vaccine mandate for private employers and vaccine passports on the people (including children) according to a separate CBN News report. De Blasio mentioned the Omicron variant as a new factor as well as the cold weather creating additional challenges on dealing with the Delta variant in the city.

The weird thing about the NYC mandate is that the federal private employer mandate has been put on hold. Kathryn Wylde, the head of the business group Partnership for NYC, questioned the mayor’s authority to impose the local mandate on private employers. The United States Representative of Long Island Lee Zeldin called the mandate a “job-killing, small business-suppressing mandate.”

“When you dangerously combine a far-left, lame-duck politician, who is anti-business, one-dimensional, unaccountable, not bright and has a perpetual ‘I always know best’ attitude,’ you get Bill de Blasio, the Worst Mayor in America,” Zeldin further said.

COVID-19 Crisis: More than 27,000 minors of Muntinlupa City vaccinated

Since the local vaccination program for minors (aged 12 to 17-years-old) of Muntinlupa City first started, the number has grown to over 27,000 minors locally according to a recent Manila Bulletin news report. That figure, accurate as of December 4, 2021, is almost half the total qualified local minors of the city.

According to the Muntinlupa COVID-19 Vaccination Program (MunCoVac), as of Dec. 4, a total of 27,161 minors received their first dose of the COVID-19 vaccine or 49 percent of the estimated population of 55,391 for the age group in the city.

Of the total, 10,899 minors are fully vaccinated, equivalent to 20 percent of the total population of 12-to-17-year-olds and 40 percent of those who got the first dose. The Muntinlupa City government started vaccinating minors aged 12 to 17 last Oct. 25.

A total of 41,727 minors have registered for vaccination with MunCoVac or 75 percent of the estimated population for the minor age group. Of the total, 2,721 or 6.5 percent have comorbidities and are classified as Pediatric A3, and 39,006 or 93.5 percent are without.

The country’s Food and Drug Administration (FDA) approved Pfizer-BioNTech and Moderna vaccines for use in people 12 years and above.

According to the Department of Health, the comorbidities eligible for the Pediatric A3 vaccination are medical complexity, genetic conditions, neurologic conditions, metabolic/endocrine diseases, cardiovascular diseases, obesity, HIV infection, tuberculosis, chronic respiratory diseases, renal disorders, hepatobiliary diseases and immunocompromised state due to disease or treatment.

Residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. COVID-19 Crisis: Sputnik vaccines versus Omicron

Have you been injected with a Sputnik vaccine? Are all the rabid news reports about the Omicron variant making you feel uncomfortable? Here is something that you should focus on temporarily – an official statement was recently released claiming that Sputnik V and Sputnik Light vaccines are effective against all variants of SRAC-Cov-2 and they will prove effective in neutralizing the Omicron variant. As if that was not enough, a new version of the Sputnik vaccine is already being developed with Omicron in mind.

The Russian Sputnik V and Sputnik Light vaccines have proven to be highly effective against all variants of SARC-Cov-2 known to date. This has been demonstrated by an article published in Vaccines medical journal and international real-world data from numerous countries:

A recent study in Hungary demonstrated Sputnik V vaccine had the highest (98%) efficacy in preventing COVID-related mortality and 85.7% efficacy against coronavirus infection among five vaccines (Sputnik V, Moderna, Pfizer, AstraZeneca and Sinopharm) used in the country between January-June 2021. Based on this data, the share of deaths from COVID in the unvaccinated population was 130 times higher than among those vaccinated with Sputnik V in the same period.

According to data from San Marino, Sputnik V is 80% effective against coronavirus infection from 6th to 8th months after administering the second dose, which is much higher than published efficacy of mRNA vaccines of less than 30% after 6 months.

The Sputnik vaccine’s efficacy is based on the heterogeneous boosting approach using two different vectors for two shots, pioneered by the Gamaleya Institute, and a proven adenoviral vector platform, which triggers a broader immune response as compared to mRNA vaccines.

The Gamaleya Institute believes both Sputnik V and Sputnik Light will neutralize the latest Omicron variant and has started the necessary studies.

Nonetheless the Gamaleya Institute, based on existing protocols of immediately developing vaccine versions for variants of concern, has already begun developing the new version of Sputnik vaccine adapted to Omicron. In an unlikely case such modification is needed, the new Sputnik Omicron version can be ready for mass-scale production in 45 days. Several hundred million Sputnik Omicron boosters can be provided to international markets already by Feb 20, 2022 with over 3 billion doses available in 2022.

That was a pretty bold statement there. Sputnik vaccines’ efficacies (preventing COVID-19 mortality and going against coronavirus infections) was compared with four other established brands of COVID-19 vaccines.

With regards to Omicron, there was confidence expressed that the two existing Sputnik vaccines will neutralize the new variant. That sounds great but I would love to see first real test results to prove that. Regardless, Gamaleya proceeded already to develop a newer version of Sputnik vaccine with Omicron in mind and they seem confident they can mass produce it and start releasing it in early 2022. As seen in the above statement, the mass production and release of a Sputnik Omicron vaccine would commence in the unlikely case they need to modify the Sputnik vaccine.

