NBI agents apprehend investment scam suspect in ParaƱaque City

Are you a victim of an investment scam? Recently in the City of ParaƱaque, agents of the National Bureau of Investigation (NBI) arrested an investment scam suspect who allegedly deceived someone into investing over one million Pesos into a poultry business that failed to materialize, the Manila Bulletin reported.

A man who allegedly duped a person to invest P1.5 million in a poultry business that did not materialize has been arrested by the National Bureau of Investigation (NBI) in Paranaque City.

In a statement, the NBI identified the suspect as John D. Bombita who was arrested last July 4 by agents of the NBIā€™s Bulacan District Office (NBI-BULDO) at a coffee shop. Seized from Bombita was the P200,000 entrapment money he received from his victim.

ā€œSubject Bombita was presented for inquest proceedings before the Department of Justice (DOJ) for estafa under the Revised Penal Code,ā€ the NBI said

It said the complainant met Bombita in March 2020 when an offer was made to invest P1.5 million in a poultry farm to be set up in Talugtug, Nueva Ecija. The suspect introduced to the complainant Ramil Bautista, the alleged project manager.

The complainant, the NBI said, was assured that the poultry business would be operational in six months after the payment of P1.5 million to Bombita. The complainant paid the full amount in tranches, it said.

ā€œSeven months later, Subject Bombita called an emergency meeting with the investors and introduced a certain Ulysses F. Barcial as the new person in charge of the project because Ramil Bautista took away the money intended for the Poultry project and assured the investors that the Poultry project will move forward. On May 22, 2021, a ground breaking ceremony was conducted to show that the construction of the poultry will still push through,ā€ the NBI said.

ā€œSometime in April 2022, Subject Bombita called the complainant and asked for P100,000 for the payment of building permit of the three (3) Poultry Vent Tunnel. The complainant told the subjects that he can only pay P50,000. After a month, the complainant was informed that the payment for the building permit was increased to P200,000. The complainant was threatened that if he failed to pay the said amount his investment of P1.5 million will be forfeited,ā€ it said.

The wave of crime involving Chinese nationals in Metro Manila just would not ease. Thanks to the efforts of the police force of ParaƱaque, however, a Chinese national was arrested for acts of kidnapping, robbery and extortion, according the a recent Manila Bulletin news report.

A Chinese national who allegedly kidnapped his fellow citizen and demanded P1,050,000 for the victimā€™s release was arrested during a follow-up operation conducted by members of the Investigation and Detective and Management Unit (IDMU) of the ParaƱaque City Police on Friday, July 1.

Col. Maximo Sebastian, city police chief, identified the suspect as Liu Jinkai, 29.

Sebastian said the suspect was nabbed on Macapagal Avenue in Pasay City and is now detained at the ParaƱaque City Police custodial facility. He was charged with kidnapping and robbery-extortion.

The city police chief said that one Fe Melana, 25, appeared at IDMU and reported that she received a telephone call on Wednesday (June 28) from her live-in partner, victim Ji Ming, asking for her help as he was kidnapped at a casino.

Melena told police that Ji Ming informed her that the suspects were demanding P1,050,000 for his release.

She claimed that the suspects instructed her to meet them at Bonifacio Global City, but later told her to proceed to the casino and bring the ransom money.

The above report ended stating that the place of meeting was changed to a Dampa restaurant along Macapagal Avenue. The arrest eventually happened there.

Recently in the City of ParaƱaque, a male drug suspect got killed during an encounter with law enforcers in Barangay Don Galo where a buy-bust operation was held, according to an article by the Philippine News Agency (PNA). In relation to this, the estimated value of illegal drugs is worth over P60 million.

An alleged drug dealer was killed in a buy-bust operation that yielded 9 kg. of suspected shabu with an estimated street value of PHP61 million, in ParaƱaque City on Tuesday night.

Philippine National Police (PNP) Officer in Charge, Lt. Gen. Vicente Danao Jr., said the operation resulted in the death of Joe Marie Ordiales, alias ā€œRogerā€, one of the two suspects targeted by the operation that was conducted at about 9:30 p.m. in Barangay (Don Galo).

The other suspect, identified as Arturo Santos Jr., alias ā€œPugoā€, eluded arrest.

