Following the approval of the Food and Drugs and Administration on the vaccination of senior citizens with Sinovac, the City Government of Muntinlupa officially started its roll-out among seniors yesterday.

The Muntinlupa City Health Office announced the roll-out of CoronoVac (Sinovac) among senior citizens starting April 12 in 14 initial vaccine centers in the city.

Vaccination sites in Muntinlupa for A2 members (senior citizens) include Tunasan Elementary School (ES), Victoria ES, Muntinlupa National High School – Annex, Muntinlupa National HS Main, Poblacion ES (SV3), Putatan ES, Soldiers Hills ES, Lakeview Integrated School, Bayanan ES Main, Pedro E. Diaz HS, Cupang ES, Cupang Health Center, Buli ES, and Sucat Covered Court. The City Government targets to inoculate at least 44,000 senior citizens in Muntinlupa.

As of April 10, Muntinlupa CHO has received 20,317 COVID-19 vaccines from the national government, of which 20,063 are Sinovac and 254 are AstraZeneca. There are only remaining 13,964 vials, of which 13,921 are Sinovac and 43 are AstraZeneca.

Further, the vaccination of healthcare workers from A1 priority group was completed with 5,123 (100%) medical frontliners who were inoculated, of which 2,145 received Sinovac and 2,978 were vaccinated with AstraZeneca. While 4,189 (77.6%) individuals received the vaccine from A3 priority group (persons with comorbidities), of which 4,100 were given Sinovac and 89 received AstraZeneca.

Recently, Muntinlupa City Mayor Jaime Fresnedi received his first jab of COVID-19 vaccine after President Rodrigo Duterte allowed the inoculation of mayors in “high risk” cities and towns.

Fresnedi, who is also a senior citizen at 70 y/o, has been vaccinated with the first dose of AstraZeneca vaccine together with other healthcare workers and persons with comorbidities from priority groups last April 8.

The local exec urges fellow senior citizens and qualified residents who are members of the priority groups to avail the vaccination services of the government for them to have an added protection against the adverse effects of COVID-19.

He also encouraged the public to pre-register in the city’s COVID-19 vaccination registration through www.vaccine.muntinlupacity.gov.ph/muncovac and to still strictly observe health protocols such as frequent hand-washing, wearing of face masks and face shields, and physical distancing.

Further, Muntinlupa City started distributing the emergency subsidy from the national government to families affected by the enhanced community quarantine in NCR Plus. As of April 12, Muntinlupa City has 8,930 confirmed cases with 6,938 recoveries, 1,757 active cases, 235 reported deaths, 216 suspect cases, and 771 probable cases.

By now, some of you may have learned about the recent news that Muntinlupa City Mayor Jaime Fresnedi got vaccinated for COVID-19. That being said, that particular news should remind all residents of Muntinlupa about something very important…Pre-registration for local citizens to avail of the COVID-19 vaccine is currently ongoing!

All residents of Muntinlupa City who wish to avail of vaccines are encouraged to prepare their own information and then proceed to the official pre-registration form link at https://vaccine.muntinlupacity.gov.ph/muncovac/

The online pre-registration will take a bit of your time as it will require you to not only write down your personal information (including your PhilHealth number, employment information history of COVID-19 infection). You also have to be ready to input information about your personal allergy and medical history.

Afterwards, you will also have to read the key details of the private notice and waiver sections before finally submitting all the accumulated information.

Once these are done, the website will acknowledge completion and you will have to wait a while for the local authorities to send you an email which will have the link for you to click on to verify your registration. In my experience, it took a few days before the local authorities sent me an email.

When you complete the email verification, a QR code generated for you will be shown online (for your private viewing) which you can print in hard copy (a consent form with QR code). You can also do a screen capture of the QR code for your digital reference.

Muntinlupa City Mayor Jaime Fresnedi received his first jab of the COVID-19 vaccine after President Rodrigo Duterte allowed the inoculation of mayors in “high risk” cities and towns.

Fresnedi, who is also a senior citizen at 70-years-old, has been vaccinated with the first dose of AstraZeneca vaccine together with other healthcare workers and persons with comorbidities from priority groups yesterday at Muntinlupa National High School – Tunasan Annex, Brgy. Tunasan.

