COVID-19 Crisis: Muntinlupa City rollout of 2nd booster shots ongoing

If you are a resident of Muntinlupa City who has been boosted for COVID-19 and many months have passed since then, be aware that the rollout of 2nd booster shots is ongoing within the city (starting with the immunocompromised patients with the other types of patients to follow), according to the Manila Bulletin. Now is a good time to contact the local authorities or the local vaccination sites (MunCoVac) to find out if a 2nd booster shot is available for you.

The Muntinlupa City government has started giving second booster shots on April 26 to immunocompromised people.

Data from the City Health Office showed that 14 people were vaccinated with the second booster shot on the first day.

Of the 14, four were in Barangay Alabang, three each in Cupang, Putatan and Tunasan, and one in Poblacion.

As of April 26, a total of 128,361 fully vaccinated individuals have received their first booster shots in Muntinlupa.

The Food and Drug Administration (FDA) issued on April 13 the Emergency Use Authorization (EUA) approving the second Covid-19 vaccine booster shot to senior citizens, immunocompromised people and frontline healthcare workers.

According to the Department of Health (DOH)), the second booster shot is being given “in cognizance of current evidence of waning immunity and protection from severe disease.”

The DOH announced that the immunocompromised population aged 18 and above will be the first to be given a second booster shot, and frontline healthcare workers and senior citizens will follow.

Under a DOH memorandum, immunocompromised individuals are classified as those with immunodeficiency state, HIV, active cancer or malignancy, transplant recipients, undergoing steroid treatment, patients with poor prognosis / bed-ridden patients, and other conditions of immunodeficiency as certified by a doctor.

The vaccine brands to be used for the second booster shot are Pfizer, Moderna, Sinovac, Sinopharm and AstraZeneca.

The second booster shot is administered three months after a person receives the first booster shot or third dose.

Muntinlupa City commended for good government services

The Anti-Red Tape Authority (ARTA), a government agency that is focused on a Philippine government that is clean, just, people-centered and highly efficient, recently commended the City Government of Muntinlupa for its good government services, the Manila Bulletin reported recently.

The Anti-Red Tape Authority (ARTA) has commended the Muntinlupa City government for its e-governance innovations and other business-friendly programs.

In an inspection report, ARTA Deputy Director General for Operations Usec. Ernesto Perez lauded the innovations on public service made by the city government through the Business Permits and Licensing Office (BPLO) such as compliance to national standards and automation in business registration processes.

“The Authority would like to express our utmost gratitude for your continuous efforts towards making the government services of your Local Government Unit more efficient, systematic, and productive for all,” said Perez in a letter.

ARTA recently conducted an on-site inspection to validate and monitor the compliance of the Muntinlupa City government on the provisions of Republic Act 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018) that seek to streamline services.

The inspection evaluated the city’s establishment of an electronic Business One Stop Shop (eBOSS), setting up of a Citizen’s Charter and other provisions under RA 11032.

ARTA cited the city’s “outstanding automation efforts” in the local Business One Stop Shop and noted that Muntinlupa has complied with the required automation and has passed inspection

The Muntinlupa City government is the first local government unit to introduce the Single Window Transaction–Modified Business One-Stop Shop, a single-interface business-registration process in which a business permit registration application can be accomplished in up to 15 minutes only.

The city government rolled out the program to implement more efficient governance by creating one-stop-shop access for the delivery of public services, which has been modified and simplified over time.

Parañaque City mayoral candidate Jun Zaide emphasizes barangay power

In Parañaque City, voters will decide on May 9 who their next mayor will be to serve them for the period of mid-2022 to mid-2025. Recently, mayoral candidate and Barangay Baclaran captain Jun Zaide (for his social media, click here) was featured by the Manila Times and he confirmed that once he is in the Mayor’s Office, he would harness barangay power which means having the city’s sixteen barangays work in tandem to meet the needs of members of local communities while making Parañaque even better. Zaide has been leading the barangay of Baclaran since 2018 and his election campaign has been aggressive, transparent (at least on social media) and tireless.

