I Love Israel: Direct Philippines-Israel flights before the end of 2021 in the works

Have you been dreaming of visiting the Holy Land or doing business in Tel Aviv in Israel? There is something positive in development right now and breakthroughs could happen before the year ends. This is because recently, Israel’s Ambassador Rafael Harpaz announced that the establishment of direct flights between the Philippines and Israel is being worked on with 2021 in mind (specifically before the end of the year). There is no timeline yet as to when will Philippines-Israel travel will resume but make no mistake that Israel is opening its borders to foreign tourists (who got vaccinated for COVID-19) starting May 23, 2021 which itself is connected with their successful vaccination program.

To put things in perspective, posted below is an excerpt from the Philippine News Agency (PNA) article. Some parts in bold…

Direct flights between the Philippines and Israel before the end of the year are in the pipeline, Israeli Ambassador to Manila Rafael Harpaz said Friday.

“We would like very much for the Filipino tourists to be back to Israel. The Philippine Airlines already informed us that they are planning to start a direct flight to Israel towards the end of the year,” Harpaz told the Philippine News Agency (PNA) in an interview.

There’s no timeline yet when tourism exchanges between the Philippines and Israel would resume, but he said the deployment of Filipino caregivers continues despite the pandemic.

“Actually, every day we see new caregivers because there is a demand. So they are flying to Israel and when they get there, they also get the vaccine immediately,” Harpaz said. “We don’t have a quota (on deployment) but it depends on the demand. Because our population is getting older and older, the demand is getting high. We also have from other countries but the demand is high for Filipino caregivers.”

In 2019 alone, about 35,000 Filipino tourists visited Israel, while more than 30,000 overseas Filipinos are working there as caregivers.

‘Tourism restart’

At present, there is no agreement between the Philippines and Israel for a travel bubble setup, but Harpaz said he is hopeful that the two nations’ tourism exchanges would soon resume.

He added that several Filipino tour operators are interested to bring travel groups once Israel fully reopens.

“They’re waiting. There’s so many tour operators in the Philippines who are eager to take groups to Israel because it’s a big tourist destination for Filipinos,” Harpaz said. “The Israelis are also eager. The businessmen are eager to return to the Philippines. They want to go to Banawe, Palawan, Siquijor, and all those wonderful places. Let’s hope that it will soon work out.”

Israel is opening up its borders to foreign tourists under a travel bubble setup, with the vaccinated population no longer required to undergo a long period of quarantine.

But for now, the vaccines that Israel recognizes for this arrangement are Pfizer and Moderna.

It has so far signed a travel bubble agreement with Cyprus and Greece.

“We are moving slowly with more countries because we want to have tourism back and business back,” he said.

As you already know, I strongly believe that the ties between my native Philippines and Israel are very essential. I really love it when Israelites and Filipinos are in harmony together, and the fact that Filipino caregivers and students were vaccinated for free in Israel is an example of that. Filipino caregivers have been known to be very helpful towards Israelites and there is a strong demand for more caregivers. Christians here in the Philippines, led by faith, love to visit the Holy Land and discover personally the places where Lord Jesus had been to.

Speaking of Philippines-Israel ties, Ambassador Harpaz also announced more good news for Filipinos struggling with the COVID-19 pandemic. Posted below is an excerpt from another Philippine News Agency article…

The Philippines can expect to be among the priority countries of Israel once the latter is able to transfer its excess vaccines for coronavirus disease 2019 (Covid-19), Israel Ambassador to Manila Rafael Harpaz said Friday.

Harpaz explained that Israel, for the time being, could not transport its extra vaccine doses to any third country due to some legal issues in its contract with Pfizer.

“It has nothing to do with the Philippines. Israel, for the time being, was not able to give vaccines to a third country because we have a contract and there are limitations on giving it to a third party,” he told the Philippine News Agency (PNA) in an interview on Friday.

Aside from Manila, more than 10 countries have also expressed interest in purchasing their excess vaccines, Harpaz said.

“It’s something we are looking generally in a favorable manner but it’s the legal issues that must be resolved first. But it’s one of the issues in the discussions and when the moment that there would be a green light to give (the vaccines) as assistance to third countries, the Philippines will certainly be among them,” he said.

