As I was browsing for South Metro Manila news on the website of the Manila Bulletin, I found the latest crime news related to ParaƱaque. It is about local police officers succeeding in their buy-bust operation that resulted the seizure of over a million pesos worth of illegal drugs and the arrest of three suspects. The local police officers and the Philippine Drug Enforcement Agency (PDEA) deserve to admiration and thanks in the fight against what seems to be a wave of crime plaguing ParaƱaque a lot lately (read about the cyber sex den raid, the kidnapped Chinese national, the arrest of suspects related to illegal sale of COVID-19 test kits, illegal drugs in the city, the shooting incident and smuggled face shields in the city, and the arrest of a very wanted Japanese national).

Southern Police District (SPD) Director, Brig. Gen. Jimili Macaraeg, identified the suspects as Mary Ann Villa, 31, of 75 Peras St., General Malvar Exit, Bagong Bario, Caloocan City; Christina Bungay, 33, of Block 13d Lot 20, Karimas Village, Barangay Panghulo, Malabon City; and Sohaily Batao, 30, of Phase 12 Barangay 188, Tala, Caloocan Cty.
Macaraeg said the suspects were arrested at about 2:50 p.m. on May 31 in front of a restaurant located along service road, Roxas Boulevard, Barangay Baclaran, Paranaque City.
He said that prior to the arrest of the suspects, members of the Philippine Drug Enforcement Agency (PDEA) coordinated with the Paranaque Station Drug Enforcement Unit (SDEU) on the conduct of the buy-bust operation.
The SPD chief said that PDEA and SDEU operatives were able to confiscate a plastic sachets and bags containing a total of 200 grams of shabu worth P1,360,000.

Going back to ParaƱaque crime news, the Manila Bulletin reported yesterday that a wanted man from Japan was arrested by law enforcers at a certain hotel in ParaƱaque. To put things in perspective, posted below is an excerpt from the said report. Some parts in boldfaceā¦
A Japanese fugitive, who is allegedly wanted in several countries for various crimes such as online fraud and extortion, has been arrested at a hotel in Paranaque City by agents of the National Bureau of Investigation (NBI) and the Bureau of Immigration (BI).
In an announcement on Wednesday, May 26, the NBI identified the arrested Japanese as Watanabe Yuki, who is also known as Kenji Shimada and Shi Shimada.
The NBI said Yuki was arrested last March 17together with two other Japanese nationals identified as Tomonobu Saito and Kousuke II.
It said that Saito and Kousuke II failed to present their passports and Alien Certificate of Registration (ACR). Saito, on the other hand, has a summary deportation order. Both were turned over to the BI.
The NBI said Yuki is āan international wanted fugitive with Blue Notice in Interpol (International Criminal Police Organization).ā
Google says āa Blue Notice is issued when Interpol grants a member countryās request for assistance with the following: seeking the location of someone connected with a criminal investigation, identifying someone connected with a criminal investigation, finding witnesses to a criminal act, and locating friends, relatives, or associates of offenders or suspected offenders.ā
NBI Officer-in-Charge Director Eric B. Distor said that āsubject Yuki was hiding in the country due to his involvement in various crimes in Japan and other countries, and he is also allegedly operating syndicate activities in the Philippines, such as but not limited to, online fraud and extortions.ā
āVerification conducted by the NBI-STF (Special Task Force) to ascertain the veracity of the information revealed that subject Yuki is said to be the āBig Bossā of the largest telecommunication fraud syndicate, whose international operations cover several countries including Japan and Philippines,ā the NBI said.
It said that Yuki will be turned over to the BI which issued a commitment order against the Japanese āfor undesirability (fugitive) and Illegal Entrant.ā
The above reported ended by stating that Yuki has since been placed under the custody of the Security Management Section of the NBI (NBI-SMS) after being found positive for COVID-19.