ā€œActually, itong case na ito ay result ng follow-up operation. Kung maalala niyo yung operation doon sa may Mindanao Avenue sa Quezon City last March 2022 wherein in coordination with the QCPD (Quezon City Police District), our PNP Drug Enforcement Group (PDEG) was able to confiscate and apprehend more or less 57 kilos (Actually, this case is the result of a follow-up operation. If you remember the operation along Mindanao Avenue in Quezon City last March 2022 where, in coordination with the QCPD, our PDEG were able to confiscate more or less 57 kg.),ā€ Danao said in an interview with reporters live-streamed on Facebook.

Meanwhile, PDEG Director, Brig. Gen. Randy Peralta, said they carried out the buy-bust operation after one of their men was able to negotiate for the purchase of a large quantity of shabu from the suspects.

“The suspects are well-known distributors of illegal drugs and connected to the MIK siblings and GIB group. Their modus is discreetly concealing illegal drugs on humidifiers, air fryers, and other appliances,” Peralta said.

The suspects traded shots with the PDEG operatives when the buy-bust was announced.

Thanks to the police, their research and some external assistance, two foreigners were apprehended in Barangay Marcelo, ParaƱaque City for robbing another foreigner, according to a Manila Bulletin news report.

Two Indian nationals who robbed a fellow Indian were arrested during a police operation on Tuesday, June 7.

Southern Police District (SPD) Director Brig. Gen. Jimili Macaraeg identified the suspects as Manpreet Singh, 22, alias Ricky; and Mandeep Singh, 33, alias Jimmy.

Macaraeg said the suspects were arrested at around 2:00 a.m. along Alliage Drive, SAVVY 25, Barangay Marcelo, ParaƱaque City.

The SPD director said the victim, identified as Sukchain Singh, 32, was robbed by the suspects of more than P20,000 on June 5.

Macaraeg said the victim reportedly resisted and was shot by one of the suspects, hitting him at the lower back of his body.

The victim told the police that after the incident, the suspects immediately fled on board a motorcycle going.

During a follow-up investigation by the Las Pinas police, the suspects were captured by CCTV along Guyabano Street and Marcos Alvarez Avenue boarded a taxi with plate number UWN786 upon reaching Las Pinas Medical Center.

The above report ended stating that a few witnesses provided information that helped the police arrest the suspects.

In coordination with the police of Pasig City, police officers of ParaƱaque apprehended three alleged members of a robbery-and-kidnap group as a result of a follow-up operation that happened recently, according to a Manila Bulletin news report. The operation was conducted in Pasig City where the suspectsā€™ car was spotted. The gang previously robbed a store in Barangay San Antonio in ParaƱaque.

Three alleged members of a notorious robbery and kidnap group were arrested by ParaƱaque City police during a follow-up operation in Pasig City on Tuesday, May 31.

Police identified the suspects as Vez Nathaniel Sunga, 34; Gerald Daroy, 27; and Eduardo lgnacio, 49, tricycle driver, all residents of Tondo, Manila.

Col. Maximo Sebastian, ParaƱaque City police chief, said the suspects, who were presented to Southern Police District (SPD) director Brig. Gen. Jimili Macaraeg, were arrested at around 12:55 p.m. at Molave Compound in Barangay Pinagbuhatan, Pasig City.

Sebastian reported that the suspects were responsible for the series of robbery incidents in convenience stores in Muntinlupa, Las PiƱas City, and Calabarzon area.

The latest victim of the group was a store at Meliton Espiritu Compound in Barangay San Antonio, ParaƱaque City.

Based on the report of Sebastian, the suspects destroyed the roll-up door and padlock of the store using a bolt cutter.

Once inside, the suspects took away one DVR of the CCTV, server of the computer, CPU of a computer, and P60,300 cash which they scooped from the Touch Pay machine.

Police said a witness claimed that the suspects used a Nissan Serena with plate number XFH-251 as their getaway vehicle.

Probers later found out that the vehicle was registered under the name of a school on Honorio Lopez Boulevard in Balut, Tondo, Manila.

During a follow-up operation, ParaƱaque cops spotted the car in Pasig City and arrested the suspects after coordinating with the local police.

Police found inside the Nissan Serena three different plate numbers, one big bolt cutter, one pointed steel flat bas, duct tapes, six assorted keys, and other tools.

This past weekend in the City of ParaƱaque, law enforcers raided a drug den and arrested six suspects, according to a Manila Bulletin news report. The same report stated that hundreds of thousands of pesos worth of illegal drugs were confiscated. Take note that in early May, the cityā€™s mayor declared almost all of the barangays were drug-free.

