COVID-19 Crisis: Over 2,600 aged 5-11 y/o receive COVID-19 vaccine in Muntinlupa City, one vaccination site added

The City Government of Muntinlupa, through the local COVID-19 Vaccination Program (MunCoVac), has vaccinated more than 2,600 children aged 5-11 years old in the first week of the “Resbakuna Kids” campaign in the city.

As of February 13, Muntinlupa City Health Office recorded a total of 2,687 children aged 5 to 11 years old to have received their first dose of COVID-19 vaccine.

Of the total, Barangay Putatan has the highest number of vaccine takers for the age group with 566, followed by Brgy. Tunasan with 487, Brgy. Alabang with 419, Brgy. Poblacion with 365, Brgy. Cupang with 326, Brgy. Ayala Alabang with 147, Brgy. Sucat with 125, Brgy. Bayanan with 105, and Brgy. Buli with 46. While there are 101 inoculated kids who are non-Muntinlupa residents.

Muntinlupa has opened two party-themed vaccination sites for the pilot implementation of the pediatric vaccination: Ospital ng Muntinlupa (OsMun) in Brgy. Alabang and Laguerta Health Center in Brgy. Tunasan.

On February 14, Muntinlupa CHO has opened an additional vaccination site for ages 5-11 years old at Cupang Health Center.

CHO acting chief Dr. Juancho Bunyi led the launching event and the ceremonial inoculation of children. Bunyi invites all parents in the city to register their kids in the city’s vaccination database and assures the public that vaccines approved by the Philippine Food and Drugs Administration are safe and effective

Cupang Health Center has been decorated with cartoon characters and action figures; while children receive loot bags, free food and ice cream.

Bunyi noted that the initiative aims to provide a relaxing environment in the vaccination sites and to lessen the stress of kids during the vaccination.

To register, Muntinlupa may visit www.vaccine.muntinlupacity.gov.ph/muncovac and wait for further instructions from MunCoVac.

Meanwhile, COVID-19 cases in Muntinlupa continue to decline and the number of active cases have dropped below 80. The latest data from the Muntinlupa City Health Office (CHO) showed that as of February 13, the city’s active cases only totaled 74, adding 13 recoveries and 15 new COVID-19 cases for the day.

Muntinlupa Mayor Jaime Fresnedi continues to urge residents not to be complacent and to continue following the minimum health protocols such as wearing of face masks, physical distancing, and washing of hands. He also encouraged Muntinlupeños to get vaccinated and get their booster shot.

As of February 13, Muntinlupa City has 39,656 confirmed cases with 38,973 recoveries, 74 active cases, 609 reported deaths, 0 suspect case, and 129 probable cases.

Maynilad pressed for answers over severe water service interruption in Muntinlupa City

Are the councilors in your city doing their jobs on issues that affect you and your fellow citizens? In Muntinlupa City, the City Council and its members really worked as they pressed water concessionaire Maynilad for answers in a public hearing that happened very recently, according to a Manila Bulletin news report.

The Muntinlupa City Council held a public hearing on Tuesday, Feb. 8, to investigate the severe water service interruption being experienced by customers of Maynilad Water Services in Muntinlupa and other cities and municipalities.

The City Council’s Committee on Environment, chaired by Councilor Marissa Rongavilla, conducted the hearing attended by Vice Mayor Artemio Simundac, Majority Floor Leader Raul Corro, other councilors, Maynilad representatives, affected customers and Chief Regulator Patrick Lester Ty, head of the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO).

The MWSS-RO is a government agency tasked to ensure that the provisions of the concession agreement between MWSS and Maynilad are followed.

Maynilad customers in Muntinlupa started experiencing the water supply interruption last December. The water company cited the algal bloom and turbidity of raw water in the Laguna Lake as the reasons that affected the water production at its two Putatan Water Treatment Plants in the city.

Based on Maynilad’s latest advisory, the water supply interruption will last until Feb. 15.

