Muntinlupa City Mayor clarifies issue about P1.2 billion standby loan from Landbank

If you are a local resident of Muntinlupa City, were you a recipient of circulating text messages about a certain loan worth over a billion Pesos that was allegedly used by City Government? Recently, Muntinlupa Mayor Jaime Fresnedi clarified the issue, according to a Manila Bulletin news report.

Muntinlupa Mayor Jaime Fresnedi refuted claims by his detractors that the city government already used a P1.2 billion standby loan from Landbank of the Philippines.

In March 2021, the Muntinlupa City Council passed an ordinance authorizing Fresnedi to enter into a loan agreement with Landbank in the amount of P1.2 billion to fund various projects.

During the flag raising ceremony at the Muntinlupa City hall quadrangle on March 7, Fresnedi reiterated that the city government has not availed of the standby loan.

“The Muntinlupa City government gave us the authorization to get a loan from Landbank. As of Dec. 31, our ending balance [at Landbank] is more than P2 billion. The [Landbank] manager said we have not availed of our standby loan. This means we have not taken any [amount from the standby loan],” said Fresnedi.

Fresnedi clarified the issue after text messages circulated claiming that the city government already got the loan from Landbank.

Landbank earlier issued a certification stating that the Muntinlupa City government has not availed of the loan.

“This is to certify that per records of this office, City Government of Muntinlupa has no outstanding drawdown as of December 31, 2021,” according to a certification issued by Landbank and signed by Lani Pornuevo, head of the Loan Operations Management Department.

Fresnedi said getting a loan is not a bad thing. He said when he assumed office during his first ever term as mayor, the city government took out a loan and used it to construct the Ospital ng Muntinlupa.

“Please remember, getting a loan is not bad when it is used in the right way,” he said.

The mayor said if ever the city government avails of the standby loan from Landbank, it will be used to fund ongoing projects of the city government.

In fact, he said, Landbank has sent two letters to the Muntinlupa City government to remind it about the standby loan.

According to Fresnedi, the standby loan is a program of the national government for economic recovery. The standby loan carries an interest of four percent per year.

“But what the city government needs to pay, if ever we avail of the loan, is only two percent per annum. The other two percent will be paid by the national government,” he said.

He said this is being done to help businesses to run and to help people get jobs, which are part of the national government’s national economic recovery plan.

During the celebration of the 27th cityhood anniversary of Muntinlupa that took place this past Tuesday, the brand new Muntinlupa Aquatic Center was formally inaugurated, according to a news report by the Manila Bulletin. The inauguration was attended by Muntinlupa City Government officials led by Mayor Jaime Fresnedi as well as several special guests.

The Muntinlupa City government inaugurated on Tuesday, March 1, its world-class Muntinlupa Aquatic Center which has an Olympic-size swimming pool that can host competitions.

Muntinlupa celebrates its 27th cityhood anniversary on March 1 and the inauguration of the Aquatic Center was one of the highlights.

Mayor Jaime Fresnedi led the opening of the Muntinlupa Aquatic Center together with Rep. Ruffy Biazon, Vice Mayor Artemio Simundac, city councilors, and officials.

The Muntinlupa Aquatic Center is the first indoor Olympic-size swimming pool in the Philippines that can cater to swimming, water polo and artistic swimming, and programs like water safety training and competition, scuba diving pool session, swim and survive programs, and physical education programs.

“When we love a person or thing, we take care of it. We give the best. This is how I love our residents, our youth. That is why we inaugurated a world-class Aquatic Center for our Muntinlupeños on the 27th anniversary of the establishment of our city,” said Fresnedi.

The Aquatic Center is located at the Muntinlupa Sports Complex in Barangay Tunasan and has a seating capacity of up to 1,200.

“Like all parents, I also want a bright future for our children. Besides the benefits in sports, it will be a big help to the health of our residents. You do not need to go to Marikina or Biñan [Laguna] to avail of a facility like our Aquatic Center,” said Fresnedi.

