COVID-19 Crisis: DILG urges LGUs to sign up non-tech savvy senior citizens for vaccination

Here in the Philippines, senior citizens are a priority group of people for COVID-19 vaccines and in order to avail of such vaccines, registration is the first step (which goes the same for others). Once the registration has been done, the local organizers will have to maintain the records, look closely and sort out the senior citizens whom they will contact and inform them of the slots scheduled for them.

While Internet access is widely available in the Philippines, there are still senior citizens who cannot get themselves registered digitally (online registration) not only because of the lack of access (or lack of hardware) but because they are not familiar with the digital ways and processes. In the City of Las Piñas, vaccine registration can be done digitally or manually. Check out the details right here. If other cities don’t offer manual registration at all, then their senior citizens who have no Internet access or are not oriented with computers/gadgets are in a major disadvantage and may have been left behind.

In relation to this, the Department of the Interior and Local Government (DILG) urged local government units (LGUs) to come up with ideas to help the disadvantaged senior citizens get registered. Posted below is the excerpt from the Philippine News Agency (PNA) article. Some parts in bold…

Local government units (LGUs) should find a way to register seniors, who are non-tech savvy and without access to the internet, for a Covid-19 vaccination schedule, Interior Secretary Eduardo Año said.

“The LGUs must help our seniors who do not know how to use high-tech gadgets. Find the ways on how to register them immediately even manually so that they can avail themselves of the vaccines,” Año said in a text message to the Philippine News Agency (PNA) Wednesday.

While many older adults have access to the internet and are tech-savvy, others are not and have a hard time navigating vaccination registration websites set up by LGUs.

“Kung kinakailangan i-house-to-house sila (If needed, LGUs should conduct house-to-house visitations to register them) then so be it,” Año said.

Since the start of the vaccination rollout last March, among the groups prioritized for inoculation are senior citizens or under the A2 category.

So there you have it! DILG Eduardo Año made a pitch to the LGUs to literally go the extra mile to help the senior citizens who could not get registered digitally. It should be noted that there are some senior citizens who are bedridden or are physically disadvantaged and could not get themselves registered online. Also remember that some websites designed for online registration might not be user-friendly enough for senior citizens and others who are just starting using the Internet.

COVID-19 Crisis: Muntinlupa ends Pfizer rollout, reminds residents to register online to avoid crowding in vaccination areas

Reaching the target number of residents from priority groups and due to the sensitive cold-chain management, the City Government of Muntinlupa announced yesterday that it has ended its rollout for Pfizer-BioNTech vaccines.

The Muntinlupa City Health Office was set to finish inoculating healthcare frontliners, senior citizens, and persons with comorbidities with COVAX-donated Pfizer vaccines yesterday at Ayala Malls South Park, Alabang.

The vaccines were exclusively administered at Ayala Malls South Park, the only venue approved by the Department of Health (DOH) due to handling requirements, from May 14-18. The local health office targeted to vaccinate 3,510 individuals from the A1, A2, and A3 priority groups using Pfizer vaccines.

On May 13, Muntinlupa received 1,170 vials (7,020 doses) of Pfizer-BioNTech vaccines from the national government. The remaining vials will be stored in the City Government’s partner storage facility Royal Cargo Logistics Center in Barangay Cupang as second dose allocation of vaccinated residents.

The Pfizer-BioNTech COVID-19 Vaccine was administered as a series of two doses 3 weeks apart. Inoculated residents will receive their second dose in June. The Philippines expects 2.2 million doses of the American-made vaccines through COVAX facility of the World Health Organization by end of May, according to vaccine czar Carlito Galvez Jr.

Further, Muntinlupa CHO will continue to inoculate remaining members of priority groups using AstraZeneca and Sinovac Life Sciences’ CoronaVac. On May 11, the national government delivered an additional 16,800 vials of AstraZeneca and 31,200 vials of Sinovac to Muntinlupa.