Thousands of Muntinlupa customers of Maynilad have been experiencing no water supply for up to 17 hours a day. They have complained that water supply resumes at midnight, forcing them to stay up late so they can store water.

Rongavilla said the main problem of Maynilad customers are the water quantity and water quality. Customers have complained that they are getting brown water from their faucets, which is unusable for drinking or cooking.

She asked Maynilad to clearly explain to the public the solutions to the water supply problem in Muntinlupa.

MWSS-RO has been investigating the water service interruption problem of Maynilad. MWSS-RO chief Ty said they will come up with their findings this month.

“MWSS-RO is looking out for the interest of the public. We are here to ensure that the public is protected,” said Ty.

He said there are options for MWSS-RO to penalize Maynilad. He said it can be a simple warning, disallowing the company’s expenses, or order Maynilad to give a rebate to its customers.

Last November, MWSS-RO penalized Maynilad and ordered it to rebate customers in Las Pinas.

Corro told Manila Bulletin that “we will await the investigation report of MWSS-RO Chief Regulator Patrick Lester Ty who promised to release it this February.”

“In the public hearing, we relayed the demand of the unsatisfied Maynilad customers to either declare a payment holiday or reduce the monthly bills or declare a rebate and impose penalties in accordance with the concession agreement due to lack of water supply (frequent water service interruptions) and due to poor quality of water (brownish color),” he said.

“We also asked Maynilad to ensure that the Feb. 15 deadline it has announced to resume normal supply of water shall be done and that in case they cannot comply, penalties should be imposed by MWSS-RO and that they will increase their number of water tank trucks from the present 29 to supply water in the affected areas,” added Corro.

He said, “We also put on record that the people of Muntinlupa who are customers of Maynilad are very unsatisfied with their service and consider Maynilad’s reasons for the frequent WSI as ‘unacceptable’ considering that they have been operating the Putatan Water Treatment Plant for more than a decade already.”

Foreign national and local cohort arrested for falsification of documents and usurpation of authority in Parañaque City

When it comes to the crime in Parañaque City, something unusual happened recently right inside a police station within the city as the Manila Bulletin reported that a Malaysian national and a local cohort got arrested falsification of public documents and usurpation of authority. The two crime suspects as they posed as court process server. The local police verified the release order which was found to be fake.

A Malaysian and his Filipino cohort posing as court process server were arrested inside the Paranaque City police station, Monday night.

Southern Police District (SPD) director, Brig. Gen. Jimili Macaraeg, identified the suspects as Owi Jee Hao, 32, of Avida Tower, Alabang Muntinlupa City, and Lorenz Vicedo, 26, of Luzon St., Alabang, Muntinlupa City.

Macaraeg said both suspects were detained at the Paranaque City police custodial facility and were charged for falsification of public documents and usurpation of authority.

He said based on the report of Col. Maximo Sebastian, city police chief, the suspects arrived at the police headquarters posing as court process server and showed a release order for Chinese nationals who are suspects in a kidnapping case.

The SPD chief the suspects showed a copy of the release order for Han Xun, Cen Sha Lu, and Shen Fa who were accused of kidnapping a 25-year-old Chinese businessman on Jan. 2.

Macaraeg said the fake order allegedly instructed the Paranaque City police to release the three suspects after paying P100,000.

As seen in the above news story, the suspects used a fake court document to release Chinese nationals who were arrested in a case of kidnapping. This reminds me about a Chinese connection existing in Parañaque and past cases of kidnapping in the city involving Chinese nations (for reference, click here and here). It’s a wonder if the two reported suspects are working for some powerful crime boss.

COVID-19 Crisis: More than 400 kids aged 5-11 vaccinated on first day in Muntinlupa City

As the national government announced that more than seven thousand children aged 5 to 11-years-old were injected with their first dose of COVID-19 vaccine, more than four hundred children of the same age group got vaccinated in Muntinlupa City on the first day (February 7, 2022), according to a Manila Bulletin news report.

