A Vietnamese woman was allegedly assaulted by her Chinese national (superior) in ParaƱaque City with bruises, cuts and wounds on her body and face.
According to John Consulta’s report on GMA News “24 Oras” this Thursday, Southern Police District-District Special Operations Unit (SPD-DSOU) personnel rescued the 26-year-old victim inside his employer’s condo unit.
The Chinese man was also seen in the video hurting the victim. The victim was rescued, and two Chinese (nationals) were arrested.
“When we sent (her) for medical treatment, (her) situation was really tragic because almost every part of (her) body was hurt,” said SPD District Director Pcol. Kirby Kraft.
Kraft added, the Chinese started hurting the Vietnamese when (she) said goodbye that (she) wanted to go back to Dubai where (she) used to work.
Kraft further said that the victim also revealed that the boss attempted to “sexually take advantage” of her.
Complaints of illegal detention, serious physical injury and acts of lasciviousness have been filed against the suspects.

In its newest effort on controlling traffic flow and improving safety inside its village, the Alabang Hills Village Association (AHVA)announced recently that new rotunda traffic and road signs pertaining to the rotundas will be implemented soon.

As you must have noticed, a few weeks ago we started putting up new road signs for the proper management of rotunda traffic. We have personally observed, and some of us have been involved in, near-misses because of motorists who do not slow down, or worse, do not yield to rotunda traffic when they should.
In view of these incidences, we have decided to adopt international/LTO regulations governing the use of rotundas. We have also adopted international road signs for the management of traffic in rotundas and, have made modifications to these road signs to make them more explicit and direct, knowing that many drivers in the country do not know how to drive when approaching or when in a rotunda. FYI, the correct, international/LTO action for drivers to take when approaching a rotunda is to YIELD TO VEHICLES ALREADY IN THE ROTUNDA. It is NOT to make a full stop. YIELDING MAY REQUIRE ONE TO MAKE A FULL STOP, but it is not a requirement to make a full stop when there are no vehicles in the rotunda.
Note: pedestrians ALWAYS have right of way over any vehicle.
More road signs, including signs painted on roads, will be added in the coming weeks. Where applicable, previous āFULL STOPā signs painted on roads at rotundas will be replaced by painted āYIELDā signs.
On Friday last week, the Security Force, led by Board Director Admiral Rommel Galang, conducted a lecture among village tricycle drivers on the rules and etiquette of rotunda driving. More approaches to educate residents and non-residents will be implemented in the future.
Once all the road signs are complete and in place, we will issue a bulletin officially announcing our new rotunda traffic regulations. Seven (7) days after these new rotunda regulations are announced, we will begin strict enforcement of the regulations.
For the newcomers reading this, Alabang Hills Village in Barangay Cupang, Muntinlupa City has rotundas within its territory. Anyone coming into the village from Tirona street of BF Homes subdivision will see a rotunda immediately (Don Manolo Boulevard corner Don Jesus Boulevard) just past the shared AHVA-BF Homes gate. It should be noted that the AHVA implemented new traffic measures this past August and they are implementing new speed bumps lately. Their revived Megarahe Sale attracted a lot of people.

The arrest of foreign fugitives in ParaƱaque City (for reference, click here, here and here) has been going on for some time now. Recently, a fugitive from South Korea was arrested in Barangay BF Homes in ParaƱaque which, according to a Manila Standard news report, happened on September 21, 2022 and the Bureau of Immigration (BI) only confirmed it and talked about it lately. The Bureau of Immigration (BI) on Sunday announced the arrest of a South Korean fugitive wanted by authorities in Seoul for involvement in a multi-million telecommunications fraud case.
In a report to Immigration Commissioner Norman Tansingco, the BIās fugitive search unit (FSU) identified the fugitive as 33-year-old Lee Won Ho, who was arrested last Sept. 21 at his residence in BF Tahanan Village, ParaƱaque City.
The FSU operatives who arrested Lee were armed with a warrant of deportation issued pursuant to a summary deportation order that the bureauās board of commissioners issued against the Korean in four years ago.
Tansingco said Lee will be deported immediately and that the latter was already placed in the immigration blacklist to prevent him from re-entering the country.
āHe is an undesirable alien whose presence here poses a serious risk to public interest,ā Tansingco said. āThus, he should be perpetually barred from entering the Philippines.ā
BI-FSU acting chief Rendell Ryan Sy said the Korean was issued an arrest warrant by the Incheon district court in Seoul, Korea where he was indicted for Fraud and that the latterās passport was already revoked.
Lee was tagged as a high-ranking member of the so-called Minju Family, a big-time telecom fraud syndicate allegedly operating in Manila.
Sy said the syndicate is suspected of having defrauded over USD21 million from their Korean victims based overseas.