Hey readers! Have you been driving along Skyway Stage 3 lately? In case you missed the news, the southbound Quirino exit of Skyway Stage 3 was officially opened this past Monday. To be specific, it allows motorists from Balintawak and Quezon Avenue to travel to Manila much faster and safer than before.
In a May 24, 2021 Facebook page post, San Miguel Corporation president Ramon S. Ang wrote: Together with the DPWH, we opened today the Quirino southbound exit of Skyway Stage 3. This will cut travel time from Balintawak and Quezon Ave. to Manila to less than 20 mins from the usual 1.5 hours. In the midst of the pandemic, we remain committed to delivering sustainable infrastructure that will ensure better lives for the present and future generations. This is the world we want.

San Miguel Corporation (SMC), through SMC Infrastructure, opened Monday the southbound Quirino exit of the Skyway Stage 3 elevated expressway to Class-1 vehicles, allowing motorists coming from Balintawak and Quezon Avenue to directly reach Manila within less than 20 minutes from 1.5 hours without traffic.
The opening was led by Department of Public Works and Highways (DPWH) Secretary Mark Villar and SMC president Ramon S. Ang.
āThe full completion of Skyway Stage 3 will divert at least 75,000 vehicles away from EDSA or C5. This is a realization of President Duterteās promise to decongest EDSA. Skyway Stage 3 is proof that the private sector and the government can work together towards a unified solution,ā Villar said.
Ang said the opening of the Quirino southbound exit will greatly improve accessibility from Quezon City and Manila.
āWith more private vehicles diverted to Skyway Stage 3 on their way back from NLEX (North Luzon Expressway), or coming from Quezon Avenue, to Manila, traffic on our major public roads as well as on streets usually utilized as āshortcutsā or āalternate routesā, will be a thing of the past. This will redound to relief from congestion and faster and easier commutes for many of our countrymen on our major thoroughfares. We thank President Duterte and the government team led by Secretary Villar for all their support,ā he said.
And said SMC will continue to deliver on its commitment to bring motorists quality infrastructure that addresses congestion and lack of accessibility.
āWe remain dedicated to providing convenient and seamless travel for motorists to help decongest Metro Manila and enable growth in all areas that we reach,ā he added.
SMC, which fully-funded and built 100 percent of the Skyway Stage 3, said the expressway now has 15 operational ramps.
These include Northbound entry/on-ramps — Buendia (Zobel) and Quezon Avenue; Southbound entry/on ramps –Balintawak, Quezon Avenue and Plaza Dilao; Northbound exit/off ramps –Quirino Avenue, Nagtahan, Quezon Avenue, A. Bonifacio, and Balintawak; and Southbound exit/off ramps –Quezon Avenue, E. Rodriguez, Nagtahan, Quirino and Buendia (Zobel).

The week of May 17 to 23, 2021 has not been good for the city of ParaƱaque as far as news coverage is concerned. First of all, the launch of the Pfizer vaccine in ParaƱaque was marred by very long lines, frustration and confusion (complete with information that witnesses shared with the Manila Bulletin).
On May 19, it was reported by GMA Network that a shooting incident happened in the city, along Airport Road in Barangay Baclaran to be precise. For transparency, posted below is the excerpt from the reportā¦
A delivery personnel of a water station was shot by unidentified armed men in Paranaque City Wednesday morning.
According to Super Radyo dzBBās Mao dela Cruz, the yet to be identified victim has been brought to the hospital for treatment.
The incident happened along Airport Road in Baclaran where the pedicab of the victim and empty water gallons were left.
Next is a more intriguing report (by Manila Bulletin) as it involved the presence and efforts of the Philippine Coast Guard (PCG), National Bureau of Investigation (NBI), and the Bureau of Customs (BOC). Authorities discovered P70 million worth of alleged fake and smuggled face shields from China in a raid in ParaƱaque City on Thursday, May 20, as the government tightens its monitoring of counterfeit coronavirus disease (COVID-19) safety equipment that are flooding the market.
Joint personnel of the Philippine Coast Guard (PCG), National Bureau of Investigation (NBI), and Bureau of Customs (BOC) found boxes of inauthentic āHeng Deā face shields that were illegally sneaked in the country and stored in a warehouse in Barangay BF Homes.
The PCG said the smuggled face shields ādid not pass the appropriate inspectionā by the BOC.
ā[It] may not be declared safe for use by the Food and Drugs Administration (FDA),ā it added.
The above report ended stating that the BOC will destroy the seized materials once accounting has been done. A follow-up investigation will eventually start to find out who is responsible with the smuggling.

