Fire razes residential area in Muntinlupa City, 200 families affected

A four-hour fire incident displaced at least 200 families in a residential area along PNR Site in Barangay Cupang, Muntinlupa City before midnight this past Tuesday.

According to an initial report from Muntinlupa City Fire Station, the fire broke out at Aquino Damaso Compound, Purok 2, PNR Site in Brgy. Cupang at 11:36 PM last April 27.

The fire was raised to 2^nd alarm leaving 50 houses damaged and around 200 families or 1,000 individuals affected. The estimated damage in the area is at P1,400,000. A total of 79 fire trucks from the Bureau of Fire Protection (BFP), city government, and other volunteer groups responded to the incident.

BFP declared fire out in the area at around 4:02 AM of April 28 and the cause of fire is still under investigation.

Muntinlupa Social Service Department chief Analyn Mercado said the City Government has provided hot meals and family kits to affected families who are temporarily taking shelter at Mullet Compound Covered Court. The local social service department also continues to conduct mapping of affected families and facilitates stress debriefing to affected residents.

Further, the City Health Office and Department of Disaster Resilience and Management are closely monitoring the evacuation center to mitigate COVID-19 transmission. Fire victims are also set to receive financial assistance through a local resolution.

Muntinlupa Mayor Jaime Fresnedi visited the fire victims to extend the City Government’s assistance on Wednesday. Fresnedi vowed to support the fire victims and help them through the city’s social programs.

Muntinlupa City Fire Station encouraged locals to stay safe and take preventive measures in avoiding fire accidents.

COVID-19 Crisis: Muntinlupa Mayor Fresnedi urges residents to get vaccinated as new major vaccination hub at SM Center Muntinlupa opens

Muntinlupa City Mayor Jaime Fresnedi appealed to city residents to avail of the local vaccination program for them to have an added protection against the adverse effects of COVID-19 and in a bid to begin the local economic recovery.

Fresnedi urged residents who are members of the priority groups to get their COVID-19 jab as it helps prevent the risk of severe illness, hospitalizations, and death from COVID-19. He also noted that the vaccination program is an integral component of realizing economic recovery in the city.

“Hinihikayat ko po ang lahat ng Muntinlupeño na magpabakuna dahil bakuna ang solusyon sa pandemya. Kung gusto natin na bumalik sa normal ang buhay, protektado ang ating pamilya, at ligtas ang lahat, magparehistro na at magpabakuna,” Fresnedi said.

The local exec also encouraged city residents who are not yet registered in the city’s own COVID-19 Vaccination Registration System to sign-up through www.vaccine.muntinlupacity.gov.ph/muncovac.

Fresnedi, who is also a senior citizen at 70 y/o, received his first dose of AstraZeneca vaccine last April 8 at Muntinlupa National HS – Tunasan Annex.

Further, the City Government opened yesterday its second major vaccination hub at SM Center Muntinlupa Open Parking Area in Brgy. Tunasan for members of A2 (Senior Citizens) and A3 (Persons with Comorbidities) priority groups.

SM Supermalls has begun its multi-mall vaccination drive in partnership with various LGUs nationwide to be the venue for their COVID-19 vaccination program.

The major vaccination hub in SM Center Muntinlupa can accommodate up to 500 residents from Brgy. Tunasan and Brgy. Poblacion per schedule. Residents from A2-A3 categories will receive a text message for their assigned schedule. Additional major vaccination hubs in other local malls will be installed in the coming weeks.

On April 24, the City Government has opened the first major vaccination hub in Ayala Malls South Park, Brgy. Alabang. According to Muntinlupa City Health Office, at least 216 were vaccinated during the launching of the city’s first major vaccination hub.

Further, community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.

Muntinlupa CHO recorded 21,425 vaccinated residents, of which 17,261 received Sinovac and 4,164 inoculated with AstraZeneca as of April 24. COVID-19 Crisis: Millions more vaccines coming to the Philippines

For those who are scared about the Department of Health’s (DOH) daily count of new COVID-19 (China Virus) cases in the Philippines averaging 10,000, there is this recent news from the national government that could put some at ease – many millions more vaccines are coming into the country in the months ahead.