As of April 7, Muntinlupa City Health Office recorded a total of 5,333 individuals from A1 priority group (healthcare workers) who were inoculated, of which 2,383 received SinoVac and 2,950 inoculated with AstraZeneca. While 1,043 individuals received the vaccine from A3 priority group (persons with comorbidities), of which 977 were given SinoVac and 66 received AstraZeneca.

The local exec urges qualified residents who are members of the priority groups to avail the vaccination services of the government for them to have an added protection against the adverse effects of COVID-19.

He also encouraged the public to pre-register in the city’s COVID-19 vaccination registration through www.vaccine.muntinlupacity.gov.ph/muncovac and to still strictly observe health protocols such as frequent hand-washing, wearing of face masks and face shields, and physical distancing.

Recently, the City Government of Muntinlupa has reduced the composition of its skeletal workforce including its operating hours following a surge of COVID-19 positive cases among staff.

Through Executive Order 13 s. 2021, the manpower reporting in the City Hall premises was reduced and operating hours were limited from 8:00 AM to 3:00 PM. The City Health Office recorded a high attack rate of up to 211 cases per 1.000 population among employees from March 27 to April 2.

The reduction in the work force covers offices in the Main Building, Annex Building, and People’s Center starting April 5, 2021 to give way to intensive disinfection, testing, and quarantine measures.

On April 5, the City Health Office has conducted a mass antigen testing of staff who reported physically for work. The CHO is closely monitoring all positive and probable COVID-19 cases among the workforce and implements strict isolation protocols, including contact tracing.

Further, Muntinlupa City started distributing the emergency subsidy from the national government to families affected by the enhanced community quarantine in NCR Plus. An initial pay-out for 1,322 beneficiaries was conducted at Tiosejo Covered Court, Brgy. Tunasan and Sucat Elementary School, Brgy. Sucat last April 8.

The priority beneficiaries for the financial assistance include SAP beneficiaries, SAP wait-listed, those belonging to vulnerable groups, and low-income individuals, among others. The City Government has distributed the assistance in cash amounting to 1,000 pesos per individual with a maximum amount of 4,000 pesos per family.

As of April 8, Muntinlupa City has 8,483 confirmed cases with 6,724 recoveries, 1,434 active cases, 225 reported deaths, 232 suspect cases, and 632 probable cases.

The City Government of Muntinlupa announced that it is reducing the composition of its skeletal workforce including its operating hours following a surge of COVID-19 positive cases among staff.

Mayor Jaime Fresnedi signed Executive Order 13 s. 2021 ordering the reduction of manpower reporting in the City Hall premises and the local government’s operating hours after recording a high attack rate of up to 211 cases per 1000 population among employees from March 27 to April 2, 2021.

Fresnedi said the reduction in the work force covers offices in the Main Building, Annex Building, and People’s Center took effect yesterday to give way to intensive disinfection, testing, and quarantine measures.

On April 5, the City Health Office conducted a mass antigen testing of staff who reported physically for work. The CHO is set to closely monitor all positive and probable COVID-19 cases among the workforce and implement strict isolation protocols, including contact tracing. He added that the office hours shall be limited from 8:00 AM to 3:00 PM. Daily disinfection of offices and other facilities within the compound shall take place starting at 3:00 PM.

“We ensure our constituents that the local government is enforcing preventive measures to manage and prevent risks against COVID-19 to ensure the safety of our employees and the public who will transact in the City Hall. While we are running business-as-usual, we enjoin the public to take advantage of online platforms in transacting with the local government,” Fresnedi noted.

A satellite work station shall be installed in the City Hall Quadrangle which aim to reduce the impact of COVID-19 transmission in outdoor environments.

Under the local EO, departments and offices are instructed to conduct virtual meetings and avoid person-to-person meetings, especially when it involves more than three individuals. Employees rendering service on a work-from-home set-up that are caught engaged in unofficial acts during work hours shall receive sanctions and other relevant penalties.

As of April 4, Muntinlupa City recorded 7,820 confirmed cases with 6,378 recoveries, 1233 active cases, 209 reported deaths, 206 suspect cases, and 814 probable cases. Recently, the Ospital ng Muntinlupa announced a 136% bed capacity utilization on COVID-19 related cases as of April 4.