JULIUS Anthony “Jun” Zaide believes that if the 16 barangay (villages) of Parañaque City link up and work together, they could be a force that would be more effective in responding to community issues like the coronavirus pandemic.

Zaide, chairman of Barangay Baclaran in Paranaque’s first district, plans to harness “barangay power” if he is elected mayor on May 9.

Speaking during The Manila Times roundtable Friday at the Barangay Baclaran hall, Zaide said he would “make Parañaque even better” by strengthening cooperation between village officials.

“Ang tao hindi makikinig kapag hindi ka nagsusumikap. Pakitaan mo ng aksyon at determinasyon, susunod ‘yan. Sa Baclaran ay nagawa namin. Kaya naming gawin din ‘yan sa Parañaque (The people will not listen if you do not work hard. Show them action and determination. In Baclaran we did it. We can do the same in Parañaque),” he said.

Zaide plans to replicate his program as barangay chairman, the “Talakayan sa kalye” or dialog in the streets, in other villages, which institutionalizes regular consultations between village officials and their constituents.

He said his advocacy has always been to bring the government closer to the people and develop synergy.

Zaide said he was inspired by the dynamic leadership of the mayors of Pasig, Makati, San Juan and Manila, and wanted to adopt their style of leadership in Parañaque.

He said he was confident that as mayor, he could improve Parañaque’s current standing as the country’s fifth-richest local government unit (LGU).

He said among the programs he wanted to adopt were the employment of persons with disabilities (PWDs) and senior citizens in Manila, the scholarship grants received by Makati City’s students, and the free health care in San Juan City.

Zaide, who is running under Kilusang Bagong Lipunan (KBL) banner, is up against the brother of the incumbent mayor Edwin Olivarez, Rep. Eric Olivarez, who was the principal of Zaide’s alma mater, Olivarez College.

He said it was difficult running against Olivarez, the bet of Partido Demokratiko Pilipino-Laban and the scion of Parañaque’s dominant political family, but added that entrenched politicians tend to grow complacent and less responsive to the people’s problems.

He said it was time Parañaque had a new, youthful leadership.

COVID-19 Crisis: Las Piñas City Mayor orders information campaign emphasizing booster shots

There is no denying the fact that the number of fully vaccinated COVID-19 patients here in the Philippines who successfully got boosted is growing at a sluggish pace. As of April 19, 2022, less than 13 million patients received their booster shots and there are tens of millions of fully vaccinated patients who still have not been boosted.

Knowing the sluggish pace of new booster recipients and the possibility of a surge of new COVID-19 cases, the City Government of Muntinlupa emphasized the important of booster shots to its constituents. More recently in the City of Las Piñas, a new information campaign designed to enlighten locals about the importance of getting boosted was launched as ordered by Mayor Imelda Aguilar, the Manila Bulletin reported.

Las Piñas City Mayor Imelda Aguilar has ordered for a massive information campaign through social media on the importance of getting booster shots now the the city was identified as among the six cities in the National Capital Region (NCR) registering positive Covid-19 growth rate.

According to Paul San Miguel, head of the Public Information Office, Aguilar told the City Health Office (CHO) to continue the community vaccination through house-to-house, administering booster shots at the city’s barangay health centers, and by placing posts in each barangay where residents can easily receive their vaccines.

Aguilar said the city government also placed swabbing microscopy centers in six barangays, namely, Almanza Uno, Aldana, Pulanglupa Dos, CAA, Pamplona Uno, and Talon Uno.

She said CHO medical technologists at the microscopy center will conduct the antigen and RT-PCR testings.

Aguilar also reminded residents to always strictly observe the public health protocols like the wearing of face mask and observing physical distancing.

