COVID-19 Crisis: COVID-19 vaccine registration for minors ongoing in limited Metro Manila LGUs

The Manila Bulletin reported recently that a few of the local government units (LGUs) in Metro Manila have officially launched the registration for the vaccination of minors aged 12 to 17-years-old.

Six Metro Manila local government units (LGUs) have started the registration of minors, with ages 12 to 17 years, for vaccination against COVID-19.

The six local government units in Metro Manila that started the vaccination registration for minors are Pateros, Makati, Muntinlupa, Manila, Caloocan, and Las Pinas City.

The Las Pinas City government will be using the EZ consult account for the registration of minors in the city.

The EZ consult account is also the same app used by city residents in registering for their vaccination.

The Las Pinas city government said the registration is part of the preparations once the national government approves the vaccination of minors using Moderna and Pfizer vaccines as approved by the Food and Drug Administration (FDA).

Pateros was the first local government unit that launched the registration of COVID-19 vaccination for minors on September 8.

Residents who are 12 to 17 years old can register using a QR code that can be found in Facebook page of the Pateros municipal government Facebook.

In the capital city of Manila, Mayor Francisco “Isko Moreno” Domagoso said that throughwww.manilacovid-19vaccine.ph, parents can either register their children under a single account for the family or register them separately.

In Makati, the city government announced on Friday (September 10) that minors, 12 to 17 years old, may now register for vaccination against COVID-19.

In a Facebook post of the city government, it said that residents of Makati, 12 to 17 years old, can sign up at http://www.covid19vaccine.safemakati.com and a master list will be created for the vaccination of minors.

Makati COVID-19 Vaccine In Caloocan, the city government also started the profiling of minors aged 12 to 17.

Mayor Oca Malapitan said it is important that the vaccination program for minors is prepared as early as possible since they belong to the age group that needs the consent of parents or guardians.

COVID-19 Crisis: Over 500,000 vaccinations in Muntinlupa City registered

Yesterday, MunCoVac announced that the grand total number of COVID-19 vaccinations achieved in Muntinlupa City has exceeded the 500,000 mark. Muntinlupa is slowly but surely coming close to achieving herd immunity.

To put things in perspective, the following statistics released by MunCoVac were recorded as of September 8, 2021:

Total number of individuals vaccinated: 319,963 (note: 11,404 were vaccinated with 1^st dose in Muntinlupa private companies)

Total number of individuals fully vaccinated: 192,360 (note: 597 were vaccinated with 2^nd dose in Muntinlupa private companies)

Declared total of vaccines administered: 507,964

According to MunCoVac: As of yesterday, September 8, we have administered a total of 507,964 vaccines.

83% of the target population of Muntinlupeños have been vaccinated with at least one dose while 49.9% have been fully vaccinated, only a mere 0.1% shy to being halfway towards achieving herd immunity for our city.

Like their counterparts in Las Piñas City, Muntinlupa’s declared numbers just don’t add up. If you do the math, 319,963 plus 192,360 equals 512,323 total. There is a discrepancy of 4,359.

COVID-19 Crisis: Several young people apprehended in Parañaque City for curfew violations

Are you a resident of Parañaque City struggling with the COVID-19 situation and do you have anything to say about the way local authorities are managing your local community? Previously, the residents of Annex 35 within Better Living Subdivision made the news by complaining about the limited essentials while they were locked down and some of the provided food were spoiled. I wonder if Metropolitan Manila Development Authority (MMDA) chairman Benhur Abalos is aware of the Annex 35 situation.

The other day, the Manila Bulletin published the latest about crime in Parañaque. Nine young individuals were caught by barangay personnel for violating the local curfew in Barangay San Dionisio. How exactly did they violate curfew? Read the excerpt below from the Manila Bulletin news report (which referenced ABS-CBN). Some parts in boldface…

Nine youths were arrested by patrolling barangay watchmen after they were seen playing computer games inside a shop in Paranaque City Sunday night.

According to a report, the youths aged 18 to 22 were arrested at about 11 p.m. in a shop located at 6087 Tramo I, Barangay San Dionisio. They were brought to the barangay hall.

The youths were issued a citation ticket for a fine of P200 each for violating curfew, according to ABS-CBN report.

The city’s Business Permit and Licensing Office, Atty. Melanie Soriano-Malaya, when asked about the incident, said that computer shops were not allowed to operate under the Modified Enhanced Community Quarantine (MECQ).

