COVID-19 Crisis – New Quarantine Facility in Muntinlupa Opened

The City Government of Muntinlupa announced today that the recently turned-over quarantine center within the city (Barangay Sucat) from the Armed Forces of the Philippines (AFP) has officially started accepting local residents who tested positive for COVID-19, as well as those who were suspected to have contracted the said virus for isolation. The facility opened on July 8.

Already two units of Emergency Quarantine Facility (EQF) in Barangay Sucat serve as an isolation facility and additional triage to decongest hospitals in Muntinlupa as part of local government’s efforts to curb COVID-19 in the communities.

As of July 9, has 542 confirmed cases with 310 recoveries, 192 active cases, 40 deaths, 338 probable cases, and 228 suspect cases.

COVID-19 Crisis: Muntinlupa imposes ‘Extreme Localized Community Quarantine’ in Alabang community

The City Government of Muntinlupa placed an entire community in Barangay Alabang under lockdown, the fourth localized community quarantine in the city, due to the alarming doubling time of COVID-19 transmission and confirmed cases in the area.

Mayor Jaime Fresnedi signed Executive Order 27 s.2020 ordering a 15-day Extreme Localized Community Quarantine in two residential buildings in Filinvest Socialized Housing complex, Bldg. 1 and Bldg. 7, in Brgy. Alabang starting July 7, 12:00 p.m. until July 22, 12:00 p.m.

Muntinlupa City Health Officer Dra. Tet Tuliao said Buildings 1 and 7 have a total of 15 active cases of which 14 are active cases and two are admitted in the hospital. She said the doubling time is narrow for both buildings at at 3 days for Building 1 and 1.95 days for Building 7.

Doubling time refers to the number of days for local coronavirus cases to double in number. Tuliao noted that the standard rate of transmission should be at 7-30 days.

She added that the community shows clustering of cases as housing units are close to one another. The community also has a high-risk population of children, pregnant women, PWDs and senior citizens.

Filinvest Socialized Housing is an 18-building residential complex. The two buildings to be placed under ELCQ house 80 families with 303 individuals.

Other residential buildings in the housing complex will be considered as containment zone and are subject to strict quarantine measures following IATF guidelines. CHO eyes using the newly turned-over quarantine facility in Brgy. Sucat as an isolation center.

Residents in the compound were advised to buy essential goods including food, medicine, and basic supplies. While the local government will provide additional relief food packs and other basic goods during the effectivity of the ELCQ.

CHO will also conduct a mass testing in the community and will intensify its detection, isolation, and treatment strategies. Barangay Alabang has conducted disinfection activities in the area.

Mayor Jaime Fresnedi asks for the cooperation of Flinvest Socialized Housing residents and urged them to observe health protocols such as frequent hand-washing, wearing of face masks, and physical distancing.

Further, the City Government raises concerns over rising COVID-19 cases among residents aged 19 years old and below. As of July 5, the 19 y/o and under age group recorded the highest distribution of COVID-19 positive patients among city residents.

City Health Office reminds the youth and their parents to exercise vigilance and strict compliance to IATF guidelines and health protocols.

Muntinlupa City has 505 confirmed cases with 306 recoveries, 160 active cases, 39 reported deaths, 234 suspect cases, and 377 probable cases as of July 6.

Alabang Hills Village HOA: Tirona street gate to reopen July 6, 2020 (Monday)

Hey everyone and fellow residents of South Metro Manila (Muntinlupa, Parañaque and Las Piñas)!

Would you happen to be a motorist looking for ways to travel more efficiently between BF Homes subdivision and Alabang without having to go through the traffic along Alabang-Zapote Road, Concha Cruz Drive and other roads that lead deeper into Las Piñas City?

Well, if you have a vehicle with a VALID vehicular sticker of BF Homes and Alabang Hills, you will be delighted to know that the Alabang Hills Village Association (AHVA) in Muntinlupa City announced very recently via their Community Bulletin (#53) that the shared gate along Tirona street will reopen on Monday (July 6, 2020). The said gate was supposed to reopen on July 1 via the announcement by the BF Homes federation but something happened that prevent it.

As it is seen in the above images, AHVA’s Community Bulletin #53 is loaded with lots details about varied matters. Tirona Gate, which has been closed for the past few months due to the COVID-19 crisis, is specifically listed under item #3 on the first page.

For the newcomers reading this, Tirona Gate (pictured above) is shared between AHVA and the federation of BF Homes subdivision. Tirona street is a long stretch of road that leads and connects to Aguirre Avenue within the jurisdiction of Parañaque City (which has a major COVID-19 problem of its own so if you visit the city, be extra careful to avoid infection. As of this writing, Parañaque has more COVID-19 confirmed cases than Las Piñas and Muntinlupa cities combined).

As written in the Community Bulletin, Muntinlupa City Health Officer Dr. Teresa Tuliao met with AHVA’s top officials – President Tiggs Caronongan, General Manager Lanie Rosas and Director Zenaida Celestino) – and in relation to Tirona Gate (identified as Gate 2), Tuliao emphasized that the mere passing of vehicles through village gates DOES NOT raise the risk of infection of COVID-19.

On the other hand, there is more risk of getting infected by visiting places where social distancing was not properly observed.

That being said, a decision was made by AHVA (in coordination with Barangay Cupang) to reopen Tirona Gate on July 6 although there is nothing written about what time exactly will it happen that day (a Monday).