Before this renewed vaccination/booster effort happened, take note that as of March 24, less than 200,000 people in the city got boosted. Also the City Government launched a vaccination bus and earned praise from the Department of Health (DOH) and the Metro Manila Center for Health Development (MMCHD).

Muntinlupa City’s state-of-the-art Track and Field Oval inaugurated

As part of the local sports development plan, the City Government of Muntinlupa formally inaugurated the state-of-the-art Track and Field Oval, envisioned to be the breeding ground of future world-class athletes.

Mayor Jaime Fresnedi unveiled the inaugural marker during the blessing ceremony at the Muntinlupa Sports Complex, Brgy. Tunasan on April 19 together with local officials and Long Jump Queen of the Philippines and Heptathlon Champion Elma Muros-Posadas.

The local exec said that the infrastructure project will benefit local athletes and will hone their skills to be equipped for national and international competitions. Fresnedi commits to support Muntinlupeño athletes through the development of sporting facilities in the local Sports Complex and other programs.

Further, heptathlon champion Muros-Posadas lauded the City Government for constructing the Track and Field Oval as young athletes will now have an optimal place to train.

“Naoverwhelm ako…nagpapasalamat ako sa Muntinlupa dahil may ganito na (Track and Field Oval). Dati kailangan pang bumiyahe papuntang Ultra Complex o kaya delikado dahil nagpa-practice sa kalsada, pero ngayon meron na dito,” Muros-Posadas added.

The former Track and Field national athlete urged student-athletes and local coaches to persevere and do their best as form of gratitude for the efforts of the local government to construct world-class sports facilities.

Also joining the event were School Division Superintendent Carleen Sedilla (CESO V), Coun. Ivee Arciaga Tadefa, Coun. Atty. Raul Corro, Coun. Louie Arciaga, Coun. Allan Camilon, Coun. Arlene Hilapo, Coun. Metong Sevilla, Mr. Jedi Presnedi, and Ms. Rachel Arciaga.

Designed by City Architect Don Causapin, the Muntinlupa Track and Field has an eight-lane 400m international standard oval with a lot area of two (2) hectares. The sporting venue has a warm up lane, soccer field, provision for control room, area for long and triple jump, shotput, javelin throw, discus throw, water jump, and provision for bleacher buildings.

Recently, the City Government has also inaugurated the Muntinlupa Aquatic Center, the first indoor Olympic-size swimming pool in the country, in celebration of the city’s 27th Founding Anniversary.

Mayor Fresnedi said the “world-class” facility is an investment of the city for the training of Muntinlupa athletes who will participate in national and international sporting events.

“We value the youth and athletes of Muntinlupa so we invest in facilities that will help them become champions in their respective fields,” Fresnedi said.

The Muntinlupa Aquatic Center is also designed by Arch. Don Causapin and caters to water sports such as Swimming, Water Polo, Artistic Swimming and others programs including Water Safety Training and Competition, Scuba Diving Pool Session, Swim and Survive Programs and PE programs.

The Aquatic Center is part of the Muntinlupa Sports Complex Development Plan. The local sports complex is envisioned to be a “sports tourism center” in the country.

Meanwhile, Muntinlupa will also host the 2022 Badminton Asia Championships at Muntinlupa Sports Complex from April 26 until May 1.

Top shuttlers from Asian countries will participate in the competition in a bid to raise their Badminton World Federation (BWF) ranking. This is the country’s third time to host the Asia Championships since 1961 and 2001.

It can be noted that Muntinlupa also hosted the Badminton event of the 2019 Southeast Asian (SEA) Games.

Muntinlupa City recognizes 2020-21 Bar passers, new lawyers urged to serve with integrity

Recently the City Government of Muntinlupa gave recognition to city residents who have passed the r2020-2021 Bar examinations.

Mayor Jaime Fresnedi has lauded the 39 new lawyers in the city and has given them certificates of recognition during the LGU’s flag raising ceremony last this past Monday.

“We are very proud of your achievements and for the honor that you have given to Muntinlupa. We welcome our new attorneys as we serve the people,” Fresnedi said in the program.