A gang of kidnappers whose members were described as transgendered people got busted by the personnel of Criminal Investigation and Detection Group (CIDG) as a result of a joint operation with the Anti-Kidnapping Group of the Philippine National Police (PNP), the National Capital Region Police Office (NCRPO) and some military personnel, according to a Philippine News Agency (PNA) news report. The gang referred to as Warla had victimized more than ten people (including one victim in Barangay BF Homes, ParaƱaque City according to a Philippine Star news report) and they collected millions of Pesos worth of ransom money for the purpose of sex reassignment surgery (AKA sex change) for themselves.

Members of the Criminal Investigation and Detection Group (CIDG) dismantled a kidnapping syndicate whose members are transgenders.
In a press briefing at Camp Crame, Quezon City on Tuesday, CIDG director Brig. Gen. Ronald Lee identified the suspects as Francis Villa, Lawrenza Lingo, Johnas Belonio, Bernard Torres and Mark Joseph Pelonio, all members of the “Warla” kidnapping group.
They were nabbed in a joint operation with the PNP Anti-Kidnapping Group, National Capital Region Police Office and military troops on Oct. 1.
Lee said the modus of the group is to lure victims from dating apps and sites to meet up with their good-looking members.
Once abducted, the victims are brought to their safehouse and the suspects demand money from them in exchange for their release.
After receiving the ransom, the suspects drop off the victims in random places around Metro Manila.
The group is said to be operating in the southern part of Metro Manila, specifically in ParaƱaque, Pasay, Taguig, and Makati and has victimized around 14 persons.
They were able to collect total ransom money amounting to PHP4.2 million which will be used for their sex reassignment surgery or āsex changeā.
Lee said the group was made known to the police after Taiwanese victim Michael Lee was rescued on Sept. 7 in ParaƱaque City, after he was abducted on Sept. 3.
The kidnapping group demanded a sum of money from the victimās friends in exchange for his freedom. The victimās friends were able to send money to five different digital wallets reaching a total of PHP308,000.
āFor the longest time that I have been in anti-kidnapping operations, this is the first time we have encountered this group of transgenders who have already victimized 14 people. We are still backtracking to find out who they are and fortunately, Michael Lee complained and sought the help of the Taiwan police so that was the breakthrough in this case,ā Lee said in Filipino.
Lee said the kidnapping group is led by a certain Mikey Ebol, a.k.a Mike Collado Ebol, who is now hiding.
After trailing transactions of the group, the police located four other suspects who had already surrendered — Dewie Shaine Collado Garcia, Charlemagne Olunan Vargas and Christian Paredes.
In their statements, they said the SIM (subscriber identity module) cards they owned were bought by Ebol.
During the investigation, Lee said the group was formed in 2018.
Col. Hansel Marantan, CIDG National Capital Region field unit director, said the name of the group was coined from the gay lingo āwarlaluā which means ālet’s get it on, let’s go to warā.
āThey will post themselves as beautiful women on Facebook to lure their prey. And that’s it, once the victims are kidnapped, they will start negotiations like asking for PHP500,000 and the span of negotiations is very short. It takes only about three to four days and they use GCash as an avenue for the collection of money which is very hard to trace,” he added.
Further probe revealed that the group is involved in the illegal sale of firearms.
The PNP-AKG filed kidnapping charges against Ebol and his cohorts before the Department of Justice on Sept. 12.
Meanwhile, continuous manhunt operations are being conducted to track the whereabouts of Ebol, and his other members Lexi Villanueva, Jaine Martinez, Hector Magallanes a.k.a. āYanyanā, Erwin Flores a.k.a. āMargaā, and Matthew San Diego.