The Muntinlupa City government vaccinated a total of 419 kids aged five to 11 on the first day of the “Resbakuna Kids” campaign.

According to the city government, of the 419 kids, 240 were vaccinated at the Ospital ng Muntinlupa in Barangay Alabang consisting of 39 classified as Pediatric A3 or with comorbidities, and 201 without comorbidities.

At the Laguerta Health Center in Barangay Tunasan, 179 kids were vaccinated, all without comorbidities.

The city government is targeting to vaccinate 68,198 children aged 5 to 11 in Muntinlupa. As of Feb. 5, 10,755 kids have registered with the city’s vaccination program, or 16 percent of the target.

In the official press release issued by the City Government, it was stated that Mayor Jaime Fresnedi and other local officials led a ceremonial launching of the inoculation of 5-11 years old at Laguerta Health Center in Brgy. Tunasan. The mayor encouraged all parents in the city to register their children in the Muntinlupa COVID-19 Vaccination Program (MunCoVac) and assured them that vaccines approved by the Philippine Food and Drugs Administration are safe and effective. He also urged the public to get their booster shots as added protection against COVID-19.

More on vaccination, the dosage for kids aged 5 to 11-years-old is at 10 microgram/dose concentrate of Pfizer COVID-19 vaccine for each of them. The second dose shall be given three weeks after the first dose to complete the vaccination course.

COVID-19 Crisis: Beware of fake vaccination cards and the scammers behind them

As more people are lining up at vaccination sites around the country to get vaccinated or boosted for COVID-19, there is a rise in the number of fake vaccination cards as reported in the news which, in my view, is most likely related to the implementation of the No Vax, No Ride policy as well as the imposed restrictions on unvaccinated individuals.

The Pasay City police arrested a graphic artist who was allegedly the source of fake vaccination cards proliferating in the city and being sold to unvaccinated commuters, Tuesday afternoon.

Col. Cesar Paday-os, Pasay City police chief, identified the suspects as Marcelo Cabansag, 28, a resident of 366 F. Rosario St., Barangay 59, Pasay City.

Paday-os said Cabansag is now detained at the Pasay City police custodial facility and is facing charges for violation of falsification of public documents in relation to RA 11332, Sec. 9 paragraph (b).

He said Cabansag was arrested in an entrapment operation at about 5:30 p.m. at No. 32 P. Arnaiz Avenue, Libertad, Barangay 94 Zone 11, Pasay City.

The city police chief said Mayor Emi Calixto-Rubiano came out with an order for the arrest of Cabansag after learning that he was the main source of fake vaccination cards proliferating in the city.

The police arrested two public transportation barkers identified as Alex Bagayan, 39, and Eddie Garcia, 46, on Monday at about 6:30 o.m. along Apelo Cruz St., Barangay 151, Malibay, Pasay City for selling fake vaccination card for P500 each to unvaccinated commuters.

Paday-os said the arrested barkers pinpointed Cabansag as the person behind the printing of fake vaccination cards that are being sold to them at P100 each.

He said Cabansag admitted that he already printed around 50 pieces of fake vaccination cards this January after the “no vaccination card, no ride” police was implemented.

And now here is a look at another Manila Bulletin news report about fake vaccination cards, only this time the story is set in Quezon City. Some parts in boldface…

Police arrested a woman for allegedly selling fake COVID-19 vaccination cards in Barangay E. Rodriguez, Cubao, Quezon City on Wednesday afternoon, Jan. 26.

Lt. Col. Elizabeth D. Jasmin, Quezon City Police District (QCPD) Cubao Station (PS 7) commander, said the suspect, identified as Huwela Mifuel Gabrido, 51, was nabbed in an entrapment operation.

According to the police, they launched the operation after receiving a tip from a concerned citizen. They were able to buy from the suspect a fake vaccination card for P15,000, which was paid through G-Cash.

