37 Chinese nationals arrested in Parañaque City over illegal retail

Recently in the city of Parañaque, immigration agents arrested almost forty Chinese nationals over alleged involvement in illegal retail, according to a GMA Network news report.

The Bureau of Immigration (BI) on Wednesday announced that it has arrested 37 Chinese nationals allegedly involved in illegal retail in Paranaque.

The BI said that the seven females and 30 males from Multinational Village were found to be illegally involved in food retail, groceries, and restaurants. They were arrested on Tuesday, June 4, 2024.

“We received credible information about foreign nationals engaging in illegal retail activities, and our team acted swiftly to address these violations,” Immigration Commissioner Norman Tansingco said in a statement.

The Chinese nationals are detained at the BI’s facility inside Camp Bagong Diwa pending the resolution of their deportation cases.

Controversial Bamban POGO linked with scam hub in Parañaque City?

Local authorities are investigating if the scam hub in Parañaque City is connected with the controversial raided Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac, according to a GMA Network news report. Take note that Senator Sherwin Gatchalian already called for a probe as he received complaints from residents of a particular Parañaque village.

Authorities are looking into the possibility that the Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac is connected to a recent human trafficking and online scamming bust in a village in Parañaque City.

According to a “24 Oras” report by Mav Gonzales on Wednesday, the Philippine Amusement and Gaming Corporation (Pagcor) believes the 10 Chinese and the Filipino bodyguard arrested in the police operations may have escaped from the recently raided Bamban POGO hub.

Senator Sherwin Gatchalian, who had called for a probe into the incident following complaints filed by the residents of the village, agreed with Pagcor.

“Itong mga sindikato umiikot lang sila (These syndicates just switch around),” he said.

The raid was launched on May 2 following complaints from homeowners, who said that the structures violated their 3-story regulations. They also said this was not the first raid connected to POGO inside their village.

“When we saw Bamban, the structures were so similar…the process of applying for stickers, IDs, and also constructions. Some are using already local identification, passports, birth certificates, driver’s license, postal ID [and] all these things. They can’t even speak Tagalog,” said a homeowner.

Several Chinese nationals arrested in Parañaque City for kidnapping, qualified trafficking and other charges

Recently in the City of Parañaque, elements of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit raided a house in Multinational Village and arrested ten Chinese nationals who allegedly kidnapped seven Filipinos, according to a Philippine Star news report.

Ten Chinese nationals who allegedly kidnapped seven Filipinos were arrested in Parañaque on Thursday.

The suspects, seven men and three women, were apprehended by operatives of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit during a raid on a house in Multinational Village, Barangay Moonwalk at around 4:50 a.m.

Col. Jean Fajardo, the chief information officer of the Philippine National Police, said the rescue operation was based on information from one of the victims, a house helper, who alleged that they were held against their will by the suspects for three days.

Acting on the information, CIDG operatives and security guards of the village went into the house and arrested the suspects. Seven Filipinos were rescued in the operation.

Fajardo said the victims were being forced by the foreigners to engage in activities such as love scams and cryptocurrency fraud.

Police seized two firearms and assorted bullets, 17 cell phones, five desktop computers, three laptop computers, passports and identification cards.

The suspects are facing criminal charges of kidnapping and serious illegal detention, qualified trafficking in persons, illegal gambling, illegal possession of firearms and ammunition and violation of Republic Act 8484 or the Access Devices Regulation Act.

Chinese vessels spotted near Balikatan training area off Palawan

Since it formally started on April 22, Balikatan 2024 resulted in several military exercises and activities involving armed elements of the Philippines, the United States and France. This of course caught the attention of China and according to a recent Philippine News Agency (PNA) news article, several Chinese vessels were spotted near a training area off Palawan.

Naval participants in the just concluded multilateral maritime exercise were undaunted by the presence of Chinese vessels near the training area off Palawan province, Balikatan 2024 executive agent Col. Michael Logico said Tuesday.

Around four of China’s People’s Liberation Army Navy (PLAN) vessels were spotted at different times monitoring the flotilla during the training period.

