Recently a wanted person from Region 8 was arrested by law enforcers at a construction site in Barangay Tambo, ParaƱaque City, the Manila Bulletin reported. The suspect is wanted for several account of rape and a warrant of arrest was issued.

A man facing five counts of rape and tagged as the Top 8 most wanted person in Region 8 was arrested in ParaƱaque City on Saturday, Jan. 7.

The suspect, identified as Ruel Esmale, 38, was arrested by a combined team from Region 8 in coordination with the ParaƱaque City police Station Intelligence Unit around 5:30 p.m. at a construction site of Top Coastal Luxury Residence in Barangay Tambo.

Report showed that Presiding Judge Catherine Jane Lopez Vanilla Presiding of Regional Trial Court, 8th Judicial Region, Branch 15 of Burauen, Leyte, issued a warrant for the arrest of Esmale for five counts of rape and for three counts of rape on September 7, 2022 with bail recommended of P 180,000 for each count.

The suspect is also facing two more counts of rape issued by Lopez with no bail recommended.

LTO suspends license of jeepney driver responsible for hitting a woman in ParaƱaque City

A few days ago, the Land Transportation Office (LTO) suspended for ninety days the license of the jeepney driver who was held responsible for hitting a woman who crossed the pedestrian lane in ParaƱaque City, according to a news article by the Philippine News Agency (PNA). It is recalled that the said driver as well as owner of the jeepney were summoned by the LTO.

The Land Transportation Office (LTO) on Tuesday suspended the license of a jeepney driver who hit a woman crossing a pedestrian lane in ParaƱaque City in December.

In a statement, the LTO said driver Leonilo Aque has received a 90-day preventive suspension of his driver’s license.

ā€œKasunod ito ng pag-amin ng drayber ng jeep na si Leonilo Aque na nabundol nito ang babaeng tumatawid matapos na hindi agad makapagpreno (This is after Aque admitted to having struck a woman crossing the street after he failed to apply brakes on time),ā€ the LTO said.

The incident recorded through a closed-circuit television showed a woman who was suddenly struck by a jeepney while crossing a pedestrian lane.

Aque and the owner of the jeepney were issued a show cause order on Dec. 22, 2022, and were summoned to appear before the LTO Intelligence and Investigation Division (IID) on Dec. 28.

They were summoned for violation of DOTC Joint Administrative Order 2014-01 or ā€œfailure to yield right of way for pedestrian crossingā€ and Republic Act 4136 on reckless driving and being an ā€œimproper person to operate a vehicle.ā€

ā€œDuring the hearing, Mr. Aque affirmed that he is the assigned driver of the subject motor vehicle and admitted that he hit/bumped a pedestrian during the incident. Thus, his professional driver’s license is hereby preventively suspended,ā€ the LTO said.

LTO chief Assistant Secretary Jose Arturo ā€œJay Artā€ Tugade warned motorists, especially drivers of public transport, that it is within their responsibility to keep the roads safe.

Police arrest drug suspects in ParaƱaque City on New Year’s Day

In ParaƱaque City, the local police started the New Year with the apprehension of two suspects as a result of a buy-bust operation, the Manila Bulletin reported. The arrests took place in Barangay San Antonio.

Two female drug suspects were arrested by members of the ParaƱaque police Station Drug Enforcement Unit (SDEU) during a buy-bust operation on New Years’ Day.

Col. Renato Ocampo, city police chief, identified the suspects as Lanie Kusain, 22; and Sophia Andatun, 23.

Ocampo said the suspects were arrested around 3:25 p.m. along Headline St., Fourth Estate, Barangay San Antonio, ParaƱaque City.

The city police chief said members of SDEU conducted the drug buy-bust operation after receiving numerous complaints on the alleged drug activity of the suspects.

Ocampo said SDEU members were able to confiscate from the suspects 55 grams of shabu worth P 374,000.00 placed inside a brown shoulder bag and the P1,000 buy-bust money.

He said the confiscated shabu was turned over to the Southern Police District Forensic Unit for chemical analysis.