The press release published through Philippine News Agency (PNA) states that the national government is working hard to ensure that millions of COVID-19 vaccines from four manufacturers will arrive soon plus even more will come after April. The announcement was made by vaccine czar Sec. Carlito Galvez, Jr.

The government is working hard to ensure that the country can secure almost 14 million vaccine doses from four vaccine manufacturers within the second quarter, said vaccine czar Sec. Carlito Galvez, Jr., chief implementer of the National Task Force Against Covid-19.

“The global supply is limited but the government is doing its best to ensure that the country will have a fair share of the vaccines. The instruction of President Rodrigo Duterte is for Filipinos to be vaccinated and save more lives as we collectively surmount the challenges brought about by the pandemic,” Galvez said.

In his report to President Rodrigo Duterte on Monday, Galvez said the delivery of 1.5 million doses of Sinovac’s CoronaVac is expected to be completed within April.

The government is expecting another 500,000 doses to be delivered on April 22, and another 500,000 doses on April 29.

Sinovac had shipped out 500,000 doses last April 11. These are on top of the 2 million doses that the Chinese vaccine maker had delivered to the country last February and March.

An initial 20,000 doses of the Russian-made Sputnik V are also expected to arrive this week. The second tranche of 480,000 doses will be delivered before the end of April.

Galvez said the government is also expecting the shipment of 195,000 Pfizer vaccine doses by the end of April or early May.

He said there is also a possibility that AstraZeneca vaccines coming from the COVAX Facility will also arrive within the month.

For May, Galvez said the government expects at least 2 million doses of Sinovac vaccines to be delivered to the country, along with 1 to 2 million Sputnik V doses, and 194,000 Moderna doses.

He said the government is also working with the World Health Organization, GAVI, and UNICEF for the possible delivery of Pfizer and AstraZeneca vaccines under the COVAX Facility.

Galvez said the government expects to receive 7 to 8 million vaccine doses in June. These include 4.5 million doses of CoronaVac, 2 million doses of Sputnik V, and 1.3 million doses of AstraZeneca.

“With the arrival of these vaccines, we will continue our aggressive vaccine roll-out in the county to protect the Filipino from Covid-19,” Galvez said.

As of April 18, a total of 1,477,757 vaccine doses have been administered in the country. Currently, only medical front-liners, senior citizens, and persons with comorbidities are being inoculated.

Starting mid-May or June, the government will allow the inoculation of other essential workers.

The Philippines ranks third among countries in Asean in the number of citizens that have been vaccinated, while the country has placed 41st out of 173 countries worldwide in the same category and 14th among 47 Asian nations.

At present, the government has signed contracts with five vaccine manufacturers, which include Sinovac, AstraZeneca, Moderna, Novovax and Gamaleya. Contracts with Johnson & Johnson and Pfizer are being finalized.

Galvez said the country expects a steady supply of about 10 million to 15 million vaccine doses per month in the third and fourth quarters of this year.

In response, Duterte lauded the government’s vaccination rollout, saying it is “more than an acceptable performance in the matter of the fight against Covid as far as the Philippines is concerned.”

“Maganda ang record natin (We have a good record) despite unfounded criticism…The Philippines was able to get the upper berth of the countries that are inoculated. Maganda ang record na ‘yan (That’s a good record) and to think people were almost in a quandary where to get the next vaccination,” the President said.

“Nakita mo naman hindi pala tayo ang pinakamahina at mataas ‘yung atin (We are not the weakest) and it goes to show that we are really working very hard especially Sec. Galvez to get the vaccines here in the Philippines on time,” he added.

Wow. That’s a lot of COVID-19 vaccines coming into the Philippines in the months to come. Achieving herd immunity for the Filipino people is the goal here and it is crucial not only for people’s lives but also for the economy. This China virus pandemic negatively impacted everyone and it even prevented people from heavily attending and worshiping the Lord together at churches. In the private sector, cinemas are still closed which took its toll on the 300,000 cinema industry workers.