Gabrido, who came with two cohorts, was arrested upon meet-up with a police poseur-buyer at No. 44 Cambridge St., Brgy. E. Rodriguez at around 4:30 p.m. on Wednesday.

However, her two cohorts escaped.

As seen in the above excerpts of the two news reports, the making and selling fake vaccination cards is unlawful. It shows that making money using illegal methods will lead to trouble and punishment under the justice system. There are people out there who are daring to take advantage of the unvaccinated people who in turn are willing to pay a lot of money to obtain an illegal item to get through the restrictions. As for the unvaccinated, using a fake vaccination card itself will make them violators of varied rules and regulations.

To be clear, the issue of fake vaccination cards here in the Philippines is not new. In fact, there were computer shops in Muntinlupa City that engaged in producing and selling fake vaccination cards. For added insight about the issue of fake vaccination cards, watch these Philippines news videos.

COVID-19 Crisis: More than 9,600 children aged 5-11 y/o registered for vaccination in Muntinlupa City

As Muntinlupa City prepares for the vaccination rollout for children aged 5-11 years old, the City Government has recorded more than 9,600 children from the age group pre-registered in the city’s database.

At least 9,653 children aged 5-11 years old are pre-registered in Muntinlupa’s COVID-19 vaccination program as of January 30, according to the City Health Office (CHO). Of the total, 1,025 are from the pediatric A3 group, or those with co-morbidities, and 8,628 are from the rest of the pediatric population.

Muntinlupa CHO acting chief Dr. Juancho Bunyi said the city will have two (2) vaccination sites for the 5-11 years old: Laguerta Health Center in Brgy. Tunasan and Ospital ng Muntinlupa in Brgy. Alabang.

Bunyi noted that the target population for the age group is around 68,000. The local health officer also advised the public to wait for further advisory from the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) for vaccination schedules.

As part of the Phase 1 implementation, the national government will be launching the pilot vaccination rollout for children aged 5-11 years old on February 4 in the following sites: Philippine Heart Center, Philippine Children’s Medical Center, National Children’s Hospital, Manila Zoo, SM North EDSA (Skydome), and Fil Oil Gym in San Juan City.

The Phase 2 of the rollout will include expansion in the NCR and other regions.

Last December 23, the Philippine Food and Drug Administration (FDA) has approved EUA for Pfizer-BioNTech’s COVID-19 vaccine for ages 5 to 11 years old.

Children aged 5-11 years old shall receive a 10 microgram/dose concentrate of Pfizer COVID-19 vaccine and the second dose shall be given three weeks after the first dose to complete the vaccination course.

Muntinlupa residents may be pre-registered online through the city’s COVID-19 vaccination registration system www.vaccine.muntinlupacity.gov.ph/muncovac. The public may choose the category “Pediatric A3 (5-11 yrs. old)” for those with co-morbidities and category “Pediatric/Rest of the Pediatric Population (5-11 yrs. old)” for well-child population or those without co-morbidities.

Meanwhile, for the 12-17 age group, the local government has inoculated at least 34,562 minors as of January 30. This translates to 62% of the age group’s target population.

Further, as of January 30, at least 474,309 doses of COVID-19 vaccine were administered in the city or 124% of the target. Of the total, 412,932 were fully vaccinated or 108% of the target. At least 66,353 received their booster shot.

To date, Muntinlupa City has 38,489 confirmed cases with 37,352 recoveries, 538 active cases, 599 reported deaths, 0 suspect case, and 252 probable cases.

COVID-19 Crisis: Almost 60 million Filipinos fully vaccinated

This past weekend, the national government announced that almost sixty million Filipinos nationwide have been fully vaccinated for COVID-19, according to a report published by the Philippine News Agency (PNA). To be more precise, the official count was at 57 million.