If the current Sputnik vaccines prove to be capable of neutralizing the Omicron variant, then no such production-release scheme of a modified vaccine will be needed. Gamaleya will then have to keep mass producing and sending out doses of Sputnik V and Sputnik Light worldwide. Already millions of doses of Sputnik V have arrived here in the Philippines and the national government plans to procure more of the single-dose Sputnik Light vaccine.

COVID-19 Crisis: Private sector stakeholders urge government to allow them to use purchased vaccines as booster shots for fully vaccinated employees plus household members

According to a recent report by the Philippine News Agency (PNA), more than twenty-five private sector stakeholders urged the government to let them use purchased vaccines as booster shots for their employees who have been fully vaccinated as well as for the household members. Take note that the current growing economic recovery (related to the low daily count of new COVID-19 infections) could be derailed if the huge COVID-19 vaccine supply of the nation does not fully get used before expiration.

Some 26 groups from the private sector are appealing to the government to allow them to use the vaccines they purchased to be given as booster shots for their employees and household members.

In a joint statement Tuesday, the private sector said “vaccines are arriving faster than they can be dispensed” and the private sector cannot take the risk of having their purchased vaccines expire and go to waste.

The private sector has been active in buying coronavirus disease 2019 (Covid-19) vaccines since last year to help the government in its vaccination efforts.

“We fully understand the need to prioritize certain sectors when vaccines are scarce, but the government has announced that its stockpile of vaccines has now reached close to 60 million and continues to increase as the vaccines are arriving faster than they can be dispensed,” the groups said.

They said the country no longer has a vaccine shortage and now has a large inventory, thus the vaccines that they have purchased could now be used as booster shots for their employees and dependents.

The private groups have also recognized that the high vaccination rate in Metro Manila and nearby provinces, and the increasing inoculation rate across the country has resulted in a dramatic decline in cases after the surge due to threats of Delta variant last August.

The boost in vaccination drive has also allowed the safe reopening of the economy.

“But studies show that Covid vaccine efficacy wanes beyond six months and without boosters, we increase the risk of another surge which could again shut down the economy,” the groups added.

The above report ended stating that the government has allowed booster shots mainly for priority groups A1 to A3, specifically the health workers, the senior citizens and the comorbid patients.

COVID-19 Crisis: Fully vaccinated frontline health workers getting boosted (booster shots)

And there they go with a new round of vaccinating lots of people! Yesterday marked the start of the national authorities to inoculate several fully vaccinated healthcare workers with the booster shots (AKA 3^rd shots) for COVID-19, as reported by GMA News. In relation to this development, the Philippines has over one hundred twenty-four million doses of COVID-19 vaccines, all booster brands recommended by the government were declared safe by the national authorities and there was confidence that surpassing 1.5 million doses per day in terms of inoculation can be achieved.

The Philippines on Wednesday began the inoculation of fully-vaccinated healthcare workers with booster shots against COVID-19.

For the newcomers reading this, the 3^rd shot or booster shot of COVID-19 vaccine is need to ensure prolonged immunity to the coronavirus. That being said, if you are fully vaccinated health worker, you should remember how long has it been since you got your 2^nd dose. As for the rest of the general population, you have to wait first for the authorities to formally declare booster shots for everyone else as it is not legal yet for any person to just avail of a 3^rd shot. Right now, the health workers go first.

COVID-19 Crisis: Face shields no longer mandatory in areas under Alert Levels 1 to 3

It took a long time to happen but it finally happened at last and will surely provide people relief from the so-called protective but inconvenient face shields. Philippine President Rodrigo Duterte approved the recommended lifting of the mandatory use of face shields specifically in areas under Alert Level 1, 2 and 3, according to a Philippine News Agency (PNA) report. The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) recommended the lifting in response to the much-improved situations (note: low daily counts of new COVID-19 infections and the continued rise of people getting vaccinated) of the nation under the pandemic. Be reminded that prior to this new development, there was a collective push to make face shields non-mandatory in Metro Manila.

President Rodrigo Roa Duterte on Monday approved the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) to lift the mandatory use of face shields in areas under Alert Level 1 to 3.

“Ang decision ko is okay, tanggalin nyo na yung [face] shields. Pwede na ninyong (My decision is okay, you can remove face shields. You can), you dispense with the shields but not the (face) mask,” Duterte said in his prerecorded “Talk to the People”.

Duterte said face mask would remain part of the day-to-day safety measure “kasi matagal pa itong virus na nasa hangin lang (because the virus which is airborne will be here for a long time).”

He urged the public to make sure that the Covid-19 positivity rate in the country will continue to go down by following the health and safety protocols.

“You have to obey what the government will tell you to do because it’s for the good of the country and for you. Sumunod lang kayo (Just obey),” he said.

On Monday, Executive Secretary Salvador Medialdea issued a memorandum detailing the voluntary use of face shields in places with a relatively low Covid-19 alert level.