Let me ask you my readers based in ParaƱaque City ā did you witness the launch of the Pfizer vaccine at a certain shopping mall in the city this past Monday (May 17)?
During that day, I spotted a lot of pictures and videos posted by Internet users on Facebook related to the ParaƱaque rollout of the Pfizer vaccine (note: Israel itself used vaccines of Pfizer). Those images showed very long lines of people trying to enter that shopping mall and many of the comments posted by users mentioned very long waiting times, confusion and frustration.

ParaƱaque City residents flocked a mall in the city on Monday (May 17), in hopes of getting vaccinated with the Pfizer-BioNTech COVID-19 vaccine, but many left the place disappointed and criticized the handling that they experienced.
A resident who requested anonymity, reached out to the Manila Bulletin and mentioned how the rollout became a āsuper-spreaderā event mainly due to the reason that there was only one venue for the Pfizer vaccine rollout which was the mall, concentrating all residents in a single place.
āSo the whole of ParaƱaque in A1 ā A3 classifications came by because many didnāt get confirmation texts,ā she said.
The resident mentioned that the city initially said in a post on the Facebook page of the Public Information Office on Sunday afternoon that āinterested fellowsā may come.
āBy Sunday night, it was changed to those who have confirmed schedule. But what is a confirmed schedule? When people just get an email or text confirming a Patient ID,ā she said.
āAlso in the Sputnik rollout, walk-ins were allowed so naturally now people know that is possible so a lot came by,ā she added.
It can be remembered that many residents were also eager to get inoculated during the pilot vaccination of the Russian COVID-19 vaccine Sputnik V in ParaƱaque City on May 4, and a lot of them were left fuming after they spent hours waiting without even getting the jab.
Meanwhile, the resident also claimed that the way the seniors were treated, they were just standing on snake lines spanning the whole transport terminal from morning until afternoon in the āsweltering heatā.
The resident, who belonged to the A3 category or persons with comorbidities, arrived at the mall at 7:40 a.m. with her husband who recovered from COVID-19. She said that marshals in the area also did not know how to respond and were sending people back in line which by 8:30 a.m. was already 2,000, according to her.
Mayor Edwin Olivarez said in a report on 24 Oras that many walk-ins or those who did not receive a text confirmation for their schedule of vaccination arrived. He said that they were advised that there will be a specific time for them to come.
To be clear, this is not the first time that ParaƱaque residents joined the long line and got frustrated. What was supposed to be a momentous event turned out to be chaotic as the rollout of the Pfizer vaccine at a mall in Paranaque City on Monday, May 17, was heavily criticized for the poor handling of the vaccinees, resulting to violation of minimum health standards such as the observance of social distancing.
The National Task Force (NTF) Against COVID-19 expressed concern over the āobvious lack of social distancingā by the vaccinees during the rollout of the Pfizer vaccine at a mall along Diosdado Macapagal Boulevard corner Aseana Avenue.
Prior to the rollout, the Paranaque City government announced that the event was āstrictly intended for scheduled patients with secured slotsā but photos and videos posted by netizens on social media showed that scores of people showed up at the venue and social distancing was no longer observed.
A netizen, Chinggay Kanapi, who posted photos of the vaccination event, described the incident as a āsuper spreader eventā as she claimed that āthousands and thousands of people [were] milling around with no information where to fall in line.ā
Kanapi told the Manila Bulletin that she initially waited at the parking lot of the mall where the vaccinees would have to enter before being allowed to get the vaccine but she was surprised to see that physical distancing was not observed.
āAfter so many hours waiting in that awful parking lot, my driver came up to me and said that there was an easier way. We passed thru McDo and entered the mall without being stopped. Then it was a breeze going thru the process in the vaccine area! I pity the ones outside who didnāt figure it out like my driver,ā Kanapi said.
Long lines, uncomfortable conditions, alleged lack of care and precision, walk-ins happening, registered residents waiting longer than expectedā¦these are unfortunate events that seem to be repeating in ParaƱaque, at least in the shopping mall that had the respective local launch events of Sputnik V and Pfizer vaccines.