“The Philippines is definitely a high priority for us once we’re capable of giving away the vaccines.“

Wow! Considering the current situation here in the Philippines, it’s nice to learn that our country is a high priority for Israel for potential donations of excess vaccines from their own stocks. The legal issues are blocking access. To be very clear, the Philippines secured many millions of COVID-19 vaccines but those stocks cannot come fast enough. Very recently, the cities of Muntinlupa and Parañaque became the first recipients of vaccines from Russia. How many exactly? THREE THOUSAND doses for each city.

It has been reported by GMA News that the initial batch of COVID-19 (China Virus) vaccines from Russia called Sputnik V has finally arrived and the South Metro Manila cities of Muntinlupa and Parañaque are among the five National Capital Region (NCR) to receive them. To be clear, the said vaccines are only 15,000 doses and the five NCR cities will get an equal share of three thousand doses each.

To put things in perspective, posted below is an excerpt from the news report. Some parts in bold…

In an interview on “Dobol B TV,” Health Undersecretary Myrna Cabotaje said the five cities in the National Capital Region (NCR) were chosen because they have “appropriate” cold storage facility for the Sputnik V  vaccine.

She said the five cities are Makati, Taguig, Muntinlupa, Manila, and Parañaque, which will get 3,000 doses each of the vaccine.

“Mayroon silang (five chosen cities) cold-chain ready facility na mag fit (that is desirable),” said Cabotaje, adding that  Sputnik V needs to be stored in a temperature of -18 degrees Celsius.

Also, Cabotaje said simulations for the vaccines will be conducted by the Parañaque City government in partnership with the private sector.

Further, she said the Makati City LGU has partnered with Makati Medical Center to deploy the vaccines.

On the other hand, Cabotaje noted that Sputnik V can be administered to Filipinos ages 18 and above. She said there were no side effects reported from other countries, so far.

Sputnik V’s second dose must be given 21 days after the first shot was injected, Cabotaje added.

Asked when the remaining 485,000 Sputnik V doses will arrive, Cabotaje said: “It will depend on the vaccine availability and shipping logistics.”  The national government earlier said that it expects the remaining batches of Sputnik V to be delivered this May.

Moreover, Cabotaje said the ordered doses would be sent in batches to allow Russia to study the country’s vaccine deployment process.

“They sent small doses first because they want to know how we administer their vaccines so that the drugs won’t be wasted,” Cabotaje said in Filipino.

On Saturday, the plane carrying the trial-order doses of Russia’s Gamaleya Research Institute vaccine landed in Manila. Its arrival was delayed twice due to logistical concerns.

Meanwhile, Sputnik V’s importation has recently been flagged by a Brazilian health regulator’s technical staff over “critical issues” on its efficacy rate and safety.

But earlier, the Philippine FDA said Sputnik V has a 91% efficacy rate.

Those are very interesting details. The Russian vaccine had a high efficacy rate from the local Food and Drug Administration although the regulators of Brazil rejected it resulting a potential lawsuit. Brazil’s regulators defended their decision. The report published by Science Magazine states: A confusing and unusually nasty fight broke out this week over the safety of a Russian COVID-19 vaccine known as Sputnik V after a Brazilian health agency declined on Monday to authorize its import because of quality and safety concerns. The stakes escalated yesterday when the Twitter account officially associated with the vaccine said “Sputnik V is undertaking a legal defamation proceeding” against Brazil’s regulators.

In an online press conference several hours later, the Brazilian Health Regulatory Agency (Anvisa) defended its decision, maintaining that documentation from some of the Russian facilities making Sputnik V shows that one of its two doses contains adenoviruses capable of replication, a potential danger to vaccine recipients. The vaccine uses two different adenoviruses, which cause the common cold, to deliver the gene for the spike protein of SARS-CoV-2, the virus that causes COVD-19. Both are supposed to be stripped of a key gene that allows them to replicate.

The Monday announcement left many scientists and media outlets believing Anvisa had directly tested Sputnik V for replicating adenoviruses, which would be unusual for a regulatory agency. But Anvisa has since clarified—it had not and was relying on information provided by the Gamaleya National Center of Epidemiology and Microbiology, the Moscow-based developer of the vaccine.

COVID-19 Crisis: Muntinlupa City opens third major vaccination hub at Filinvest Alabang

The City Government of Muntinlupa opened yesterday its third major vaccination hub in a shopping mall’s open parking space, in addition to existing community vaccination centers, to encourage more residents to get their COVID-19 jab.

