COVID-19 Crisis: Apprehension of suspects leads to tighter community management in Las Piñas City
Managing an entire city is always tough and having strong coordination between the city government and the barangays is essential in ensuring service to the constituents. This is quite true over at the City of Las Piñas which, as of this writing, has 122 confirmed COVID-19 cases, 14 recoveries, 9 deaths, 6 probable cases and 48 suspected cases.
The City Government, headed by Mayor Imelda Aguilar, has been doing many things like distributing packages of relief goods to the homes of the constituents, receiving and answering inquiries from concerned citizens, securing the city and constantly communicating with the barangays. The City Government also had its KALIPI (Kalipunan ng Liping Pilipina) practitioners involved in the production of brand new face masks which are essential now.
Even though the COVID-19 Crisis saw a sharp drop on criminal activity, there are still some people out there who did something crooked. According to a Manila Bulletin news report, two individuals who reside in the CAA community (Barangay BF International-CAA) were arrested on April 20 for the falsification of documents related to this current crisis.
This is about the making and selling of fake quarantine passes (QPs) allegedly done by suspects Mareclina Cayanan and Santiago Capon. They have since been detained by the local police and will be charged for documents falsification. A total of fifty fake QPs were recovered from the suspects and it was reported that each fake pass was sold at P20 each.
To put things in perspective, only the proper authorities have the legal right to issue QPs to their constituents as a means to control the number of people moving out of their homes to do essential things like buying groceries or doing bank transactions for their households.
In Las Piñas City, the quarantine pass is issued by the barangay units for their respective community members. Each QP has a seal (dried), a control number as well as the barangay captain’s signature. QPs are limited in quantity.
Going back to the Manila Bulletin report, the apprehension of the suspects resulted to Mayor Aguilar issuing a new order to each and every barangay captain in the city to be stricter in implementing the government’s home quarantine policy.
Mayor Aguilar also reached out to the constituents that if they see something illegal happening, they should call the police immediately.
Going back to the fake QPs that were sold by the suspects, the local police is searching for those who are using them. Anyone holding a fake quarantine pass will make the holder criminally liable.

COVID-19 Crisis: Las Piñas City Livelihood Members Involved in Making New Face Masks!

The coronavirus disease COVID-19 halted societies, economies and even the way people move around. As such, it is a common thing to see people around us wearing masks that primarily cover their noses and mouths as a means of preventing getting infected. That being said, buying a new mask (or face mask as others call it) is pretty challenging and I visited several stores but ended up learning that they are all out of stock of masks.
In relation to this, the City Government of Las Piñas announced very recently that their group called KALIPI (Kalipunan ng Liping Pilipina) and its practitioners are now involved in the production of much-needed face masks! You must be wondering…what is KALIPI? KALIPI is a women’s organization spearheaded by Mayor Imelda Aguilar since her days as First Lady of the City. KALIPI is described as one of the stakeholders of the livelihood and skills development projects. The organization has chapters in the barangays of Las Piñas that emphasize women empowerment by means of organizing women and mothers with livelihood and skills in mind. Under the City Government, women as well as out-of-school youth can choose to train themselves by taking courses in food processing, housekeeping and the like. After taking courses, trainees can use their skills to make a living and help their respective families.
Going back to the face masks produced by KALIPI, it is not made clear by the City Government on their March 30 Facebook post if the newly made masks will be given for free to the residents (many of which are now receiving relief goods) or be sold on the market which, as of this writing, has a very tight supply.
As of this writing, the City Government still has yet to respond to my inquiry.

Las Piñas City to Donate P1 Million to Taal Volcano Eruption Victims
Las Piñas City Mayor Imelda T. Aguilar announced recently that the City Government is donating P1 million as financial assistance to the victims of the Taal Volcano eruption specifically those in the municipalities of Agoncillo and Lemery in Batangas. The City Council presided by Vice Mayor April Aguilar-Nery approved a resolution authorizing the release of P500, 000 to each municipality.
Mayor Aguilar said that “the donation is a gesture of the people of Las Piñas to help the residents of Agoncillo and Lemery rebuild their lives.”
For its part, the Las Piñas City Disaster Risk Reduction and Management Office (LPCDRRMO) has initiated a relief drive to provide assistance to the remaining evacuees in the different evacuation centers. The various departments of the city government, national offices based in Las Piñas and non-government organizations have turned over their donations to the LPCDRRMO, the office in-charge of distributing the donated relief goods. Mayor Mel Aguilar and Vice Mayor April Aguilar-Nery had also donated hygiene kits to the residents of Lemery, Batangas.
City Administrator Reynaldo Balagulan has already notified Mayor Daniel Reyes of the Municipality of the Agoncillo and Mayor Eulalio Mendoza Alilio of Lemery about the donation of the City Government of Las Piñas. The turn- over of the cheque will be held next week.

