FDA working with BIR to make medicine more affordable for senior citizens

The Food and Drug Administration (FDA) and the Bureau of Internal Revenue (BIR) are working together to cut the prices of medicine for senior citizens by means of exemption from the value-added tax (VAT), according to a news article by the Philippine News Agency (PNA). It should be noted that previously President Ferdinand “Bongbong” Marcos, Jr., ordered the FDA to implement a 20 percent discount and VAT exemption for senior citizens under RA 9994 or Expanded Senior Citizens Act of 2010.

To put things in perspective, posted below is an excerpt from the PNA news article. Some parts in boldface…

The Food and Drug Administration (FDA) is working with the Bureau of Internal Revenue (BIR) to bring down prices of medicines for senior citizens through exemption from value-added tax (VAT).

FDA Director General Samuel Zacate said the exemption of VAT coverage will be through the Corporate Recovery and Tax Incentives for Enterprises (CREATE) or Republic Act (RA) No. 11534.

“Basically, the exemption for VAT is through a law – iyong (the) CREATE Law. So, those medicines have been declared by the FDA, endorsed to the BIR para matanggal or mawala iyong kanilang (to remove) VAT,” Zacate said in a news forum in Quezon City on Saturday.

RA 11534 provides VAT exemption to certain medicines for hypertension, cancer, mental illnesses, tuberculosis, kidney diseases, diabetes, high cholesterol, as well as Covid-19 drugs and medical devices.

Pursuant to the CREATE law, Zacate said the FDA is directed to identify and transmit the list of approved medicines for VAT exemption to other implementing agencies, such as the BIR.

“Basically…we only endorse it to the BIR kasi kami po iyong nagdi-determine kung ano, para saan talaga iyong gamot. So, FDA ang magsasabi, kung papaano iyong mekanismo, kung paano tatanggalin iyong gamot (because we are the ones who determine what, what your medicine is really for. So, FDA will say, how your mechanism, how to withdraw your drug). So, it’s a joint process po of the FDA and the BIR,” he said.

BIR says that discounts for senior citizens and PWD for online purchases are mandatory

As far as the Bureau of Internal Revenue (BIR) is concerned, senior citizens and persons with disabilities (PWDs) are entitled to discounts over the online purchases they made, according to a GMA Network news report.

To put things in perspective, posted below is an excerpt from the GMA Network news article. Some parts in boldface…

The Bureau of Internal Revenue (BIR) on Wednesday said the discounts on purchases made online by senior citizens and persons with disabilities are mandatory.

“Online platforms should recognize the mandatory discounts given to senior citizens (SC) and persons with disabilities (PWD). The BIR has issued Revenue Regulation (RR) No. 8-2023 to this effect,” BIR Commissioner Romeo Lumagui Jr. said in a statement.

“The signature of the SC/PWD is not needed if the purchase is made through online means. The SC/PWD Identification card number should still be provided,” Lumagui said.

Under RR No. 8-2023, the BIR said that the signature of the SC or PWD shall not be required for qualified purchases made online or through mobile applications.

“Nonetheless, the SC/PWD Identification Card number should still be provided by the SC/PWD when purchasing through online or mobile platforms; and the rules on entitlement to the benefits of the SC/PWD and to the tax deduction… and to future issuances pertaining to SC/PWD purchases through online or mobile applications, shall be strictly followed,” the RR read.

Lumagui said the issuance is “a step towards making the BIR a service-oriented agency, not merely a goal-oriented one.”

Meanwhile, the BIR is proposing to impose a creditable withholding tax of 1% on one-half of the gross remittances of online platform providers to their partner sellers or merchants.

The taxman had defended the proposal, saying it is not a new tax and its collection is within existing laws.

A good time at Coffee Syndicate in Alabang

While hiking around Filinvest City here in Alabang this past weekend, I decided to visit Coffee Syndicate, a nice coffee shop located at the ground floor of Commercenter mall. Apart from the fact that it has been quite a long time since my previous visit there, I also went there to avail of the 10% discount for customers who have been vaccinated already for COVID-19. I recently got vaccinated with a 2nd dose.

As soon as it opened, I entered and checked the menu carefully. Then I went to the counter to order one cold white choco mocha drink, gave my vaccination card (issued to me by Muntinlupa City and MunCoVac), and paid the discounted rate (and got my card back).

So I took my time browsing the web with my smartphone and my pocket WiFi which had a pretty strong signal received from my seat by the window (near the road) indoors. Once my white choco mocha drink was served, I slowly consumed it to make sure I tasted it and gradually stirred the coffee and its creamy top together.

I find Coffee Syndicate’s white choco mocha blended drink taste mildly sweet, creamy and most notably, the tastes of the white choco and mocha were really felt. I can say I really liked it and I would not hesitate to order it again.

Coffee Syndicate also has a nice interior design (with Marlon Brando’s Vito Corleone image on a wall) and their menu has a nice variety of hot coffee, cold brew, white brew, non-coffee drinks, sandwiches and even Italian soda to name some. They also offer coffee beans.

To all those who love drinking coffee and looking for a new place in Alabang to have coffee at, I recommend Coffee Syndicate.

To all those who have been vaccinated for COVID-19 (be it one dose or two doses) and looking for good coffee in Alabang, Coffee Syndicate’s 10% discount is very helpful and you can avail of it by showing to them your vaccination record card. As stated in Coffee Syndicate’s May 29, 2021 Facebook page post, the discount for vaccinated consumers is valid until December 31, 2021.
