Consultancy firm in Parañaque City shut down by DMW for illegal recruitment

Recently in Parañaque City, agents of the Department of Migrant Workers (DMW) shut down a consultancy firm for illegal recruitment, according to a news article published by the Philippine News Agency (PNA). There were also local police officers and barangay officials present during the closure.

The Department of Migrant Workers (DMW) has shut down another consultancy firm found to be offering fake jobs overseas.

On Thursday, DMW Officer-in-Charge Undersecretary Hans Leo Cacdac, together with Undersecretary Bernard Olalia, head of the DMW’s Licensing and Adjudication Services cluster, Assistant Secretary Francis de Guzman, and lawyer Geraldine Mendez, Chief of the Migrant Workers Protection Bureau (MWPB), raided the office of RTM Maritime Consultancy Services Corp. at the 2nd floor of the J & P Building along Ninoy Aquino Avenue in Santo Niño, Paranaque City.

They were assisted by the Parañaque City police and the officials from Barangay Sto. Niño.

Cacdac said the DMW received several emails early this year complaining about the RTM Maritime Consultancy agency.

He cited victims “Ernesto” and “Dindo” who sent separate emails to the department narrating their experience.

Cacdac said “Ernesto” was promised by RTM a job as Chief Cook onboard a container vessel in Dubai with a monthly salary of USD900 (PHP51,300).

“Ernesto” was asked to pay by the consultancy firm a total of PHP105,000 as consultancy fees for finding him an overseas job.

Meanwhile, “Dindo” applied for the position of Engine Cadet with a promised monthly salary of USD350, or approximately PHP20,000, and was asked by RTM to pay a consultancy fee of PHP140,000 for the job placement.

Both “Ernesto” and “Dindo” applied for their alleged jobs in the first quarter of 2023.

However, several months have passed but they have not been deployed yet despite having paid the consultancy fee, and so they decided to file their complaints with the DMW.

The DMW conducted initial surveillance operations of RTM’s activities in March while a follow-up surveillance operation was undertaken in June to bolster the case against the agency.

Cacdac said RTM does not have a valid license or accreditation from the department.

He said RTM received and processed applications and referred these to its partner manning agency, and collected consultation fees ranging from PHP105,000 to as much as PHP140,000 from their applicants who were promised fake jobs as seafarers in Dubai, despite a no placement fee policy for seafarers.

RTM officers and personnel will be charged with illegal recruitment, the DMW said.

The DMW is also urging other victims of RTM Maritime Consultancy Corp. to visit the MWPB so they may be assisted in filing their complaints and cases against the illegal recruitment agency.

Recently in the city of Parañaque, several Chinese nationals and a few Filipinos were apprehended for illegal gambling as a result of a raid that took place in Barangay Tambo, according to a Manila Bulletin news report.

Ten Chinese nationals and three Filipinos were arrested by personnel of the Southern Police District (SPD) –Special Operation Unit (SOU) for illegal gambling in Parañaque City on Monday, Sept. 4.

Reports showed that the SPD-SOU raided a recreational hub located at Bayview Drive, Tambo, Parañaque at around 9:30 p.m., leading to the arrest of the suspects who were allegedly engaged in illegal gambling activities.

The suspects were identified as Gong, Zhao Wei, 34; Long, Junfei, 33; Tang, Xiaoxang, 29; Dong, Jian Hua, 27; Zhao, Zheng, 26; Li, Xin, 35; Tan, Yucheng, 31; Chen, Guo Dong, 28; Yu, Shuai, 37; Han, Xu, 33 and Yue, Xiao Lu, 27; all Chinese nationals.

The three arrested Filipinos were identified as Salman Ali, 28; Jonathan Tañedo, 43; and Anna Silverio, 22.

The SPD said members of the SPD-SOU, in coordination with the Tambo police substation 2, recovered three table gaming machines, 170 token pieces, a counting machine, three bundles of money amounting to ₱27,000 in different denominations, a 9mm caliber Rock Island M1911 A1-FS, a 9mm magazine, and four pieces of 9mm live ammunition.

The arrested suspects are facing charges for violation of Presidential Decree 1602 or illegal gambling. Additional penalties for violation of Batas Pambansa 881 or the Omnibus Election Code was filed against Ali.

