COVID-19 Crisis: DTI keeps pushing on for businesses to be open on all alert levels

The road to full economic recovery during this COVID-19 pandemic remains rough and bumpy as the national and local authorities continue to struggle between health and economics. The last enhanced community quarantine (ECQ) and modified enhanced community quarantine (MECQ) in Metro Manila were very damaging to the economy as a whole. Fortunately for the businesses and the employees, the Department of Trade and Industry (DTI) continues to push hard for economic recovery as a new proposal was made to allow all businesses to remain open at all alert levels with varying limits on capacity according to a recent Philippine News Agency (PNA) report.

From September 16 to September 30, 2021, Metro Manila was placed under Alert Level 4 of the new system of quarantine (which includes granular lockdowns) and during this particular period, businesses were literally given some breathing room as personal care service joints and restaurants were allowed accommodate vaccinated customers to spend time inside their respective locations but with specific limits on in-door capacity. DTI is pushing for something better economically.

The Department of Trade and Industry (DTI) is proposing to allow all businesses to remain open at all alert levels but varying operating capacities.

“The idea is business activities, economic activities should continue at all alert levels and you just change the operating capacity. So at least there is still (business) continuity,” DTI Secretary Ramon Lopez said in an interview with ABS CBN News Channel (ANC) Thursday.

He added that operating capacity should be reduced when an area reached Alert Level 4.

Under Alert Level 4, indoor dine-in and personal care services are allowed at 10 percent capacity for fully vaccinated customers only, while outdoor dine-in and personal care services can operate up to 30 percent operating capacity.

“So there’s containment, there are a bit of more restrictions, but at least you allow the business activities to continue,” Lopez added.

The trade chief is also hopeful that the alert level system in Metro Manila will ease to Alert Level 3 starting Friday.

Lopez said some 76,000 to 80,000 businesses did not operate even under the alert level system since the current protocol does not allow some sectors to operate.

Moreover, he said DTI is pushing for the inclusion of gym operations in Alert Level 4 considering that fitness clubs and centers are essential businesses.

“We’ve been arguing that exercise is really one vital activity to increase their immunity level. In fact, they allowed outdoor exercise at all levels. We were just saying, for indoors, we just manage it,” Lopez said.

Lopez said the DTI stands ready to assist enterprises as the agency continues to offer financing packages to businesses affected by the pandemic.

COC filing for May 2022 elections begins today

The filing of certificates of candidacy (COCs) at the Commission on Elections (COMELEC) for the May 2022 national and local elections has officially begun today according to a Manila Bulletin news report. That means that within the following days, we will see pre-election buzz pop up on social media as potential candidates file their COCs and appear in front of photographers and their respective supporters. Things will be a bit different this time around due to the ongoing COVID-19 pandemic and already it has been reported that all COC filers must present negative RT-PCR test or antigen test results and there will be limitations on the number of companions allowed per filer.

Potential candidates in the May 2022 polls will start filing their Certificates of Candidacy (COCs) Friday, Oct. 1.

Those running for national positions such as for President, Vice President, Senator and Party-List will file their COCs and their Certificates of Nomination and Acceptance of Nomination at the Garden tent of Sofitel Hotel in Pasay City.

For other elective positions: Members of the House of Representatives for legislative districts in the National Capital Region (NCR) at the Office of the Regional Director, NCR; for Members of the House of Representatives for legislative districts in provinces at the Office of the Provincial Election Supervisor concerned; for Members of the House of Representatives for legislative districts in cities outside the NCR, which comprise one or more legislative districts at the Office of the City Election Officer concerned designated for the purpose by the Regional Election Director.

For Member, Sangguniang Panlalawigan at the Office of the Provincial Election Supervisor; for Mayor, Vice-Mayor in cities with more than one Election Officer at the Office of the City Election Officer concerned designated for the purpose by the Regional Election Director.

With the continued threat of the coronavirus disease (COVID-19) pandemic, the poll body is limiting the number of companions of filers as part of their health and safety measures.

“Candidates from President to Senator we allow a maximum of three companions,” Comelec Chairman Sheriff Abas said in a television interview Wednesday, Sept. 29.

He said Party-Lists can only have one companion.

“We will traffic the flow of candidates one at a time. It will be on a first come, first serve basis,” said Abas.

For his part, Comelec Spokesman James Jimenez said they want the COC filing activities to be sober that’s why they opted to transfer the COC filing for national posts at Sofitel.

“One of the main things of the filing of COCs this year is that we really went to great extent to make sure that the filing would be sober,” he said.

“We located it there to provide better security for our filers and prevent crowds from forming outside the filing area,” added Jimenez.

COVID-19 Crisis: Total inoculation count in Las Piñas City approaching 800,000

This past weekend, the City Government of Las Piñas announced that its overall inoculation count is approaching the eight hundred thousand. To be precise, the official grand total was at 787,768 as of September 25, 2021. The total number of patients who got vaccinated with the 1^st dose was at 422,300 while the number of patients who got vaccinated with the 2^nd dose was at 374,260.

For transparency, posted below is the official image of statistics released by the City Government through social media.

