As Muntinlupa City prepares for the vaccination rollout for children aged 5-11 years old, the City Government has recorded more than 9,600 children from the age group pre-registered in the city’s database.

At least 9,653 children aged 5-11 years old are pre-registered in Muntinlupa’s COVID-19 vaccination program as of January 30, according to the City Health Office (CHO). Of the total, 1,025 are from the pediatric A3 group, or those with co-morbidities, and 8,628 are from the rest of the pediatric population.

Muntinlupa CHO acting chief Dr. Juancho Bunyi said the city will have two (2) vaccination sites for the 5-11 years old: Laguerta Health Center in Brgy. Tunasan and Ospital ng Muntinlupa in Brgy. Alabang.

Bunyi noted that the target population for the age group is around 68,000. The local health officer also advised the public to wait for further advisory from the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) for vaccination schedules.

As part of the Phase 1 implementation, the national government will be launching the pilot vaccination rollout for children aged 5-11 years old on February 4 in the following sites: Philippine Heart Center, Philippine Children’s Medical Center, National Children’s Hospital, Manila Zoo, SM North EDSA (Skydome), and Fil Oil Gym in San Juan City.

The Phase 2 of the rollout will include expansion in the NCR and other regions.

Last December 23, the Philippine Food and Drug Administration (FDA) has approved EUA for Pfizer-BioNTech’s COVID-19 vaccine for ages 5 to 11 years old.

Children aged 5-11 years old shall receive a 10 microgram/dose concentrate of Pfizer COVID-19 vaccine and the second dose shall be given three weeks after the first dose to complete the vaccination course.

Muntinlupa residents may be pre-registered online through the city’s COVID-19 vaccination registration system www.vaccine.muntinlupacity.gov.ph/muncovac. The public may choose the category “Pediatric A3 (5-11 yrs. old)” for those with co-morbidities and category “Pediatric/Rest of the Pediatric Population (5-11 yrs. old)” for well-child population or those without co-morbidities.

Meanwhile, for the 12-17 age group, the local government has inoculated at least 34,562 minors as of January 30. This translates to 62% of the age group’s target population.

Further, as of January 30, at least 474,309 doses of COVID-19 vaccine were administered in the city or 124% of the target. Of the total, 412,932 were fully vaccinated or 108% of the target. At least 66,353 received their booster shot.

To date, Muntinlupa City has 38,489 confirmed cases with 37,352 recoveries, 538 active cases, 599 reported deaths, 0 suspect case, and 252 probable cases.

The City Government of Muntinlupa continues to provide zero-interest loan assistance to micro-entrepreneurs and MSMEs dubbed as “Muntipreneurs” in a bid to revive the stalled local economy due to the COVID-19 pandemic.

Mayor Jaime Fresnedi led a ceremonial turn-over ceremony of the loan assistance amounting to P4,374,000.00 for 200 beneficiaries of Tulong Negosyo’s Batch 132, 133,134, & 135 in Muntinlupa City Hall last January 27.

Of the total, four local entrepreneurs received P150,000 each, seven (7) received P100,000, and five (5) beneficiaries received P75,000. The local exec vows to continue the local financing program and hopes to revive the local economy by supporting grassroot players through various programs.

The City Government of Muntinlupa assists local micro-entrepreneurs through the Joint Resource Financing Program’s (JRFP) Tulong Negosyo (formerly Dagdag Puhunan). Muntinlupa is the first LGU to introduce the micro-financing program.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

Tulong Negosyo program has three categories namely: Simulang Kapital (SIKAP) Pangkabuhayan with loan application amounting to P2,000 – P5,000, Asenso Loan Program amounting to P6,000 – P75,000, and Maunlad Loan Program amounting to P75,000 – P150,000.

Further, a Savings Program has been incorporated in the loan assistance to teach clients about the importance of economizing and serve as protection to the clients and the program. Entrepreneurial education through trainings and other related interventions are also conducted.

Recently, JRFP has launched a Restructuring Program extending payment schedules for beneficiaries in a bid to help them recover from losses due to the pandemic.

Due to the limitations in face-to-face transactions, the Tulong Negosyo has also implemented Online Application services and cashless repayment system through Smart Padala and G-Cash.

Amid the sharp increase in new COVID-19 cases, members of the Muntinlupa City Police Station (MCPS) has apprehended more than 900 individuals this month for violating city ordinances and quarantine rules, while the City Health Office (CHO) strengthens the local vaccination efforts.