The above report ended stating that the funding of the construction of the Muntinlupa Aquatic Center was not sourced from loans but rather funds allotted by the City Government.

The Muntinlupa Aquatic Center itself looks great and it should help diversify the kind of water-related special events that the city can host. Imagine someday that the brand-new facility will be used to host swimming competitions that involve schools. If the roads outside the Muntinlupa Aquatic Center are of good quality, a triathlon event can be held using the pool for swimming and roads for cycling and running. Imagine, for example, the Philippines gets to host the Southeast Asian Games (SEA Games) many years from now – Muntinlupa’s facility could be used for swimming events. There is no doubt that the new aquatic center is a landmark of the city.

The City Government of Muntinlupa has announced another extension on the business permit renewal period up to March 31, 2022.

Muntinlupa Business Permits and Licensing Office has posted on its Facebook page regarding the extension of the assessment and payment of Business Permit Renewal.

“Per City Ordinance No. 2022-318, the deadline for both the assessment and payment of Business Permit Renewal is extended up to March 31, 2022. Renew your business permits now to avoid penalties,” BPLO noted.

Meanwhile, all transactions are now back at City Hall. Previously, taxpayers proceed to Muntinlupa Business Permit Renewal Hub located at Muntinlupa Sports Center, Brgy. Tunasan.

The extension has been approved by the City Council and Mayor Jaime Fresnedi following the request of BPLO. The licensing office noted the economic impact of COVID-19 pandemic to the taxpayers.

BPLO added that the initiative aims to help taxpayers who “may not be able to immediately comply with the mandatory documents which are the basis for the prudent and correct imposable taxes” due to the pandemic.

The extension covers payment of all local taxes, fees and other charges without penalty.

Further, business owners may renew their business permit online via the Business E-payment System (BESt) which can be accessed thru Muntinlupa City official website (www.muntinlupacity.gov.ph).

Muntinlupa BEST is an online platform which allows locators to accomplish business permit applications and transactions through any internet-enabled device. Taxpayers can accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Another option for business locators is the Business Permit Application Self-Service (BPASS) kiosks which are located across the city’s major malls.

Business permits may also be delivered by the city government’s official courier service partner, Keridelivery Inc, to the doorstep of business owners.

Mayor Fresnedi thanked the taxpayers for their continued support in doing their part for the recovery of the city and the local economy.

The City Government of Muntinlupa, through the local COVID-19 Vaccination Program (MunCoVac), has vaccinated more than 2,600 children aged 5-11 years old in the first week of the “Resbakuna Kids” campaign in the city.

As of February 13, Muntinlupa City Health Office recorded a total of 2,687 children aged 5 to 11 years old to have received their first dose of COVID-19 vaccine.

Of the total, Barangay Putatan has the highest number of vaccine takers for the age group with 566, followed by Brgy. Tunasan with 487, Brgy. Alabang with 419, Brgy. Poblacion with 365, Brgy. Cupang with 326, Brgy. Ayala Alabang with 147, Brgy. Sucat with 125, Brgy. Bayanan with 105, and Brgy. Buli with 46. While there are 101 inoculated kids who are non-Muntinlupa residents.

Muntinlupa has opened two party-themed vaccination sites for the pilot implementation of the pediatric vaccination: Ospital ng Muntinlupa (OsMun) in Brgy. Alabang and Laguerta Health Center in Brgy. Tunasan.

On February 14, Muntinlupa CHO has opened an additional vaccination site for ages 5-11 years old at Cupang Health Center.

CHO acting chief Dr. Juancho Bunyi led the launching event and the ceremonial inoculation of children. Bunyi invites all parents in the city to register their kids in the city’s vaccination database and assures the public that vaccines approved by the Philippine Food and Drugs Administration are safe and effective

Cupang Health Center has been decorated with cartoon characters and action figures; while children receive loot bags, free food and ice cream.

Bunyi noted that the initiative aims to provide a relaxing environment in the vaccination sites and to lessen the stress of kids during the vaccination.

