The Muntinlupa City government took home nine awards at the 2024 Urban Governance Exemplar Awards organized by the Department of the Interior and Local Government (DILG) at Novotel Manila on Oct. 28.

All 9 barangays in Muntinlupa City pass standards for Violence Against Women and Children (VAWC) desks

Recently in the progressive City of Muntinlupa, all of the nine barangays successfully passed the standards for Violence Against Women and Children (VAWC) desks, according to a Manila Bulletin news report.

All the nine barangays in Muntinlupa have passed the standards under the law for their VAWC (Violence Against Women and Children) desks.

“Congratulations to all barangays of Muntinlupa for achieving 100% compliance with our VAWC (Violence Against Women and Children) desk standards!” said Muntinlupa Mayor Ruffy Biazon.

Under the standards, he said, the functionality of each barangay was assessed based on policies, personnel, resources, planning and budgeting, implementation, good practices, and regular submission of reports.

“At talagang commendable ang bawat barangay for having met these standards (And each barangay is really commendable for having met these standards),” he said.

Under a memorandum circular issued in 2023 by the Department of the Interior and Local Government (DILG), VAWC) is defined as “any act of or a series of acts committed by any person against a woman who is his wife, former wife, or against.a woman with whom the person has or had a sexual or dating relationship, or with whom he has a common child, or against her child whether legitimate or illegitimate, within or without the family abode, which result in physical, sexual, psychological harm or suffering, or economic abuse including threats of such acts, battery, assault, coercion, harassment or arbitrary deprivation of liberty.”

These acts include physical violence, sexual violence, psychological violence and economic abuse. Biazon lamented the violence happens inside a household.

“Pero naririto ang City Government at mga barangay to ensure that women and children have somewhere to turn to for help. Tinitiyak natin na meron laging tutugon sa kababaihan at kabataang humihingi ng saklolo (But the City government and barangays are here to ensure that women and children have somewhere to turn to for help. We ensure that someone will respond to women and children who seek help),” the mayor said.

Muntinlupa Mayor and One Muntinlupa teammates file certificates of candidacy (COCs)

Very recently in the progressive City of Muntinlupa, Mayor Ruffy Biazon and his teammates under the One Muntinlupa banner filed their respective certificates of candidacy (COCs) at the local Commission on Elections (COMELEC) office for the May 2025 elections, according to Manila Bulletin news report.

Reelectionist Muntinlupa Mayor Ruffy Biazon and candidates from the One Muntinlupa (1Munti) political party filed their certificates of candidacy (COC) on Oct. 4 for the May 12, 2025 national and local elections.

They all trooped to the Commission on Elections (Comelec) Muntinlupa office at South Park Center in Alabang to submit their COCs.

Biazon is running for reelection for his second term as mayor.

His vice mayoral bet is Allen Fresnedi-Ampaya who is the barangay captain of Poblacion and the president of the Association of Barangay Captains (ABC) in Muntinlupa.

Rep. Jaime Fresnedi also accompanied them and will be filing his COC with the Office of the Regional Election Director-National Capital Region in San Juan.

One Muntinlupa has been accredited by the Comelec as an official party-list.

The political party’s candidates for councilor in District 1 (Barangays Tunasan, Poblacion, Putatan and Bayanan) are re-electionists Atty. Raul Corro (majority floor leader of the City Council), Atty. Rachel Arciaga, Paty Katy Boncayao, Alexson Diaz, Ting Niefes, and Jedi Presnedi, and Amanda Camilon and Walter Arcilla.

The candidates for councilor in District 2 (Barangays Alabang, Ayala Alabang, Sucat, Cupang and Buli) are re-electionists Ryan Bagatsing, Engr. Arlene Hilapo, Eliot Martinez, Dado Moldez, and Metong Sevilla, and Shalimar Baes-Reyes, Kaye Ann Rongavilla and Atty. Reggie Landrito.

Muntinlupa City Government releases free shoes to public school students

The Muntinlupa City government distributed free shoes to students in public schools as part of its Balik Eskwela program.

Mayor Ruffy Biazon led the distribution of the MUNWalk sneakers to students in different schools including Muntinlupa Science High School, Muntinlupa Business High School, Lakeview Integrated High School, Muntinlupa Business High School Sucat Annex, Pedro E. Diaz High School, and Tunasan National High School and Senior High School.

“This is our assistance to students of the City of Muntinlupa,” said Biazon during the distribution at Muntinlupa Science High School.

The city government said a total of 90,000 students in Muntinlupa public schools will receive the free sneakers.