LTO summons jeepney driver accused of hitting pedestrian in ParaƱaque City, jeepney owner summoned too

In ParaƱaque City, there was a traffic incident that occurred when a woman got hit by a public transport jeepney while crossing the pedestrian lane. The incident was caught on CCTV video and the Land Transportation Office (LTO) has summoned the driver and jeepney owner to appear at the Intelligence and Investigation off on December 28, 2022, according to a Philippine Daily Inquirer news report.

The Land Transportation Office (LTO) on Thursday said it issued a show cause order against the jeepney driver that rammed a crossing individual in ParaƱaque City.

According to the LTO, the driver and the jeepney owner were summoned and are expected to appear at its Intelligence and Investigation Division (IID) office on December 28, Wednesday, at 10 am.

Both individuals were also required to submit a written explanation of why they should not be charged with the administrative case of Employing Reckless Driver in accordance with the DOTC Joint Administrative Order No. 2014-01.

The jeepney driver should also explain why cases of Failure to Yield Right of Way for Pedestrian Crossing (pursuant to DOTC JAO No. 2014-01) and Reckless Driving (pursuant to Section 48 of Republic Act 4136) should not be filed against him, and why his driver’s license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle which is also stated in RA 4136.

The passenger jeep’s license plate and the driver’s license are now on alert due to the incident that injured the pedestrian, preventing any transactions while the investigation is ongoing.

The owner and driver of the jeep will forfeit their right to tell their side of the story and have the complaint decided using the LTO’s evidence if they fail to show up when the IID summons them.

This developed after the LTO, through a CCTV video, caught the incident, which showed a woman crossing a pedestrian lane suddenly get hit by a public jeepney. The incident occurred last week, but the LTO did not specify the exact date.

Wanted man from South Korea arrested in ParaƱaque City

In ParaƱaque City, a wanted person from South Korea was apprehended by local law enforcers and their foreign counterparts this past Monday, according to a Manila Bulletin news report. The suspect is wanted for robbery hostage in his home country and the warrant of arrest was issued almost two years ago.

A Korean fugitive was arrested by members of the Southern Police District-Special Operation Unit (SPD-DSOU) and their foreign counterparts in ParaƱaque City on Monday, Dec. 12.

The suspect, identified as Kim Mihngyu, 29, a businessman, is now detained at the Bureau of Immigration (BI) facility in Camp Bagong Diwa, Taguig City pending his deportation.

SPD Director Brig. Gen. Kirby John Kraft said the suspect was arrested around 5:45 p.m. at Solaire Resort and Casino located in Barangay Tambo, ParaƱaque City.

Kraft said the Seoul Central District Court issued a warrant of arrest against the suspect on December 23, 2020 for robbery hostage in violation of Article 336 of the Criminal Act of the Republic of Korea.

Century Club of Tahanan’s Christmas party attracts huge reception

This past weekend (Saturday night of December 3, 2022) inside Tahanan Village, Barangay BF Homes, ParaƱaque City, the Century Club of Tahanan, Inc. (CCTI) organized its first Christmas party in years and it attracted a huge reception from its members and guests, and several top officials of the City Government of ParaƱaque – including the new Mayor and Vice Mayor – attended and greeted the constituents. Indeed, the city, its communities and the nation are gradually moving forward from the downturn of COVID-19 and there is greater confidence among the people to gather and celebrate Christmas together now that restrictions have eased a lot.

According to CCTI president Florencia Umali, there were around one hundred fifty seniors who attended. Around two hundred people in total attended. The party was held at the covered basketball court located a short walk away from the village clubhouse.

ā€œAfter two years of pandemic, (the) people (were) happy to see their neighbors and friends,ā€ Umali stated.

Having been present at the party myself, the atmosphere was festive, lots of people enjoyed the food and drinks as well as the music, dancing and raffle draw. Compared to what I attended in 2019, the Saturday night Christmas party atmosphere has this strong sense of normality. Guests were more confident to socialize with each other.

As with their Christmas part of 2019, the CCTI’s credibility as a private senior citizen’s club of Tahanan Village was realized yet again as City Mayor Eric Olivarez, Vice Mayor Joan Villafuerte-Densing and City Councilors Rico Golez, Nina Sotto, Bong Benzon plus former Councilor Wahoo Sotto graced the party.