Another crime news piece related to ParaƱaque for you all. This time it was reported by the Philippine News Agency (PNA) and it is about the illegal act of selling rapid test kits related to COVID-19. The illegal sale happened in ParaƱaque City, specifically in Barangay Don Bosco.
Three individuals were arrested for the illegal sale of coronavirus disease 2019 (Covid-19) rapid test kits in ParaƱaque City, the Philippine National Police (PNP) said on Thursday.
PNP chief, Gen. Guillermo Eleazar, citing a report from the Criminal Investigation and Detection Group, identified the suspects as Ace Dimaplis, Charisse Purino, and Aldrin Bacaran who were arrested in an entrapment operation in Barangay Don Bosco on Tuesday.
The operation stemmed from reports of the sale of illegally marketed medical devices such as Wondfo antigen rapid test kits which are placed in advertisements in illegal online selling websites.
A poseur-buyer ordered online 250 boxes of Wondfo rapid test kit, with each box containing 20 sets, amounting to PHP1.2 million pesos.
Recovered during the operation were assorted volumes of unauthorized rapid test kits worth PHP4 million, one magazine for .40 caliber pistol, various kinds of ammunition, two sets of caliper, a digital reloading scale, and smokeless gunpowder.
Meanwhile, the suspects failed to show to the operatives their license to operate (LTO) or special permit to sell and distribute the test kits with regards to Food and Drug Administration (FDA) Circular No. 2020-016 and authority to possess gun reloader and live ammunition.
“Further investigation reveals that the arrested suspects were sub-leaders of Chinese online groups who were involved in illegal online selling of unauthorized Covid-19 rapid test kit(s),” Eleazar said.
The report ended stating that the suspects were brought to the police force in Quezon City for appropriate documentation and the formal filing of cases related to violating Republic Act Number 9711 (Food and Drug Administration Act of 2009 in relation to FDA Circular No. 2020-016) and Republic Act Number 10591 (Comprehensive Firearms and Ammunition Regulation Act).

Criminal activities in the city of ParaƱaque involving Chinese nationals continue to happen. Very recently, a prostitution operation in the form of a cybersex den located in a certain executive village in the city (note: GMA Network did not reveal which village was it in its news report) was entered by personnel of the National Bureau of Investigation (NBI) on a rescue mission. The raid, which took place on May 11, resulted the arrest of one Chinese national and rescue of several victims.

Operatives of the National Bureau of Investigation (NBI) on Tuesday rescued 20 women, two of whom were minors, from an online human trafficking syndicate at an exclusive village in ParaƱaque.
According to John Consultaās report on ā24 Orasā on Wednesday, the NBI arrested Chinese national Kong Chiang She during the operation.
Meanwhile, the authorities found the women on the second floor of a house inside the village with their own rooms.
The NBI said the suspects used an online messaging app for their Chinese customers.
Through the app, selected customers can choose the sexual favors that the victims will do. The victims will then be brought to the customers’ homes or the hotel they have selected.
According to the NBI, sexual exploitation is especially dangerous amid the coronavirus disease 2019 (COVID-19) pandemic.
Two of the women rescued tested positive in the COVID-19 rapid antigen test. Both the World Health Organization and the Department of Health though have discouraged the use of rapid antigen tests due to its unreliability and its chances of giving false negative results.
āWhen you engage in the services of the victim, they will not show you a certification that they are negative for swab test or antigen test,ā NBI spokesperson Deputy Director Ferdinand Lavin said.
The arrested individuals declined to comment.
The above news is very disturbing, especially since the entire Philippines is still struggling under the COVID-19 pandemic and people in the city of ParaƱaque are struggling to get vaccinated. As for the ParaƱaque cybersex den that got stopped, there is a possibility that it contributed to the spreading of COVID-19 to other people during the time it operated and fulfilled transactions with its customers. As written in the above news report, two victims were found positive with COVID-19 based on the results of the rapid antigen test (which itself was deemed unreliable according the local and global health authorities). As such, all the victims (who were brought to the Department of Social Welfare and Development or DSWD) need to be tested with the proper, more reliable methods.