At least 500 vaccine takers are expected to be accommodated in the Filinvest Alabang – Steel Deck Parking (in front of Crimson Hotel), the city’s third major vaccination hub. Mayor Jaime Fresnedi and other Filinvest officials led the opening of the vaccination hub.

The City Government clarifies that only residents from the A2 (Senior Citizens) and A3 (Persons with Comorbidities) priority groups who received a text message and confirmed for their assigned schedule will be accommodated. Walk-ins will not be entertained in the major vaccination hub.

Senior citizens are advised to bring a valid ID and medical clearance if they have comorbidities. For residents under the A3 (persons with comorbidities) priority group, they are enjoined to provide a valid ID and any proof of comorbidity such as: medical certificate from an attending physician, prescription for medicines, hospital records such as the discharge summary and medical abstract, surgical records and pathology reports, or any other proof that may indicate eligibility.

Other officials joining the opening of the city’s third major vaccination hub include: Coun. Allan Camilon, Coun. Ryan Bagatsing, City Health Officer Dr. Juancho Bunyi, Filinvest Alabang Inc Vice President Don Ubaldo, Filinvest Property Management VP Cesar Francisco and Filinvest Retail and Commercial SVP Joselito Santos.

Recently, other major vaccination hub were launched at SM Center Muntinlupa Open Parking Area, Brgy. Tunasan last April 27 and Ayala Malls South Park, Brgy. Alabang last April 24.

According to Muntinlupa City Health Office, at least 511 residents received their COVID-19 jab during the launching of the vaccination hub at SM Center Muntinlupa while 216 were vaccinated at Ayala Malls South Park.

As of April 28, a total of 22,960 Muntinlupa residents were inoculated with the first dose of COVID-19 vaccine, of which 18,796 received Sinovac and 4,164 inoculated with AstraZeneca. While 832 residents from priority groups received their second dose.

Fresnedi urges residents who are members of the priority groups to get their COVID-19 jab as it helps prevent the risk of severe illness, hospitalizations, and death from COVID-19. He also noted that the vaccination program is an integral component of realizing economic recovery in the city.

The local exec encouraged residents of the city who have not yet registered in the local COVID-19 Vaccination Registration System to sign-up online at  www.vaccine.muntinlupacity.gov.ph/muncovac.

Community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.

Fire razes residential area in Muntinlupa City, 200 families affected

A four-hour fire incident displaced at least 200 families in a residential area along PNR Site in Barangay Cupang, Muntinlupa City before midnight this past Tuesday.

According to an initial report from Muntinlupa City Fire Station, the fire broke out at Aquino Damaso Compound, Purok 2, PNR Site in Brgy. Cupang at 11:36 PM last April 27.

The fire was raised to 2nd alarm leaving 50 houses damaged and around 200 families or 1,000 individuals affected. The estimated damage in the area is at P1,400,000. A total of 79 fire trucks from the Bureau of Fire Protection (BFP), city government, and other volunteer groups responded to the incident.

BFP declared fire out in the area at around 4:02 AM of April 28 and the cause of fire is still under investigation.

Muntinlupa Social Service Department chief Analyn Mercado said the City Government has provided hot meals and family kits to affected families who are temporarily taking shelter at Mullet Compound Covered Court. The local social service department also continues to conduct mapping of affected families and facilitates stress debriefing to affected residents.

Further, the City Health Office and Department of Disaster Resilience and Management are closely monitoring the evacuation center to mitigate COVID-19 transmission. Fire victims are also set to receive financial assistance through a local resolution.

Muntinlupa Mayor Jaime Fresnedi visited the fire victims to extend the City Government’s assistance on Wednesday. Fresnedi vowed to support the fire victims and help them through the city’s social programs.

Muntinlupa City Fire Station encouraged locals to stay safe and take preventive measures in avoiding fire accidents.

Muntinlupa City Mayor Jaime Fresnedi appealed to city residents to avail of the local vaccination program for them to have an added protection against the adverse effects of COVID-19 and in a bid to begin the local economic recovery.

Fresnedi urged residents who are members of the priority groups to get their COVID-19 jab as it helps prevent the risk of severe illness, hospitalizations, and death from COVID-19. He also noted that the vaccination program is an integral component of realizing economic recovery in the city.

“Hinihikayat ko po ang lahat ng Muntinlupeño na magpabakuna dahil bakuna ang solusyon sa pandemya. Kung gusto natin na bumalik sa normal ang buhay, protektado ang ating pamilya, at ligtas ang lahat, magparehistro na at magpabakuna,” Fresnedi said.