To register, Muntinlupa may visit www.vaccine.muntinlupacity.gov.ph/muncovac and wait for further instructions from MunCoVac.

Meanwhile, COVID-19 cases in Muntinlupa continue to decline and the number of active cases have dropped below 80. The latest data from the Muntinlupa City Health Office (CHO) showed that as of February 13, the city’s active cases only totaled 74, adding 13 recoveries and 15 new COVID-19 cases for the day.

Muntinlupa Mayor Jaime Fresnedi continues to urge residents not to be complacent and to continue following the minimum health protocols such as wearing of face masks, physical distancing, and washing of hands. He also encouraged Muntinlupeños to get vaccinated and get their booster shot.

As of February 13, Muntinlupa City has 39,656 confirmed cases with 38,973 recoveries, 74 active cases, 609 reported deaths, 0 suspect case, and 129 probable cases.

As the national government announced that more than seven thousand children aged 5 to 11-years-old were injected with their first dose of COVID-19 vaccine, more than four hundred children of the same age group got vaccinated in Muntinlupa City on the first day (February 7, 2022), according to a Manila Bulletin news report.

The Muntinlupa City government vaccinated a total of 419 kids aged five to 11 on the first day of the “Resbakuna Kids” campaign.

According to the city government, of the 419 kids, 240 were vaccinated at the Ospital ng Muntinlupa in Barangay Alabang consisting of 39 classified as Pediatric A3 or with comorbidities, and 201 without comorbidities.

At the Laguerta Health Center in Barangay Tunasan, 179 kids were vaccinated, all without comorbidities.

The city government is targeting to vaccinate 68,198 children aged 5 to 11 in Muntinlupa. As of Feb. 5, 10,755 kids have registered with the city’s vaccination program, or 16 percent of the target.

In the official press release issued by the City Government, it was stated that Mayor Jaime Fresnedi and other local officials led a ceremonial launching of the inoculation of 5-11 years old at Laguerta Health Center in Brgy. Tunasan. The mayor encouraged all parents in the city to register their children in the Muntinlupa COVID-19 Vaccination Program (MunCoVac) and assured them that vaccines approved by the Philippine Food and Drugs Administration are safe and effective. He also urged the public to get their booster shots as added protection against COVID-19.

More on vaccination, the dosage for kids aged 5 to 11-years-old is at 10 microgram/dose concentrate of Pfizer COVID-19 vaccine for each of them. The second dose shall be given three weeks after the first dose to complete the vaccination course.

As Muntinlupa City prepares for the vaccination rollout for children aged 5-11 years old, the City Government has recorded more than 9,600 children from the age group pre-registered in the city’s database.

At least 9,653 children aged 5-11 years old are pre-registered in Muntinlupa’s COVID-19 vaccination program as of January 30, according to the City Health Office (CHO). Of the total, 1,025 are from the pediatric A3 group, or those with co-morbidities, and 8,628 are from the rest of the pediatric population.

Muntinlupa CHO acting chief Dr. Juancho Bunyi said the city will have two (2) vaccination sites for the 5-11 years old: Laguerta Health Center in Brgy. Tunasan and Ospital ng Muntinlupa in Brgy. Alabang.

Bunyi noted that the target population for the age group is around 68,000. The local health officer also advised the public to wait for further advisory from the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) for vaccination schedules.

As part of the Phase 1 implementation, the national government will be launching the pilot vaccination rollout for children aged 5-11 years old on February 4 in the following sites: Philippine Heart Center, Philippine Children’s Medical Center, National Children’s Hospital, Manila Zoo, SM North EDSA (Skydome), and Fil Oil Gym in San Juan City.

The Phase 2 of the rollout will include expansion in the NCR and other regions.

Last December 23, the Philippine Food and Drug Administration (FDA) has approved EUA for Pfizer-BioNTech’s COVID-19 vaccine for ages 5 to 11 years old.