To all the readers based in ParaƱaque Cityā¦were you able to avail of the free COVID-19 vaccine in your city lately? If you were vaccinated successfully, what type of vaccine was used on you? How long did you wait in line?
The reason why Iām asking this is because GMA Network published news videos that showed some people who waited long in line only to end up not getting vaccinated at a mall in the city the same day Sputnik V debuted there.

This city demonstrated its capability to efficiently receive and handle the administration of the Russian-made Sputnik V vaccines during a trial run held here on Tuesday, May 4, at the Ayala Malls Manila Bay.
ParaƱaque City Mayor Edwin Olivarez cited the unique characteristics of the Sputnik V vaccines, as he assured the national government and his people that the city is capable of handling the vaccines.
“Ito pong Sputnik V, special po ang logistics nito, kasi kailangan po natin dito at least negative 18 degrees centigrade ang storage. Ang City of ParaƱaque, through our City Health Office ay prepared na prepared sa paghandle nitong Sputnik V,” Olivarez said.

For his part, Secretary Carlito G. Galvez, Jr., chief Implementer of the National Task Force (NTF) against COVID-19 and vaccine czar thanked the City of ParaƱaque for agreeing to be one of the host cities for the pilot rollout of the Sputnik V vaccines.
“Through this pilot test we are conducting today, we will be able to see and address possible challenges that may arise before we begin to roll out the 485,000 Sputnik V doses that are expected to arrive this week,” Galvez said.

What was completely missing in the press release were long linesand frustration (for those who waited so long and ended up empty handed) at the same venue on the same day as the Sputnik V rollout in ParaƱaque. A Chinese man was rescued by members of the ParaƱaque City Police after he was allegedly kidnapped by two fellow citizens and four Filipinos, police said on Saturday.
Police identified the suspects as Chen Shiduan, 47; Chen Lianxing, 37; Joseph Cardona, 52; Benidecto Manicad, 48; Raphael Milanag, 37; and Nida Bagtas , 49.
Police rescued Li Le Le, 20, working as a customer service at a Philippine Offshore Gaming Operator (POGO) company.
Prior to the rescue, the Paranaque Sub Station 3 received a complaint from the victimās friends who claimed that Le was being illegally detained, but they were unable to determine how many suspects were involved.
The operation was launched at 9 p.m. on Friday under the supervision of ParaƱaque City Police chief Col. Maximo Sebastian Jr. at the 19th floor of Washington Tower, Marina Bay in Barangay Don Galo, ParaƱaque City, which led to the arrest of the suspects and recovery of the victim.
Police are still investigating the motive behind the abduction.
As per the Manila Bulletinās report, the police are trying to determine how, where and when exactly was the victim kidnapped. What is the motive for the kidnapping? We donāt know yet.

Something big happened in two operations by the Philippine Drug Enforcement Agency (PDEA) in two cities of South Metro Manila. The result is the seizure of illegal drugs worth over P130 million and the arrest of suspects. The cities where the operations took place at were Las PiƱas City and ParaƱaque City.

Operatives of the Philippine Drug Enforcement Agency (PDEA) arrested four persons, including an 18-year-old, who yielded suspected shabu with an estimated street value of PHP136 million in separate buy-bust operations in the cities of ParaƱaque and Las PiƱas on Friday night.
PDEA spokesperson Derrick Carreon identified the lone arrested suspect in ParaƱaque City as Ralel Barauntong, 29, who was busted along Ninoy Aquino Avenue, Barangay Sto. NiƱo at 7 p.m.
Seized from Barauntong were more or less 10 kg of suspected shabu valued at PHP68 million, a mobile phone, 10 bundles of boodle money with one genuine PHP1,000 bill, and a gray Chevrolet Optra.
Apprehended in Las PiƱas City were Mohaimen Andang, 28; Marilou Leviste, 45; and an 18-year-old.
The 8:30 p.m. drug bust along Diamond Street, Camella Homes 3C Pamplona Tres, conducted by personnel of the PDEA and the Philippine National Police, resulted in the confiscation of 10 kg of suspected shabu valued at PHP68 million, three mobile phones, the buy-bust money, and a black Toyota Vios.
The report ended stating that charges related violating Republic Act Number 9165 (Comprehensive Dangerous Drugs Act of 2002) will be filed against the suspects.
