Las Piñas Mayor Imelda Aguilar and the Department of Social Welfare and Development (DSWD) signed on Tuesday, April, 18, a memorandum of agreement (MOA) on sustainable livelihood programs.

The signing of MOA on specific implementation and data sharing agreements on sustainable livelihood programs was held at the Mayor’s Office.

Aguilar represented the city government while Atty. Michael Joseph Lorico acted for the DSWD-National Capital Region during the signing of MOA.

Aguilar and Lorico were also joined by Vice Mayor April Aguilar and City Social Welfare Development officer-in-charge Lowefe Romulo.

According to Aguilar, the sustainable livelihood programs are social protection programs that aim to enhance the socio-economic status of target beneficiaries through the provision of livelihood projects in the city.

Single ticketing system for Metro Manila traffic violations set to launch on May 2, 2023

Finally the single ticketing system for traffic violations specifically covering Metro Manila will be launched officially on May 2, 2023 now that the Metropolitan Manila Development Authority (MMDA), the Land Transportation Office (LTO) and local government units (LGUs) have formally signed their agreement, according to a news article published by the Philippine News Agency (PNA). Specifically speaking, this new system will be in a pilot testing phase. Previously there was the target to start in April 2023.

Metro Manila will implement a single ticketing system for traffic violations starting May 2, following an agreement between the Metropolitan Manila Development Authority (MMDA), the local government units (LGUs) of the region, and the Land Transportation Office (LTO) on Thursday.

In a statement, MMDA Acting Chair Don Artes said the signing of a memorandum of agreement (MOA) and data sharing agreement (DSA) aim to harmonize the existing national and local laws on traffic enforcement, as well as penalties and fines of the most common traffic violations stated in the Metro Manila Traffic Code.

The pilot testing will be done so the next LGUs that will be onboard will roll out their respective systems seamlessly,” Artes said.

Pilot testing for the single ticketing system will be done by the MMDA and seven LGUs—San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila and Caloocan.

The MMDA will provide handheld devices to apprehending officers that can offer cashless payment options to violators.

These devices will be connected to the Land Transportation Management System (LTMS) of the LTO to enable real-time data sharing and verification.

He added that the system will help minimize corruption and eradicate forms of negotiations between the motorist and the officer.

Senator Francis Tolentino, a former MMDA chair, expressed his support for the single ticketing system as he underscored the importance of integration.

“Integration will enable different systems to communicate with each other, to offer a unified solution and that is what you are doing now,” Tolentino said.

President Ferdinand R. Marcos Jr., through Senior Deputy Executive Secretary Hubert Guevarra, welcomed the passing of the single ticketing system.

Let this be a way for all our motorists to become more conscious and respectful of our laws, rules, and regulations,” Marcos said.

LTO chief Jay Art Tugade, through Noreen San Luis-Lutey, also expressed his support for the rollout of the system.

San Luis-Lutey said the signing of the MOA and DSA is monumental for the LTO.

“It is a big milestone for us in terms of enhancing driver discipline through consistent and coordinated law enforcement initiatives,” San Luis-Lutey said.

The single-ticketing system, she said, will work in conjunction with the implementation of the 10-year validity of the driver’s license.

San Juan City Mayor and MMC president Francis Zamora thanked his fellow local chief executives for being part of the landmark legislation.

“The mayors have shown support and love to Metro Manila by amending our traffic ordinances to create a unified traffic code,” Zamora said.

26th cityhood anniversary and 116th founding anniversary of Las Piñas City celebrated

Recently in the city of Las Piñas, the City Government organized the dual celebrations of the 26th cityhood anniversary as well as the 116th founding anniversary, according to news report by the Manila Bulletin. The celebrations started this past Sunday (March 26) and there will be related activities days after.

The Las Piñas City government celebrated its 26th cityhood and 116th founding anniversary on Sunday, March 26.

Mayor Imelda Aguilar said the activities for the cityhood and founding anniversary commenced on March 27 from 8:00 a.m. until 3:00 p.m.

The City Health Office (CHO) conducted health and wellness programs at the Verdant covered court. They included free laboratory tests on FBS (fasting blood sugar), cholesterol and blood typing, HIV screening, and nutrition education.

Dental services such as oral examination, prophylaxis, and oral health kit were also provided.

The CHO also offered immunization for children, pneumonia vaccines for senior citizens, and a family planning caravan.

Free chest x-ray services were given at the CHO located at the City Hall grounds from 8:00 a.m. to 12:00 noon.

Aside from health and wellness, a cityhood mega job fair will also be held at the ground floor atrium of Robinsons Place for the city’s jobseekers.

The mayor said the city government will likewise accept applications and renewal of the green card.

The celebrations will continue on March 28 through a free vaccines and deworming drive for cats and dogs, as well as the distribution of free seedlings and fertilizers at the Verdant covered court from 8:00 a.m. to 12:00 noon only.

Another free chest x-ray rollout will be conducted on March 30 at the Aguilar Sport Complex in Pilar Village from 8:00 a.m. – 2:00 p.m.

Couples who want to get (married) may join the “Kasalanag Bayan” (mass wedding) to be hosted by the city government on March 31.

The city government will also offer a cultural show organized by the Las Pinas Tourism and Cultural Office (TCO).

The Las Piñas City government extended again the deadline for renewal of business permits and licenses from Feb. 1 until Feb. 28.

Mayor Imelda Aguilar is urging all business owners in the city to avail of the second deadline extension for renewal of business permits, licenses, taxes, and other commercial and industrial fees and charges without penalties and surcharge.

Aguilar said the city government set the first deadline extension for business permit renewal from Jan. 20 to 31 through a City Council resolution.

She said the city government made the move after the Business Permit and Licensing Office (BPLO) noted a high number of business permit registrations and applications.

