Maynilad officially launches “New Water” project

Even though a lot of its customers in Bacoor City, Imus City, Cavite City, Las Pinas City, Muntinlupa City, Noveleta, Cavite, Paranaque City, and Rosario, Cavite are suffering from water service disruptions which will keep continuing, water concessionaire Maynilad officially launched their so-called new water project with some guests (note: I published a pre-launch article and you can read about it right here).

For its pilot implementation of the New Water project, Maynilad built a ₱450-million modular treatment plant that will collect the treated used water discharged by its Paranaque Water Reclamation Facility and convert it to drinkable water. This will yield 10 million liters of New Water per day, which will be fed into the distribution system for blending with the standard drinking water from Maynilad’s La Mesa Treatment Plants before being conveyed to Barangays San Isidro and San Dionisio in Parañaque City. The New Water that Maynilad produces has recently been given a Certificate of Potability by the Parañaque City Heath Office. The New Water project is Maynilad’s initiative to add to its alternative raw water source options so it can better augment supply during times of shortage.

The New Water project is indeed nice and a breakthrough for those who require potable water for consumption and other uses. Still, it can’t be helped that the launch happened at a time when a lot of paying customers of Maynilad went through water-less periods in recent times. Parañaque, the one city that benefits early from the New Water project, had lots of residents in six villages who endured several hours of water service interruption under Maynilad. In the nearby city of Muntinlupa, Maynilad customers there had no access to water for more than 24 hours and the water service problems will continue until the end of the month.

Maynilad problems for Muntinlupa-based customers to continue until July 31, 2022

If you are a Muntinlupa resident who endured more than 24 hours of having no access to water from water concessionaire Maynilad, you better brace yourselves because the company announced that water supply problems will continue until the end of this month, the Manila Bulletin reported.

Customers of Maynilad Water Services in Muntinlupa will suffer more daily water service interruptions (WSI) until the end of the month.

Maynilad announced on July 5 that customers in Barangays Alabang, Bayanan, Poblacion, Putatan, and Tunasan “will experience water service interruptions daily, between the hours of 8:00 p.m. and 6:00 a.m. from July 6, 2022 to July 31, 2022 due to raw water quality issue from Laguna Lake entering our Putatan Treatment Plant.

“We are continuously monitoring the water quality in Laguna Lake even as we conduct system adjustments to optimize the limited supply,” Maynilad added in its advisory to customers.

The Putatan Water Treatment Plant draws and processes water from Laguna Lake, and supplies it to customers in Muntinlupa and other areas.

It was not immediately known why the new daily WSIs only cover five of the nine barangays.

Excluded from the daily WSIs are Barangays Ayala Alabang (which covers the posh Ayala Alabang Village), Cupang, Buli and Sucat.

New water coming from Maynilad this July

Starting this July, water concessionaire Maynilad will start distributing their so-called new water to customers, according to a BusinessWorld news report.

MAYNILAD Water Services, Inc. targets to distribute starting in July up to 10 million liters per day (MLD) of its “new water” or treated used water from households that passes through a rigorous purifying process to make it potable.

“We’re still doing some pipe-laying in Sucat, and we’re still waiting for our permit to operate from the Department of Health, but once we get it, maybe next month we can already distribute 10 MLD,” Maynilad Chief Operating Officer Randolph T. Estrellado said partly in Filipino during a virtual press briefing on Tuesday.

He said the company’s target eventually is to use all the wastewater in Metro Manila to be purified into new water. He said 80% of the water produced in its concession area comes back as wastewater.

The treated water will come from its modular treatment plants or ModTPs that will get raw water from the Parañaque Water Reclamation Facility.

The initial 10 MLD will be flowed into the distribution system for blending with the standard drinking water produced by Maynilad’s La Mesa treatment plants.

The blended supply will then be conveyed to barangays San Dionisio and San Isidro in Parañaque City, which are the areas nearest to the ModTP location. The two barangays will benefit from the additional supply, as it will improve water availability in the area.