A total of 29 foreigners who purportedly became victims of human trafficking were rescued in ParaƱaque City, the Philippine National Police (PNP) reported on Friday.
In a statement, PNP chief Gen. Rodolfo Azurin Jr. said 23 Myanmar nationals and six Chinese nationals were rescued by the police and social workers in an operation in Barangay Tambo at around 5 p.m. Thursday.
Investigation revealed that the victims are all Philippine Offshore Gaming Operators (POGO) employees of the MOA Cloud Zone Corporation located at the NexGen Tower along C-4 Road, Epifanio de los Santos Avenue (EDSA) Extension in Pasay City.
The rescue operation stemmed from the referral of the Anti-Kidnapping Group (AKG) after two Myanmar nationals were turned over to them by lawyer Mark Ronquillo of Brickhartz Technology Incorporated on Sept. 22.
On Sept. 27, the case and the two Myanmar victims (one male and one female) were referred by the AKG to the PNP’s Women and Children Protection Center (WCPC) for further investigation.
The two victims also informed the investigators that a relative and other Myanmar nationals were left in the same company and are still being forced and exploited to work as online scammers, which resulted in the rescue operation.
The victims were recruited by a certain Chue Tiri Ngone a.k.a. āChristineā, a Myanmar national.

Twenty-four foreign women, allegedly victims of human trafficking, were rescued by ParaƱaque police on Monday, Sept. 26.
The cops also arrested two Chinese men identified a Du Wei, 36, and Fang Zeng, 28, the maintainers of the place where the women were rescued. They were charged for violation of the Anti-Trafficking in Person Act of 2003.
Police said the 24 women were rescued at around 11:30 p.m. in three rooms of Caseana Building in Barangay Tambo, ParaƱaque City.
Col. Renato Ocampo, city police chief, said prior to the rescue operation they received a report that 24 female foreign nationals, believed to be victims of human trafficking, were seen in the building.

He said that upon checking the passports of the rescued women, it turned out that 10 of them are Chinese nationals and 14 are Vietnamese.
The rescued victims were brought to the ParaƱaque Police Women and Children Protection Division.

Another hit-and-run tragedy took place recently in ParaƱaque City which resulted in the death of a 3-year-old girl who got hit by a sports utility vehicle (SUV), according to a news report by GMA Network. A three-year-old girl died after being run over by a sports utility vehicle (SUV) in Paranaque City.
The girl’s companion, another child, sustained wounds, according to a report by Jonathan Andal on the weekend edition of “24 Oras.”
The two kids reportedly went out of their house to look for the brother of the victim and were walking on the road when the SUV made a left turn and hit one of them.
Concerned citizens had to run after the SUV driver to stop him and told him about the incident.
“Sabi ko, ‘boss may nasagasaan kang bata, akin na yung susi mo.’ Eh ayaw ibigay. Hindi ko nakita na may bata, ‘yun ang sabi niya,” John Bert Lopez said.
He continued, “Pero imposible na hindi nya nakita ‘yun, kasi andito pa lang sa humps dapat nakita nya ‘yun.”
The father of the child, Raymond Sampang, regretted going to work in a construction site that day. As he had to be away, he said he asked his older sons, age 11 and 12, to look after their sister.
“Kung alam ko lang na mangyayari yun, hindi na sana ako nagtrabaho ng araw na ‘yun,” he said.
The victim’s mother has just returned home from her work abroad, but could not be with her family yet as she has yet to complete her quarantine.
Sampang said the 68-year-old SUV driver has not offered help to his family.
The driver, who was not allowed to be interviewed by GMA News, said he did not see the two kids on the road.

This past weekend, a very tragic event happened inside BF Homes subdivision in ParaƱaque City when a 63-year-old street sweeper got hit and ran over by a sports utility vehicle (SUV) at the corner of Elizalde street and Aguirre Avenue. The tragedy was captured entirely by CCTV camera and the footage has since turned viral online. A 63-year-old female street sweeper suffered severe injuries as she was hit by a sports utility vehicle (SUV) in ParaƱaque on Saturday, according to a report from the ParaƱaque City Police Station.
The woman was sweeping the street when an SUV hit, dragged, and ran over her at the corner of Elizalde Avenue (and) Aguirre Avenue in Barangay BF Homes.
This incident was caught on camera, with CCTV footage showing the driver hitting and running over the street sweeper even though she was on the side of the road.
The woman was immediately brought to the Ospital ng Paranaque and was later transferred to the Philippine General Hospital.
The suspect, identified as 42-year-old Raymond MaraƱa, was arrested and taken to the Traffic Vehicular Investigation Unit for investigation.
Police are now preparing a complaint of reckless imprudence resulting in serious physical injury against MaraƱa.