Malaya said they were waiting for the report for them to verify if the computer shop has a permit to operate.

The above report ended stating that, in case the computer shop has a permit to operate, it may be revoked in relation to violating curfew. Take note, however, that the incident happened on Sunday night during modified enhanced community quarantine (MECQ). By the time you are reading this, general community quarantine (GCQ) is in effect again all over Metro Manila.

COVID-19 Crisis: Las Piñas City inoculation count now over 630,000

Recently, the City Government of Las Piñas announced that over six hundred and thirty thousand people were vaccinated for COVID-19.

To be more specific, the official count as of September 3, 2021, was 636,312 in total inoculation. As for the breakdowns, 397,420 patients were vaccinated with the first dose of the COVID-19 vaccine while 247,567 patients got vaccinated with the second dose.

As before, the numbers of first dose and second dose do not add up to match the declared inoculation total of 636,312. Do the math, 397,420 first dose patients plus 247,567 second dose patients equal 644,987 in all.

Las Piñas City mayor expresses immense gratitude to those who sent messages of condolence

It has been a few weeks since former Las Piñas City mayor Vergel “Nene” Aguilar passed away at age 74. Naturally, people in the city got emotional over his death and at the same time, memories of his legacy of leadership and service came back. Not only did Las Piñas City win awards or got recognized for excellence during his time as mayor from 1995 to 2004 and 2007 to 2016, the Friendship Route was established which changed the dynamics of local traffic flow. The late Aguilar was also one of the first local chief executives in the nation to introduce free basic and secondary education.

This past weekend, incumbent Las Piñas City mayor Imelda Aguilar issued a message of gratitude to all those who expressed their love and condolences for her late husband.

Entrapment operation in Muntinlupa City results arrest of suspect

Better be defensive and careful because there are criminal elements around even during this time of COVID-19 pandemic. This past Monday in Muntinlupa City, someone got arrested for robbery extortion as a result of an entrapment operation according to a news report by the Manila Bulletin.

A woman was arrested by the Muntinlupa police after duping a security guard into paying for a fake property.

The Southern Police District (SPD) identified the suspect as Catherine Gumarang, 40, who was arrested in an entrapment operation by the Muntinlupa police intelligence section in front of SM Center Muntinlupa in Brgy. Tunasan Monday.

Gumarang was arrested after security guard Phil Jun Yu sought the help of the police. According to Muntinlupa police chief Col. Melecio Buslig, Yu paid P50,000 to Gumarang for a house that she allegedly was selling but he discovered that it was already sold to another claimant identified as Merry Love Fernandez.

The suspect called Yu and asked him to pay for the remaining P50,000 balance. Yu went to the police for assistance to arrest Gumarang.

The police recovered P5,000 entrapment money from Gumarang, who was turned over to the Muntinlupa police criminal investigation unit for documentation.

Gumarang was previously arrested along with four others for the same offense in Sta. Mesa, Manila in March, 2018.

The above report ended stating that the Muntinlupa City police will file a complaint of robbery extortion against the suspect.

COVID-19 Crisis: Residents of locked community in Parañaque City complain about limited essentials

In recent times, due to a report that there were individuals living in Annex 35 (a community of about one thousand houses within Better Living Subdivision) had contracted COVID-19, the City Government of Parañaque had the said community locked-down supposedly for fourteen days to prevent the spread of the coronavirus.

This past weekend, GMA Network reported that Annex 35 residents have been complaining about the effects of the granular lockdown.To put things in perspective, posted below is an excerpt from the GMA Network news report. Some parts in boldface…

Residents of a portion of the Better Living Subdivision in Parañaque City have been complaining after they were reportedly placed under a granular lockdown without prior notice, leaving them isolated for 10 days.

According to residents of Annex 35 of the subdivision, they were only made aware of the initial four-day granular lockdown at 8 p.m. on Tuesday. The lockdown was implemented four hours later, and was then extended to 10 days.

“8 p.m. halos sarado na ang establishments. ‘Di ba meron po tayong allowed na time for Metro Manila na open ang ganitong establishment, so ‘di lahat nakapuno ng enough food and water supply,” a resident of the area said in a report on GMA’s “24 Oras Weekend” on Sunday.

(At 8 p.m. almost all establishments were already closed. Don’t we have an allowed time for establishments in Metro Manila to open? Not all residents were able to store enough food and water.)