As before, the numbers just don’t add up. 422,300 1^st dose count plus 374,260 2^nd dose count equals 796,560. That’s a difference of 8,792 more than the official grand total.

A few months ago, Las Piñas City Mayor Imelda Aguilar was honored by the Regional Peace and Order Council-National Capital Region (RPOC-NCR) in recognition of her administration’s perseverance and ensuring order and safety in the city during this COVID-19 pandemic.

Very recently, Mayor Aguilar received another honor this time by Department of Labor and Employment-National Capital Region (DOLE-NCR) according to a news report by the Manila Bulletin.

Las Pinas City Mayor Imelda Aguilar was was recognized by the Department of Labor and Employment-National Capital Region (DOLE-NCR) for her leadership and humanitarian interventions to address the health and economic crisis caused by the COVID-19 pandemic.

Atty. Sarah Mirasol, Regional Director of the DOLE-NCR, recognized Aguilar’s contribution to the global response of leaving no-one behind and extending the LGU’s arms to DOLE-NCR personnel in its COVID-19 vaccination roll- out.

COVID-19 Crisis: Wearing of face shields outdoors is no longer required

It is all over the news right now…the wearing of face shields outdoors is no longer required as President Rodrigo Duterte stated recently.

Filipinos are no longer required to wear face shields outdoors, President Rodrigo Duterte announced on Wednesday.

Duterte made the pronouncement, as he approved the recommendation of the Technical Advisory Group (TAG) to limit the use of face shields to the so-called “3Cs,” which refers to “closed and crowded” spaces, and activities that “promote close contact.”

“I was informed of the recommendation from the Technical Advisory Group and medical groups that the use of face shields, on top of face mask, may be limited to high-risk activities under the three Cs – closed, crowded pati (and) close contact,” Duterte said in his prerecorded Talk to the People.

Duterte also ordered that the implementation and guidelines on the latest policy on use of face shield be done “immediately.”

“Puwede na tanggalin sa labas (You no longer need to use that outside). No more face shields outside. Ang limitasyon, ang face shield gamitin mo [sa] three ‘Cs’ (The limitation is use face shield in three ‘Cs’),” he said. “Iyang tatlo na iyan, face shield is a must pa rin. Iyan ang recommendation (Face shield is still a must in three [‘Cs]. That’s the recommendation).”

On September 10, Duterte told the public that while wearing a face shield could not provide “complete” protection,” it could still control the transmission of the coronavirus disease 2019 (Covid-19) in the country.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) on Dec. 14, 2020 issued Resolution 88, mandating all persons to wear full-coverage face shields on top of face masks in all public spaces to reduce Covid-19 transmission.

However, Duterte in June this year ordered the public to wear face shields only in hospitals.

Duterte later decided to keep the IATF-EID’s policy on the mandatory use of face shields in public spaces, given the presence of the more infectious Delta coronavirus variant.

COVID-19 Crisis: 24/7 COVID-19 hotline numbers now serving Las Piñas City residents

Through the Manila Bulletin, the City Government of Las Piñas announced that it has officially launched a COVID-19 hotline system composed of five numbers (one landline number and four mobile numbers) to serve residents in the campaign against the spread of the coronavirus and its variants on a schedule of 24 hours per day and seven days per week.

The Las Pinas City government announced that 24/7 COVID-19 hotline numbers are now open to serve residents and help fight the spread of the coronavirus disease.

Mayor Imelda Aguilar said residents who exhibit the symptoms of the virus can call the COVID-19 hotline number for a free phone consultation.

Aguilar said residents who want to be brought to isolation facilities or hospitals can also call the hotline numbers and they will be picked up by the ambulance.

Aguilar said the city government is also planning to add more hotline numbers to better serve city residents.

COVID-19 Crisis: Over 41 million people in the Philippines vaccinated as of September 18, 2021

Recently the Philippine News Agency (PNA) reported that more than 41 million people all over the Philippines got vaccinated for COVID-19. To be precise, the official count is 41,247,552 nationwide as of September 18, 2021. Take note that the 41 million figure was referred to as doses of vaccines in the PNA report even though the article’s title refers to Filipinos who got vaccinated.

The Philippines has administered 41,247,552 doses of coronavirus disease 2019 (Covid-19) vaccines nationwide as of Sept. 18, the National Task Force Against Covid-19 (NTF) reported on Sunday.

Based on the National Covid-19 vaccination dashboard data, there are 22,771,602 Filipinos who have received the first dose while 18,475,950 are now fully protected against the dreaded disease.

The average daily doses administered in the last seven days stood at 374,612 doses.

The Philippines’ jabs stockpile has 59,359,810 doses, with an additional 3 million of Sinovac and 2,020,590 Pfizer vaccines to be delivered on Sunday night.

In the coming weeks, the Philippines will also receive 12 million doses of government-procured Sinovac, 10 million doses of Pfizer-BioNTech through the COVAX Facility, 5 million doses of government-purchased Pfizer, 4 million doses of government and private sector-procured Moderna, 1 million doses of Sputnik Light, 1 million doses of the private sector and LGU-procured AstraZeneca, and 1 million doses donated by a partner country.