The local exec also encouraged city residents who are not yet registered in the city’s own COVID-19 Vaccination Registration System to sign-up through www.vaccine.muntinlupacity.gov.ph/muncovac.

Fresnedi, who is also a senior citizen at 70 y/o, received his first dose of AstraZeneca vaccine last April 8 at Muntinlupa National HS – Tunasan Annex.

Further, the City Government opened yesterday its second major vaccination hub at SM Center Muntinlupa Open Parking Area in Brgy. Tunasan for members of A2 (Senior Citizens) and A3 (Persons with Comorbidities) priority groups.

SM Supermalls has begun its multi-mall vaccination drive in partnership with various LGUs nationwide to be the venue for their COVID-19 vaccination program.

The major vaccination hub in SM Center Muntinlupa can accommodate up to 500 residents from Brgy. Tunasan and Brgy. Poblacion per schedule. Residents from A2-A3 categories will receive a text message for their assigned schedule. Additional major vaccination hubs in other local malls will be installed in the coming weeks.

On April 24, the City Government has opened the first major vaccination hub in Ayala Malls South Park, Brgy. Alabang. According to Muntinlupa City Health Office, at least 216 were vaccinated during the launching of the city’s first major vaccination hub.

Further, community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.

Muntinlupa CHO recorded 21,425 vaccinated residents, of which 17,261 received Sinovac and 4,164 inoculated with AstraZeneca as of April 24. Very recently, the national authorities announced that the grand total of COVID-19 (China Virus) cases in the Philippines had surpassed the 1 million mark, landing at 1,006,428 cases. There will be many millions of new vaccines coming into the country but they just could not come in fast enough.

In recent times, the national government started making a move to become a new player in the production of new vaccines for coronavirus according to National Task Force (NTF) Against COVID-19 chief implementer Sec. Carlito Galvez, Jr. He added that this would ensure a steady supply of vaccines not only for this current crisis but also for future health crises.

To put things in perspective, posted below is an excerpt from the story published through Philippine News Agency (PNA). Some parts in bold…

“We are working on building the country’s vaccine sufficiency, particularly our capacity to manufacture and produce our own vaccines not just to address Covid-19 health crisis, but also to prepare for any future pandemic,” Galvez said at a virtual Economic Development Cluster and Infrastructure Cluster forum for the Pre-State of the Nation Address on Monday.

The Philippines is hoping to replicate the Serum Institute of India (SII), India’s largest vaccine producer which produces the Oxford/AstraZeneca vaccine, known in India as Covishield.

Galvez earlier visited India to negotiate with SII for the acquisition of 30 million doses of the Novavax vaccine.

One of the topics tackled during the trip was the possibility to develop local production of vaccines in the Philippines.

“One of our agenda during our trip to India last month was to look into opportunities that will allow us to build on the same vaccine and medicine manufacturing capacity that India has,” Galvez said.

He said he had met with the Department of Science and Technology Sec. Fortunato de la Peña and Trade Secretary Ramon Lopez along with the country’s vaccine experts to discuss the plan to establish local vaccine production.

The government targets “to encourage foreign vaccine manufacturers to establish domestic operations” on vaccine production in the Philippines, he said.

“We will achieve vaccine security and partner with domestic and international private pharmaceutical companies in developing our own capability in manufacturing vaccines domestically,” he added. “For 2023, we envision for self-sufficiency and readiness for the pandemic and other disasters with the modernization and integration of our healthcare system.”

With the ongoing negotiations of the Philippines for equitable vaccine acquisition, Galvez said the government has earmarked a total of PHP82.5 billion for the procurement of Covid-19 vaccines, of which PHP70 billion have been sourced out from various multilateral loans and assumed savings.

As seen above, the Philippines looked to the largest vaccine maker in India as a model for their plan. If vaccine production does push through in the country in the near future, it should create some new jobs and contribute somewhat to the economy. How much would vaccines cost when made here in the Philippines remains to be seen. The same also with how the national government will convince vaccine makers overseas to establish production lines in the country.

Meanwhile, I encourage you my readers to check out how much progress Israel has achieved with regards to combatting COVID-19, normalizing the lives of their people and setting the stage for an economic rebound. In relation to these details, the Jewish State will reopen its borders to foreign visitors who have already been vaccinated. This means visiting the Holy Land is possible once again for all those who seek the Lord. Israel is a bright example for the world and they deserve a lot of praise. Their success was acknowledged by veteran writer Boo Chanco.