While waiting for vaccines to arrive, residents of the cities of Muntinlupa and Las Las Piñas are encouraged to get themselves registered.

COVID-19 Crisis: Muntinlupa City Government to include qualified families in villages, subdivisions affected by ECQ to ‘ayuda’ distribution

Following the distribution of emergency subsidy to families from priority groups who were affected by the Enhanced Community Quarantine (ECQ), the City Government of Muntinlupa announced that it will include qualified beneficiaries from local subdivisions and villages for the financial assistance program.

The Muntinlupa Social Service Department has distributed the emergency subsidy to initial beneficiaries who were members of the Social Amelioration Program, Waitlisted Individuals (SAP), and Pantawid Pamilyang Pilipino Program (4Ps) as prescribed by the Joint Memorandum Circular of DSWD, DILG, and DND to be the priority groups for the financial assistance.

Muntinlupa Public Information Officer Tez Navarro said that after the pay-out for priority groups, qualified residents who were not included in the previous list of beneficiaries, even those living or renting in villages and subdivisions, can apply for the emergency subsidy.

She clarifies that other city residents who are not beneficiaries of SAP, those who are SAP waitlisted, and 4Ps can receive the financial assistance given that they qualify the requirements from the JMC.

Navarro noted that individuals who were directly affected by the recent imposition of the ECQ need to coordinate with their respective barangays and homeowners’ associations (HOAs) to fill-up a Client Information Sheet (CIS) and submit necessary documents. The submission of CIS to the barangays was set from April 19 to 22, 2021.

The allocated budget for Muntinlupa City is P442,191,000 which covers 80% of the local population as projected by National Economic and Development Authority (NEDA).

The City Government has established a Grievance and Appeals Committee (GAC) to resolve issues and concerns from the beneficiaries. As of April 19, Muntinlupa GAC has responded to 809 inquiries sent via email and resolved 83 phone call inquiries.

Recently, Muntinlupa has requested an extension for the distribution of emergency subsidy to the DILG. Initially, local government units (LGUs) are enjoined to conduct the distribution of the emergency subsidy within 15 calendar days from release of Notice of Cash Allocation if the assistance is done in cash and within 30 days if assistance is given in kind.

Mayor Jaime Fresnedi signed an executive order for the distribution of emergency subsidy in cash amounting to P1,000 per individual with a maximum amount of P4,000 per family to target beneficiaries.

The local exec noted that the assistance will be in cash as the local government is continuously providing food packs to city residents. Muntinlupa LGU has distributed 72,900 food boxes to city residents from January 2021 to April 2021.

COVID-19 Crisis: Important update for SSS members in MECQ areas

Do you have important transactions to do with regards to social security? Are you struggling to do that because of the restrictions that come with the current MECQ (modified enhanced community quarantine) status? Very clearly the China virus (AKA COVID-19) remains a major problem to us all.

Well, pay attention closely here because the Social Security System (SSS) announced via social media yesterday that members like you located in areas under MECQ – National Capital Region, Laguna, Cavite, Rizal, Bulacan, the City of Santiago in Isabela, Quirino, and Abra – can continue to use online services or drop boxes as all SSS offices and branches located in the mention areas will operate with minimum personnel (skeletal workforce) until April 30, 2021 (the supposed end of MECQ).

To put things in perspective, posted below is an excerpt from their Facebook post. Some parts in bold…

In line with the declaration of the Modified Enhanced Community Quarantine (MECQ) in the National Capital Region, Laguna, Cavite, Rizal, Bulacan, the City of Santiago in Isabela, Quirino, and Abra from April 12 to 30, 2021, all offices and branches of the Social Security System (SSS) located in the covered areas will operate with only skeleton workforce to ensure the continuous delivery of services.