MCPS acting chief-of-police PCOL Angel Garcillano reported that 978 city residents were apprehended violating curfew hours, mandatory wearing of face mask and other city ordinances from January 1-24.

Of the total, 892 were apprehended for not wearing face masks while 54 violated the curfew.

Under City Ordinance No. 2020-109, every person in Muntinlupa is required to wear face masks at all times whenever outside of their residence, at the workplace, when entering government buildings and offices, and in public places.

Penalties for offenders include P300 for first offense, P500 for second offense, and P1,000 for third and subsequent offenses.

For violators who are minors, a stern warning will be given for the first offense, withdrawal of scholarship grant from the local government or P300 for non-grantee for second offense, and P500 for third and subsequent offenses. The penalty fee for minors will be charged against their parents or guardians.

Muntinlupa PNP has also installed COMELEC checkpoints and augmented its monitoring for the “No Vaccination Card/ID, No Ride” policy of the Department of Transportation.

Mayor Jaime Fresnedi continues to urge city residents to strictly follow the minimum public health standards and get vaccinated amid the increasing COVID-19 cases in the city.

Muntinlupa CHO has recorded all time high figures last January 23 with 4,684 active cases and daily new confirmed cases at 467.

CHO acting chief Dr. Juancho Bunyi said the city has strengthened the PDITR + V strategy (Prevention, Detection, Isolation, Treatment, Recovery plus Vaccination) to combat the further spread of the virus.

The City Health Office has also launched the “Rolling Bakuna” to bring the vaccination services closer to the communities. From January 3 – 21, Muntinlupa CHO has inoculated 1,687 individuals for their first and booster dose in different barangays.

The Rolling Bakuna is set to serve the following communities and organizations in the coming days: Morning Breeze Alabang (January 25, 240 slots – Booster), Elsie Gaches Alabang (January 26, 300 slots – Booster), Posadas Sucat (January 27, 100 slots – Booster), and PNP Headquarters (January 28, 500 slots – Booster).

As of January 21, at least 461,766 individuals in Muntinlupa have received their first dose, translating to 120.56% of the target population. While, 395,435 in the city are fully vaccinated which is 103.24% of the target.

Of the total vaccinated individuals, 17,521 were inoculated for first dose and 10,659 for second dose in coordination with the private companies.

With the whole world continues to struggle hard with COVID-19 problems as well as the highly infectious Omicron variant, a recent study conducted in Italy by the Spallanzani Institute confirmed what was determined by other studies before – Sputnik V provides strong protection against the Omicron variant. The Russian Direct Investment Fund (RDIF) and Gamaleya highlighted the newest study at the Sputnik Vaccine website very recently as well as other notable updates and detailed references.

To put things in perspective, posted below is the excerpt from the press release at SputnikVaccine.com. Some parts in boldface…

The Gamaleya National Research Center of Epidemiology and Microbiology (Gamaleya Center) and the Russian Direct Investment Fund (RDIF, Russia’s sovereign wealth fund, investor in Sputnik V and Sputnik Light coronavirus vaccines), today announced a unique independent comparative study conducted at the National Institute for Infectious Diseases Lazzaro Spallanzani (Italy) by a joint team of researchers of the Institute and the Gamaleya Center showing that 2 doses of Sputnik V provide more than 2 times higher geometric mean titers (GMT) of virus neutralizing antibodies to the Omicron variant of COVID than 2 doses of Pfizer vaccine (2.1 times higher in total and 2.6 times higher 3 months after vaccination).

An article by a team of 12 Italian and 9 Russian scientists led by Francesco Vaia, Director of the Spallanzani Institute and Alexander Gintsburg, Director of the Gamaleya Center, has been published in medRxiv (the preprint server for health sciences) and is available at:

The study was conducted in Spallanzani Institute in the equal laboratory conditions at the Italian Spallanzani Institute on comparable groups of sera from individuals vaccinated with Sputnik V and Pfizer, with no statistically significant difference in neutralizing activity against Wuhan variant.The advantages of Sputnik V are the use of native S glycoprotein (spike protein without proline-stabilization and other modifications) and the use of a heterologous prime-boost vaccination regimen. The Pfizer vaccine utilizes the spike protein in a proline-stabilized form in contrast to Sputnik V. Proline-stabilization and other modifications may move an immune response predominantly to the actively mutating receptor-binding domain (RBD) of spike protein. In the Omicron variant, a substantial number of mutations were registered precisely in RBD, which is why such a significant drop in neutralizing activity against this variant may be observed in the sera of Pfizer-vaccinated.