CAVITEX C5 Link Segment will reduce travel time by 10 minutes (Coastal Road to Sucat)

If you constantly travel between Cavite province and Parañaque City, then you will eventually benefit from improvements as the Manila-Cavite Expressway (CAVITEX) announced that the travel time between Sucat (Parañaque) and Coastal Road will be reduced by 10 minutes upon the expected 2024 (first quarter) completion of the CAVITEX C5 Link Segment, according to a Manila Bulletin news report.

The Manila-Cavite Expressway (Cavitex) announced that travel time going to Sucat, Parañaque from Coastal Road will be cut by 10 minutes once the Cavitex C5 Link Segment 2 is completed by the first quarter of 2024.

According to Cavitex Infrastructure Corporation (CIC) President and General Manager Raul Ignacio, the cut of 10 minutes travel time in going to Sucat, Parañaque from Coastal Road and vice versa will make travel more efficient and seamless for motorist and daily commuters.

Ignacio said that in preparation for the completion of the Cavitex C5 Link Segment 2 R1 Interchange, counter flow schemes will be implemented at the Parañaque Toll Plaza from September 14 to 25 from 10:00 p.m. to 4:00 a.m.

He said the scheme will be in effect from September 15-19 for Manila-bound traffic and September 19-25 for Cavite-bound traffic. To alleviate congestion, the CIC said it will also activate counter flow lanes as needed.

Ignacio also said the R-1 Interchange is a vital 1.9-kilometer segment (Segment 2) of the Cavitex C5 Link project, a 7.7-kilometer, 2×3 lane expressway set to connect Cavitex R1 to C5 Road in Taguig.

The Commission on Elections (Comelec) has started setting up checkpoints and implementing gun ban in connection with the Barangay and Sangguniang Kabataan Elections in October.

A report by Bam Alegre in Unang Balita on Monday said a checkpoint was set up at the boundaries of San Juan and Quezon City and of San Juan and Sta. Mesa, Manila. In Mandaluyong, there was notable police visibility in primary roads like in Kalentong.

Meanwhile, in Parañaque City, a checkpoint was established on Sucat Interchange near the office of the Department of Public Works and Highways (DPWH). On Quirino Highway in Quezon City, a checkpoint was also set up.

Policemen appealed to motorists to cooperate with them and assured them that “plain view doctrine” will be observed.

This means motorists need only to lower their windows and turn on the lights inside their vehicles when passing through the checkpoints.

“Ito ay in relation sa start ng Barangay and SK Election period wherein tayo ay mandated na mag-conduct ng joint PNP and Comelec checkpoints,” said Lieutenant Colonel Jerry Castillo, commander of Novaliches Police Station.

Maynilad’s Muntinlupa water treatment plant 80% complete

MAYNILAD Water Services, Inc. said the construction of its water treatment plant in Muntinlupa is 80% complete and is expected to produce 50 million liters per day (MLD) of additional water by the end of this year.

In a media release on Saturday, the west zone concessionaire said it had started the gradual commissioning of the plant to ensure that it can produce the initial amount of potable water by December.

Once fully operational by the first half of 2024, the P11-billion water treatment facility is expected to produce a full capacity of 150 MLD to provide water to customers in Parañaque, Las Piñas, Muntinlupa, and Cavite.

“This facility will help to enhance service reliability, as it will provide additional supply for customers in the south so their water service will not be affected despite raw water quality shifts in Laguna Lake, which have been occurring with more frequency owing to climate change effects,” the company said.

The treatment plant will be Maynilad’s third facility to tap Laguna Lake as an alternative source of raw water to the Angat Dam. Maynilad has two treatment plants in Putatan, Muntinlupa that supply 300 MLD of potable water to around 1.7 million customers in the south.

The project is part of Maynilad’s P220-billion service enhancement program from 2023 to 2027 that is focused on promoting enhanced water sustainability and climate resiliency.

Watch out for Villar City

In the years to come and if no major disasters would happen, something new will be rising in the south of Metro Manila. I am talking about the ambitious Villar City project which has been making waves through the media, social media and in nearby communities in recent times. Recently the Manila Bulletin published an article about the planned casino project within Villar City but if you pay close attention to the details, there is a lot more about the said city which should give you an idea about the scope and vision behind it.