Members of the Southern Police District (SPD) Drug Enforcement Unit raided a drug den in ParaƱaque City that led to the arrest of six suspects and confiscation of P408,000 worth of shabu on Sunday, May 22.

SPD Director Brig. Gen. Jimili Macaraeg said the drug den maintainer was identified as Kaliman Midtimbang,31, who was tagged by the police as a high value individual (HVI). He was arrested together with five other suspects: Datupuwa Kanapia Datumantang, 32, also an HVI; Frederick Bautista, 23; Alfredo Cinco Montilla, 67; Sarah Jane Lumabao, 27; and Nadeen Junio Pedragoa, 25, all tagged as street level individuals (SLI).

Macaraeg said the suspects were arrested around 9:20 p.m. inside the drug den located along Ninoy Aquino Avenue, Barangay San Dionisio, ParaƱaque City.

He said members of the SPD-DEU first conducted a buy-bust operation against Midtimbang and the team immediately raided the drug den after a poseur buyer was able to buy shabu from the suspect.

The SPD chief said the raiding team also found Datumantang distributing plastic sachets of shabu to other suspects to be sold to prospective buyers.

Macaraeg said the SPD-DEU team was able to confiscate from the suspects 16 sachets containing about 60 grams of shabu worth P408,000, and the P500 buy-bust money.

He said the arrested suspects were brought to the SPD custodial facility and were charged in violation of Section 5, 6 and 11 under Art II of RA 9165.

The confiscated shabu was brought to the SPD Forecsic Laboratory for chemical analysis.

Recently in the City of ParaƱaque, two foreign nationals ā€“ one Chinese and one Malaysian ā€“ were apprehended by the local police at the Okada Resorts & Casino as a gun inside a bag was found by x-ray, according to a report by GMA Network. An escape attempt by the suspects also happened.

Two foreign nationals were arrested after a pistol was found in their bag while passing through an x-ray machine at a hotel entrance in ParaƱaque City on May 10, according to the National Capital Region Police Office (NCRPO).

Suspects Andrew Too Teck Wee, 34, a Malaysian and resident of Sta. Cruz, Laguna, and Zheng Yi, 29, a Chinese from Makati City, were nabbed by ParaƱaque Police around 10:53 p.m. at the VIP lobby entrance of Okada Resorts and Casino.

Based on a police report, the security x-ray operators saw a gun inside one of the bags allegedly owned by Yi through the monitor.

The security personnel then called for police assistance from the Tambo Sub-Station 2.

Wee and Yi also tried to escape but they were cornered by security personnel and were brought to the hotel’s office for investigation.

During the interrogation, the suspects failed to show the necessary documents authorizing them to carry a .40 pistol loaded with live ammunition.

Seized from the suspects were one Taurus caliber .40 pistol model PT 24/7 Pro with serial number SCP38509 and five pieces caliber .40 live ammunition.

Four drug pushers identified as high value individual (HVI) and street level individuals (SLI) were arrested during a buy-bust operation conducted by members of the Southern Police District (SPD)- Drug Enforcement Unit (DEU) on Wednesday, May 4.

SPD Director Brig. Gen. Jimili Macaraeg identified the suspects as Nor Fajad Mulod Utto, 21, listed as HVI; Edmund Agduma, 32; Jerome Villaneda Callo, 32; and Anthony Deto, 37; listed as SLI, all residents of ParaƱaque City.

Macaraeg said the suspects were arrested at about 11:30 p.m. along Silverios Compound, Barangay San Isidro by members of the SPD-DEU in coordination with members of the ParaƱaque City police Sub-Station 4.

He said the operating teams were able to confiscate from the suspects 30.7 grams of shabu worth P208,760 and one .45 caliber pistol loaded with seven live ammunition.

The SPD chief said the confiscated shabu was brought to the SPD Forensic Unit for chemical analysis and the firearm for ballistic examination.

Recently in the City of ParaƱaque, four Chinese nationals were successfully rescued by the local police and the people who previously detailed them were arrested, according to a Manila Bulletin news report.

Four Chinese nationals, who were detained by their two fellow citizens and an (Indonesian) in a Philippine Offshore Gaming Operation (POGO) office, were rescued by police operatives in ParaƱaque City on Thursday, April 28.