Muntinlupa Public Information Officer Tez Navarro said barangays were ordered to reactivate local isolation centers to accommodate asymptomatic cases and residents with mild symptoms to decongest primary health care and quarantine facilities.

Further, Muntinlupa City has started vaccinating members of A3 and A4 priority groups which include persons with comorbidities and frontline personnel in essential sectors, including uniformed personnel starting April 5 in 12 initial vaccination centers.

The City Government of Muntinlupa announced that it has completed vaccinating frontline health workers from primary public and private hospitals providing COVID-19 care and has started preparing the vaccine roll-out for senior citizens.

National Immunization Program Coordinator for COVID-19 in Muntinlupa Dra. Maria Rochelle Abat said the City Health Office recorded 5,657 frontliners from Ospital ng Muntinlupa, Asian Hospital and Medical Center, Medical Center Muntinlupa, and other private hospital who received Sinovac and AstraZeneca vaccines as of March 29, covering 108% of the priority group population.

Further, Abat noted that the inoculation of City Health Workers is ongoing and 269 (37%) local frontliners such as members of barangay health emergency teams and contact tracers have already received their first dose of COVID-19 vaccine.

Muntinlupa City Health Office acting chief Dr. Juancho Bunye said the City Government eyes to complete the vaccination for the remaining A1 sub-priority group of frontliners from stand-alone facilities, clinics and diagnostic centers, dental clinics, and other institutions within the next two weeks, targeting 444 individuals per day, before proceeding to inoculate the senior citizens.

Bunye added that CHO is coordinating with the Office of the Senior Citizen Affairs in preparing the vaccination of more than 45,000 senior citizens in Muntinlupa. He added that 19 public schools, including one private school, were identified as vaccination centers for the roll-out for seniors.

Mayor Jaime Fresnedi urged the senior citizens and other members of the priority groups to avail the vaccination services of the government for them to have an added protection against the adverse effects of COVID-19.

He also encouraged the public to pre-register in the city’s COVID-19 vaccination registration through https://vaccine.muntinlupacity.gov.ph/muncovac and to strictly observe health protocols such as frequent hand-washing, wearing of face masks and face shields, and physical distancing especially during the implementation of ECQ in Metro Manila.

Recently, Ospital ng Muntinlupa announced a 129% bed capacity utilization on COVID-19 related cases.

Muntinlupa Public Information Officer Tez Navarro said barangays were ordered to reactivate local isolation centers to accommodate asymptomatic cases and residents with mild symptoms to decongest primary health care and quarantine facilities.

Navarro added that the City Government through the Department of Disaster Resilience and Management will intensify its citywide cleaning and disinfection activities in a bid to prevent further COVID-19 transmission.

As of March 29, Muntinlupa City has 7,051 confirmed cases with 5,945 recoveries, 908 active cases, 198 reported deaths, 242 suspect cases, and 759 probable cases.

Are you having trouble moving around Metro Manila during this period of ECQ (Enhanced Community Quarantine) that’s supposed to end on April 4, 2021? Were you able to study and use the S-PaSS system?

Be aware that today, additional checkpoints (AKA quarantine control points) have been added in Metro Manila.

Below is an excerpt from yesterday’s article published through Philippine News Agency’s (PNA) website. For clarity, locations of the checkpoints are in bold.

National Capital Region Police (NCRPO) Chief, Maj. Gen. Vicente Danao, Jr., said the checkpoints are implemented at Susana Heights Tollgate; Alabang Tollgate; Filinvest Tollgate; Sucat Tollgate; Bicutan Tollgate; Skyway Entry; Nichols Tollgate; and Balon Bato, Balintawak, Quezon City.

Danao said apart from these control points, about 929 other checkpoints are manned by some 7,876 personnel in highly visible areas but these are “less restrictive”, which means it is mainly for anti-criminality, anti-terrorism, and dragnet operations.

He said under ECQ, police manning checkpoints restrict the movement of persons not allowed outside their homes and facilitate the movement of authorized persons outside of residence (APORs) and essential goods and services.

For those living in the South Metro Manila cities of Muntinlupa, Las Piñas and Parañaque, the tollgates of Susana Heights, Alabang, Filinvest, Sucat and Bicutan should be familiar because all of them are accessed through the Skyway and the South Luzon Expressway (SLEX). I find it weird that the PNA report did not even mention the said highways.