Maynilad said it had been holding a series of social acceptability tests and public consultations with residential and commercial customers, local government units, and government agencies such as the DoH, Department of Environment and Natural Resources, Metropolitan Waterworks and Sewerage System (MWSS), and National Water Resources Board.

The consultations are meant to ensure that the new water will be acceptable to consumers.

Maynilad said that based on the results of its initial social acceptability test, its residential and commercial customers have expressed willingness to use new water after seeing it and understanding the process behind it.

“Mahaba ang pinagdaanan na journey ng Maynilad bago kami nakarating dito (Maynilad’s journey has been long before we got here),” Maynilad President and Chief Executive Officer Ramoncito S. Fernandez said.

“We will ensure that periodic tests will be done,” he added.

Maynilad said the new water will have no impact on customers’ water bill. The standard water tariff rates will apply whether raw water is sourced from Angat Dam, Laguna Lake, or treated used water.

The initiative is part of Maynilad’s move toward potable water reuse, which is aimed at boosting available supply in view of the growing demand for water. It is also in response to the strain on existing raw water sources due to the impact of climate change, the company said.

At present, used water from households is collected, cleaned in sewage treatment plants, and discharged into bodies of water. But with potable water reuse, treated used water goes through a second treatment plant for a more rigorous purification process. The new water output can be used for drinking, having passed the Philippine National Standards for Drinking Water.

Maynilad officials said treated water reuse for drinking is already done in other countries.

Water supply problems are back again for Muntinlupa-based Maynilad customers

For Maynilad customers based in Muntinlupa City, having access to water is problematic once again as there have been water service interruptions from water concessionaire Maynilad Water Services, Inc., the Manila Bulletin reported recently. The problems started since June 2, 2022 and even customers outside of Muntinlupa were affected.

Muntinlupa residents have experienced daily water service interruptions (WSI) from Maynilad Water Services Inc. again.

Since June 2, Maynilad customers in Muntinlupa and other areas have suffered from no water supply from eight to 18 hours a day.

In one advisory sent to customers in Muntinlupa, Maynilad said it imposed the WSI “due to raw water quality issue from Laguna Lake even as we conduct system adjustments to optimize the limited supply.”

Last June 4, Maynilad implemented WSI from 12 noon until 6 a.m. on June 5 for a total of 18 hours, affecting customers in “portions of Brgy. Talon Dos, Las Pinas City and Brgys. Alabang, Bayanan, Poblacion, Putatan and Tunasan, Muntinlupa City.

Maynilad has its Putatan Water Treatment Plant (PWTP) in Barangay Putatan, Muntinlupa, which sources raw water from Laguna Lake.

The treatment plant supplies water to Maynilad customers in Muntinlupa, Parañaque, Las Piñas, and Pasay; and the cities of Bacoor, Imus and Cavite, and municipalities of Rosario and Noveleta in Cavite.

Last February, the Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS-RO) imposed a financial penalty of P63.97 million on Maynilad for implementing WSI in the supply zone of the Putatan Water Treatment Plant from December 2021 to February 2022.

MWSS-RO said the penalty was imposed on Maynilad after the company “failed to meet its Service Obligation of ensuring the availability of an uninterrupted 24 hour supply of water at seven (7) pounds per square inch (psi) minimum pressure to all connected Customers in its Service Area.”

“Customers within the PWTP Supply Zone were found to have been deprived of water service obligation for at least fifteen (15 days), which adversely impacted their health and welfare. The MWSS RO is set to implement the financial penalty in the form of bill rebates to affected Maynilad customers within the PWTP’s Supply Zone by April,” according to MWSS-RO.

It should be recalled that several customers in Muntinlupa were affected by water service interruptions before. This led to Maynilad being compelled to issue bill rebates to the affected customers.

Almost 200,000 Maynilad customers based in Muntinlupa and in nearby cities and municipalities to get bill rebates

Several Maynilad customers in Muntinlupa as well as those in the nearby cities and municipalities will soon have rebates on their respective bills which the Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS-RO) confirmed, according to a Manila Bulletin news report.