“Hindi lahat ay okay. Kasi meron kaming community page sa Facebook, ang daming hinaing like water supply, ‘yung food supply namin not enough for 10 days,” the resident added.

(Not all are okay. We have a community page on Facebook and there are a lot of appeals for water supply, our food supply was not enough for 10 days.)

The Department of Social Welfare and Development (DSWD) released food packs, but the residents said this is not enough. The homeowners’ association could not intervene as the granular lockdown was implemented by the local government.

The resident said that there were food packs that were supposed to have been distributed among the residents, but these were spoiled due to the lack of manpower to deliver the goods.

“Sa sobrang dami ng houses dito, kulang sila to deliver ‘yung mga food na naka-ano sa gate namin. ‘Yung iba nasisira na ‘yung food kasi kulang ‘yung tao, isang patrol car lang ang umiikot,” the resident said.

(With the number of houses here, only a few people are distributing the food stored at the gate. Some get spoiled because of the lack of manpower, only one patrol car was making the rounds.)

The resident acknowledged that the lockdowns are for health reasons, but the local government should have given residents ample time to store goods for the lockdown.

“Alam ko po na kailangan mag-ingat, they are after doon sa aming health na hindi kumalat ‘yung virus. Pero po sana binigyan nilang konsiderasyon, binigyan nila yung mga tao at least one day na makapag-plan, one whole day. Hindi ‘yung 8 pm tapos 12 midnight sarado na,” the resident said.

(I know we need to be careful, they are preventing the virus from spreading, but they should have given consideration. They should have given residents at least one day to plan, one whole day. Not announce at 8 p.m. and then close the barriers at midnight.)

GMA News has reached out to the local government of Parañaque, but calls were left unanswered.

COVID-19 Crisis: Over 600,000 vaccinated in Las Piñas City

This past weekend, the City Government of Las Piñas announced that over six hundred thousand people were vaccinated for COVID-19

To be more specific, the official count as of August 26, 2021, was 601,401 in total inoculation. As for the breakdowns, 382,653 patients were vaccinated with the first dose of the COVID-19 vaccine while 227,423 patients got vaccinated with the second dose.

Like in my previous post about the city’s vaccination numbers, there is also a discrepancy in the newest numbers. If you do the math, 382,653 plus 227,423 is equal to 610,076. As of this writing, the City Government has yet to explain why the latest numbers just did not add up accurately.

COVID-19 Crisis: Muntinlupa City Council approves ordinance against illegal COVID-19 vaccine booster shots

Dishonest individuals to be involved in vaccination fraud or those falsifying their information to receive a COVID-19 vaccine “booster” shot in Muntinlupa will now be penalized and face charges following the approval of a local ordinance.

Muntinlupa City Council passed Ordinance No. 2021-262 this past Tuesday penalizing the dishonest and untruthful declaration of any person undergoing vaccination and to prevent fully vaccinated persons from getting additional COVID-19 vaccine shots as boosters.

Under the local ordinance, persons undergoing vaccination who “knowingly and deliberately lie, commit dishonesty or withhold relevant information such as excess in the number of doses presently allowed or taking different doses” shall be penalized. Violators will be meted with P5,000 penalty and imprisonment from six (6) to nine (9) months.

The ordinance against illegal COVID-19 vaccine booster shots is as an amendment to Ordinance 2020-088 or the Anti-Patient’s Dishonesty Ordinance of 2020 which seeks to apprehend individuals withholding relevant information and committing dishonesty on medical forms required by health workers.

Mayor Jaime Fresnedi warns those who will falsify their information in order to get a booster shot that they will be apprehended. The local exec underscored the health risk of getting an additional dose of COVID-19 vaccine more than what is presently allowed by the Department of Health or by mixing the brands of their first and second dose.

To date, DOH does not endorse booster shots of any COVID-19 vaccine because of the lack of studies backing up the efficacy and safety of booster inoculations.

Further, the Metropolitan Manila Development Authority (MMDA) has appealed to the public not to take a third dose, saying that the so-called booster shot is illegal. MMDA chairman Benhur Abalos said those taking booster shots are stripping others of the opportunity to get even one dose of the government-acquired and donated jabs considering the low supply.