The City Government urged residents to register online in the city’s COVID-19 Vaccination Registration System via www.vaccine.muntinlupacity.gov.ph/muncovac to avoid crowding in vaccination areas.

The public is reminded that walk-ins the city’s major vaccination sites including Ayala Malls South Park, Filinvest Steel Parking, SM Muntinlupa, and Sucat Covered Court will not be accommodated. Only those who are registered online will be given schedule in the major vaccination sites and will be notified via SMS.

Muntinlupa City has 12,359 confirmed cases with 10,976 recoveries, 1,057 active cases, 314 reported deaths, 88 suspect cases, and 1391 probable cases as of May 17.

COVID-19 Crisis: Over 90% of ECQ aid distributed to beneficiaries in NCR Plus

For NCR Plus (National Capital Region plus Bulacan, Cavite, Laguna and Rizal provinces), the enhanced community quarantine (ECQ) and the modified enhanced community quarantine (MECQ) are both over. What is also over during this COVID-19 pandemic is the period of the distribution of the so-called Ayuda or financial assistance by the national government for NCR Plus-based low-income earners who got affected by the ECQ. Specifically, the distribution of the funds ended on May 15, 2021 (Saturday) and according to a news report by the Philippine News Agency (PNA) – citing the Department of the Interior and Local Government (DILG) – over 90% of the funds were distributed.

To put things in perspective, posted below is the excerpt from the PNA’s article. Some parts in bold…

The Department of the Interior and Local Government (DILG) on Monday said the distribution of aid has reached 91 percent or PHP21.06 billion given to low-income earners in the National Capital Region (NCR) Plus area as of May 15, the deadline set by the national government.

In a news release, the agency said 37 local government units (LGUs) reached 100 percent completion of aid distribution.

DILG Secretary Eduardo M. Año said that amid all the challenges, the LGUs delivered their end of the bargain on the distribution of ‘ayuda’ to millions of beneficiaries, with most registering a 90 percent completion rate as of May 15.

He said the 91 percent distribution rate is a testament to the LGUs’ commitment to extend the most help they can give to their constituents.

“Alam ninyo po isang malaking hamon po talaga itong pamamahagi ng ayuda sa panahon ng pandemya at nakakatuwa na we saw the commitment of the LGUs (As you know, the distribution of the assistance at this time of a pandemic was a big challenge. We are elated with the commitment we saw from the LGUs). And now billions of pesos of financial assistance have reached our kababayans. The 91 percent or PHP21.06 billion ‘ayuda’ distributed to qualified beneficiaries is a victory for the LGUs and the national government,” Año said.

He explained that the remaining 9 percent represents the unclaimed ‘ayuda’ and they have granted the LGUs with unclaimed funds the authority to prepare a new payroll and distribute these to other affected individuals in their respective communities within 10 days.

“Despite diligent efforts by the LGUs, some of the beneficiaries did not claim their ‘ayuda’ because they have moved to the provinces or are no longer residing in their LGUs. Many of them were also delisted because they were found to be duplicates in the Social Amelioration Program list. The LGUs have started to prepare a new payroll in order to distribute these unclaimed funds,” he said.

On May 15, Año said Bulacan tallied the highest completion rate of 96.85 percent corresponding to PHP2.87 billion worth of financial assistance with 12 LGUs namely Balagtas, Baliwag, Bocaue, Calumpit, Doña Remedios Trinidad, Guiguinto, Norzagaray, Pandi, Paombong, Plaridel, San Miguel and, San Rafael finishing their ‘ayuda’ distribution.

Laguna tallied 19 LGUs which have completed aid distribution, the most among the whole NCR Plus bubble while garnering a high completion rate of 96.50 percent corresponding to PHP2.62 billion worth of financial aid distributed.

Among the LGUs which have completed distribution of ‘ayuda’ in Laguna are the cities of Biñan, Cabuyao, San Pedro, Santa Rosa, Santa Cruz, and the towns of Alaminos, Calauan, Famy, Kalayaan, Lumban, Mabitac, Magdalena, Nagcarlan, Paete, Pagsanjan, Pakil, Pila, Rizal and Siniloan.