For the newcomers reading this, there was a water shortage that affected lots of customers in Muntinlupa City months ago which led the City Government to take action. While it was announced before that Maynilad customers in Muntinlupa would get water bill rebates, this latest development is more significant as it involves almost two hundred thousand customers in the said city and in nearby areas as well.

More than 198,000 customers of Maynilad Water Services Inc. affected by the prolonged water service interruptions from December to January in Muntinlupa and nearby cities and municipalities will get rebates in their bills.

This was announced by the Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS-RO) on March 30 during its Public Information Drive on the rebate program for affected Maynilad customers held at the Muntinlupa Sports Complex in Barangay Tunasan.

The forum was attended by MWSS-RO Chief Regulator Patrick Lester Ty, MWSS-RO Deputy Administrator for Technical Regulation Evelyn Agustin, Muntinlupa Mayor Jaime Fresnedi, Muntinlupa City Council’s Majority Floor Leader Raul Corro and representatives from Maynilad.

The MWSS-RO imposed a P63.97 million financial penalty on Maynilad due to the water service interruptions the water company implemented from December to February that affected customers serviced by its Putatan Water Treatment Plant in Muntinlupa, Parañaque, Las Piñas and Pasay; and the cities of Bacoor, Imus and Cavite, and municipalities of Rosario and Noveleta in Cavite.

According to the MWSS-RO, it imposed the penalty on Maynilad as the company “failed to meet its Service Obligation of ensuring the availability of an uninterrupted 24 hour supply of water at seven (7) pounds per square inch (psi) minimum pressure to all connected Customers in its Service Area.”

In her presentation, MWSS-RO’s Agustin said a total of 198,315 customers of Maynilad in the affected areas will each get a bill rebate of P323 that will be reflected in their bills.

The amount of rebate was derived from dividing the P63.97 million penalty on Maynilad by the number of affected customers.

Before the amount of rebate was announced, Fresnedi said he hoped that the presentations during the forum “will clarify many issues regarding these water service interruptions.”

“The MWSS-RO is here, first and foremost, to protect your welfare,” Ty told the participants.

Maynilad customers in Muntinlupa City to get rebates soon

It has been weeks since the City Government of Muntinlupa pressed water concessionaire Maynilad for answers over the water service disruptions that negatively affected many customers around the city. In a recent development, Maynilad customers in Muntinlupa will soon receive rebates from the company, according to a Manila Bulletin news report.

Customers of Maynilad Water Services in Muntinlupa will get rebates in their bills after the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) found the company liable for prolonged water service interruptions (WSI).

In a statement, MWSS-RO Chief Regulator Patrick Lester Ty said his office will impose a financial penalty on Maynilad for the water service interruptions that happened from December 2021 to February 2022 due “to the failure of its Putatan Water Treatment Plants (PWTP).”

Maynilad has two water treatment plants in Barangay Putatan, Muntinlupa, which draw raw water from the Laguna Lake and uses it to supply thousands of customers in Muntinlupa and other areas.

“Based on the evidence gathered from its investigation, the MWSS RO concluded that Maynilad failed to meet its Service Obligation of ensuring the availability of an uninterrupted 24 hour supply of water at seven (7) pounds per square inch (psi) minimum pressure to all connected Customers in its Service Area. Customers within the PWTP Supply Zone were found to have been deprived of water service obligation for at least fifteen (15 days), which adversely impacted their health and welfare,” said Ty.

The water service interruptions left thousands of Maynilad customers in Muntinlupa without water for up to 18 hours a day. In some areas, there was no water service for days.

Customers complained that the water coming out of their faucets was brownish in color, making it unusable for drinking or cooking.

According to Ty, MWSS-RO will “implement the financial penalty in the form of bill rebates to affected Maynilad customers within the PWTP’s Supply Zone by April. It is already in the process of identifying all accounts that will be covered by the Rebate Program, the rebate amount for each account, and the policies and procedures for carrying out the Program, in coordination with Maynilad.”

“It targets to conduct a Public Information Drive (PIDr) to clarify the bill rebates and inform affected customers of the nature, scope, and other details of the Rebate Program in March. Updates will be posted on the MWSS RO’s official Facebook page (@MWSS.RO) Twitter account (@mwssro) and website (ro.mwss.gov.ph),” he said.