COVID-19 Crisis: Almost 65 million doses of vaccines received by the Philippines so far

The chances of the Philippines achieving herd immunity before the end of this year look somewhat better as the nation received so far almost 65 million doses of COVID-19 vaccines including almost 10 million in a single week recently according to a news report by the Philippine News Agency (PNA).

The country has so far received a total of 64,942,000 vaccine doses, including the 9,586,270 doses from Sept. 13 to 19 — the highest weekly delivery since the life-saving shots from various manufacturers started arriving in February.

In a news release issued by the National Task Force Against Covid-19 on Monday night, it said of these shipments, 6,171,590 million doses arrived over the weekend. A total of 561,600 Pfizer doses donated by the US through COVAX Facility arrived Monday evening.

The national government continues to build up the Covid-19 vaccine inventory with the steady arrival of larger shipments of government-procured and donated vaccine supplies.

“We are very happy with the developments in our vaccine acquisition efforts especially with the recent deliveries,“ National Task Force Against Covid-19 chief implementer and vaccine czar Secretary Carlito Galvez Jr. said.

“This is a testament of our collective effort — from the national government, the local government units, the private sector, and the global community — in securing much-needed doses for our people,” Galvez added.

Of the more than 9.58 million doses delivered last week, 6.65 million combined doses of Sinovac, Pfizer, Moderna and Sputnik V vaccines were procured by the national government, 909,400 doses of AstraZeneca and Moderna vaccines were purchased by the private sector and local government units (LGUs), and 2.02 million doses were donations through the COVAX Facility.

“We are now beginning to reap the benefits of having a forward-looking and sustainable plan in our vaccine procurement. We will continue to negotiate and hopefully sustain this bulk allocation and delivery schedule in the coming weeks,” Galvez said.

He earlier announced that more than 34 million doses are expected to be delivered this month from various sources and manufacturers. Of this number, 13,041,410 doses have been delivered.

Sustaining bulk deliveries

Vaccine manufacturers and the national government are in talks to scale up the country’s monthly allocation beginning this month, Galvez bared.

Despite most of the supply contracts indicating that the volume of the Philippines’ orders will be shipped in the fourth quarter, the NTF continued to engage with the manufacturers as part of its aggressive efforts to secure additional vaccine doses.

“We are grateful to our embassies and our consular offices around the globe for their hard work and determination to help our country access and secure the 30 million doses that we need monthly,” he said.

As of Sept. 19, a total of 41,414,015 jabs have been administered nationwide. Fully protected persons are now at 18,560,409 or 24.06 percent of the country’s 77 million target population.

More than 22.85 million vaccine doses have been administered as the first shot.

In the National Capital Region, 84.47 percent of its target population have received at least one dose, while 66.3 percent have been fully inoculated.

270 people apprehended in Parañaque City for online sabong

Parañaque City police apprehended on Saturday 270 individuals for playing online “sabong” (cockfight) and for failure to observe social distancing.

Prior to the suspects’ arrest, the police received information about mass gatherings inside the Roligon Mega Cockpit Arena on Quirino Avenue in Paranaque City, according to city police chief Col. Maximo Sebastian.

Sebastian said cops in the nearby police sub-station were immediately dispatched and found the 270 gamblers playing online sabong.

He said the suspects were immediately rounded up and given citation tickets for violation of the health protocols under the new quarantine alert system.

The city police chief said those who will be caught for the first offense will be fined P1,000, P3,000 second for the second offense, and P5,000 for the third offense.

Sebastian also said the management of the arena failed to show a permit to operate online sabong.

He said the owner of the arena claimed they have a permit from PAGCOR and that their online sabong was just a dry run.

The above report ended stating that according to the police, any form of gambling is illegal under the new alert level.

COVID-19 Crisis: Online vaccine registration for minors in Muntinlupa City ongoing

Recently the City Government of Muntinlupa officially launched the online registration process for local minors (aged 12 to 17) for the free COVID-19 vaccines according to a Manila Bulletin news report. Muntinlupa was one of the six local government units (LGUs) of Metro Manila to engage with such a process. These recent developments are all part of a collective effort to achieve herd immunity.

The Muntinlupa City government on Tuesday launched the online vaccination registration for 12 to 17 years old in the city.

This after the country’s Food and Drug Administration (FDA) approved the use of the Pfizer-BioNTech and Moderna vaccines for 12 years old and above.

Mayor Jaime Fresnedi urged parents and guardians to register their children for the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) as protection from the adverse effects of the coronavirus disease (COVID-19).

He said the registration is intended to create a database of the adolescents’ group eligible for COVID-19 vaccines in preparation for the final guidelines from the Department of Health (DOH).

Muntinlupa residents aged 12 to 17 may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”

As of Sept. 8, the Muntinlupa City government has administered a total of 507,964 vaccines, according to MunCoVac.

A total of 192,360 individuals are now fully vaccinated in Muntinlupa, or 49.9 percent of the target population of 385,725, while 319,963 individuals got their first dose, or 83 percent of the total target.