Boosting with Sputnik Light as part of the “mix & match” approach may help address the lower efficacy of mRNA vaccines against Omicron as well as the documented, quickly waning, efficacy of mRNA vaccines against COVID-19. Partnerships between adenoviral and mRNA vaccines could provide for stronger protection against Omicron and other variants.

Based on the data collected by the Spallanzani Institute and results of previous studies, heterologous (“mix & match”) boosting with Sputnik Light is the best solution to increase other vaccines’ efficacy and extend the booster protection period as optimal adenoviral platform configuration provides better protection against Omicron and other mutations:

a. Sputnik Light as a booster significantly increases virus neutralizing activity against Omicron, which is comparable to titers observed after Sputnik V against wild-type virus, associated with high levels of protection. The study results were summarized in an article available at:

b. Sputnik Light has already shown strong results as a booster in “mix & match” trials in Argentina. A combination of Sputnik Light with vaccines produced by AstraZeneca, Sinopharm, Moderna and Cansino, conducted in 5 provinces (City and Province of Buenos Aires, as well as Córdoba, La Rioja and San Luis) has demonstrated that Sputnik Light induces stronger antibody and T-cell response as compared to a homologous regimen (two shots of the same vaccine). Each “vaccine cocktail” combination with Sputnik Light provided higher antibody titer on the 14th day after administering a second dose when compared to original homologous (same vaccine as first and second dose) regimens of each of the vaccines.

c. As duration of vaccine protection is key to avoid frequent boosting, authors of another study in Argentina have noted that protection against coronavirus remains stable following vaccination with the Russian Sputnik V vaccine as a consequence of antibody maturation, resulting in improved potency of antibodies to viral escape mutations:

d. The study conducted by a number of highly respected institutes in the US (Beth Israel Deaconess Medical Center, Harvard University, Ragon Institute of MGH, MIT and University of North Carolina) demonstrated that boosting Pfizer vaсcine with Ad26 vector produces optimal durable protection against Omicron with 4 times higher increase in Omicron-specific T-cells and 2.4 times in neutralizing antibody titers vs Pfizer booster. Sputnik Light is based on Ad26 vector and is the universal booster for other vaccines vs all mutations:

e. US study on 168 mln people showed that one-shot COVID vaccine based on Ad26 is superior against infections and hospitalizations to quickly waning two-shot mRNA vaccines. In the 6th month after vaccination, Pfizer protection against hospitalization waned 4 times, while there was no evidence of waning protection against hospitalization for Ad26 vector:

Partnership among vaccine manufacturers through heterologous (“mix & match”) boosting by other vaccines is needed to address the quickly waning efficacy of mRNA vaccines against COVID-19, which was documented in multiple studies:

a. The study in US among 65+ years old population demonstrated the decrease in mRNA vaccine effectiveness against Delta accelerated after month 4, reaching a low of approximately 20% in months 5 through 7:

b. According to Swedish data, the Pfizer vaccine’s efficacy against Delta strain is falling to below 30% after 6 months:

Alexander Gintsburg, Director of the National Research Center for Epidemiology and Microbiology, said:

“The joint study by the Gamaleya Center and Spallanzani Institute confirmed the results obtained in our separate study published in December 2021. The hard scientific data proves Sputnik V has higher virus neutralizing activity against Omicron as compared to other vaccines and will play a major role in the global fight against this new contagious variant.”

Denis Logunov, Deputy Director of the National Research Center for Epidemiology and Microbiology, noted:

“The Spallanzani Institute is one of the leading European research centers and our joint study provided a unique opportunity for independent analysis of different vaccine platforms against Omicron. Adenoviral vector platform in the core of Sputnik V and Sputnik Light vaccines once again proved to be the best solution in creating strong and durable immunity against COVID and its new variants.”

As for my native Philippines, I hope that the government officials have been paying close attention to these press releases and other global studies related to Sputnik vaccines. I also hope the national authorities will acquire a lot more Sputnik vaccines to really protect Filipinos from the Omicron variant which itself caused the deaths of two people here.

The City Government of Muntinlupa officially extended the business permit renewal period from January 20 to February 15, 2022.

Mayor Jaime Fresnedi has approved City Ordinance No. 2022-311 extending the filing and renewal of Business and Tricycle Permits up to the closing hours of February 15. The extension also covers payment of all local taxes, fees and other charges without penalty.

The Business Permit and Licensing Office (BPLO) requested for the extension of time of filing and renewal of permits noting the economic impact of COVID-19 pandemic to the taxpayers.