Among the 39 Bar passers is Erika Rose Sanchez – Corro, daughter of Muntinlupa City Majority Floor Leader Coun. Atty. Raul Corro, who has given an emotional response during the ceremony.

Corro recounted the struggles that the bar takers, including herself, have experienced as they prepared for the examination such as postponed Bar exam schedules, lockdowns, health and emotional challenges brought about by pandemic.

She also extended her thanks to the City Government and the city’s frontliners for the local COVID-19 response including the extensive vaccination drive as it helped her prepare for the 2020-21 Bar exams.

Meanwhile, Corro also encouraged her fellow Bar passers to serve with integrity and serve the Filipino people.

“Passing the Bar exam is just the beginning. What matters is what we can do with the privilege and responsibility that were given to us. I hope that we will be lawyers in the service of others and with integrity,” Corro noted.

Last April 14, the Supreme Court released the results of the 2020-2021 Bar examinations, the first digitized and localized exam conducted during the COVID-19 pandemic.

The Supreme Court has recorded a passing rate of 72.28% with 8,155 law graduates who passed the Bar exams out of 11,402 test takers.

Chinese-operated Parañaque sex den raided, 25 victims rescued

As much of the Philippines went into a Holy Week break, a sex den operated by Chinese nationals in Parañaque City was raided by the local law enforcers which resulted in the rescue of twenty five victims – including four minors – as well as the seizure of several items, according to a Manila Bulletin news report. Crime involving Chinese nationals in Parañaque (for references, click here and here) does not seem to end. Just a few days ago, a gambling den raid in Parañaque took place and that one saw the arrest of three Chinese nationals.

Four minors and 21 others were rescued from a sex den being operated by Chinese nationals on Thursday, April 14, in Paranaque City.

Col. Maximo Sebastian, Paranaque City police chief, said the victims were rescued around 1:00 a.m. at 412 7th Floor, Units 708,709,710, Bayport,West Tower 5, Barangay Tambo, Paranaque City.

Sebastian said the arrested suspects were identified as Zhang Chao De, 22; Li Lin Chuan, 38; Li Reng Rin, 32; all Chinese nationals, and their Filipino cohort — Lily Morer de Jose, 29; Abegail Macahidhid, 22; and Ma. Liza Miguel, 22.

The city police chief said members of the Station-Women and Child Protection Desk, together with tanods village watchmen in Barangay Tambo raided the place after a victim, identified as certain Anne Zabate, reported the illegal activity of the suspects.

Sebastian said that upon arrival at the site, the team of SWCD found Li Reng Rin with one of the girls performing sexual live feed on a cellular phone.

Recovered during the raid were more or less 10 sex toys, 11 vibrators, 80 soft Gel sex enhancer capsules, 20 tablets of Maxman sex enhancer, eight cellular phones, and one laptop.

The above report eerily reminds me about the other sex den in Parañaque that got raided and freed several victims from the operators.

Recently in the city of Parañaque, three Chinese nationals and one local were arrested by law enforcers as a result of a raid on a gambling den located within Barangay Moonwalk, according to a Manila Bulletin news report.

Three Chinese nationals and a Filipina believed to be behind the operation of a gambling den were arrested in Paranaque City by members of the Southern Police District (SPD) Special Operation Unit (DSOU), District Intelligence Division (DID), and Paranaque police Sub-Station 6 on Sunday, April 10.

Brig. Gen. Jimili Macaraeg, SPD Director, identified the suspects as Zhiong Whang, 50; Feng Menzhen, 46; Li Yue Cai, 46; maintainer and owner of the gambling den, and Charisse Escario, 20, attendant.

The suspects are now detained at the SPD custodial facility and were charged with violation of PD 1602 as amended by RA 9287 (Illegal Gambling).