It’s been almost a month since the 2019 edition of the Southeast Asian Games (SEA Games) hosted by the Philippines ended with resounding success. The Philippines won a total of three hundred and eighty-seven medals to finish #1 among all Southeast Asian nations. The 387 medals won are composed of 149 gold medals, 117 silver medals and 121 bronze medals.
Here in South Metro Manila (composed mainly of the cities of Parañaque, Muntinlupa and Las Piñas) there were indeed Philippine team athletes who won medals at the SEA Games who reside locally.
Shortly after the end of the premier sports event of the Southeast Asian region, the City of Las Piñas honored the SEA Games medalists among its residents by showcasing them in a special ceremony at City Hall in the presence of Mayor Imelda “Mel” Aguilar, Vice Mayor April Aguilar-Nery, City Councilors and more.

The local resident athletes honored were Joseph Arcilla (Gold Medalist – Soft Tennis), Anna Alicia Katrina Castillo (Gold Medalist Women’s Basketball), Mikoff Manduriao (Gold Medalist – Soft Tennis), Russ Ashley Monville (Gold Medalist – Arnis), Erdilyn Peralta (Bronze Medalist – Soft Tennis), and Aljon Salonga (Silver Medalist – Water Polo). Not only did they attend the special ceremony at City Hall with their sports uniforms, they also brought the SEA Games medals they won. They received certificates from the City Government.
Over at the City of Muntinlupa, the City Government led by Mayor Jaime Fresnedi did its part doing the same and their SEA Games medalists attended a special ceremony – which was mainly about the City’s 102nd anniversary celebration – held at the Sports Complex in Barangay Tunasan.

The Muntinlupa-based SEA Games medalists who received honors and shared the stage with the Mayor, Vice Mayor Temy Simundac, Congressman Ruffy Biazon and City Administrator Engr. Allan Cachuela were Kodo Nakano (Bronze, Judo), Keisei Nakano (Bronze, Judo), Shugen Nakano (Gold Medalist, Judo), Daryl Mercado (Bronze, Judo), Ryssa Jezzel Sanchez (Silver, Arnis), and Rick Jayson Constantino Senales (Bronze, Kurash and Judo). Incentives for the said achievers were promised by the City Government.
Meanwhile in Parañaque City, there have been no signs so far that there were any Parañaque residents among the many Philippine athletes who won 2019 SEA Games medals.
Twice, I inquired about this to City Administrator Fernando “Ding” Soriano plus my other contact at the City Government. It was only yesterday that I finally received a reply from City Admin Soriano. Below is his response.
Soriano: The moment there (are) residents from (Parañaque), we will certainly give recognition and awards.
Has the City Government of Parañaque approached the 2019 SEA Games organizers for a list of Philippine Team athletes (who won medals specifically) with city addresses?
If there are indeed any 2019 SEA Games medalist living in Parañaque City who just learned about the promised rewards and recognition from the City Government, which specific office should he or she go to? Who should he or she look for?
Does mayor Edwin Olivarez have time to meet Parañaque-based SEA Games medalists?

As for the title of this article, I can confirm to you all that the City Government of Parañaque confirmed to me directly that any resident of the city who wins a medal in the 2019 Southeast Asian Games (2019 SEA Games) will be rewarded!
This past week, I reached out to City Administrator Fernando “Ding” Soriano and asked him if the administration of mayor Edwin Olivarez has any reward planned for Parañaque-based 2019 SEA Games medalists
“The mayor will give rewards,” Soriano responded.
Eva Nono, the former head of the Parañaque Public Information Office who remains with the Olivarez administration, gave the same response when I also inquired with her.
What kind of rewards await Parañaque-based athletes at the SEA Games if ever they win at least a bronze medal? Will it be a cash incentive? A citation by the City Government? A photo session with the mayor? No solid details have been revealed by Soriano and Nono respectively. We will just have to find out.
Back in the year 2017 at nearby Las Piñas City, I personally witnessed their mayor Imelda Aguilar and the City Councilors meet with then SEA Games men’s triathlon gold medalist Nikko Huelgas who was a confirmed resident of BF International. They were very delighted to find out about his being a local of theirs and eventually an agreement was made by the City Government to give him a cash incentive for his gold medal victory as well as for bringing honor to the city. The 2017 SEA Games gold was Huelgas’ 2nd gold.

The 2019 SEA Games triathlon and duathlon events will be held at Subic Bay very soon and the great news is that tickets are NOT required for people who intend to watch the events live on-location.