The Muntinlupa City Council’s Committee on Environment conducted a public hearing last Feb. 8 on the water service interruptions in Muntinlupa with representatives from Maynilad and MWSS-RO.

Councilor Raul Corro, majority floor leader of the City Council, commended MWSS-RO for its decision to impose a penalty on Maynilad.

“The penalty imposed against Maynilad by MWSS RO was the subject of a public hearing conducted by the Sanggunian Panglungsod of Muntinlupa. In the public hearing and in the presence of MWSS RO officials, I formally asked the regulatory body to impose the proper penalties and bill rebates to thousands of households due to its inability to comply with its contractual obligations under the concession agreement,” he said.

“I commend MWSS-RO for exercising its mandate and showing concern to thousands of suffering Maynilad customers whose plea for help triggered the conduct of the public hearing,” Corro said.

“But imposing the penalties and bill rebates are not enough. Maynilad must be able to deliver 24-hour uninterrupted supply of water per its commitment under the concession agreement and that aside from the quantity, it must also deliver quality water that is safe and healthy for human consumption and for other daily household use,” the councilor added.

Ty said MWSS-RO issued a Notice to Explain to Maynilad last Feb. 11 “for its non-adherence to the WSI schedules announced through its public advisories on the planned WSIs caused by water quality problems at the PWTP.”

Maynilad pressed for answers over severe water service interruption in Muntinlupa City

Are the councilors in your city doing their jobs on issues that affect you and your fellow citizens? In Muntinlupa City, the City Council and its members really worked as they pressed water concessionaire Maynilad for answers in a public hearing that happened very recently, according to a Manila Bulletin news report.

The Muntinlupa City Council held a public hearing on Tuesday, Feb. 8, to investigate the severe water service interruption being experienced by customers of Maynilad Water Services in Muntinlupa and other cities and municipalities.

The City Council’s Committee on Environment, chaired by Councilor Marissa Rongavilla, conducted the hearing attended by Vice Mayor Artemio Simundac, Majority Floor Leader Raul Corro, other councilors, Maynilad representatives, affected customers and Chief Regulator Patrick Lester Ty, head of the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO).

The MWSS-RO is a government agency tasked to ensure that the provisions of the concession agreement between MWSS and Maynilad are followed.

Maynilad customers in Muntinlupa started experiencing the water supply interruption last December. The water company cited the algal bloom and turbidity of raw water in the Laguna Lake as the reasons that affected the water production at its two Putatan Water Treatment Plants in the city.

Based on Maynilad’s latest advisory, the water supply interruption will last until Feb. 15.

Thousands of Muntinlupa customers of Maynilad have been experiencing no water supply for up to 17 hours a day. They have complained that water supply resumes at midnight, forcing them to stay up late so they can store water.

Rongavilla said the main problem of Maynilad customers are the water quantity and water quality. Customers have complained that they are getting brown water from their faucets, which is unusable for drinking or cooking.

She asked Maynilad to clearly explain to the public the solutions to the water supply problem in Muntinlupa.

MWSS-RO has been investigating the water service interruption problem of Maynilad. MWSS-RO chief Ty said they will come up with their findings this month.

MWSS-RO is looking out for the interest of the public. We are here to ensure that the public is protected,” said Ty.

He said there are options for MWSS-RO to penalize Maynilad. He said it can be a simple warning, disallowing the company’s expenses, or order Maynilad to give a rebate to its customers.

Last November, MWSS-RO penalized Maynilad and ordered it to rebate customers in Las Pinas.

Corro told Manila Bulletin that “we will await the investigation report of MWSS-RO Chief Regulator Patrick Lester Ty who promised to release it this February.”

“In the public hearing, we relayed the demand of the unsatisfied Maynilad customers to either declare a payment holiday or reduce the monthly bills or declare a rebate and impose penalties in accordance with the concession agreement due to lack of water supply (frequent water service interruptions) and due to poor quality of water (brownish color),” he said.