Notable ParaƱaque figures with the locals. Among them were (from L to R) Belle Golez (Rico Golez’s wife), Councilor Nina Sotto (wife of Wahoo Sotto), Mayor Eric Olivarez, Vice Mayor Joan Villafuerte-Densing, Councilor Rico Golez, and former Councilor Wahoo Sotto.

The City Government officials interacted with guests and delivered their special greetings. Noticeably, new Councilor Nina Sotto gave a slew of public service updates while new Vice Mayor Villafuerte-Densing admitted that this was just her third time to be in Tahanan Village given the fact that she is based in District 1 of the city (note Tahanan Village and Barangay BF Homes are part of District 2). New Mayor Eric Olivarez delivered his remarks to the guests and danced to entertain everyone.

When asked about future activities or events of the CCTI, Umali confirmed that there will be a Valentine’s party for senior citizens.

Looking back at the Christmas party of CCTI, it was really nice to see the return to normalcy as well as the spirit of Christmas getting celebrated inside Tahanan Village which is the premier residential community of Barangay BF Homes. Most wanted person of Mimaropa arrested in ParaƱaque City

In ParaƱaque City, a wanted fugitive from the region of Mimaropa got apprehended by law enforcers as a result of an operation, according to an Inquirer news report. The arrest happened in front of a hotel in the city.

Police arrested on Thursday, Dec. 1, most wanted person in Mindoro, Marinduque, Romblon, and Palawan (Mimaropa) during an operation in ParaƱaque City.

In a report Friday, the Mimaropa police identified the fugitive as Rodel Dela PeƱa Ulan, 19, who hails from Barangay Apitong in Naujan town, Oriental Mindoro province.

The police said the Regional Anti-Cybercrime Unit and Naujan police, with the support of the Oriental Mindoro Coast Guard, arrested Ulan in front of a hotel in ParaƱaque.

Ulan has pending warrants issued by the Family Court, Branch 12 in Naujan, for grave coercion under Republic Act (RA) 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act) with a recommended bail of P 36,000.

He is also facing two counts of robbery with violence against or intimidation of persons in relation to RA 7610, with a recommended bail of P100,000 each.

He was also charged with 11 counts of acts of lasciviousness in relation to RA 7610 with a recommended bail of P108,000 each and 11 counts of violation of the Anti-Child Pornography Act of 2009 (RA 9775) in relation to RA 10175 with a recommended bail of P200,000 each.

Metro Manila Council (MMC) to release official guidelines on firecracker use

The Metro Manila Council (MMC) – a special governing body composed of incumbent mayors of cities of Metropolitan Manila – now has a new leader and as the Christmas holidays are nearing, they will soon release official guidelines regarding the use of firecrackers, the Manila Bulletin reported.

San Juan City Mayor and Metro Manila Council (MMC) President Francis Zamora said the MMC is set to release guidelines on the firecracker ban to be implemented in the National Capital Region (NCR) as part of its efforts to minimize the number of injuries caused by the misuse of firecrackers during the new year revelry.

During the joint session of the MMC and the Regional Development Council (RDC) which he co-chairs, Zamora said that the Metro Manila mayors will convene to discuss the guidelines they will implement regarding the firecracker ban which was first imposed by former President Rodrigo Duterte in 2017.

Executive Order no. 28, ā€œProviding For The Regulation and Control of the Use of Firecrackers And Other Pyrotechnic Devices,ā€ bans individuals from using firecrackers or setting up their own fireworks displays, a cultural tradition Filipinos are accustomed to during ā€œevents of personal, religious, cultural and national importance,ā€ especially during New Year’s Eve or even the Chinese New Year.

ā€œMagkakaroon ng designated firecracker areas. Ngunit depende din yan sa pagkakasunduan ng mayors kasi each city will have its own designated fireworks area para iwas syempre sa aksidente ngayong bagong taon (There will be designated firecracker areas, but these will depend on what the mayors of each city will agree upon because each city will have its own designated fireworks area to avoid accidents this new year),ā€ Zamora said.

The EO sets forth the criteria that must be complied with before a display of fireworks can qualify such as: it must be conducted on the occasion or as part of a celebration, competition, or similar event held in a venue other than the residence; it is conducted under the supervision of Philippine National Police (PNP) – licensed and trained personnel; and, it has a municipal/city permit that states the date, time and area where the display will be conducted.