Meanwhile, Rizal followed with 93.34 percent, NCR with 90.99 percent; and Cavite with 86.04 percent, with five LGUs including Tagaytay City, Amadeo, Mendez, Naic, and Noveleta completing the aid distribution.

COVID-19 Crisis: Muntinlupa City lifts liquor ban with some restrictions amid MECQ, other less stringent quarantine status

The liquor ban in Muntinlupa City is has officially been lifted but with restrictions for the duration of Modified Enhanced Community Quarantine (MECQ) and other less stringent community quarantines as may be declared by the national government.

Mayor Jaime Fresnedi approved City Ordinance No. 2021-232 lifting the liquor ban in the city with provisions on regulation and limitations for the sale and consumption of alcoholic beverages.

Under the local ordinance, city residents can only consume alcoholic beverages within their private residence. Social drinking involving individuals not living in the same residence shall still be strictly prohibited.

The sale of liquor and other intoxicating beverages shall only be during 10:00 AM to 3:00 PM and will only be limited to Muntinlupa residents.

Consumption or drinking liquor in public places such as restaurants and other commercial establishments permitted to operate by the Inter-Agency Task Force (IATF) shall be regulated: beer – maximum of 2 bottles, hard drinks – maximum of 2 glasses, and for wine and whiskey – maximum of two glasses.

Business establishments who will violate the ordinance shall be meted with the following penalties: closure of one week for first offense and revocation of business permit for second offense.

Further, violating persons who are sellers shall receive P2,000 penalty for first offense and P5,000 for second offense, while those who are buyers will be penalized with P2,500 for their first offense and P5,000 for second offense.

Members of the Muntinlupa City Police Station, Public Order and Safety Office, City Security Office, Muntinlupa Traffic and Management Bureau, Business Permit and Licensing Office, Barangay Chairpersons and their personnel, and other deputized individuals will conduct inspections in commercial establishments to ensure that the local ordinance is followed.

The City Government warns beneficiaries of the emergency assistance from the DSWD that they are prohibited to use their cash aid to purchase liquor or any alcoholic beverage. The public is encouraged to report violators for proper action.

Mayor Jaime Fresnedi reminds city residents that the lifting of liquor ban is for economic reasons and that the health and safety of the public should not be compromised.

“COVID-19 is still an imminent threat so I urge everyone to be responsible and to continue observing health protocols even as quarantine measures and the liquor ban are relaxed in the implementation of MECQ,” Fresnedi said.

As of May 5, Muntinlupa City has 11,585 confirmed cases with 10,127 recoveries, 1,154 active cases, 304 reported deaths, 168 suspect cases, and 988 probable cases.

COVID-19 Crisis: Muntinlupa City officially starts vaccinating its residents with Sputnik V, MMDA lauds strong public-private partnership

The City Government of Muntinlupa officially launched the ceremonial roll-out of Sputnik V Gam-COVID-Vac vaccines for senior citizens, persons with comorbidities, and other frontline workers from specific groups yesterday morning.

The ceremonial roll-out was held at Ospital ng Muntinlupa (OsMun) Field Tent and Asian Hospital and Medical Center (AHMC) Tower 2 Rotunda Parking Space. At least 250 members of A2 (senior citizens) and A3 (persons with comorbidities) priority groups were set to receive their first dose of Sputnik V at OsMun, while 130 individuals from A2 and A3 priority groups were prepared for inoculation at AHMC.

Only the pre-registered residents in the local COVID-19 Vaccination Registration System will be inoculated with Sputnik V in OsMun and AHMC. Residents will receive a message from the local health office for their schedule and no walk-ins will be accommodated in the vaccination areas in OsMun and AHMC. Muntinlupa residents are encouraged to register themselves for vaccination via www.vaccine.muntinlupacity.gov.ph/muncovac.