For this reason, SSS is advising its members, pensioners, covered employers, and the public to continue using its online services and drop box system when transacting with its offices and branches as the national government extends quarantine limits to curb the spread of COVID-19. Only 50 percent of branch employees during this period are assigned to physically report for work, while the rest will use alternative work arrangements.

With the 8:00 PM to 5:00 AM curfew enforced during the MECQ period, the said SSS branches will be open on weekdays only from 9:00 AM to 4:00 PM. Branch transactions are limited to the following:

Appointments set with the branch, Submission of documents through the drop box (for transactions that are not available online), Pick-up of Unified Multi-purpose Identification (UMID) Cards and subsequent educational loan checks, Compliance with the Annual Confirmation of Pensioners’ Program (only for those with suspended pensions), and Use of tellering services.

The said measures will also apply to other areas placed under MECQ by virtue of an Executive Order issued by their respective Local Government Units.

Selected SSS branches will continuously implement the number coding system. The prescribed transaction days of members, claimants, and employers are based on the 10th digit of their social security (SS) or employer (ER) ID—1 and 2 every Monday, 3 and 4 every Tuesday, 5 and 6 every Wednesday, 7 and 8 every Thursday, and 9 and 0 every Friday.

For Funeral or Death Benefit Claims, the basis for the prescribed transaction day will be the 10th digit of the deceased SSS member’s SS ID.

However, if the prescribed transaction day falls on a holiday, the member, claimant, or employer may transact with the SSS on the next working day. In case of system downtime, the SSS will set an appointment with those in line or opt to wait until the system is operational.

The SSS also encourages the transacting public to use the pension fund’s online service channels such as the My.SSS Portal of the SSS website at www.sss.gov.ph, SSS Mobile App, and Text-SSS at 2600.

COVID-19 Crisis: 2,579 senior citizens receive first jab in Muntinlupa City, total inoculated comorbids at 97%

At least 2,579 senior citizens from Muntinlupa City received their first dose of COVID-19 vaccine while the number of inoculated members of A3 priority group is now at 97%, according to a report from Muntinlupa City Health Office (CHO).

As of April 13, Muntinlupa CHO recorded 2,579 senior citizens, comprising of 47.8% of the target population, who were vaccinated in 12 local vaccination sites. Of the total number of inoculated A2 members, 1,606 received Sinovac while 973 were vaccinated with AstraZeneca.

For members of A3 priority group or persons with comorbidities, 5,250 individuals have received their COVID-19 vaccine, of which 5,153 were inoculated with Sinovac and 97 received AstraZeneca.

There are 12,952 vaccinated Muntinlupa residents from A1 – A3 priority groups as of April 13. Recently, Muntinlupa CHO announced the roll-out of CoronoVac (Sinovac) among senior citizens starting April 12.

COVID-19 Crisis: Muntinlupa City starts vaccinating seniors with Sinovac, completes inoculation of healthcare workers

Following the approval of the Food and Drugs and Administration on the vaccination of senior citizens with Sinovac, the City Government of Muntinlupa officially started its roll-out among seniors yesterday.

The Muntinlupa City Health Office announced the roll-out of CoronoVac (Sinovac) among senior citizens starting April 12 in 14 initial vaccine centers in the city.

Vaccination sites in Muntinlupa for A2 members (senior citizens) include Tunasan Elementary School (ES), Victoria ES, Muntinlupa National High School – Annex, Muntinlupa National HS Main, Poblacion ES (SV3), Putatan ES, Soldiers Hills ES, Lakeview Integrated School, Bayanan ES Main, Pedro E. Diaz HS, Cupang ES, Cupang Health Center, Buli ES, and Sucat Covered Court. The City Government targets to inoculate at least 44,000 senior citizens in Muntinlupa.

As of April 10, Muntinlupa CHO has received 20,317 COVID-19 vaccines from the national government, of which 20,063 are Sinovac and 254 are AstraZeneca. There are only remaining 13,964 vials, of which 13,921 are Sinovac and 43 are AstraZeneca.