Previously, the Business Permit Renewal was scheduled from January 3-20.

Taxpayers may proceed to Muntinlupa Business Permit Renewal Hub located at Muntinlupa Sports Center, Brgy. Tunasan or opt to process their application online and via off-site channels

Strict health standards and distancing protocols are implemented in the Renewal Hub which include sterilization and disinfection of submitted documents using UV box, body temperature check, installation of alcohol sprays, and monitoring by compliance officers.

A One-Stop Shop arrangement in the Business Permit Renewal Hub has been installed in the venue for the convenience of taxpayers.

Business taxpayers can pay using Debit Cards in the Renewal Hub. Mobile ATMs and a Closed Circuit Television System are also installed across the venue. Free shuttle service is provided for clients going to and from the venue with pick-up points located at Muntinlupa City Hall Quadrangle.

Further, business owners may renew their business permit online via the Business E-payment System (BESt) which can be accessed thru Muntinlupa City official website (www.muntinlupacity.gov.ph).

Muntinlupa BEST is an online platform which allows locators to accomplish business permit applications and transactions through any internet-enabled device. Taxpayers can accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Another option for business locators is an off-site channel via the Business Permit Application Self-Service (BPASS) kiosks located inside the city’s major malls.

Business permits may also be delivered by the City Government’s official courier service partner, Keridelivery Inc, to the doorstep of business owners.

Mayor Fresnedi extends his thanks to the business tax payers in doing their part for the recovery of the city and the local economy.

The Muntinlupa City Council passed an ordinance limiting the mobility of unvaccinated individuals following the consensus of Metro Manila mayors to enforce such restrictions.

Majority Floor Leader Coun. Raul Corro said the city council has approved an ordinance on Monday adapting MMDA Resolution No. 22-01 series of 2022 which urges Metro Manila Local Government Units to enact ordinances on the enhanced restrictions of the unvaccinated individuals and regulation of their mobility.

Corro added that the initiative is due to the alarming rise in active cases of COVID-19 and aims to pre-empt the adverse impact of the highly-transmissible Omicron variant.

Under the local ordinance, all unvaccinated individuals Muntinlupa shall “remain in their residences at all times except for the procurement of essential goods and services.”

Unvaccinated residents are also prohibited in indoor and al fresco dining in restaurants, food establishments, malls, hotels, event venues, sports and country clubs.

In addition, those who are not vaccinated will not be allowed domestic travel via public transportation by land, sea, and air except for the procurement of essential goods and services subject to the production of proof to support and justify such travel.

While those in the workforce who haven’t received their COVID-19 vaccine yet shall be required to undergo an RT-PCR test every two (2) weeks at their personal expense and present a COVID-19 negative result prior to being admitted for work onsite consistent with the guidelines, rules, and regulations issued by the IATF and the Department of Labor and Employment.

However, in the event that the RT-PCR test or result is not immediately available, a Rapid Antigen Test may be utilized in lieu thereof.

Under the new ordinance, vaccination cards or RT-PCR tests will also be required from the public and government officials. Those availing the services of the City and Barangay shall be required to present Vaccination Card or RT-PCR result, physical or digital copy, showing proof of their full vaccination or negative COVID-19 status before entering any government office.

Elected officials and employees of the City and Barangay Government are also enjoined to follow the new regulation.

Violators will be penalized with a fine of P5,000.00 or imprisonment of one year. Under Republic Act No. 11332, a fine of Php 20,000.00 to Php 50,000.00 or imprisonment of not less than one (1) month but not more than six (6) months may also be imposed to violators.

Meanwhile, those who will falsify COVID-19 vaccine cards shall be prosecuted under Act No. 3815 or the Revised Penal Code, as amended, pursuant to Section 12 of Republic Act No. 11525 or the COVID-19 Vaccination Program Act of 2021.

The restrictions shall also cover individuals who reside outside of Muntinlupa but who work and travel to the city. The ordinance will be in effect during Alert Level 3 or higher and shall be automatically lifted once Alert Level 2 or lower is declared.

Recently, the City Government has required vaccination card or RT-PCR negative test from the public who will visit the City Government offices.

Muntinlupa City Administrator Engr. Allan Cachuela issued a memorandum ordering security personnel in Muntinlupa City Hall and other local government offices to require visitors to present their vaccination card or a negative RT-PCR (reverse transcription-polymerase chain reaction) test.