MMDA Chairman Benhur Abalos lauded the City Government’s preparedness as well as its strong partnership with the private sector for the local vaccination program. Abalos recognized the role of Muntinlupa’s partnership with AHMC in encouraging more people to get inoculated with COVID-19 vaccines.

Special Envoy to the Russian Federation Olivia Limpe-Aw said Muntinlupa met the stringent storage and handling requirements to be selected as one of the pilot sites for the roll-out of Sputnik V.

Mayor Jaime Fresnedi expresses his gratitude to President Rodrigo Duterte for the allocation of Sputnik V to Muntinlupa and being selected as one of the few Metro Manila cities to be the pilot sites for the roll-out of the Russia-made vaccine.

“This ceremonial roll-out signifies a step closer in returning to our normal lives. We are grateful to the national government for donating additional vaccines to our city as this will help reach our target of achieving herd immunity as soon as possible. I encourage all Muntinlupeños to avail the vaccination program of the government because this is a vital step in curbing the pandemic,” says Fresnedi.

Other officials attending the ceremony include Congressman Ruffy Biazon, WHO Representative Dr. Rowena Capistrano, MMDA Public Affairs Dir. Sharon Gentillan, Ospital ng Muntinlupa director Dr. Edwin Dimatatac, AHMC Chief Medical Officer Dr. Jose M. Acuin, CHO chief Dr. Juancho Bunyi, Muntinlupa City Council Committee on Health and Sanitation Coun. Allan Camilon, Coun. Ryan Bagatsing, and other local officials.

Muntinlupa received three thousand doses of Sputnik V on May 3 and are being stored in OsMun and AHMC’s -18 degrees Celsius temperature storage facilities. With the cold-chain management requirement of the vaccine, members of priority group in the city will be inoculated in OsMun and Asian Hospital. The vaccine is to be administered in two doses 3 weeks apart.

This past May 1, fifteen thousand doses of Sputnik V were delivered to the country by a Qatar Airways flight from Moscow via Doha. The initial doses will be divided among five cities in Metro Manila: Taguig, Manila, Parañaque, Muntinlupa, and Makati.

The Food and Drug Administration has issued an Emergency Use Authorization (EUA) to Sputnik V vaccine manufactured by Russian medical-research institute Gamaleya National Center of Epidemiology and Microbiology last March 19, 2021.

Recently, the City Government opened its fourth major vaccination hub in Brgy. Sucat Covered Court last May 4. Other major vaccination hubs launched in the city include: Filinvest Alabang Steel Parking last April 30, SM Center Muntinlupa Open Parking Area, Brgy. Tunasan last April 27 and Ayala Malls South Park, Brgy. Alabang last April 24.

As of May 1, a total of 24,163 Muntinlupa residents were inoculated with the first dose of COVID-19 vaccine, of which 19,991 received Sinovac and 4,172 inoculated with AstraZeneca. While 843 residents from priority groups received their second dose.

Muntinlupa City has 11,513 confirmed cases with 9,924 recoveries, 1,288 active cases, 299 reported deaths, 169 suspect cases, and 980 probable cases as of May 4.

COVID-19 Crisis: Muntinlupa City Government all set to open a major vaccination hub in a shopping mall, offers free shuttle for vaccine takers

The City Government of Muntinlupa announced yesterday that it is set to open a major vaccination hub in a local shopping mall, in addition to existing community vaccination centers, and is set to provide free shuttle for vaccine takers to encourage more residents to get their COVID-19 jab.

Mayor Jaime Fresnedi is set to inaugurate the first major vaccination hub in Ayala Malls South Park, Alabang today together with other local officials. Fresnedi expresses his thanks to the local shopping mall for opening up a space for the city’s vaccination program and says that the initiative will augment vaccine demand generation in Muntinlupa.