The Philippines has administered 122,889,494 doses of coronavirus disease 2019 (Covid-19) vaccines nationwide as of Saturday, with 57,095,695 Filipinos now with complete shots and better protected against the virus.

Data from the National Covid-19 vaccination dashboard showed 59,716,484 individuals have received at least the first dose of the primary series while 6,077,315 got their booster or additional doses.

The government recently launched the “Resbakuna sa Botika” program in partnership with private pharmaceutical stores and clinics to encourage more fully vaccinated Filipinos to avail of booster shots.

Secretary Carlito Galvez Jr., chief of the National Task Force Against Covid-19, said “self-management and social responsibility” would greatly contribute to the country’s response to the global health crisis.

“Basically, it is not sustainable that only the national government will take care of everything. I believe the private sector, the LGUs (local government units), and also the different parts of our society want to have responsibility. And that’s the way forward to our Covid-19 pandemic response,” Galvez said in an interview at a booster vaccination event in Makati City on Friday.

Galvez said there should a policy shift from having a government-centered approach to giving pre-access to those who are willing to assist in the national vaccination program.

On face value, having 57 million fully vaccinated Filipinos nationwide sounds like good news but in reality it remains to be seen if the Omicron variant could be resisted.

More on the Omicron variant, it is crucial for the Philippines to acquire as many new doses of Sputnik vaccines from Gamaleya to really immunize and boost more Filipinos as soon as possible. Already there were studies conducted showing that Sputnik V and Sputnik Light resulted in strong resistance against the Omicron variant (for references, click here, here and here). Historically, Muntinlupa City was one of the first cities of the Philippines to receive a batch of Sputnik V vaccines.

COVID-19 Crisis: Muntinlupa City apprehends quarantine violators, strengthens vaccination drive amid rise in COVID-19 cases

Amid the sharp increase in new COVID-19 cases, members of the Muntinlupa City Police Station (MCPS) has apprehended more than 900 individuals this month for violating city ordinances and quarantine rules, while the City Health Office (CHO) strengthens the local vaccination efforts.

MCPS acting chief-of-police PCOL Angel Garcillano reported that 978 city residents were apprehended violating curfew hours, mandatory wearing of face mask and other city ordinances from January 1-24.

Of the total, 892 were apprehended for not wearing face masks while 54 violated the curfew.

Under City Ordinance No. 2020-109, every person in Muntinlupa is required to wear face masks at all times whenever outside of their residence, at the workplace, when entering government buildings and offices, and in public places.

Penalties for offenders include P300 for first offense, P500 for second offense, and P1,000 for third and subsequent offenses.

For violators who are minors, a stern warning will be given for the first offense, withdrawal of scholarship grant from the local government or P300 for non-grantee for second offense, and P500 for third and subsequent offenses. The penalty fee for minors will be charged against their parents or guardians.

Muntinlupa PNP has also installed COMELEC checkpoints and augmented its monitoring for the “No Vaccination Card/ID, No Ride” policy of the Department of Transportation.

Mayor Jaime Fresnedi continues to urge city residents to strictly follow the minimum public health standards and get vaccinated amid the increasing COVID-19 cases in the city.

Muntinlupa CHO has recorded all time high figures last January 23 with 4,684 active cases and daily new confirmed cases at 467.

CHO acting chief Dr. Juancho Bunyi said the city has strengthened the PDITR + V strategy (Prevention, Detection, Isolation, Treatment, Recovery plus Vaccination) to combat the further spread of the virus.

The City Health Office has also launched the “Rolling Bakuna” to bring the vaccination services closer to the communities. From January 3 – 21, Muntinlupa CHO has inoculated 1,687 individuals for their first and booster dose in different barangays.

The Rolling Bakuna is set to serve the following communities and organizations in the coming days: Morning Breeze Alabang (January 25, 240 slots – Booster), Elsie Gaches Alabang (January 26, 300 slots – Booster), Posadas Sucat (January 27, 100 slots – Booster), and PNP Headquarters (January 28, 500 slots – Booster).