In December last year, the PNP released the names and brands of allowed and prohibited firecrackers and pyrotechnics.

In my experience, I often see sellers of firecrackers during the days leading to the New Year whenever I passed by BF Homes in ParaƱaque and along Tropical Avenue in BF International, Las PiƱas. I wonder if they will make a comeback this year as the entire nation continues to recover socially and economically from COVID-19.

Five Vietnamese women rescued in ParaƱaque City

Recently in the City of ParaƱaque, an entrapment operation resulted in the rescue five Vietnamese women from a prostitution operation and two suspects (both foreigners) were arrested, according to a Manila Bulletin news report.

Five Vietnamese women who were allegedly forced to work as prostitutes by two foreign nationals were rescued during an entrapment operation conducted by members of the Southern Police District-Special Operation Unit (DSOU) in Paranaque on Friday, Nov. 25.

Brig. Gen. Kirby John Brion Kraft, SPD chief, identified the rescued victims as Linh, 29; Yen, 27; Thi Yen, 27; Thuy, 25; and Coi, 31, all Vietnamese.

Kraft said the arrested suspects were identified as Huang Diyong, 37, Chinese national; and Ha Thi Ut, female, 26, a Vietnamese.

The SPD chief said the rescue operation was conducted around 2:30 a.m. at Bayshore I Residence in ParaƱaque City.

Kraft said the arrested suspects were brought to the SPD-DSOU custodial facility and were charged for violation of the Expanded Anti-Trafficking in Person Act.

He said prior to the rescue operation, one Rommel Battung reported to the police that Vienamese women were being forced to work as prostitutes at a unit of Bayshore I Residence.

Acting on the report, the DSOU immediately launched a rescue operation, which led to the arrest of the two foreign nationals who were allegedly acting as maintainers of the unit.

The above report ended stating that the local authorities recovered from the suspects bills of cash, boodle money, a Toyota Fortuner and an Apple iPhone 14.

Maynilad officially distributing ā€œNew Waterā€ in two barangays in ParaƱaque City

Months after the launch of their ā€œNew Waterā€ project, water concessionaire Maynilad has finally started the distribution of the said water in two barangays within the City of ParaƱaque according to the company’s official announcement.

West Zone concessionaire Maynilad Water Services, Inc. (Maynilad) recently started the piped-in distribution of its New Water—or potable supply sourced from treated used water—to two barangays in ParaƱaque City following its receipt of a Conditional Operational Permit (COP) from the Department of Health (DOH) Metro Manila Center for Health Development.

The COP was issued by the DOH after New Water passed a series of tests that proved its adherence to the Philippine National Standards for Drinking Water (PNSDW) and squarely met the World Health Organization (WHO) guidelines on potable reuse. The permit is valid for 12 months, and will be changed to a permanent permit once Maynilad consistently meets all the conditions set in the COP on the supply of New Water within the period, under the strict monitoring of DOH. Prior to the COP issuance, New Water has already been given a Certificate of Potability by the ParaƱaque City Health Office.

Maynilad’s New Water is the first implementation of potable water reuse in the Philippines.

ā€œThe DOH’s issuance of a permit to commence piped-in distribution of New Water is a major milestone for the local water industry, as this is the first time that recycled water will be tapped as an alternative supply source to address water shortages,ā€ said Maynilad President and CEO Ramoncito S. Fernandez, noting that the recycling of water for potable use is a practice that has been in place for decades in other countries, such as Singapore, Namibia, and parts of the United States.

Maynilad’s Php450-million ā€œNew Water Treatment Plantā€ gets the treated used water discharged by its ParaƱaque Water Reclamation Facility and converts it to drinkable water supply. The facility’s 10-MLD (million liters per day) output is blended with the supply produced by the company’s La Mesa Treatment Plants before conveyance to Barangays San Isidro and San Dionisio in ParaƱaque City.

Fernandez said that Maynilad is eyeing to construct four more ā€œNew Water Treatment Plantsā€ by 2025, which will get treated used water from the company’s sewage treatment plants in Pasay, Muntinlupa, ParaƱaque, and Valenzuela.