Last year, the city government gave free leather shoes to the students. This year, it decided to distribute rubber shoes.

Typhoon Enteng victims of Muntinlupa receive assistance from City Government

Very recently in the progressive City of Muntinlupa, local residents who got displaced by Typhoon Enteng received assistance from the City Government, according to a Manila Bulletin news report. Mayor Ruffy Biazon and local officials visited the victims and distributed goods to them at the evacuation centers.

The Muntinlupa City government distributed relief goods on Sept. 3 to families that were affected by tropical storm Enteng and now temporarily sheltered in evacuation centers in the city.

Mayor Ruffy Biazon, together with city and barangay officials, went to different evacuation centers in barangays to distribute the goods.

On Sept. 2, Biazon went to Barangays Bayanan (which has the highest number of evacuees), Cupang and Poblacion.

The Victoria Homes and Villa Carolina 1 Subdivision in Barangay Tunasan were visited by Gender and Development Office focal point system Chairperson Trina Biazon together with Barangay Captain Dave Arcilla and former barangay captain Walter Arcilla and distributed hot meals.

Muntinlupa’s Social Services Department (SSD) also gave emergency kits that include hygiene supplies, basic kitchen utensils, gas stove, grocery items and rice.

The Muntinlupa City Health Office distributed doxycycline capsules to barangay health workers and evacuees as protection against leptospirosis.

Local hero of Muntinlupa City commended by Mayor Biazon

Recently in the City of Muntinlupa, a man who risked his life to save his young relatives during a fire that destroyed their home was commended by Mayor Ruffy Biazon, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon commended a man for his heroic act of saving his two nephews and a niece from their burning house in Barangay Buli.

A fire hit a residential area in Manatra in Barangay Buli, Muntinlupa on Aug. 19, razing houses and displacing families.

Biazon visited the Buli evacuation center where 58 families or more than 200 individuals are staying. During his visit, Biazon met Freddie whose arms are bandaged due to burns.

According to the mayor, Freddie suffered burns when he rescued his two nephews and a niece–Precious, Vhon and Kerth–from their burning house during the fire.

He said the three children were trapped inside the comfort room and could not get out.

Precious was attending her online class when the fire erupted and quickly spread. Some of the family members were able to get out of the burning house but Precious and her two cousins were left inside and quickly went to the comfort room.

According to Precious, because of the intense heat, she didn’t know what to do and she seemed to have accepted what would happen to them.

Suddenly, their uncle Freddie arrived and he pulled them out of the burning house. The fire was already big but they all tried to get out.

Precious and her two cousins were very thankful to their Uncle Freddie for saving them and getting out without any injury.

They called their uncle a “superhero” and they are wishing that his burns would heal soon.

“Hanga ako kay Freddie sa kanyang tapang at walang pag-aatubili na pagligtas sa kanyang mga pamangkin. Although may injury, mabuti nakaligtas siya at sina Precious, Vhon, at Kerth (I am truly amazed at Freddie for his bravery and no hesitation to rescue his nephews and niece. Although he has injury, it’s good that he and Precious, Vhon and Kerth safely escaped),” Biazon said.

Muntinlupa City wins prestigious nutrition awards

Recently the City Government of Muntinlupa won prestigious awards during the 2024 Regional Nutrition Awarding Ceremony which took place in Quezon City, according to a Manila Bulletin news report.

The Muntinlupa City government bagged awards at the 2024 Regional Nutrition Awarding Ceremony organized by the National Nutrition Council (NNC)-National Capital Region on Aug. 16 at the Novotel Hotel in Quezon City.

According to NNC-NCR, Muntinlupa LGU “has been recognized as 1st Year Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Contender!”

The “prestigious award is presented to LGUs that demonstrate efficient and effective nutrition program management, leading to sustained nutrition improvements among their population.”

“We successfully maintained our CROWN (Consistent Regional Outstanding Winner in Nutrition) Contender status for the first year—patunay na consistent tayo sa mahusay na implementation ng ating nutrition programs and services since our first Green Banner Award in 2019 (proof that we are consistent in great implementation of our nutrition programs and services since our first Green Banner Award in 2019),” according to Muntinlupa Mayor Ruffy Biazon.

In addition, Muntinlupa was bestowed the award for Best in Documentation of Nutrition Programs, “acknowledging their exemplary performance in documenting nutrition programs and projects which contributed to high-quality nutrition program management.”

Muntinlupa’s Dr. Magdalena Meana also won runner-up as the Regional Outstanding City Nutrition Action Officer (CNAO).

Biazon, meanwhile, received the Nutrition Leadership Award as chairperson of the Muntinlupa City Nutrition Committee.