Police arrested a motorist who ran over and abandoned a street sweeper in ParaƱaque City yesterday, in an incident that was caught on video that has gone viral on social media.
The victim, 63-year-old Doreen Bacus, was collecting trash at the corner of Elizalde and Aguirre avenues in barangay BF Homes when she was hit by a white Mitsubishi Pajero sport utility vehicle (SUV) at around 7:30 a.m., Southern Police District director Brig. Gen. Kirby John Kraft said in a message on Viber.
Kraft identified the suspect as Raymond Zaparain, 42, a resident of Las PiƱas City, who was arrested by policemen after the incident
Surveillance camera footage of the incident shared by a netizen showed Bacus was unaware of the oncoming SUV as she had her back to the vehicle.
Instead of stopping, Zaparain ran over the victim and fled the scene.
Concerned citizens rushed Bacus to the Ospital ng ParaƱaque. She was later transferred to the Philippine General Hospital in Manila for further treatment.
One of the witnesses, David Gamboa, confronted Zaparain about the incident.
āIto lang sinabi niya (this was all he said), āI wasnāt aware,āā Gamboa said in a post on Facebook.
A street sweeper (CENRO) by the name of Doreen Bacus from Masville (i personally know and observe her at times na nagpapangabot kami sa kalye as masiyahin and super sipag) was a victim of hit and run by a male driver on a mitsubishi AUV. Fortunately there were witnesses that saw the accident, reported and chased the speeding vehicle towards lopez gate. The driver was apprehended by responding police, tanods and security guards and is currently detained at the ParaƱaque Traffic Management Bureau for investigation. We hope the driver is punished by the full extent of the law as this will set an example to others not to take the roads for granted. We don’t want any similar reckless incidents happening in our peaceful community.
We are very saddened by this incident. Nanay Doreen 63 years old is a regular street sweeper in our Barangay. She’s currently at PGH in critical conditon and being treated for major injuries sustained during the accident.

Two foreigners wanted by the International Criminal Police Organization (Interpol) for a transnational crime related to telecommunications were arrested by law enforcers in the city of ParaƱaque, according to a news article published by the Philippine News Agency (PNA). The Manila Bulletin also has its own report of the same development. The suspects are now under the custody of the Bureau of Immigration (BI).

Police officers have arrested two South Korean nationals wanted for telecommunications fraud in their home country in ParaƱaque City.
In a statement Friday, Criminal Investigation and Detection Group (CIDG) chief Brig. Gen. Ronald Lee said suspects Juyeon Lee and Seungyeol Lim were arrested by members of the Anti-Transnational Crimes Unit and Intelligence Division of South Korea and the Bureau of Immigration (BI) agents in an operation at the BF Homes on Thursday night.
The suspects have a red notice from the International Criminal Police Organization (Interpol) for transnational crime.
Lee and Lim are members of a phone scam syndicate operating in the Philippines from 2015 to 2016 which preys on victims by posing as bank officials or sellers of a call center in Manila.
The suspects worked for the syndicate from February to July 2016 and were able to defraud a total of 2.8 billion Korean won (around PHP115 million) by performing the illegal activity.
Lee is an underboss of the “Majun Family” who operates voice phishing call centers in several luxury offices in Metro Manila defrauding a total of US$3.7 million (around PHP210 million) from 215 victims in just six months.
Currently, the syndicate has defrauded an approximate amount of US$21 million (around PHP1.1 billion) from its victims.

He said the suspects were nabbed by virtue of a āRed Noticeā from the International Police Organization (INTERPOL) implemented by the CIDGās Anti-Transnational Crimes Unit and Intelligence Division, Bureau of Immigration, and Korean Desk in BF Homes and MHFDS Village, respectively, at 6 p.m.