The first major vaccination hub in Muntinlupa can accommodate up to 500 residents from Barangays Alabang, Bayanan, and Putatan per schedule. Residents from A2-A3 categories will receive a text message for their assigned schedule while a free shuttle service will be provided for vaccine takers starting 8:00 AM for the following routes: Alabang Barangay Hall to South Park and vice versa, and Muntinlupa City Hall to South Park and vice versa. Additional major vaccination hubs in other local malls will be installed in the coming weeks.

Further, community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.

As of April 20, there are 18,093 vaccinated individuals from priority groups in Muntinlupa, of which 13,977 received Sinovac and 4,116 inoculated with AstraZeneca, according to the City Health Office.

Muntinlupa CHO has recorded a 100% vaccination rate among A1 Healthcare Workers with 5,123 vaccinated individuals and A2 Senior Citizens with 5,630 inoculated residents based from the number of registrants in the city’s COVID-19 Vaccination Registration System. Vaccination for A3 Persons with Comorbidities is ongoing with 7,337 residents who already received their vaccines as of April 20. Meanwhile, the City Government continues to inoculate members of A1-A3 until supplies last.

Recently, DOH-NCR execs led by Regional Director Dr. Gloria Balboa and Asst. Regional Director Dr. Ma. Paz Pecson Corrales visited Muntinlupa last April 19. DOH-NCR officials discussed the national government’s vaccine plan and status of the country’s vaccine purchases. Fresnedi reported the city’s COVID-19 vaccination status and the local COVID-19 situation including healthcare capacity status and updates on isolation facilities.  He also appealed for more vaccine allocation in Muntinlupa as more residents register for the vaccination program.

Fresnedi urges residents who are members of the priority groups to avail the vaccination services of the government for them to have an added protection against the adverse effects of COVID-19. He also encouraged the public to register in the city’s COVID-19 vaccination registration through www.vaccine.muntinlupacity.gov.ph/muncovac and to continue observing health protocols such as frequent hand-washing, wearing of face masks and face shields, and physical distancing.

As of April 22, Muntinlupa City has 10,292 confirmed cases with 8,636 recoveries, 1,383 active cases, 273 reported deaths, 181 suspect cases, and 982 probable cases.

COVID-19 Crisis: Almost 7,000 people vaccinated in Las Piñas City

Here’s a quick look at the China virus situation in Las Piñas City. The Manila Bulletin reported recently that almost 7,000 people in the said city got vaccinated specifically with the China-sourced COVID-19 vaccine.

For transparency, below is an excerpt from the Manila Bulletin’s April 14, 2021 report. Key details in bold…

A total of 6911 individuals received the China-made Sinovac vaccine since the start of the Las Piñas City government’s vaccination rollout last March with the theme of “Ligtas na Las Piñero, Lahat Bakunado.”

The City Health Office (CHO) reported to Mayor Imelda Aguilar that a total of 3902 frontline workers composed of doctors, nurses, and other health workers coming from public and private hospitals, including clinics, already received their Sinovac jabs.

A total of 1,745 senior citizens have also been vaccinated in the city. The inoculation for the other senior citizens will continue after the Department of Health (DOH) approved the use of Sinovac.

The report also showed that a total of 1264 persons with comorbidities also received their first dose of vaccines.

The Public Information Office said the city government is continuing to conduct vaccination simultaneously at the city’s 10 vaccination sites.

For the newcomers reading this, it was confirmed previously that Las Piñas senior citizens got vaccinated with AstraZeneca vaccines (click here and here) which the City Government already paid for. Why AstraZeneca was not mentioned in Manila Bulletin’s report is curious.

Meanwhile, local citizens reading this who wish to avail of COVID-19 vaccines are encouraged to get themselves registered with the City Government by means of digital method (QR code scanning, Google account to be used) or the manual method. COVID-19 Crisis: Las Piñas City Government released P154.4 million in cash aid payout so far (according to Manila Bulletin)

Hey readers! You heard about the local government units (LGUs) doing what they can to release to their respective constituents the cash assistance provided by the national government in relation to the ECQ (enhanced community quarantine) that happened in recent times?