“These awards reflect our dedication to keeping our community healthy,” said Biazon.

CMCI 2024: Muntinlupa is the 4th Most Competitive Highly Urbanized City of the nation, 1st on Innovation

The latest results of the Cities and Municipalities Competitiveness Index (CMCI) for the year 2024 showed that the City of Muntinlupa is now the 4^th Most Competitive Highly Urbanized City (HUC) of the nation as well as a very high finisher among other categories including 1^st place on Innovation.

Muntinlupa City, which was the 5^th Most Competitive last year, scored 53.5967 points in total on Competitiveness among HUCs ranking 4^th out of 33 overall.

Along the way, the city scored 12.2489 points for 1^st place on the category of Innovation, 15.2697 points on Resiliency for 2^nd place, 10.1075 points on Infrastructure for 3^rd place, 11.9714 points on Government Efficiency for 6^th place, and 3.9992 points on Economic Dynamism for 17^th place. On the category of the Most Improved Rankings for 2024 among HUCs, Muntinlupa finished 7^th place.

In addition, the City of Muntinlupa won awards during the Creative Cities and Municipalities Congress held on August 23, 2024, according to a Manila Bulletin news report. The awards are related to the CMCI 2024 research and results.

Muntinlupa City Government issues warning about quality of air in relation to Taal volcanic smog

In response to the smog from Taal Volcano that reached the City of Muntinlupa, the City Government issued a warning about the unhealthy air quality, according to a Manila Bulletin news report.

The Muntinlupa City government warned the public of unhealthy air quality on Aug. 18 as volcanic smog, or vog, from Taal Volcano had reached the city.

Residents woke up to hazy weather. Mayor Ruffy Biazon held a live broadcast on Facebook to warn residents to be careful when going out and advised them to wear masks for protection.

“While we were sleeping, the volcanic smog from Taal Volcano reached us,” he said, adding that he observed “hazy air.”

Biazon said children who are already in schools should stay in classrooms as the city government will continue to monitor air quality. If needed, the mayor said he will suspend afternoon classes. He also said it’s up to parents to decide.

“Tandaan ninyo, kung kayo ay hindi komportable na palabasin ang anak ninyo, huwag ninyo na palabasin (Remember, if you are not comfortable letting your child go out, don’t let them go out),” said Biazon.

The Muntinlupa City Department of Disaster Resilience and Management said the current air quality in Muntinlupa is “unhealthy.”

It explained that volcanic smog consists of sulfur dioxide (SO2) gas and other volcanic gasses that mixes with atmospheric oxygen, moisture, dust and sunlight.

“As a reminder, vog consists of fine droplets containing volcanic gas such as SO2 which is acidic and can cause irritation of the eyes, throat and respiratory tract with severities depending on the gas concentrations and durations of exposure. People who may be particularly sensitive to vog are those with health conditions such as asthma, lung disease and heart disease, the elderly, pregnant women and children,” according to a past advisory from the Philippine Institute of Volcanology and Seismology (PHIVOLCS).

According to the IQAir website, Muntinlupa has an air quality index (AQI) of 154 or unhealthy level. The PM2.5 concentration in Muntinlupa is 60 µg/m3, based on IQAir data.

“PM2.5 concentration in Muntinlupa is currently 12 times the WHO annual air quality guideline value. PM2.5 is measured by micrograms per cubic meter (μg/m3). According to the U.S. EPA NAAQS, any measurement greater than 9.0 μg/m3 (US AQI 50) can be dangerous to human health,” according to the website.

Muntinlupa City centenarian receives P100,000 cash gift from City Government

Mom Teodula Pesigan celebrated her 100th birthday with a P100,000 cash gift from the Muntinlupa City government.

Muntinlupa Mayor Ruffy Biazon personally visited Pesigan at her house in Barangay Putatan to hand over the P100,000 gift, a program of the city government through its Office of the Senior Citizen’s Affairs.

“At her age, very sharp pa ang kanyang isip (At her age, her mind is still very sharp),” said Biazon.

When he asked about her secret to long life, her family responded that she likes to eat lechon and liempo.

“It was a great and fun experience na makilala at makausap si Nanay Dulay (It was a great and fun experience to meet and talk to Nanay Dulay),” the mayor added.

All centenarian residents of Muntinlupa get P100,000 cash gift under City Ordinance No. 2018-147.

Under Republic Act 10868 or the Centenarians Act of 2016, all Filipinos aged 100 and above will be given cash gifts to recognize their contribution to the country, added Biazon.