“We went there for the purpose of conducting interoperability exercises, that was our mission and we were able to finish it, they were not able to disturb us in any way nor (were we) intimidated in any way by their presence,” he said during a press briefing.

Logico said the presence of PLAN ships did not disturb the exercise.

Balikatan’s first multilateral maritime exercise was in Palawan waters from April 25 to 29.

Participants include the Philippine Navy’s offshore patrol vessel BRP Ramon Alcaraz (PS-16) and landing dock BRP Davao Del Sur (LD-602), the US Navy’s landing ship dock USS Harpers Ferry (LSD-49), and the French Navy’s FS Vendemiaire (FFH-734), a Floreal-class frigate.

Chinese national wanted for cyber fraud arrested at airport

A Chinese passenger who is on the wanted list of foreigners for involvement in cyber fraud was recently arrested at the Ninoy Aquino International Airport (NAIA) in Pasay City, the Bureau of Immigration (BI) reported on Wednesday.

Commissioner Norman Tansingco identified the passenger as 28-year-old Qin Xingye, who was intercepted at the NAIA Terminal 3 last April 28 before he could board an Air Asia flight to Hong Kong.

The foreigner was reportedly arrested after his name prompted a hit in the bureau’s derogatory check after presenting himself for clearance at the immigration departure counter.

“He was referred by the immigration officer to his supervisors who verified his identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said in a statement.

The derogatory hit showed that he was placed on the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.

The BI’s Border Control and Intelligence Unit (BCIU) reported that the passenger was previously charged for engaging in cyber fraud activities and for working without a permit.

Chinese nationals – including a fugitive – arrested in Parañaque and Mandaue

In separate operations, agents of the Bureau of Immigration (BI) arrested two Chinese nationals in the cities of Parañaque and Mandaue, according to a Philippine News Agency (PNA) news article. One of them is wanted in China for contract fraud.

The Bureau of Immigration (BI) on Tuesday said two Chinese nationals recently arrested in Cebu province and Parañaque City are now awaiting deportation.

Commissioner Norman Tansingco identified them as Zhu Yuanjiang, 25; and Ma MIngjie, 51, who were arrested last week in separate operations of the BI’s fugitive search unit (FSU).

Both are now detained at the BI detention facility at Camp Bagong Diwa, Taguig City while awaiting deportation.

Zhu was arrested on April 17 in Barangay Umapad, Mandaue City after the BI board of commissioners issued a warrant of deportation against him last year.

He was ordered deported for overstaying and for working in the country without proper permits.

Investigation showed that Zhu previously worked in Xinchuang Network Technology Inc., an online gaming hub in Pasay City that was raided by authorities in June last year for alleged engagement in various criminal activities such as human trafficking and cyber fraud.

Meanwhile, Ma was nabbed on April 19 at his residence in a subdivision in Parañaque City. He is wanted by Chinese authorities for contract fraud.

Ma has a warrant of arrest from the Jiangbei district sub-bureau of the Public Security Bureau in Chongqing, China issued on Dec. 6, 2017.

Chinese authorities alleged that Ma and his cohorts deliberately tampered with bank accounts and account names of a point of sale machine merchant which resulted in the unauthorized transfer of over 58 million yuan (more than USD8 million) from China Minsheng Banking Corporation to his altered bank account.

Chinese national arrested in Parañaque City for illegal possession of firearms

Recently in the city of Parañaque, local police officers arrested a Chinese national for illegally possessing two guns and several pieces of ammunition, according to a Manila Bulletin news report. The arrest took place in Barangay Don Galo.

A Chinese national was arrested by members of the Parañaque City Police Sto. Nino Substation after he was caught in possession of two .45-caliber pistols on Wednesday, Dec. 20.

Police said the suspect, identified as “Jung”, was nabbed at around 12:50 a.m. in front of a hotel on Macapagal Boulevard in Barangay Don Galo, Parañaque City.

A concerned citizen sought help from Metro Manila Development Authority (MMDA) officers after seeing the suspect with a gun while on board a pickup truck. They then asked for assistance from the police to apprehend Jung.

The police said that upon their arrival in the area, the suspect immediately threw his gun into the back of his vehicle.