Now if only the vaccines the national government paid for will somehow arrive as fast as possible. The Philippines still has a long way to go before achieving herd immunity and having both society and economy rebound at last from the COVID-19 crisis.

COVID-19 Crisis: Muntinlupa City Government all set to open a major vaccination hub in a shopping mall, offers free shuttle for vaccine takers

The City Government of Muntinlupa announced yesterday that it is set to open a major vaccination hub in a local shopping mall, in addition to existing community vaccination centers, and is set to provide free shuttle for vaccine takers to encourage more residents to get their COVID-19 jab.

Mayor Jaime Fresnedi is set to inaugurate the first major vaccination hub in Ayala Malls South Park, Alabang today together with other local officials. Fresnedi expresses his thanks to the local shopping mall for opening up a space for the city’s vaccination program and says that the initiative will augment vaccine demand generation in Muntinlupa.

The first major vaccination hub in Muntinlupa can accommodate up to 500 residents from Barangays Alabang, Bayanan, and Putatan per schedule. Residents from A2-A3 categories will receive a text message for their assigned schedule while a free shuttle service will be provided for vaccine takers starting 8:00 AM for the following routes: Alabang Barangay Hall to South Park and vice versa, and Muntinlupa City Hall to South Park and vice versa. Additional major vaccination hubs in other local malls will be installed in the coming weeks.

Further, community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.

As of April 20, there are 18,093 vaccinated individuals from priority groups in Muntinlupa, of which 13,977 received Sinovac and 4,116 inoculated with AstraZeneca, according to the City Health Office.

Muntinlupa CHO has recorded a 100% vaccination rate among A1 Healthcare Workers with 5,123 vaccinated individuals and A2 Senior Citizens with 5,630 inoculated residents based from the number of registrants in the city’s COVID-19 Vaccination Registration System. Vaccination for A3 Persons with Comorbidities is ongoing with 7,337 residents who already received their vaccines as of April 20. Meanwhile, the City Government continues to inoculate members of A1-A3 until supplies last.

Recently, DOH-NCR execs led by Regional Director Dr. Gloria Balboa and Asst. Regional Director Dr. Ma. Paz Pecson Corrales visited Muntinlupa last April 19. DOH-NCR officials discussed the national government’s vaccine plan and status of the country’s vaccine purchases. Fresnedi reported the city’s COVID-19 vaccination status and the local COVID-19 situation including healthcare capacity status and updates on isolation facilities.  He also appealed for more vaccine allocation in Muntinlupa as more residents register for the vaccination program.

Fresnedi urges residents who are members of the priority groups to avail the vaccination services of the government for them to have an added protection against the adverse effects of COVID-19. He also encouraged the public to register in the city’s COVID-19 vaccination registration through www.vaccine.muntinlupacity.gov.ph/muncovac and to continue observing health protocols such as frequent hand-washing, wearing of face masks and face shields, and physical distancing.

As of April 22, Muntinlupa City has 10,292 confirmed cases with 8,636 recoveries, 1,383 active cases, 273 reported deaths, 181 suspect cases, and 982 probable cases.

For those who are scared about the Department of Health’s (DOH) daily count of new COVID-19 (China Virus) cases in the Philippines averaging 10,000, there is this recent news from the national government that could put some at ease – many millions more vaccines are coming into the country in the months ahead.

The press release published through Philippine News Agency (PNA) states that the national government is working hard to ensure that millions of COVID-19 vaccines from four manufacturers will arrive soon plus even more will come after April. The announcement was made by vaccine czar Sec. Carlito Galvez, Jr.

The government is working hard to ensure that the country can secure almost 14 million vaccine doses from four vaccine manufacturers within the second quarter, said vaccine czar Sec. Carlito Galvez, Jr., chief implementer of the National Task Force Against Covid-19.

“The global supply is limited but the government is doing its best to ensure that the country will have a fair share of the vaccines. The instruction of President Rodrigo Duterte is for Filipinos to be vaccinated and save more lives as we collectively surmount the challenges brought about by the pandemic,” Galvez said.

In his report to President Rodrigo Duterte on Monday, Galvez said the delivery of 1.5 million doses of Sinovac’s CoronaVac is expected to be completed within April.