Recently the City Government of Las Piñas was reported by the Manila Bulletin to be doing its job. To be clear, distribution is not the only thing that the LGU should do but also avoid the temptations of using the politician’s name, photo or image in the said distribution. The fund is popularly referred to as ayuda.

Going back to Las Piñas City, posted below is the excerpt from the Manila Bulletin report. Key details in bold…

The Las Piñas City government completed a 30.82 percent payout to a total of 126,000 qualified beneficiaries of the P1,000 up to P4,000 financial assistance coming from the national government.

Mayor Imelda Aguilar said the city government received P501 million from the national government for distribution to beneficiaries listed under the Social Amelioration Program (SAP) and approved by the Department of Social Welfare and Development Office-National Capital Region (DSWD-NCR).

Aguilar also said the other beneficiaries were those from the Pantawid Pamilyang Pilipino Program (4Ps).

Based on the financial assistance report provided by the city government, it has already released a total of 154,402,000 to about 44,043 beneficiaries coming from 20 barangays in the city affected by the Enhanced Community Quarantine (ECQ).

The mayor said the city government still has P346,598,000 for distribution

Aguilar said the payout of the financial assistance is being held simultaneously in 20 distribution sites at the covered court of each barangay.

To put things in perspective, P154,402,000 (note: did you notice the lack of a Peso indicator in Manila Bulletin’s report above?) out of the grand total of P501,000,000 (this figure based on the above details) is equivalent to 30.82%. The City Government still has a long way to go before all the national government-provided funds have fully been released. For her part, Mayor Imelda Aguilar said (in the Manila Bulletin report) that her administration expects to finish the payout of the funds before the deadline given to each LGU. COVID-19 Crisis: Important update for SSS members in MECQ areas

Do you have important transactions to do with regards to social security? Are you struggling to do that because of the restrictions that come with the current MECQ (modified enhanced community quarantine) status? Very clearly the China virus (AKA COVID-19) remains a major problem to us all.

Well, pay attention closely here because the Social Security System (SSS) announced via social media yesterday that members like you located in areas under MECQ – National Capital Region, Laguna, Cavite, Rizal, Bulacan, the City of Santiago in Isabela, Quirino, and Abra – can continue to use online services or drop boxes as all SSS offices and branches located in the mention areas will operate with minimum personnel (skeletal workforce) until April 30, 2021 (the supposed end of MECQ).

To put things in perspective, posted below is an excerpt from their Facebook post. Some parts in bold…

In line with the declaration of the Modified Enhanced Community Quarantine (MECQ) in the National Capital Region, Laguna, Cavite, Rizal, Bulacan, the City of Santiago in Isabela, Quirino, and Abra from April 12 to 30, 2021, all offices and branches of the Social Security System (SSS) located in the covered areas will operate with only skeleton workforce to ensure the continuous delivery of services.

For this reason, SSS is advising its members, pensioners, covered employers, and the public to continue using its online services and drop box system when transacting with its offices and branches as the national government extends quarantine limits to curb the spread of COVID-19. Only 50 percent of branch employees during this period are assigned to physically report for work, while the rest will use alternative work arrangements.

With the 8:00 PM to 5:00 AM curfew enforced during the MECQ period, the said SSS branches will be open on weekdays only from 9:00 AM to 4:00 PM. Branch transactions are limited to the following:

Appointments set with the branch, Submission of documents through the drop box (for transactions that are not available online), Pick-up of Unified Multi-purpose Identification (UMID) Cards and subsequent educational loan checks, Compliance with the Annual Confirmation of Pensioners’ Program (only for those with suspended pensions), and Use of tellering services.

The said measures will also apply to other areas placed under MECQ by virtue of an Executive Order issued by their respective Local Government Units.