We also asked Maynilad to ensure that the Feb. 15 deadline it has announced to resume normal supply of water shall be done and that in case they cannot comply, penalties should be imposed by MWSS-RO and that they will increase their number of water tank trucks from the present 29 to supply water in the affected areas,” added Corro.

He said, “We also put on record that the people of Muntinlupa who are customers of Maynilad are very unsatisfied with their service and consider Maynilad’s reasons for the frequent WSI as ‘unacceptable’ considering that they have been operating the Putatan Water Treatment Plant for more than a decade already.”

Public hearing and investigation on Maynilad will happen soon in Muntinlupa City

If you are a local resident or if you manage a business within Muntinlupa City, did you experience the recent water supply interruption? Be aware that the City Council of Muntinlupa will soon conduct a public hearing to get answers from water concessionaire Maynilad regarding the water supply interruption that affected many around the city, the Manila Bulletin reported

To put things in perspective, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

The Muntinlupa City Council will conduct a public hearing to investigate Maynilad on the severe water supply interruption being implemented that has affected thousands of households and businesses in the city.

Maynilad extended the water supply interruption to Feb. 15 instead of Jan. 20 that it earlier announced.

Households in Muntinlupa have experienced up to 18 hours without water service while other areas have no water supply for days.

According to the Muntinlupa City government, councilors are asking that people from Maynilad involved in the operation of water service should be the one to attend and not just any representative who cannot make a decision or explanation about the matter.

Among the topics to be discussed are asking Maynilad to deploy more water tankers to supply to different communities and payment holiday on the days without any water supply.

City Council Majority Floor Leader Raul Corro told Manila Bulletin that they are just awaiting the notice of public hearing from the City Council secretary and chairman of the committee concerned on the date of the public hearing.

Tahanan Village Updates (June 6, 2019)

Hey everyone. Have you guys and gals been to Tahanan Village, Barangay BF Homes, Parañaque City lately? I got a slew of updates for you.

Firstly, the Tahanan Homeowners Association (THA) now has a new lineup of officers as well as heads of village committees. This marks the continued change that started with the THA’s last election held this past summer which saw new members for their Board of Directors (BOD).

For your viewing, here is the picture of the new THA leadership.

As stated in the above image, “The management of the Village is every resident’s concern. Write us your inputs, your ideas on how to improve our Village, your concerns. Join any committee or committees of your interest.”

If you are a Tahanan Village resident who is also a legitimate member (read: not a delinquent member), then you can get involved if you choose to do so.

Secondly, the air has been stinking for Tahanan villagers recently which is the result of the odor coming from Laguna Lake (on the other side of the Skyway). The odor has been caused by algae (a diverse group of photosynthetic eukaryotic organisms that are not necessarily closely related) and dead water lilies that have accumulated along the shoreline at the said lake.

The odor affected Tahanan villagers so much, the THA took action by discussing what happened and reached out to the City Environmental and Natural Resources Office of Parañaque City (CENRO-Parañaque). If CENRO-Parañaque would act, then it means coordinating with the Laguna Lake Development Authority and the City Government of Muntinlupa (note: Laguna Lake is part of its jurisdiction).

After leaving the Tahanan Village clubhouse, I looked around nearby and noticed the presence of Philippine flags on display. This was done in anticipation of Philippine Independence Day which is happening just days away.

And then I passed by the construction of a new community building which involved assistance from the City Government.

Tahanan Village Update (May 9, 2019)

In recent times, the water supply interruption experienced by Maynilad customers in South Metro Manila became a hassle for many families and business establishments.

During my recent visit at Tahanan Village in Parañaque City, I noticed the Tahanan Homeowners Association, Inc. (THA) issued a new bulletin through its official publication Tahanan Flash. It deals with the recent water supply problems and clarifies who in their village is responsible with the Maynilad water tanker deliveries into the village, etc.

Also take note that in order for a household to be served with water from Maynilad, the homeowner must call 1626 first and be patient for the water to be delivered which can take days. No call, no pre-assignment, no water.