Further, the vaccination of healthcare workers from A1 priority group was completed with 5,123 (100%) medical frontliners who were inoculated, of which 2,145 received Sinovac and 2,978 were vaccinated with AstraZeneca. While 4,189 (77.6%) individuals received the vaccine from A3 priority group (persons with comorbidities), of which 4,100 were given Sinovac and 89 received AstraZeneca.

COVID-19 Crisis: Muntinlupa City mayor Fresnedi gets vaccinated with AstraZeneca

Muntinlupa City Mayor Jaime Fresnedi received his first jab of the COVID-19 vaccine after President Rodrigo Duterte allowed the inoculation of mayors in “high risk” cities and towns.

Fresnedi, who is also a senior citizen at 70-years-old, has been vaccinated with the first dose of AstraZeneca vaccine together with other healthcare workers and persons with comorbidities from priority groups yesterday at Muntinlupa National High School – Tunasan Annex, Brgy. Tunasan.

As of April 7, Muntinlupa City Health Office recorded a total of 5,333 individuals from A1 priority group (healthcare workers) who were inoculated, of which 2,383 received SinoVac and 2,950 inoculated with AstraZeneca. While 1,043 individuals received the vaccine from A3 priority group (persons with comorbidities), of which 977 were given SinoVac and 66 received AstraZeneca.

The local exec urges qualified residents who are members of the priority groups to avail the vaccination services of the government for them to have an added protection against the adverse effects of COVID-19.

Recently, the City Government of Muntinlupa has reduced the composition of its skeletal workforce including its operating hours following a surge of COVID-19 positive cases among staff.

Through Executive Order 13 s. 2021, the manpower reporting in the City Hall premises was reduced and operating hours were limited from 8:00 AM to 3:00 PM. The City Health Office recorded a high attack rate of up to 211 cases per 1.000 population among employees from March 27 to April 2.

The reduction in the work force covers offices in the Main Building, Annex Building, and People’s Center starting April 5, 2021 to give way to intensive disinfection, testing, and quarantine measures.

On April 5, the City Health Office has conducted a mass antigen testing of staff who reported physically for work. The CHO is closely monitoring all positive and probable COVID-19 cases among the workforce and implements strict isolation protocols, including contact tracing.

Further, Muntinlupa City started distributing the emergency subsidy from the national government to families affected by the enhanced community quarantine in NCR Plus. An initial pay-out for 1,322 beneficiaries was conducted at Tiosejo Covered Court, Brgy. Tunasan and Sucat Elementary School, Brgy. Sucat last April 8.

The priority beneficiaries for the financial assistance include SAP beneficiaries, SAP wait-listed, those belonging to vulnerable groups, and low-income individuals, among others. The City Government has distributed the assistance in cash amounting to 1,000 pesos per individual with a maximum amount of 4,000 pesos per family.

As of April 8, Muntinlupa City has 8,483 confirmed cases with 6,724 recoveries, 1,434 active cases, 225 reported deaths, 232 suspect cases, and 632 probable cases.

The City Government of Muntinlupa announced that it has officially received P442,191,000 from the Department of Budget and Management and Department of Social Welfare and Development as part of the national government’s emergency subsidy to families affected by the enhanced community quarantine in NCR Plus.

Mayor Jaime Fresnedi signed an executive order for the distribution of financial assistance amounting to P1,000 per individual with a maximum amount of P4,000 per family to target beneficiaries which include individuals from the Social Amelioration Program, 4Ps, low-income individuals, and those working in informal economies affected by the community quarantine, among others.

Fresnedi said qualified Muntinlupa city residents will receive the assistance in cash to help them recover from economic disruption brought about by the imposition of ECQ (enhanced community quarantine) in Metro Manila. At least 80% of the population of Muntinlupa is set to receive the emergency subsidy.

An initial pay-out will be facilitated in Tiosejo Covered Court, Brgy. Tunasan and Sucat Elementary School, Brgy. Sucat this afternoon at 2:00PM. The recipients will be assigned to different schedules to ensure compliance on social distancing and other health measures.