Macaraeg said the suspects were arrested at about 5 p.m. at the second floor of a convenience mart located on Jerusalem St., Multinational Village, Barangay Moonwalk, Paranaque City.

He said a joint operation for the arrest of the suspects was made after receiving a letter of request from homeowners asking for police assistance on the illegal activities of the suspects.

The SPD chief said members of the DSOU, DID, and Paranaque police Sub-Station 6 swooped down on the place and confirmed the illegal gambling operation that led to the arrest of the suspects.

Macaraeg said Zhiong Wang and Feng Menzhen were caught in the act of playing in the slot machine.

The above report ended stating that the operatives recovered three fishing slot machine (Philippine version of video karera), money exchange machines, 74 slot machine game cards, 600 silver tokens, and 24 red steel chairs.

COVID-19 Crisis: Booster shots prioritized by Muntinlupa City authorities

You must have heard about the fearful reactions to recent news about members of the Philippine College of Physicians (PCP) who expressed that a surge of new COVID-19 cases will happen soon due to potential entry of Omicron XE in the country. To those of you reading this, even if you don’t believe in the news, if you are fully vaccinated but have not yet been boosted, I encourage you to get your booster shot as soon as possible. In the City of Muntinlupa, the City Government will deploy more vaccination personnel around the city to increase the number of booster shots on the constituents, as reported by the Manila Bulletin. To be clear, the total number of boosted patients in the city is a little over 120,000.

The Muntinlupa City government will deploy vaccination teams to different workplaces and public transport terminals to increase the number of booster shot recipients.

As of April 7, a total of 122,149 individuals in Muntinlupa have received their booster shots, or 25 percent of the 486,579 who are fully vaccinated and 28 percent of 442,517, equivalent to 80 percent of Muntinlupa total population of 553,146.

The total fully vaccinated population is 110 percent of the 80 percent target.

Dr. Rajendra Yadav, acting World Health Organization (WHO) representative to the Philippines, said on April 6 that a surge in Covid-19 cases is quite likely in the country in the next two months due to unsafe gatherings and social mixing.

In April and May, Filipinos will observe Ramadan and Holy Week, and participate in election activities, the WHO noted.

Muntinlupa City Health Office (CHO) acting chief Dr. Juancho Bunyi said his office will deploy “Rolling Bakuna” (mobile vaccination) to increase booster shot rate and vaccination coverage among 12 to 17 years old.

CHO will continue advocacy and information dissemination in different schools through principals and school nurses, social media and media platforms.

The city government will also enhance vaccination at local jails and at the Bureau of Corrections (BuCor).

Mayor Jaime Fresnedi urged residents to get their booster shots and for those who haven’t received their Covid-19 jab yet to get vaccinated as protection from the adverse effects of the virus.

Security guard in Las Piñas City apprehended for frustrated homicide and violation of the gun ban

Some of you must have read my previous post about a security guard in Parañaque who got arrested. Something similar happened in Las Piñas City, this time it’s about a security guard who got apprehended for homicide and for violating the current ban on guns, according to a Manila Bulletin news report.

A security guard was arrested in violation of the Commission on Election’s (Comelec) gun ban and for shooting a man he was arguing with in Las Pinas City early Friday morning (April 8).

Police identified the suspect as Pablito Baculba, 56, a resident of Las Pinas City. He is now confined at the Las Pinas police custodial facility and was charged for violation of the Comelec’s gun ban and frustrated homicide.

The victim, identified as Michael Joquino, was rushed to the Las Pinas District Hospital for a gunshot wound in the stomach.

Police said the incident happened at around 3:00 a.m. at STI Building located along Abel Nosce St., BF Resort Village, Barangay Talon Dos, Las Pinas City.

The police said a heated argument ensued between Baculba and the victim that led to the shooting incident.

A witness reported the incident to the Las Pinas police Talon Sub-Station that led to the arrest of the suspect.

The above report ended stating that a .38 caliber revolver with four pieces of live ammunition and an empty shell were recovered by the police.