The mayor said deadline extension until Feb. 28 will also help businesses who have just recovered from the effects of the Covid-19 pandemic.

Aguilar said the extension will also accelerate the city’s collection from business permit renewal and applications.

The mayor is also hoping delinquent businesses can now legalize their operation.

Las Piñas City lauded by DOH for anti-tuberculosis program

Recently the City of Las Piñas got praised by the Department of Health (DOH) over their anti-tuberculosis program which made an a positive impact, according to a Manila Bulletin news report. A certification of appreciation was officially received by the City Government.

The Department of Health (DOH) lauded the Las Piñas City government for developing and implementing anti-tuberculosis initiatives which contributed to the attainment of National Tuberculosis Control Program (NTP) targets.

According to Mayor Imelda Aguilar, the DOH conferred the city government with a certificate of appreciation, signed by DOH Metro Manila Center for Health Development Director Gloria Balboa, on Jan. 19 at the Lafayette Luxury Suites, Baguio City.

She said the city government launched in July last year a project called Chest X-Ray on Wheels, which roams around the city’s 20 barangays to conduct tuberculosis screening.

The program enables the City Health Office (CHO) determine the health condition of the residents.

The mayor said patients who test positive for tuberculosis based on the X-ray results immediately undergo sputum examination.

Aguilar said those found positive with tuberculosis are referred to barangay health centers for treatment and observation.

Las Piñas City chosen by Japan International Cooperation Agency (JICA), dredging technology test on local river to follow

Recently it was announced that the City of Las Piñas has been selected by the Japan International Cooperation Agency (JICA) as the site where they will test the floating amphibious excavator of Kochi Marutaka which means dredging on Las Piñas river, according to a Manila Standard news report.

The Japan International Cooperation Agency (JICA) has chosen Las Piñas city for its pilot test of Kochi Marutaka’s floating amphibious excavator.

Sen. Cynthia A. Villar noted that this technology to be used in cleaning the Las Piñas-Zapote River and waterways in Las Piñas is new. The technology, Villar said, can do extensive dredging while floating in shallow waters of the river due to its remarkable buoyancy.

“There is no doubt that you have chosen well. In Las Piñas, under my guidance, we are serious and very persistent in our river clean-up and rehabilitation,” Villar,  chairperson of the Senate Committee on Environment and Natural Resources, said.

The senator, along with her daughter, Deputy Speaker Camille Villar, joined JICA Rep. Takuya Hashizume, DPWH- NCR Director  Loreta Malaluan and DPWH-Bureau of Equipment  Dir. Toribio Noel Ilao and Las Piñas- Muntinlupa District Engr. Isabelo Baleros, in the launching of JICA’s Verification Survey for the “Utilization of Floating Amphibious Excavator for the Construction Works On Disaster Management and Disaster Restoration in the Philippines.”

The project brief was given by Toru Asakura of CTI Engineering International Co., Ltd. and Hiroshige Takano , chairman of Kochi Marutaka Corporation, while Mikako Shimizu from JICA Philippine office and Tomohiro Matsubara from the Embassy of Japan in the Philippines gave their keynote speeches during the launch.

“I welcome events like this that cultivate solutions to the challenges we face to tackle disasters and mitigate its effects. As you know, the Philippines is one of the most vulnerable countries to disasters, it is frequented by around 20 typhoons per year,” Villar said.

She also pointed out the use of a floating amphibious excavator is also very much in consonance with her lifelong advocacies of cleaning our city’s rivers and waterways and of efficient waste management.

Prior to the project, the Japanese group approached the Las Pinas city government, seeing the efforts of Sen. Villar in cleaning the Las Piñas- Zapote River which bagged an international environment award given  by the United Nations.

The initiative to clean the said river and rid it of waterlilies that triggered floodings was under the so-called “Sagip Ilog Para Sa Kinabukasan.”

Las Piñas City government adjusts business permit renewal deadline to January 31, 2023

Recently in the City of Las Piñas, the City Government announced that the deadline for the renewal of business permits has been moved from January 20 to January 31, 2023, according to a Manila Bulletin news report. Their City Council approved a resolution which was subsequently signed by the Mayor.

The Las Piñas city government announced on Saturday, Jan. 21, that the deadline for the renewal of business permits has been extended from Jan. 20 to Jan. 31.

Mayor Imelda Aguilar signed the resolution extending the period for payment of business permits, licenses, taxes, and other similar commercial fees and charges without surcharges and penalties.

The resolution was passed and approved by the City Council on Jan. 16.

Aguilar said they made the move since the Business Permit and Licensing Office (BPLO) has been receiving numerous business permit registration and renewal applications.

She said the resolution states that an extension of deadline for payment of business permits and licenses will not only encourage the settlement of fees and charges but also accelerate the collections. It likewise enables delinquent individuals and firms to legalize their business operations.

The resolution also says the extension will ultimately redound to the benefit of the city because the taxpayers will be able to comply with the mandatory obligation of providing revenues to the city government.

The Department of Interior and Local Government-National Capital Region (DILG-NCR) awarded the city government of Las Piñas with the 2022 SubayBayani special award for its notable performance in the result –based monitoring and evaluation of local government unit (LGU) infrastructure project.

The city government is the only city in the NCR that received the award on Monday, Dec. 12, during the awarding rites held at the Cocoon Boutique Hotel in Quezon City.

The Department of Tourism (DOT) called on the tourism officers association to attend the master class on Nov. 28 and 29 to help promote tourism now that the country is slowly recovering from the effects of the Covid-19 pandemic.

San Miguel said DOT-NCR Regional Director Sharlene Zabala-Batin initiated the gathering of NCR tourism association officers to give them additional ideas in promoting most visited tourist attractions in their respective areas that will help in the recovery of the economy.