Brig. Gen. Jimili Macaraeg, Southern Police District (SPD) director, identified the rescued victims as Zhang Dedi, 26; Mo Jun Feng, 33; Chen Shi Ying, 25; and Huang Zhi Ping, 32.

Macaraeg said the suspects ā€” Henry Saputra, 33, an Indonesian; Jacky Chen, 25, and Luo Bo, 26, female, both Chinese nationals ā€” were arrested during the operation.

He said police investigators are still checking the real identities of the suspects as they believe that they are only using fictitious names.

The SPD chief said the victims were rescued at about 11:30 p.m. inside the First Great Palace Technologies at Pascor Drive, Barangay Santo NiƱo, ParaƱaque City.

Macaraeg said members of the ParaƱaque City Police launched the rescue operation after the live-in partner of Dedi, Yellah Monares, asked for police assistance and reported that the victim had been missing since March 31, this year.

Monares also told police that Dedi was able to call her, informing her that he was detained at a POGO office and forced to work without salary.

ā€œDespite our warning, foreign nationals continue to get involved in unlawful detention incidents. It is high time that we strengthen collaboration with our foreign agency counterparts and intensify our intelligence gathering to diminish these scheming plans and address kidnapping/illegal detention incidents and other forms of lawlessness, particularly victimizing their compatriots,ā€ Macaraeg said.

ParaƱaque City mayoral candidate Jun Zaide emphasizes barangay power

In ParaƱaque City, voters will decide on May 9 who their next mayor will be to serve them for the period of mid-2022 to mid-2025. Recently, mayoral candidate and Barangay Baclaran captain Jun Zaide (for his social media, click here) was featured by the Manila Times and he confirmed that once he is in the Mayorā€™s Office, he would harness barangay power which means having the cityā€™s sixteen barangays work in tandem to meet the needs of members of local communities while making ParaƱaque even better. Zaide has been leading the barangay of Baclaran since 2018 and his election campaign has been aggressive, transparent (at least on social media) and tireless.

To put things in perspective, posted below is the excerpt from the Manila Times article. Some parts in boldfaceā€¦

JULIUS Anthony “Jun” Zaide believes that if the 16 barangay (villages) of ParaƱaque City link up and work together, they could be a force that would be more effective in responding to community issues like the coronavirus pandemic.

Zaide, chairman of Barangay Baclaran in Paranaque’s first district, plans to harness “barangay power” if he is elected mayor on May 9.

Speaking during The Manila Times roundtable Friday at the Barangay Baclaran hall, Zaide said he would “make ParaƱaque even better” by strengthening cooperation between village officials.

He stressed that there must be an equal distribution of opportunities, basic necessities and beneficiary services in order to trigger hope and determination among ParaƱaque constituents who were affected by the pandemic.

“Ang tao hindi makikinig kapag hindi ka nagsusumikap. Pakitaan mo ng aksyon at determinasyon, susunod ‘yan. Sa Baclaran ay nagawa namin. Kaya naming gawin din ‘yan sa ParaƱaque (The people will not listen if you do not work hard. Show them action and determination. In Baclaran we did it. We can do the same in ParaƱaque),” he said.

Zaide plans to replicate his program as barangay chairman, the “Talakayan sa kalye” or dialog in the streets, in other villages, which institutionalizes regular consultations between village officials and their constituents.

He said his advocacy has always been to bring the government closer to the people and develop synergy.

Zaide said he was inspired by the dynamic leadership of the mayors of Pasig, Makati, San Juan and Manila, and wanted to adopt their style of leadership in ParaƱaque.

He said he was confident that as mayor, he could improve ParaƱaque’s current standing as the country’s fifth-richest local government unit (LGU).

He said among the programs he wanted to adopt were the employment of persons with disabilities (PWDs) and senior citizens in Manila, the scholarship grants received by Makati City’s students, and the free health care in San Juan City.

Zaide, who is running under Kilusang Bagong Lipunan (KBL) banner, is up against the brother of the incumbent mayor Edwin Olivarez, Rep. Eric Olivarez, who was the principal of Zaide’s alma mater, Olivarez College.

He said it was difficult running against Olivarez, the bet of Partido Demokratiko Pilipino-Laban and the scion of ParaƱaque’s dominant political family, but added that entrenched politicians tend to grow complacent and less responsive to the people’s problems.

He said it was time ParaƱaque had a new, youthful leadership.