“Please be advised that everyone, including elected officials and department heads, entering the City Government of Muntinlupa (CGM) facilities must be required to present their Vaccination ID with proof that they are fully vaccinated (1st and 2nd dose) or they can present an RT –PCR  test result done within two (2) weeks,” the local memorandum states.

The cost of RT-PCR test will be charged at the expense of the visiting public.

Meanwhile, employees found in violation of the order will be administratively sanctioned in accordance with the CSC rules and regulations.

As of January 9, Muntinlupa City has 29,408 confirmed cases with 27,131 recoveries, 1,695 active cases, 582 reported deaths, 0 suspect case, and 770 probable cases.

The Muntinlupa City Police Station recently deployed additional personnel and roving teams in malls and hotels amid the increasing number of COVID-19 cases in the city.

MCPS chief-of-police Col. Melecio Buslig ordered the deployment of additional policemen in local malls to help implement the “No Vax Card, No Entry” policy.

Earlier, Metro Manila mayors signed MMDA Resolution 22-01, series of 2022 imposing restrictions and regulation on the movement of unvaccinated individuals, except for essential trips.

Col. Buslig and members of Muntinlupa City Health Office have also visited local hotels which serve as Quarantine Facilities for returning Overseas Filipino Workers for monitoring and inspection.

Local officials held a dialogue and lateral coordination with the Managers and Security Officers of the hotels on their concerns in implementing quarantine policies and reiterated the deployment of additional personnel in their hotel to apprehend any violators.

Further, Muntinlupa CHO ramped up its COVID-19 testing activities and vaccination efforts. At the Museo ng Muntinlupa grounds, city residents are lining up to undergo rapid SARS-CoV-2 antigen and RT-PCR testing.

Those who test positive for COVID-19 are endorsed to quarantine facilities if requirements for home quarantine are not met. Under City Ordinance 2020-106, all COVID-19 cases including asymptomatic, mild, probable, suspected cases, and close contacts are mandated to undergo quarantine at home or in the city’s isolation facilities.

In addition, the City Government activated its “Rolling Bakuna” for mobile vaccination at the Muntinlupa Sports Complex in Bgy. Tunasan to inoculate people.

As of January 5, at least 444,539 doses of COVID-19 vaccine were administered in the city or 116% of the target. Of the total, 369,044 were fully vaccinated or 96% of the target. While, at least 29,029 received their booster shot.

Meanwhile, the City Government launched the pre-registration of minors aged 5 to 11 years old for COVID-19 vaccination.

Mayor Jaime Fresnedi urged parents and guardians to register their children to the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) as protection from the adverse effect of COVID-19.

Muntinlupa residents under the 5-11 age group may be pre-registered online through the city’s COVID-19 vaccination registration system www.vaccine.muntinlupacity.gov.ph/muncovac. The public may choose the category “Pediatric A3 (5-11 yrs. old)” for those with co-morbidities and category “Pediatric/Rest of the Pediatric Population (5-11 yrs. old)” for well-child population or those without co-morbidities.

Following the consensus of Metro Manila mayors to impose restrictions regulating the movement of unvaccinated individuals, the City Government of Muntinlupa will be requiring vaccination card or RT-PCR negative test from the public who will visit City Government offices.

Meanwhile, employees found in violation of the order will be administratively sanctioned in accordance with the CSC rules and regulations. The Muntinlupa City Council is set to pass an ordinance for the tightening of mobility restrictions for unvaccinated individuals.

Muntinlupa City Health Office (CHO) has recorded a significant increase in active cases following the celebration of the holidays and New Year’s Eve. From five (5) active cases last December 20, 2021, it has spiked to 295 active cases last January 3, 2021.

Muntinlupa CHO chief Dr. Juancho Bunyi urged the public to take extra caution and strictly follow the minimum public health protocols amid the increase in COVID-19 cases in the city. Bunyi also appealed to city residents to get vaccinated as protection from the adverse effects of the virus.

City residents may register online through the city’s COVID-19 vaccination registration system via www.vaccine.muntinlupacity.gov.ph/muncovac.

The local health officer earlier advised the strengthening of contact tracers and barangay health emergency response teams (BHERTs) and strict implementation of mandatory quarantine of COVID-19 positive individuals to isolation facilities.

Under City Ordinance 2020-106, all COVID-19 cases including asymptomatic, mild, probable, suspected cases, and close contacts are mandated to undergo quarantine at home or in the city’s isolation facilities if requirements for home quarantine are not met as certified by CHO.

As of January 3, Muntinlupa City has a total of 27,917 confirmed cases, 27,043 recoveries, 579 reported deaths, 1 suspect case, and 60 probable cases.