According to the memorandum, the use of face shields in community settings shall remain mandatory in areas under Alert Level 5 and granular lockdowns.

For places under Alert Level 4, local government units and private establishments are given the discretion to maintain or remove the wearing of face shields policy.

People residing in places under alert levels 3, 2, and 1 can voluntarily use the face shields as their added protection.

“The above protocols are without prejudice to the continuing mandatory use of face shields in medical and quarantine facility settings, and the required use thereof by healthcare workers in healthcare settings,” the order read.

The IATF-EID on Dec. 14, 2020 issued Resolution 88, requiring all persons to wear full-coverage face shields on top of face masks in all public places to control the spread of the coronavirus disease 2019 (Covid-19).

Based on the above details, for as long as an area is under Alert Level 3 and lower, face shields are no longer mandatory. Just optional. While a lot of face shields believers out there expressed that the said items are highly protective and prevent COVID-19 from entering people’s eyes, face shields are always inconvenient as they obscure people’s visions and make verbal communication even harder. Try talking to someone while you are wearing both a face mask (which itself muffles your speaking) and a face shield.

As long as COVID-19 infections are low and as long as people practice caution, walking around and doing your objectives without face shields can be done in areas under Alert Level 1-3. With the recent change, I encourage you to pay close attention to your own locality and also observe how the Metro Manila mayors and the MMDA will act and think now that face shields are no longer required in areas under Alert Level 1-3.

COVID-19 Crisis: Muntinlupa City Council enacts ordinance scrapping the mandatory use of face shields within city limits

The collective push on making face shields non-mandatory in Metro Manila gained strength lately as City Council of Muntinlupa enacted an ordinance scrapping the mandatory use of the said things within the city’s jurisdiction, according to a Manila Bulletin news report.

The Muntinlupa City Council has enacted an ordinance scrapping the mandatory use of face shields in the city.

Majority Floor Leader Raul Corro told Manila Bulletin that the City Council enacted the ordinance on Nov. 8. The ordinance, he said, lifted the mandatory use of face shields except in hospitals and clinics.

The approval of the ordinance came ahead of the decision of the Inter-Agency Task Force (IATF) on the use of face shields.

Interior Sec. Eduardo Año defended the issuance of executive orders (EOs) by Manila and Davao scrapping the use of face shields, saying mayors and local government units have the power to issue executive orders and ordinances under Republic Act 7160, the Local Government Code of 1991.

He cited Section 16 of the code, which states that “every local government unit shall exercise the powers expressly granted, those necessarily implied there from, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.”

Año was reacting to the comment by presidential spokesman Harry Roque who said the EOs are “null and void” for violating an executive order issued by President Rodrigo Duterte.

Personally, I give the Muntinlupa City Council’s enactment my approval. Face shields should no longer be required not simply because they are inconvenient to use but because they are less relevant given the much-improved situations in Metro Manila related to the pandemic. The daily national count of new COVID-19 infections are much lower now, more people in Metro Manila have practiced caution and followed local health protocols, more people have gotten vaccinated and fully vaccinated (29.8 million as of November 9, 2021), etc.

COVID-19 Crisis: Over 5,600 minors vaccinated in Muntinlupa City

The City Government of Muntinlupa announced that over 5,600 minors (aged 12 to 17) have been vaccinated for COVID-19 as of November 8, 2021, according to a recent Manila Bulletin news report.

The Muntinlupa City government said it has vaccinated more than 5,600 minors aged 12 to 17 years old.

As of Nov. 8, a total of 5,648 minors with and without comorbidities have received their first dose of the coronavirus disease (COVID-19) vaccine.

The total is 10.2 percent of the estimated 55,391 population of 12 to 17 years old in Muntinlupa.

By percentage by barangay to date, Putatan has the highest vaccination rate at 17 percent (1,765 vaccinated) followed by Tunasan, 15 percent (921), Bayanan, 14 percent (558); Alabang, 8 percent (560); Sucat and Cupang, 7 percent each (379 and 390, respectively); Poblacion, 6 percent (777); Ayala Alabang, 4 percent (115); and Buli, 2 percent (33).

The city government said as of Nov. 8, a total of 22,665 minors aged 12 to 17 years old have registered with the Muntinlupa City COVID-19 Vaccination Program, or 41 percent of the total population for the age group.

The vaccination sites for minors in Muntinlupa are the Ospital ng Muntinlupa for those with comorbidities and SM Center Muntinlupa, Ayala Malls South Park, New Cupang Health Center and Sucat covered court for “well children” or those without comorbidities.

Comorbidities eligible for the Pediatric A3 vaccination are medical complexity, genetic conditions, neurologic conditions, metabolic/endocrine diseases, cardiovascular diseases, obesity, HIV infection, tuberculosis, chronic respiratory diseases, renal disorders, hepatobiliary diseases and immunocompromised state due to disease or treatment.

The country’s Food and Drug Administration (FDA) earlier approved Pfizer-BioNTech and Moderna vaccines to be used in people 12 years old and above.