The City Government of Las Piñas announced that all traffic enforcers recently completed a two-day retraining seminar on discipline and proper conduct and behavior in the performance of their duties. The retraining was meant to help them effectively perform the strict implementation of traffic rules and regulations.
The retraining sessions conducted focused on lectures and there was also a workshop aimed to enhance competence and professionalism among the city traffic enforcers, particularly on decorum in the apprehension, issuance of citation tickets, and proper hand signal in manning the road.
The refresher course for the city’s one hundred and eighty traffic enforcers was ordered by Mayor Imelda T. Aguilar which was issued to the City Traffic Management Office (CTMO), in coordination with the Metro Manila Development Authority (MMDA).
Mayor Aguilar expressed hope that the retraining would enlighten the city traffic enforcers of their duties and responsibilities in properly dealing with motorists and the commuters. She warned, however, that they would face the full force of the law if they fail to perform their responsibilities.
“Traffic enforcer officials must abide with the traffic laws as mandated, and conduct proper behavior in dealing with the motorists to ensure the safety of commuters, car owners and the riding public,” Mayor Aguilar stated.
The mayor, who added law enforcement agencies, believes that traffic enforcement, in addition to reducing fatalities associated with automobile collisions, might also reduce the incidence of public order crimes.
“There are some proof that the presence of traffic enforcement officers may reduce certain types of crime, assure road safety thereby improving the quality of life for residents,” Aguilar added.
New Friendship Route Hours Starting December 1
With the Christmas season approaching, Mayor Aguilar announced the extension of the number of hours the Friendship Route may be used with the intention of decongesting the major roads of the city.
Effective December 1, 2019, the Friendship Route will be open to motorists from 4AM up to 12 midnight. The planned adjustment will last until January 6, 2020.
For the newcomers reading this, the Friendship Route of Las Piñas City is composed of alternate roadways to ease congestion in the major and secondary roads. The Friendship Route City Ordinance contains a complete list of the roads. Photocopies of the said ordinance can be made at City Hall.
Las Piñas City Provides FREE Initial Parking for Senior Citizens and PWDs (Persons With Disability)
The City Government of Las Piñas announced today that starting December 1, 2019, senior citizens and persons with disability (PWDs) will be exempted from paying parking fees on the first three hours in all business establishments and offices within the city’s jurisdiction as a result of a new ordinance that was approved.
City Ordinance No. 1623-19, otherwise called the “Senior Citizens and Persons with Disability (PWDs) Free Initial Rate Parking Fee Ordinance of 2019,” as proposed by Vice Mayor April Aguilar-Nery grants the privilege to the elderly and PWDs who are either driving or on board the vehicle that will park in any commercial or pay parking areas.
“This is one way of providing social services to our senior citizens and PWDs because their welfare is one of our priorities,” Vice Mayor Aguilar-Nery said.
She also acknowledged the cooperation and support of the city’s business establishments in granting the exemption to the senior citizens and PWDs of Las Piñas.
The exemption covers the first three hours of the prescribed parking fee, while the corresponding rate shall be imposed for the succeeding hour. But no charges shall be collected in the case of flat rate policy provided it does not exceed four hours.
Parking booth attendants or cashiers who may be found violating the ordinance shall be meted penalties ranging from P1,000 to P3,000 with 30 days to a maximum of six (6) months imprisonment, depending on the discretion of the court.
Mayor Imelda Aguilar welcomed the passing of the ordinance by the City Council. She said that “the ordinance will contribute to the Tuloy-tuloy na Serbisyo Program of her administration in promoting the welfare of the senior citizens and the PWDs of Las Piñas.
The City of Las Piñas has more than 80,000 registered senior citizens and 15,200 PWDs who are enjoined to avail of the privilege and other benefits as mandated by Republic Act No. 7432, known as the Senior Citizens Act of 1995.
The City Government of Las Piñas announced that Mayor Imelda T. Aguilar confirmed her commitment to rid Zapote-Alabang Road and secondary roads of any obstruction to ensure safety and ease traffic as the Department of the Interior and Local Government (DILG) rated the city with high compliance in road clearing operations.
The Mayor ad her daughter Vice Mayor April Aguilar-Nery, on Monday again called on members of Task Force (TF) Kaayusan, barangay officials, and homeowners’ associations to sustain the gains of the clearing operations.
The mayor cited the improved flow of traffic along Zapote-Alabang Road which is the city’s main thoroughfare, as well as removal of sidewalk vendors and demolition of overlapping structures, including the unfinished excavations by various service utilities.
“These obstructions must be permanently out from our main thoroughfare and the inner roads since the sidewalks are for the pedestrians and the roads to motorists,” Mayor Aguilar said.
Even before the announcement of the DILG directive, Task Force Kaayusan was already convened by the Mayor in July shortly after her re-election. The task force, composed of the Estate Management and Development Office, City Engineering Office and the local Philippine National Police, being spearheaded by the Mayor’s Office conducted clearing operations to address concerns on traffic and road hazards.
She also ordered the traffic enforcers to strictly implement City Ordinance No. 577-02, which prohibits all forms of traffic violation and obstructions along the roads and sidewalks.
The DILG last Friday posted on its website the evaluation and assessment report on compliance of Metro Manila cities and municipalities to its Circular 121 based on the directive of President Rodrigo Duterte during his State of the Nation Address last July. Las Piñas was among the twelve Metro local government units which got a high performance rating, meaning with 91% to 100% cleared roads and sidewalks.
In a Philippine Star report, the city, along with Valenzuela City, Navotas City, Marikina City, San Juan City, Makati City, Taguig City, Muntinlupa City and Pateros, received a perfect compliance score from the DILG. Indicators on determining compliance include ordinances issued, use of a road inventory plan, displacement strategies, rehabilitation efforts and direct on-ground clearing operations. In that same report, it is notable that Las Piñas and Muntinlupa are the only South Metro Manila cities that got listed with achieving perfect compliance scores.