Philippines’ richest Manuel B. Villar Jr. announced plans to put up a satellite casino in his newly-launched Villar City in addition to the one he is developing in the 80-hectare Global South integrated resort project.

Being his legacy project, Villar is carefully designing Villar City to be Metro Manila’s “new center of gravity” to ensure that it will be as iconic as it is massive.

The planned 3,500-hectare Villar City spans 15 cities: Taguig, Las Pinas, Paranaque, Muntinlupa, Bacoor, Dasmarinas, Imus, San Pedro, General Mariano Alvarez, Silang, General Trias, Tanza, Trece Martires, Carmona, and Tagaytay.

Villar City will be about 10 times as big as Bonifacio Global City, indicating its sheer magnitude not only in terms of the number of homes, offices and complexes that will be built within this vast community, but also with respect to its potential contribution to job generation and economic development.

Among the highlights of the city’s development will be his second casino project which will be a satellite of the $1 billion integrated casino and resort complex in Global South that is being developed with a Korean partner.

He noted that they have finalized discussions for the partnership with the Korean firm for the Global South project and the cost may likely exceed $1 billion because the land alone is already worth that much.

The first casino will also have a hotel component while Villar said he is converting the upper two floors of the mall there in a casino for high-rollers and VIPs. At 80-hectares, it will be bigger than any of the casinos at the PAGCOR Entertainment City in Parañaque.

Meanwhile, Villar said the satellite casino in Villar City will be bigger but he is not yet sure if it will be developed with the same Korean firm noting that, “It will depend on how well our partnership (in Global South) progresses.”

Aside from the casino, another highlight of Villar City will be a theme park which Villar plans to integrate with the mall that will be built there.

He said they will develop their own concept for the theme park and will not be getting a license or franchise from a foreign theme park operator.

“Part of the them park will be inside the mall so that there will be plenty of things to do in case it rains or when it is too hot outside. So part of the theme park will be indoors and both the theme park and mall will complement each other,” Villar said.

Villar also said he plans to donate a piece of land in Villar City to the University of the Philippines, his alma mater, to build a college focused on technology noting that, located at the city’s entrance is La Salle Dasmariñas.

Man who attempted robbing a delivery rider arrested in Parañaque City

A man who attempted to rob a delivery rider as shown in an online viral video was arrested by Parañaque police during a follow-up operation on Aug. 18.

The Southern Police District (SPD) said the suspect, identified as Jovi Perdido, 33, was arrested by members of the Station Intelligence Section and Substation 2.

According to the Parañaque police, the suspect reportedly tried to steal the victim’s cellphone and money he collected from his delivery service.

The robbery-holdup incident occurred at around 10:30 a.m. along Cabesang Cicilio St. in Barangay Tambo on Aug. 17.

The police said that based on the viral video that circulated on social media, uploaded by “Janjan,” Perido mauled and tried to stab the victim who, in turn, resisted.

The suspect was prevented from further harming the victim by concerned citizens who witnessed the incident.

Single ticketing system in NCR to be fully implemented this September

The single ticketing system in the National Capital Region (NCR) will start being fully implemented this September as announced recently by the Metropolitan Manila Development Authority (MMDA), according to a GMA Network news report. As of the same report, Muntinlupa, San Juan, Parañaque, Caloocan, Valenzuela and Quezon City are currently the only cities implementing the said ticketing system which itself was launched formally last May.

The full rollout of the single ticketing system in the National Capital Region (NCR) will start by September, Metropolitan Manila Development Authority (MMDA) chairperson Romando Artessaid Wednesday.

“With the delivery nitong mga servers, handheld ticketing device, makakapag-roll out na tayo within this quarter, by September sa lahat ng local government units sa NCR,” he said at a press conference.

(With the delivery of these servers and handheld ticketing devices, we can do the rollout within this quarter by September in all local government units in the NCR.)

Artes said the few weeks delay in the delivery of some handheld ticketing devices did not affect the implementation of the program because its pilot operations are still undergoing some customization.