The City Government of Muntinlupa issued a reminder to the public of the ongoing ban on firecrackers and pyrotechnic devices, including open pipe mufflers, and targets to record zero firecracker incident for the upcoming Christmas and New Year festivities.

Mayor Jaime Fresnedi urged residents to use alternative noise-making instruments and not to patronize firecrackers and open-pipe mufflers to celebrate the holidays and New Year’s Eve.

The Muntinlupa City Council passed Ordinance No. 14-092 prohibiting the display and distribution of firecrackers in Muntinlupa as part of its efforts to reduce cases of casualties and harmful effects of pyrotechnic devices to health and the environment.

“It shall be unlawful for any person or business establishment to manufacture, sell or offer for sale, distribute, possess, or use any firecrackers or pyrotechnic device or such other similar devices within the territory of Muntinlupa City,” the ordinance stated.

Fresnedi ordered the local Peace and Order Council, in coordination with Muntinlupa City Police Station, to tighten their monitoring of the use of prohibited firecrackers and put up checkpoints on thoroughfares and marketplaces to apprehend violators.

Violators will be fined with P1,000 up to P5,000 penalty. While commercial establishments selling firecrackers may face revocation of permit and license to operate in pursuant to penalties provided in the ordinance.

Further, the City Government targets to record zero firecracker-related injuries this year following the success of the local ban on firecrackers since 2018. For three consecutive years, Muntinlupa has reported zero casualty and firecracker-related injury.

Recently, the Department of Health – Metro Manila Center for Health Development has lauded Muntinlupa City as a model LGU in implementing the ban on firecrackers in NCR.

While alternative noise-making activities are encouraged, the Muntinlupa Traffic and Management Bureau (MTMB) has announced that those who will use aftermarket mufflers, or removal of such, which emit excessive loud noise and cause disturbances in the holiday season will be apprehended.

“Mahigpit na ipinagbabawal ang paggamit ng Open Pipe Mufflers at iba pang modipikasyon sa Lungsod ng Muntinlupa. Ito ay nakapaloob sa ating ordinansa 04-022 o mas kilala bilang Muntinlupa Traffic Code, Art. III Sec. 9,” the MTMB posted in its Facebook page.

Under City Ordinance 04-22, “no private person shall use sirens, bells, horns, whistles or similar gadgets that emit exceptionally loud or startling sounds.”

Violators will be fined with P2,500.

In the spirit of “bayanihan” and solidarity, the City Government of Muntinlupa announced that it will be donating P20 million financial assistance to typhoon-stricken towns in Visayas and Mindanao.

Mayor Jaime Fresnedi announced the city’s pledge of financial aid during Muntinlupa’s 104th Founding Anniversary on December 20 to towns and municipalities that were affected by Typhoon Odette (International Name: Rai).

“Ako po ay nagpapasalamat sa Sangguniang Panlungsod dahil kanina ay pinagtibay nila ang pagbibigay ng ating lungsod ng tulong sa mga naapektuhan ng Bagyong Odette. Naglaan ang ating lungsod ng halagang 20 million pesos,” Fresnedi said.

The Muntinlupa City Council has passed an ordinance authorizing the grant of financial assistance amounting to P20 million to at least 30 local government units devastated by Typhoon Odette in Visayas, Mindanao and Palawan.

P1 million each shall be granted to Dinagat Island and Siargao. While the remaining 28 LGUs to be determined by the Office of the Vice President (18 LGUs) and by the City Government of Muntinlupa (10 LGUs) shall be granted at least P500,000.

The funding shall come from the city’s Disaster Risk Reduction and Management Fund which is a 5 % mandatory appropriation in the annual budget for providing financial assistance, among others, to other LGUs hit by various calamities.

The National Disaster Risk Reduction and Management Council (NDRRMC) reported on Monday that it has confirmed 9 deaths and 2 injuries after Typhoon Odette battered the country. While, undergoing validation are reports of 49 deaths, 199 injured, and 18 missing.

NDRRMC estimates an initial P343 million worth of damages to infrastructure and agriculture across Visayas and Mindanao.

At least 54,783 houses were either totally or partially destroyed, 41 road sections and four bridge sections collapsed, along with four airports and 118 seaports were damaged while 5,391.77 hectares of crops, and many livestock and poultry areas were completely wiped out in the affected regions.

More than 249,000 persons have been displaced, staying in evacuation centers or other houses, according to a report of the Regional Disaster Risk Reduction Management Council last December 19.