As of August 23, 442,586 vaccines have been administered in Muntinlupa. At least 293,909 individuals have received their first dose, of which 7,160 were inoculated in vaccination sites of Muntinlupa private companies, translating to 76.2% of the target population. While there are 153,036 fully vaccinated individuals, or those who received their required doses, translating to 39.7% of the target.

The target population to be vaccinated in Muntinlupa is 385,725 individuals or 70% of 551,036 Muntinlupa’s estimated population for 2020.

Muntinlupa City has 18,586 confirmed cases with 15,860 recoveries, 2,299 active cases, 427 reported deaths, 4 suspect cases, and 3,028 probable cases as of August 24.

Former Las Piñas City Mayor Vergel “Nene” Aguilar (1947-2021)

Last week, August 20, 2021 became a sorrowful day as former Las Piñas City Mayor Vergel “Nene” Aguilar passed away which the City Government of Las Piñas confirmed. He was 74-years-old and left a legacy of public service having served as the head of the local government unit (LGU) for a grand total of eighteen years (1995-2004 and 2007-2016). His wife Imelda is the incumbent Mayor and their daughter April Aguilar-Nery is the incumbent Vice Mayor.

It is with profound sorrow that our family announces the passing of my husband and our patriarch, former Mayor Vergel “Nene” Aguilar.

At the age of 74, Nene joined our beloved Creator today, August 20, 2021, at 4:12 am, succumbing to a heart ailment after being confined at St. Luke’s Medical Center – Global City.

Nene, it pains all of us that you are no longer with us, but we know that you have accomplished your mission in this world, not only to your family and loved ones, but to the hundreds of families you have served and supported throughout your years in service.

As the current Mayor of Las Piñas, the legacy and selfless public service you have rendered as mayor for 18 years to the people of Las Piñas will serve as my inspiration. Your years as the local chief executive have led to the unprecedented growth of our city. We will miss you very much.

We invite our loved ones, friends, and all of the people of Las Piñas to remember him and celebrate his life and the love and joy he has imparted to all of us.

For the newcomers reading this, former Mayor Vergel “Nene” Aguilar led the LGU for almost twenty years. According to local history, he first became mayor at a time when Las Piñas was still a municipality. Las Piñas formally became a city on March 26, 1997 and that was within Aguilar’s first term. Under his leadership, socio-economic development followed and the new city got recognized. There is no denying that Las Piñas became progressive and continues to progress and has emerged as one of the most notable cities of South Metro Manila.

In an article published by Philippine News Agency (PNA), Presidential Communications Operations Office (PCOO) Secretary Martin Andanar paid tribute to former Mayor Aguilar and expressed his sorrow. Posted below is an excerpt…

In a press statement, Andanar said it pains him to lose Aguilar who had been a father figure to him.

“It’s with great sorrow, sadness, and pain that I grieve the loss of a father figure like former Las Piñas Mayor Vergel “Nene” Aguilar who passed away today, August 20, 2021, due to a heart ailment,” said Andanar.

Aguilar’s passing was announced by his wife, incumbent Mayor Imelda Aguilar, through a statement posted on the official Facebook page of City of Las Piñas.

Aguilar, 74, passed away on Friday morning at St. Luke’s Medical Center at Bonifacio Global City in Taguig.

Andanar remembered Aguilar, whom he fondly called “Papa Nene,” for the latter’s “unselfish public service, commitment, and dedication to lead and generate great changes” in Las Piñas City.

He also hailed Aguilar for giving “unparalleled” progress to Las Piñas City and its people.

“You have touched the lives of so many people, but your silent demeanor was a gushing river of wisdom and affection that brought happiness and, most of all, love to our small family,” Andanar said. “Papa Nene, you may have left us in this world and have joined our Creator, but the memories and teachings you have shared with us all will be remembered perpetually.”

He left behind four daughters — Las Piñas Vice Mayor April Aguilar-Nery, Dr. Aivee Aguilar-Teo, Alelee Aguilar-Andanar, and Anne Aguilar.

He was also Senator Cynthia Villar’s brother.

He was a property developer before entering public service in 1992. He then served as mayor of Las Piñas City for six terms, first from 1995 to 2004, and from 2007 to 2016.

His father Dr. Filemon Aguilar, was also a former Las Piñas mayor.

During his term, Las Piñas was recognized as one of the best-managed cities in the country, according to the city’s official website.

National and international awards, including the United Nations Award for Environmental Protection, were handed out to the city under his term.