He made the statement after the turnover of 150 handheld ticketing device units to Valenzuela, San Juan, Caloocan, Parañaque, and Muntilupa. Each city received 30 units.

“Dagdagan pa po natin yan kung ilan yung kailangan ng LGU depende sa kanilang request (We will provide more depending on the need and request of the LGU),” Artes said.

The single ticketing system aims to establish a uniform policy on traffic violations and penalty system in Metro Manila.

It would cover Caloocan, Malabon, Navotas, Valenzuela, Quezon City, Marikina, Pasig, Taguig, Makati, Manila, Mandaluyong, San Juan, Pasay, Parañaque, Las Piñas, Muntinlupa, and Pateros.

The 20 traffic violations that will be imposed uniformly in the NCR are the following: Disregarding traffic signs, Illegal parking (attended and unattended), Number coding UVVRP, Truck ban, Light truck ban, Reckless Driving, Unregistered motor vehicle, Driving without license, Tricycle ban, Obstruction, Dress code for motorcycle, Overloading, Defective motorcycle accessories, Unauthorized modification, Arrogance/Discourteous conduct (driver), Loading and Unloading in Prohibited Zones, Illegal counterflow, Overspeeding.

According to the MMDA, the fines for these 20 violations range from P500 to P5,000.

The following special laws will also be implemented: Seat Belts Use Act of 1999, Child Safety in Motor Vehicles Act, Mandatory Use of Motorcycle Helmet Act, Children’s Safety on Motorcycle Act, Anti-Distracted Driving Act, Anti-Drunk and Drugged Driving Act.

Maynilad announces plan for new water treatment facilities costing P5.7 billion

WEST ZONE concessionaire Maynilad Water Services, Inc. is setting aside P5.7 billion as capital expenditure (capex) budget for new water treatment facilities to produce nearly 97 million liters per day.

“Ang capex na binudget namin diyan (The capex that we budgeted) to produce close to 97 million liters per day is 5.7 billion [pesos],” Maynilad President and Chief Executive Officer Ramoncito S. Fernandez told reporters in a chance interview last week.

“[The project is in] phases as it is tied with the wastewater treatment plant so what is laid out now that is starting is in Valenzuela, by the end of the year, and then next year would be in Pasay,” he added.

The new facilities are part of the company’s “new water” project that was launched in July last year starting in Parañaque City. The project aims to convert treated used water from sewerage treatment plants into potable water.

In June, Maynilad received a permanent operational permit from the Department of Health for its “new water” treatment plant in Parañaque City.

Asked about the ease in securing a permit for the facilities, he said: “That’s what we believe so because this is first in the Philippines, first in Asia.”

He said at first, the company struggled to convince regulators, but the project was accepted after efforts to gain public acceptance.

Mr. Fernandez said that after proving the project’s safety and “that it can be done scientifically, the adoption of the others should be faster.”

The project seeks to generate additional water supply in response to growing demand.

Parañaque abortion clinic raided and seven suspects arrested!

There is no denying the fact that abortion is definitely wicked as it is the murder of the unborn child. Very shockingly, a secretive abortion clinic in Parañaque City was uncovered and raided by elements of the National Capital Region Police Office (NCRPO) resulting in seven suspects – almost all were Chinese nationals – arrested for their involvement, according to a Philippine Daily Inquirer news report.

Six Chinese nationals and one Filipino were arrested by police for allegedly conducting abortion procedures and selling abortion drugs in Parañaque City, said the National Capital Region Police Office (NCRPO) on Tuesday.

According to the NCRPO’s police report, the seven were arrested in Tambo, Parañaque City, after weeks of surveillance.

NCRPO said the arrest stemmed from an informant alerting the police of the sale of medications used in abortion and their purported performance of abortion procedures.

Arresting officers seized one package of 25 milligrams (mg) of mifepristone tablets, one box of 100 mg cefixime dispersible tablets, and one pack of Golden Throat Lozenge and metronidazole tablets.

The suspects are now in the custody of NCRPO to undergo investigation. They will be charged with the illegal practice of medicine contained in the Republic Act (RA) 2382 or the Medical Act of 1959 and violation of the Food, Drug, and Cosmetic Act also known as RA 3720.