Knowing this, I encourage you all to check the ECQ requirements for travel (note: if you still have your quarantine pass or QP, bring it with you) and study using S-PaSS (note: City Government of Las Piñas encouraged motorists to use it).

The City Government of Muntinlupa added two more communities under localized lockdown, in addition to two areas previously placed under stricter community quarantine, in its latest attempt to prevent further COVID-19 transmissions.

Mayor Jaime Fresnedi signed an executive order declaring a 15-day Extreme Localized Community Quarantine (ELCQ) in St. Anthony St., JPA Subdivision in Brgy. Tunasan and Amparo St. in Brgy. Poblacion starting 06:00 a.m. of March 26 until April 10, 6:00 a.m.

Muntinlupa City Health Office (CHO) acting chief Dr. Juancho Bunyi said the areas have become areas of concern after recording a high attack rate of 32 per 1,000 population and a doubling time of 3 days from March 18-22 for St. Anthony Street, while a high attack rate of 17.14 per 1,000 population and narrow doubling time of 3 days were recorded from March 16-25 in Amparo Street.

He noted that clustering of cases were observed in the communities subjected to the localized lockdown and social distancing and the strict use of face masks are not strictly followed. Further, the City Health Office recorded a high population of senior citizens for both communities.

St. Anthony St., JPA Subdivision in Brgy. Tunasan has 155 residents and 8 active cases while Amparo St. in Brgy. Poblacion has 175 households and 7 active cases as of March 25. CHO is set to conduct a mass testing in the community and will intensify its detection, isolation, and treatment strategies. Contact tracing of close contacts will also be facilitated.

The City Government through the Social Service Department and Barangay will provide additional relief food packs and other basic goods during the effectivity of the ELCQ. PNP Muntinlupa is set to augment roving personnel in nearby areas to ensure the public’s strict compliance to health protocols.

Mayor Jaime Fresnedi asks for the cooperation of the residents from the affected communities and urged them to observe health protocols such as frequent hand-washing, wearing of face masks, and physical distancing.

Previously, the City Government placed Cruzero St., Villa Carolina 1 in Barangay Tunasan and 124 Purok 1 in Barangay Cupang starting March 13 and will end on March 28, 6:00 a.m.

As of March 25, Muntinlupa City has 6,699 confirmed cases with 5,773 recoveries, 735 active cases, 191 reported deaths, 195 suspect cases, and 697 probable cases.

Members of Muntinlupa City PNP and barangay police have apprehended at 203 curfew violators – including 36 were minors – on the first day (March 15, 2021) of the implementation of stricter curfew hours in the city.

Muntinlupa Public Information Officer Tez Navarro said the violators were taken to barangay covered courts where they attended seminars about the unified curfew hours, health protocols, and the local COVID-19 situation.

According to PNP Muntinlupa, 22 individuals were given citation tickets for deliberate non-compliance with minimum health measures such as wearing of face mask and face shield while 36 minors were given warning.

Navarro added that minors who will violate the curfew hours shall lose their scholarship grant from the local government in their second offense while other penalties shall be charged against their parents or guardians.

The City Government joined other Metro Manila cities in implementing unified curfew hours from 10:00 PM – 5:00 AM adopting the Metro Manila Council MMDA Resolution No. 21-03, Series of 2021 starting March 15. Further, Muntinlupa has also enforced a total liquor ban as part of the city’s tighter COVID-19 response efforts in a bid to prevent further transmission of COVID-19.

Business establishments who will violate the liquor ban shall receive suspension of business permit and closure for one (1) week for first offense and revocation of its business permit or license for second and succeeding offenses. For individuals, violators shall be meted with P2,500 penalty for first offense and P5,000 for second and succeeding offenses. The liquor ban and curfew hours in Muntinlupa will remain in effect until April 4.

Mayor Jaime Fresnedi appealed to Muntinlupa residents to strictly follow minimum health measures and not to let their guard down amid rising cases in the city.

“COVID-19 is still here and we should continue observing health protocols such as wearing our face mask and face shield, physical distancing, and washing of hands,” the local exec said.

Two areas of concern in Muntinlupa City were placed under a two-week Extreme Localized Community Quarantine (ELCQ) from March 13 to March 28 after recording high attack rates and active cases in the recent weeks.