So, there you have it! Unless something drastic or a major last-minute change would happen, Tirona Gate will reopen this coming Monday and the motorists who will benefit are those who have valid non-resident, pass-thru stickers of both AHVA and the BF Homes federation. As such, let me remind you motorists to always respect and follow the in-village traffic rules and speed limits.

To motorists of BF Homes and other Barangay BF Homes communities (example: Tahanan Village), do you plan to go to Alabang by passing through the Tirona Gate on Monday? For reactions, please post in the comments below.

COVID-19 Crisis: Muntinlupa to implement cost-cutting measures to fund programs vs COVID-19

The City Government of Muntinlupa is set to implement economic and austerity measures to continue funding its programs in curbing the novel coronavirus disease (COVID-19) in the city.

Muntinlupa Mayor Jaime Fresnedi signed City Ordinance No. 2020-105 providing cost-cutting measures and realignment of funds to augment budgetary requirements for COVID-19 response.

The approved measure follows the recommendation of the Local Finance Committee to reduce expenses and conserve necessary resources from the 2020 Annual Budget by channeling funds to programs and projects towards COVID-19 initiatives.

Under the local ordinance, overtime pay to employees is suspended while hazard pay in relation to COVID-19 would be covered only until May 15 for qualified personnel.

However, health workers and other essential personnel assigned at the City Health Office, Ospital ng Muntinlupa, City Veterinary Office and Muntinlupa Traffic Management Bureau would continue to receive their hazard pay.

Honoraria of personnel involved in Technical Working Groups and other committees are also suspended while allowances of officers and staff members of national government agencies would be reduced by 50 percent.

The City Government of Muntinlupa is also set to impose a freeze on the hiring of new personnel except for front-liners in health, law enforcement, sanitation, social services and other essential departments.

Further, local and foreign travels for all officials and staff are prohibited while civic celebrations, cultural events, and the purchase of supplies not related to the city’s COVID-19 response are put on hold.

Muntinlupa City Hall employees will also no longer get rice allocation of one sack per employee which is given every December.

Budget Committee chairman Coun. Raul Corro said if the economy continues to worsen due to the COVID-19 pandemic, the cost-cutting measures of the local government will be sustained until next year or even longer than that.

“This is a test of the city government’s ability to spend funds wisely. Because we will not get the income we were expecting, we need to cut our expenses and allot enough for funds for our primary needs,” Corro said.

As of July 2, Muntinlupa City has 440 confirmed cases with 291 recoveries, 111 active cases, 38 reported deaths, 137 suspect cases, and 350 probable cases.

Today the City Government of Muntinlupa was praised by National Capital Region Police Office (NCRPO) chief PMGen Debold Sinas for the continued support given to the Philippine National Police (PNP).

The praise for Muntinlupa was made during the ribbon-cutting ceremony of a PNP Sub-Station quarters. PMGen Sinas and Muntinlupa Mayor Jaime Fresnedi led the ribbon-cutting and blessing ceremony of MCPS Sub-Station 4 building in Upper Sucat, Muntinlupa.

COVID-19 Crisis: Muntinlupa to lift enhanced quarantine in Sucat sitio due to improving COVID-19 condition

The City Government of Muntinlupa is set to lift the Enhanced Localized Community Quarantine in a sitio in Brgy. Sucat ahead of schedule due to improving situation of COVID-19 in the area.

Muntinlupa City Health Officer Dra. Teresa Tuliao recommended the lifting of the localized quarantine in Sitio Pagkakaisa Zone 3 Interior in Brgy. Sucat, on June 29, 11:59 PM, four days before the set deadline of the lockdown for the community.

Earlier, the City Government placed the area in ELCQ starting June 13, 12:01 AM until July 3, 11:59 PM due to the alarming increase of COVID-19 cases.

Tuliao reported that out of 29 confirmed cases, 14 have already recovered while 15 residents were admitted to Ospital ng Muntinlupa for isolation and treatment. All residents who tested positive for COVID-19 are now recovering and have shown improving conditions.

Further, the local health officer noted that the doubling time in Sitio Pagkakaisa Zone 3 Interior has slowed down.

During the lockdown, CHO conducted a mass testing in the community and strengthened its detection, isolation, and treatment strategies. The local government has also provided relief food packs to cover all meals and other basic supplies during the effectivity of the lockdown.

Residents of Sitio Pagkakaisa are urged to continue observing social distancing and other health protocols such as wearing of face masks, and frequent washing of hands.

Sitio Pagkakaisa Zone 3 Interior in Brgy. Sucat is the second community to have completed an ELCQ following Morning Breeze Homes in Brgy. Alabang last June 16. Localized lockdowns in Muntinlupa started after the implementation of the General Community Quarantine in Metro Manila.

Meanwhile, the City Government continues to monitor Block 35 Excess Lot, Soldier’s Hills in Brgy. Putatan, the third community to be put under lockdown which is set to end on July 7, 11:59 PM. Muntinlupa LGU eyes to conduct more localized community quarantine in several areas in the city to curb the alarming transmission of COVID-19 in the communities.

Mayor Jaime Fresnedi pleads to city residents not to be complacent amid the GCQ and to avoid going out unless necessary. The local exec reminds the public to observe stringent personal hygiene and to follow preventive measures such as physical distancing and hand washing.

Muntinlupa City has 410 confirmed cases with 267 recoveries, 106 active cases, 37 reported deaths, 77 suspect cases, and 409 probable cases as of June 28.