The local exec noted that the assistance will be in cash because the City Government has already been providing food packs to city residents since the beginning of the pandemic.

This past March, the Muntinlupa Social Service Department provided 9,989 food packages to tricycle and jeepney operators and drivers, daily wage earners who were affected by the lockdown, families of city scholars, and other members of disadvantaged groups. Each food box contains grocery items worth 785.00 pesos. Muntinlupa LGU has distributed 695,184 food boxes to city residents from March 2020 up to present.

Fresnedi called for a coordination meeting with barangay officials on Tuesday for the roll-out of the financial assistance in the communities.

Muntinlupa Public Information Officer Tez Navarro said the City Government will be tapping barangay information officers for the posting of approved list of beneficiaries as mandated by the national government.

As per Joint Memorandum Circular 1 of DBM, DSWD, and DND, LGUs are enjoined to post in its official website, social media accounts, and at conspicuous places the list of approved beneficiaries limited only to the names of beneficiaries including their barangay and district.

Further, LGUs shall manage and conduct the distribution of the emergency subsidy within fifteen (15) calendar days from release of Notice of Cash Allocation if the assistance is done in cash and within thirty (30) days if assistance is given in kind.

As of April 7, Muntinlupa City has 8,416 confirmed COVID-19 cases with 6,664 recoveries, 1,531 active cases, 221 reported deaths, 232 suspect cases, and 632 probable cases.

COVID-19 Crisis: Muntinlupa City Hall reduces workforce, office hours due to surge of COVID-19 positive cases

The City Government of Muntinlupa announced that it is reducing the composition of its skeletal workforce including its operating hours following a surge of COVID-19 positive cases among staff.

Mayor Jaime Fresnedi signed Executive Order 13 s. 2021 ordering the reduction of manpower reporting in the City Hall premises and the local government’s operating hours after recording a high attack rate of up to 211 cases per 1000 population among employees from March 27 to April 2, 2021.

Fresnedi said the reduction in the work force covers offices in the Main Building, Annex Building, and People’s Center took effect yesterday to give way to intensive disinfection, testing, and quarantine measures.

On April 5, the City Health Office conducted a mass antigen testing of staff who reported physically for work. The CHO is set to closely monitor all positive and probable COVID-19 cases among the workforce and implement strict isolation protocols, including contact tracing. He added that the office hours shall be limited from 8:00 AM to 3:00 PM. Daily disinfection of offices and other facilities within the compound shall take place starting at 3:00 PM.

“We ensure our constituents that the local government is enforcing preventive measures to manage and prevent risks against COVID-19 to ensure the safety of our employees and the public who will transact in the City Hall. While we are running business-as-usual, we enjoin the public to take advantage of online platforms in transacting with the local government,” Fresnedi noted.

A satellite work station shall be installed in the City Hall Quadrangle which aim to reduce the impact of COVID-19 transmission in outdoor environments.

Under the local EO, departments and offices are instructed to conduct virtual meetings and avoid person-to-person meetings, especially when it involves more than three individuals. Employees rendering service on a work-from-home set-up that are caught engaged in unofficial acts during work hours shall receive sanctions and other relevant penalties.

As of April 4, Muntinlupa City recorded 7,820 confirmed cases with 6,378 recoveries, 1233 active cases, 209 reported deaths, 206 suspect cases, and 814 probable cases. Recently, the Ospital ng Muntinlupa announced a 136% bed capacity utilization on COVID-19 related cases as of April 4.

Muntinlupa Public Information Officer Tez Navarro said barangays were ordered to reactivate local isolation centers to accommodate asymptomatic cases and residents with mild symptoms to decongest primary health care and quarantine facilities.

Further, Muntinlupa City has started vaccinating members of A3 and A4 priority groups which include persons with comorbidities and frontline personnel in essential sectors, including uniformed personnel starting April 5 in 12 initial vaccination centers.