The City Health Office has conducted a mass testing in Cruzero St., Villa Carolina 1 in Barangay Tunasan and 124 Purok 1 in Barangay Cupang and will intensify its detection, isolation, and treatment strategies. Contact tracing of close contacts will also be facilitated.

Youth entrepreneurs in Muntinlupa receive stimulus assistance, earn recognition from City Council

Yesterday the City Government of Muntinlupa awarded stimulus assistance to displaced youth workers in the city who have started their own businesses in a bid to recover from unemployment and other challenges brought about by the COVID-19 pandemic.

Mayor Jaime Fresnedi led the turn-over of financial assistance to 34 youth entrepreneurs under the first of batch of NegosYouth: Stimulus Recovery Assistance Program of the Youth Affairs and Sports Development Office.

Fresnedi says the resilience of the city’s youth entrepreneurs to innovate amid challenging times is worthy of emulation. The local exec hopes that their stories will also inspire other young people in the city to also start their own businesses.

Under the stimulus program, the City Government provides P5,000 in financial assistance to out-of-work youth, students, and out-of-school youth who have started their own businesses during the community quarantine. The beneficiaries will also receive entrepreneurship trainings on financial literacy, leadership, and among others.

Following an assessment, the beneficiaries will be endorsed to the Joint Resource Financing Program to receive zero-interest loan assistance of up to P150,000 for the expansion of their businesses.

The first batch of the stimulus assistance for the youth is composed of members of Muntinlupa Locals, a street wear movement which empowers and bolster the spirit of entrepreneurship among the youth of the city.

Muntinlupa Locals was founded in June 2020 by Patrick H. Aquino, a resident of Barangay Alabang and proprietor of Ayong Graphics. The youth group supports at least 70 Muntinlupa-based brands and envisions the Muntinlupa youth to be self-reliant by encouraging and bolstering their entrepreneurial skills through patronage and sale of Muntinlupa made, designed and manufactured clothing line.

Recently, the Muntinlupa City Council passed Resolution No. 2020-406 recognizing the achievement of Muntinlupa Locals in honing the business skills of the local youth and stirring employment among the residents of Muntinlupa.

COVID-19 Crisis: Muntinlupa City intensifies StaySafe.PH app contact tracing as COVID-19 cases rise

Recording a 40% increase in daily COVID-19 active cases, the City Government of Muntinlupa intensified its contact tracing efforts through the implementation of StaySafe.PH app.

The Muntinlupa City StaySafe.PH Task Force, through the Business Permits and Licensing Office, has conducted inspections in various malls and other establishments to ensure full compliance to the contact tracing initiatives.

Muntinlupa passed City Ordinance No. 2020-181 mandating the installation and use of Staysafe.PH system as an automated contact tracing through the use of QR Codes in all commercial establishments, workplaces, churches, and government offices in the city.

As of February 26, BPLO Muntinlupa has issued warning notices to at least 69 non-compliant establishments.

City Health Officer Dra. Teresa Tuliao said the intensified cooperation of city residents and business establishments in using StaySafe.PH as the local contact tracing system will help the government’s COVID-19 response efforts.

Tuliao noted that as of March 1, there were 94 recorded active cases in the city, a 40% increase over one week with 67 active cases last February 22.

Muntinlupa CHO urged city residents to continually use the StaySafe.PH app and follow health protocols such as wearing of face masks, observing physical distancing, and washing of hands.

The Department of the Interior and Local Government (DILG) issued MC No.2020-129 enjoining local government units to use of StaySafe.PH v.2 application system as the official social distancing, health condition reporting, and contact tracing system that will assist in the government’s response to COVID-19.

Recently, Mayor Jaime Fresnedi led the inauguration of two-storey Cupang Health Center last March 1 in a bid to improve health services for residents living in District 2. The ceremony was organizaed in celebration of Muntinlupa’s 26th Cityhood Anniversary.

In his message, the local exec assured the public of the City Government’s recovery plan and readiness for the roll-out of COVID-19 vaccines upon the delivery of supply in the city.

As of March 1, Muntinlupa has 94 active cases, 5,638 confirmed cases with 5,370 recoveries, 174 reported deaths, 37 suspect cases, and 437 probable cases.