Children aged 5-11 years old shall receive a 10 microgram/dose concentrate of Pfizer COVID-19 vaccine and the second dose shall be given three weeks after the first dose to complete the vaccination course.

Muntinlupa residents may be pre-registered online through the city’s COVID-19 vaccination registration system www.vaccine.muntinlupacity.gov.ph/muncovac. The public may choose the category “Pediatric A3 (5-11 yrs. old)” for those with co-morbidities and category “Pediatric/Rest of the Pediatric Population (5-11 yrs. old)” for well-child population or those without co-morbidities.

Meanwhile, for the 12-17 age group, the local government has inoculated at least 34,562 minors as of January 30. This translates to 62% of the age group’s target population.

Further, as of January 30, at least 474,309 doses of COVID-19 vaccine were administered in the city or 124% of the target. Of the total, 412,932 were fully vaccinated or 108% of the target. At least 66,353 received their booster shot.

To date, Muntinlupa City has 38,489 confirmed cases with 37,352 recoveries, 538 active cases, 599 reported deaths, 0 suspect case, and 252 probable cases.

The City Government of Muntinlupa continues to provide zero-interest loan assistance to micro-entrepreneurs and MSMEs dubbed as “Muntipreneurs” in a bid to revive the stalled local economy due to the COVID-19 pandemic.

Of the total, four local entrepreneurs received P150,000 each, seven (7) received P100,000, and five (5) beneficiaries received P75,000. The local exec vows to continue the local financing program and hopes to revive the local economy by supporting grassroot players through various programs.

The City Government of Muntinlupa assists local micro-entrepreneurs through the Joint Resource Financing Program’s (JRFP) Tulong Negosyo (formerly Dagdag Puhunan). Muntinlupa is the first LGU to introduce the micro-financing program.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

Tulong Negosyo program has three categories namely: Simulang Kapital (SIKAP) Pangkabuhayan with loan application amounting to P2,000 – P5,000, Asenso Loan Program amounting to P6,000 – P75,000, and Maunlad Loan Program amounting to P75,000 – P150,000.

Further, a Savings Program has been incorporated in the loan assistance to teach clients about the importance of economizing and serve as protection to the clients and the program. Entrepreneurial education through trainings and other related interventions are also conducted.

Recently, JRFP has launched a Restructuring Program extending payment schedules for beneficiaries in a bid to help them recover from losses due to the pandemic.

Due to the limitations in face-to-face transactions, the Tulong Negosyo has also implemented Online Application services and cashless repayment system through Smart Padala and G-Cash.

Be aware that the City Council of Muntinlupa will soon conduct a public hearing to get answers from water concessionaire Maynilad regarding the water supply interruption that affected many around the city, the Manila Bulletin reported.

The Muntinlupa City Council will conduct a public hearing to investigate Maynilad on the severe water supply interruption being implemented that has affected thousands of households and businesses in the city.

Maynilad extended the water supply interruption to Feb. 15 instead of Jan. 20 that it earlier announced.

Households in Muntinlupa have experienced up to 18 hours without water service while other areas have no water supply for days.

According to the Muntinlupa City government, councilors are asking that people from Maynilad involved in the operation of water service should be the one to attend and not just any representative who cannot make a decision or explanation about the matter.

Among the topics to be discussed are asking Maynilad to deploy more water tankers to supply to different communities and payment holiday on the days without any water supply.

Muntinlupa City extends Biz Permit Renewal to February 15, 2022 without penalties

The City Government of Muntinlupa officially extended the business permit renewal period from January 20 to February 15, 2022.

Mayor Jaime Fresnedi has approved City Ordinance No. 2022-311 extending the filing and renewal of Business and Tricycle Permits up to the closing hours of February 15. The extension also covers payment of all local taxes, fees and other charges without penalty.

The Business Permit and Licensing Office (BPLO) requested for the extension of time of filing and renewal of permits noting the economic impact of COVID-19 pandemic to the taxpayers.