The government is expecting another 500,000 doses to be delivered on April 22, and another 500,000 doses on April 29.

Sinovac had shipped out 500,000 doses last April 11. These are on top of the 2 million doses that the Chinese vaccine maker had delivered to the country last February and March.

An initial 20,000 doses of the Russian-made Sputnik V are also expected to arrive this week. The second tranche of 480,000 doses will be delivered before the end of April.

Galvez said the government is also expecting the shipment of 195,000 Pfizer vaccine doses by the end of April or early May.

He said there is also a possibility that AstraZeneca vaccines coming from the COVAX Facility will also arrive within the month.

For May, Galvez said the government expects at least 2 million doses of Sinovac vaccines to be delivered to the country, along with 1 to 2 million Sputnik V doses, and 194,000 Moderna doses.

He said the government is also working with the World Health Organization, GAVI, and UNICEF for the possible delivery of Pfizer and AstraZeneca vaccines under the COVAX Facility.

Galvez said the government expects to receive 7 to 8 million vaccine doses in June. These include 4.5 million doses of CoronaVac, 2 million doses of Sputnik V, and 1.3 million doses of AstraZeneca.

“With the arrival of these vaccines, we will continue our aggressive vaccine roll-out in the county to protect the Filipino from Covid-19,” Galvez said.

As of April 18, a total of 1,477,757 vaccine doses have been administered in the country. Currently, only medical front-liners, senior citizens, and persons with comorbidities are being inoculated.

Starting mid-May or June, the government will allow the inoculation of other essential workers.

The Philippines ranks third among countries in Asean in the number of citizens that have been vaccinated, while the country has placed 41st out of 173 countries worldwide in the same category and 14th among 47 Asian nations.

At present, the government has signed contracts with five vaccine manufacturers, which include Sinovac, AstraZeneca, Moderna, Novovax and Gamaleya. Contracts with Johnson & Johnson and Pfizer are being finalized.

Galvez said the country expects a steady supply of about 10 million to 15 million vaccine doses per month in the third and fourth quarters of this year. 

In response, Duterte lauded the government’s vaccination rollout, saying it is “more than an acceptable performance in the matter of the fight against Covid as far as the Philippines is concerned.”

“Maganda ang record natin (We have a good record) despite unfounded criticism…The Philippines was able to get the upper berth of the countries that are inoculated. Maganda ang record na ‘yan (That’s a good record) and to think people were almost in a quandary where to get the next vaccination,” the President said.

“Nakita mo naman hindi pala tayo ang pinakamahina at mataas ‘yung atin (We are not the weakest) and it goes to show that we are really working very hard especially Sec. Galvez to get the vaccines here in the Philippines on time,” he added.

Wow. That’s a lot of COVID-19 vaccines coming into the Philippines in the months to come. Achieving herd immunity for the Filipino people is the goal here and it is crucial not only for people’s lives but also for the economy. This China virus pandemic negatively impacted everyone and it even prevented people from heavily attending and worshiping the Lord together at churches. In the private sector, cinemas are still closed which took its toll on the 300,000 cinema industry workers.

While waiting for vaccines to arrive, residents of the cities of Muntinlupa and Las Las Piñas are encouraged to get themselves registered.

Nationally, a total of 1,353,107 people have been vaccinated with a total of 1,562,563 COVID-19 vaccines as of April 20, 2021. Among those who got vaccinated were 989,703 healthcare workers.

Following the distribution of emergency subsidy to families from priority groups who were affected by the Enhanced Community Quarantine (ECQ), the City Government of Muntinlupa announced that it will include qualified beneficiaries from local subdivisions and villages for the financial assistance program.

The Muntinlupa Social Service Department has distributed the emergency subsidy to initial beneficiaries who were members of the Social Amelioration Program, Waitlisted Individuals (SAP), and Pantawid Pamilyang Pilipino Program (4Ps) as prescribed by the Joint Memorandum Circular of DSWD, DILG, and DND to be the priority groups for the financial assistance.

Muntinlupa Public Information Officer Tez Navarro said that after the pay-out for priority groups, qualified residents who were not included in the previous list of beneficiaries, even those living or renting in villages and subdivisions, can apply for the emergency subsidy.

She clarifies that other city residents who are not beneficiaries of SAP, those who are SAP waitlisted, and 4Ps can receive the financial assistance given that they qualify the requirements from the JMC.