Selected SSS branches will continuously implement the number coding system. The prescribed transaction days of members, claimants, and employers are based on the 10th digit of their social security (SS) or employer (ER) ID—1 and 2 every Monday, 3 and 4 every Tuesday, 5 and 6 every Wednesday, 7 and 8 every Thursday, and 9 and 0 every Friday.

For Funeral or Death Benefit Claims, the basis for the prescribed transaction day will be the 10th digit of the deceased SSS member’s SS ID.

However, if the prescribed transaction day falls on a holiday, the member, claimant, or employer may transact with the SSS on the next working day. In case of system downtime, the SSS will set an appointment with those in line or opt to wait until the system is operational.

The SSS also encourages the transacting public to use the pension fund’s online service channels such as the My.SSS Portal of the SSS website at www.sss.gov.ph, SSS Mobile App, and Text-SSS at 2600.

500 LGUs reminded to automate biz one-stop shop this year

Are you a business owner who recently struggled with the processes at your local government unit (LGU) because their electronic Business One-Stop Shop (e-BOSS) did not function properly and proved to be inefficient? Perhaps they did not have an e-BOSS?

Here are some good news – a Joint Memorandum Circular (JMC) was approved yesterday designed to ensure that the e-BOSS systems of LGUs get automated this year.

To put things in perspective, e-BOSS uses the Electronic Business Permitting and Licensing System or eBPLS developed by the Department of Information and Communications Technology allowing the public to perform government transactions online. e-BOSS targets to fully automate transactions in LGUs from downloading of forms, using e-signature, up to online payment.

By comparison, the old system BOSS is defined as a single-window system that streamlines application forms and submission of documents in government offices in one window only.

Going back to the news related to the JCM, below is an excerpt from the news release published through Philippine News Agency (PNA). Some parts are in bold to highlight importance of details.

Anti-Red Tape Authority (ARTA) director general Jeremiah Belgica targets to have at least 500 local government units (LGUs) rolling out the electronic Business One-Stop Shop (e-BOSS) by end-2021.

During the virtual signing ceremony of the Joint Memorandum Circular (JMC) 01-2021 Tuesday, ARTA reminded LGUs that they should have automated their BOSS before June 17 this year.

The JMC establishes the guidelines for processing business permits, related clearances, and licenses in all cities and municipalities.

“Hopefully by the end of the year, we will have 500 LGUs already automated by DICT’s (Department of Information and Communications Technology) IBPLS (Integrated Business Permits and Licensing System) software,” Belgica said.

DICT project manager for IBPLS Del Basada said the department has signed memoranda of agreement with 446 LGUs, of which more than 200 LGUs are already in the operational stage of the system.

“(We are) just making sure that everyone’s (is) onboard for IBPLS which is an online system. We look at their readiness first if they can adopt the system,” Basada said, adding the DICT is assisting LGUs in addressing challenges to do online transactions.

Meanwhile, Belgica said while the IBPLS software works well even with smaller LGUs, he urged highly urbanized cities to fast-track adopting the integrated system so they can go online for their BOSS before the June 17 deadline.

“We are encouraging the highly urbanized cities to actually automate the soonest because they have the most number of businesses,” he added.

Under the newly signed JMC, the e-BOSS should have the following functions: accepting electronic submission of application; electronic issuance of tax bill or order of payment; accepting online payment, releasing of electronic version of permits, licenses, and clearances; and providing gateway facility linked to courier service where applicant prefers hard copy of the documents.

The JMC also limits the documentary requirements and will implement a unified application form with a unique identification number.

ARTA reminds LGUs that they should not require notarization of the requirements.

It added barangay clearances related to business permit applications shall be integrated and processed by the Business Processing and Licensing Office. Number of signatories in the documents shall be limited to three.

So there you have it! An official document made it final that local government units should have the e-BOSS automated and functioning with the expected efficiency, transparency and results fulfilled. Given the fact that we are all still living under the pandemic of the China Virus (COVID-19), this latest development is indeed crucial and improvements on the part of LGUs should happen this year.