Previously, the Business Permit Renewal was scheduled from January 3-20.

Taxpayers may proceed to Muntinlupa Business Permit Renewal Hub located at Muntinlupa Sports Center, Brgy. Tunasan or opt to process their application online and via off-site channels

Strict health standards and distancing protocols are implemented in the Renewal Hub which include sterilization and disinfection of submitted documents using UV box, body temperature check, installation of alcohol sprays, and monitoring by compliance officers.

A One-Stop Shop arrangement in the Business Permit Renewal Hub has been installed in the venue for the convenience of taxpayers.

Business taxpayers can pay using Debit Cards in the Renewal Hub. Mobile ATMs and a Closed Circuit Television System are also installed across the venue. Free shuttle service is provided for clients going to and from the venue with pick-up points located at Muntinlupa City Hall Quadrangle.

Further, business owners may renew their business permit online via the Business E-payment System (BESt) which can be accessed thru Muntinlupa City official website (www.muntinlupacity.gov.ph).

Muntinlupa BEST is an online platform which allows locators to accomplish business permit applications and transactions through any internet-enabled device. Taxpayers can accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Another option for business locators is an off-site channel via the Business Permit Application Self-Service (BPASS) kiosks located inside the city’s major malls.

Business permits may also be delivered by the City Government’s official courier service partner, Keridelivery Inc, to the doorstep of business owners.

Mayor Fresnedi extends his thanks to the business tax payers in doing their part for the recovery of the city and the local economy.

COVID-19 Crisis: More police personnel deployed in malls and hotels in Muntinlupa City due to rising cases

The Muntinlupa City Police Station recently deployed additional personnel and roving teams in malls and hotels amid the increasing number of COVID-19 cases in the city.

MCPS chief-of-police Col. Melecio Buslig ordered the deployment of additional policemen in local malls to help implement the “No Vax Card, No Entry” policy.

Earlier, Metro Manila mayors signed MMDA Resolution 22-01, series of 2022 imposing restrictions and regulation on the movement of unvaccinated individuals, except for essential trips.

Col. Buslig and members of Muntinlupa City Health Office have also visited local hotels which serve as Quarantine Facilities for returning Overseas Filipino Workers for monitoring and inspection.

Local officials held a dialogue and lateral coordination with the Managers and Security Officers of the hotels on their concerns in implementing quarantine policies and reiterated the deployment of additional personnel in their hotel to apprehend any violators.

Further, Muntinlupa CHO ramped up its COVID-19 testing activities and vaccination efforts. At the Museo ng Muntinlupa grounds, city residents are lining up to undergo rapid SARS-CoV-2 antigen and RT-PCR testing.

Those who test positive for COVID-19 are endorsed to quarantine facilities if requirements for home quarantine are not met. Under City Ordinance 2020-106, all COVID-19 cases including asymptomatic, mild, probable, suspected cases, and close contacts are mandated to undergo quarantine at home or in the city’s isolation facilities.

In addition, the City Government activated its “Rolling Bakuna” for mobile vaccination at the Muntinlupa Sports Complex in Bgy. Tunasan to inoculate people.

As of January 5, at least 444,539 doses of COVID-19 vaccine were administered in the city or 116% of the target. Of the total, 369,044 were fully vaccinated or 96% of the target. While, at least 29,029 received their booster shot.

Meanwhile, the City Government launched the pre-registration of minors aged 5 to 11 years old for COVID-19 vaccination.

Mayor Jaime Fresnedi urged parents and guardians to register their children to the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) as protection from the adverse effect of COVID-19.

Muntinlupa residents under the 5-11 age group may be pre-registered online through the city’s COVID-19 vaccination registration system www.vaccine.muntinlupacity.gov.ph/muncovac. The public may choose the category “Pediatric A3 (5-11 yrs. old)” for those with co-morbidities and category “Pediatric/Rest of the Pediatric Population (5-11 yrs. old)” for well-child population or those without co-morbidities.