Navarro noted that individuals who were directly affected by the recent imposition of the ECQ need to coordinate with their respective barangays and homeowners’ associations (HOAs) to fill-up a Client Information Sheet (CIS) and submit necessary documents. The submission of CIS to the barangays was set from April 19 to 22, 2021.

The allocated budget for Muntinlupa City is P442,191,000 which covers 80% of the local population as projected by National Economic and Development Authority (NEDA).

The City Government has established a Grievance and Appeals Committee (GAC) to resolve issues and concerns from the beneficiaries. As of April 19, Muntinlupa GAC has responded to 809 inquiries sent via email and resolved 83 phone call inquiries.

Recently, Muntinlupa has requested an extension for the distribution of emergency subsidy to the DILG. Initially, local government units (LGUs) are enjoined to conduct the distribution of the emergency subsidy within 15 calendar days from release of Notice of Cash Allocation if the assistance is done in cash and within 30 days if assistance is given in kind.

Mayor Jaime Fresnedi signed an executive order for the distribution of emergency subsidy in cash amounting to P1,000 per individual with a maximum amount of P4,000 per family to target beneficiaries.

The local exec noted that the assistance will be in cash as the local government is continuously providing food packs to city residents. Muntinlupa LGU has distributed 72,900 food boxes to city residents from January 2021 to April 2021.

San Miguel Corporation to speed up work on completing Skyway Extension

You must have heard about the opening of the northbound section (entry point at Susana Heights part of the South Luzon Expressway) of the Skyway Extension Project that happened just days ago with the presence of San Miguel Corporation (SMC) president Ramon S. Ang and Department of Highways and Public Works (DPWH) secretary Mark Villar who made final inspections that day. That’s really great news!

Here are more good news! SMC announced that it will do more with the construction of the Skyway Extension Project’s southbound section (exit also in the Susana Heights area of SLEX) and things will move at a faster pace with a 3rd quarter completion in mind.

To put things in perspective, below is the excerpt from the press release published through Philippine News Agency (PNA)…

“It’s only been a number of days since we opened the northbound section, free to the public until further notice, and already we have seen a huge improvement in traffic flow, particularly on SLEX (South Luzon Expressway) and the Alabang viaduct. That makes us even more determined to complete construction of the southbound section so this project can fully serve motorists and improve traffic and connectivity to and from the south,” SMC president Ramon S. Ang said in a statement Wednesday.

Ang said the soft-opening of the first two of the three lanes of the northbound Skyway Extension from Susana Heights to Sucat, Paranaque proved to be timely, as it coincided with the easing of quarantine restrictions.

Despite the higher volume of vehicles on the expressway, traffic has been smooth because many Class 1 vehicles now use the Skyway Extension. 

“We’re already seeing how convenient and much faster travel is now, and it will become even more evident when traffic volume picks up and starts to normalize. That is why we’d again like to ask for our motorists’ cooperation and understanding as we move towards completion of the southbound Skyway Extension,” Ang said.

As part of the next phase of construction, Ang said the Hillsborough off-ramp of the elevated southbound Skyway will be closed to traffic permanently starting April 19 at 6 a.m.

As such, vehicles coming from the elevated Skyway will now exit at the steel ramp in Alabang. Heavy traffic is expected in this area.

“Unfortunately, there is no way around it, we need to close this portion to secure the staging ground for equipment and workers and to accelerate construction and ensure the safety of our motorists. I appeal to our motorists again for their patience and understanding. We expect heavy traffic to persist for the duration of the construction, but rest assured we will do everything we can to help mitigate this, and complete the project within the timetable,” Ang said.

With this, SMC Infrastructure is advising motorists to take the following alternative routes:

Class 1 vehicles from Pasay, Makati, Manila, and Quezon City bound for SLEX and farther South

• From Skyway Elevated, keep left to Steel Ramp towards destination.

Class 1 vehicles from Pasay, Makati, Manila, and Quezon City bound for Alabang

• From Skyway – Elevated, keep right to Alabang-Zapote off-ramp.

The Skyway Extension southbound section has two lanes and runs from the Skyway Main Toll Plaza to Soldier’s Hills in Muntinlupa, with a total distance of four kilometers. 

Meanwhile, Ang reiterated that use of the northbound Skyway Extension will remain free for motorists until further notice. 

The Skyway Extension project is part of the 38-kilometer elevated Skyway System, which includes the newly-opened Skyway Stage 3, also fully-funded by SMC.