The suspect was arrested after police recovered from him two .45-caliber pistols with 13 live bullets.

He was immediately brought and detained at the Parañaque Police custodial facility.

Recently in the city of Parañaque, two Chinese nationals and their local cohorts were arrested for allegedly committing carnapping, according to a Manila Bulletin news report.

A Filipino businesswoman, her cohort and two Chinese men were arrested for alleged carnapping on Sunday, Nov. 12, in Parañaque City.

According to the Southern Police District (SPD), the suspects were identified as “Krizzia,” 27, businesswoman; “Leavida,” 28; “Xing,” 32, businessman, and “Huang,” 39.

The suspects were arrested at around 11:40 p.m. at Casiana Residences in Barangay Tambo, Parañaque City.

The report showed that the suspects were spotted by the condominium’s officer-in-charge (OIC) on board a stolen vehicle, a black BMW X-3, which was reported missing on Nov. 2.

The condominium OIC immediately flagged down the vehicle and called for police assistance, leading to their arrest.

They were brought to the police custodial facility for detention.

Local authorities raid Parañaque POGO, alleged prostitution den uncovered

Recently in the City of Parañaque, elements of the Southern Police District and Presidential Anti-Organized Crime Commission (PAOCC) raided an illegal Philippine Offshore Gaming Operator (POGO) establishment resulting in the arrests of suspects and the discovery of what could be a prostitution den, according to a GMA Network news report. The raid was done due to the POGO’s lack of a license to operate.

An alleged prostitution den was discovered during a raid in an illegal Philippine Offshore Gaming Operator (POGO) establishment in Parañaque City on Wednesday, authorities said.

The Southern Police District and Presidential Anti-Organized Crime Commission (PAOCC) raided the POGO hub due to lack of license to operate, Nico Waje reported on Unang Balita.

“While doing the inspection, nakita nga namin iyong prostitution den (we saw the prostitution den),” PAOCC executive director Undersecretary Gilbert Cruz said.

“Kung mapapansin niyo, mayroon mga babae na nandoon and they have rooms na ginagamit nila sa prostitution (If you notice, there were women there and they have rooms that were being used for prostitution),” he added.

The women, who are all Filipinos, said they are offering only massage services.

In the parking lot on the seventh floor of the building, private rooms and spa rooms were discovered aside from computers and gaming consoles.

The operation on other floors has a license but the workers, most of them Chinese, failed to present proper documents like passports, according to the PAOCC.

Cruz said the workers said their bosses were holding their passports.

With a total of 2,000 workers, the POGO hub declared only 900 of them to the Philippine Amusement and Gaming Corporation (PAGCOR).

Two Chinese nationals who manage the POGO hub were arrested, according to Unang Balita.

In a statement, the SPD said at least 16 employees alleged to be victims of human trafficking were rescued in the operation.

The PAOCC is looking into the possible closure of the establishment due to violations of human trafficking, labor, and immigration laws.

Meanwhile, the Bureau of Immigration is set to visit the area for the profiling of the POGO workers.

Chinese national and local companion arrested in Parañaque City for human trafficking

Recently in Parañaque City, a Chinese national and his local companion got arrested by police officers for the alleged operation of a prostitution ring within the city, according to a Philippine News Agency (PNA) news article. A Chinese national and his female cohort were arrested by Southern Police District (SPD) agents for allegedly operating a prostitution ring in Parañaque City, according to a news release on Sunday.

National Capital Region Police Office (NCRPO) chief Brig. Gen. Jose Melencio Nartatez identified the Chinese national as Xiao Ji, and his 48-year-old Filipino companion, Arlene Lapurga Geron.

Police arrested the two while serving a search warrant at SoleMare Parksuites in Barangay Tambo on Saturday.

Police rescued seven Chinese nationals and one Filipino woman during the operation, Nartatez said.

They were victims of human trafficking and sexually exploited before they were distributed to high-end hotels, casinos and clubs in Parañaque, he added.

Another suspect, a Chinese national identified as Lin Wei, managed to escape and is now the subject of manhunt. Operatives also seized several firearms, laptops and money.