As of January 21, at least 461,766 individuals in Muntinlupa have received their first dose, translating to 120.56% of the target population. While, 395,435 in the city are fully vaccinated which is 103.24% of the target.

Of the total vaccinated individuals, 17,521 were inoculated for first dose and 10,659 for second dose in coordination with the private companies.

City residents may register online through the city’s COVID-19 vaccination registration system via www.vaccine.muntinlupacity.gov.ph/muncovac.

COVID-19 Crisis: Muntinlupa City Council passes ordinance regulating movement of unvaccinated individuals

The Muntinlupa City Council passed an ordinance limiting the mobility of unvaccinated individuals following the consensus of Metro Manila mayors to enforce such restrictions.

Majority Floor Leader Coun. Raul Corro said the city council has approved an ordinance on Monday adapting MMDA Resolution No. 22-01 series of 2022 which urges Metro Manila Local Government Units to enact ordinances on the enhanced restrictions of the unvaccinated individuals and regulation of their mobility.

Corro added that the initiative is due to the alarming rise in active cases of COVID-19 and aims to pre-empt the adverse impact of the highly-transmissible Omicron variant.

Under the local ordinance, all unvaccinated individuals Muntinlupa shall “remain in their residences at all times except for the procurement of essential goods and services.”

Unvaccinated residents are also prohibited in indoor and al fresco dining in restaurants, food establishments, malls, hotels, event venues, sports and country clubs.

In addition, those who are not vaccinated will not be allowed domestic travel via public transportation by land, sea, and air except for the procurement of essential goods and services subject to the production of proof to support and justify such travel.

While those in the workforce who haven’t received their COVID-19 vaccine yet shall be required to undergo an RT-PCR test every two (2) weeks at their personal expense and present a COVID-19 negative result prior to being admitted for work onsite consistent with the guidelines, rules, and regulations issued by the IATF and the Department of Labor and Employment.

However, in the event that the RT-PCR test or result is not immediately available, a Rapid Antigen Test may be utilized in lieu thereof.

Under the new ordinance, vaccination cards or RT-PCR tests will also be required from the public and government officials. Those availing the services of the City and Barangay shall be required to present Vaccination Card or RT-PCR result, physical or digital copy, showing proof of their full vaccination or negative COVID-19 status before entering any government office.

Elected officials and employees of the City and Barangay Government are also enjoined to follow the new regulation.

Violators will be penalized with a fine of P5,000.00 or imprisonment of one year. Under Republic Act No. 11332, a fine of Php 20,000.00 to Php 50,000.00 or imprisonment of not less than one (1) month but not more than six (6) months may also be imposed to violators.

Meanwhile, those who will falsify COVID-19 vaccine cards shall be prosecuted under Act No. 3815 or the Revised Penal Code, as amended, pursuant to Section 12 of Republic Act No. 11525 or the COVID-19 Vaccination Program Act of 2021.

The restrictions shall also cover individuals who reside outside of Muntinlupa but who work and travel to the city. The ordinance will be in effect during Alert Level 3 or higher and shall be automatically lifted once Alert Level 2 or lower is declared.

Recently, the City Government has required vaccination card or RT-PCR negative test from the public who will visit the City Government offices.

Muntinlupa City Administrator Engr. Allan Cachuela issued a memorandum ordering security personnel in Muntinlupa City Hall and other local government offices to require visitors to present their vaccination card or a negative RT-PCR (reverse transcription-polymerase chain reaction) test.

“Please be advised that everyone, including elected officials and department heads, entering the City Government of Muntinlupa (CGM) facilities must be required to present their Vaccination ID with proof that they are fully vaccinated (1^st and 2^nd dose) or they can present an RT –PCR test result done within two (2) weeks,” the local memorandum states.

The cost of RT-PCR test will be charged at the expense of the visiting public.

Meanwhile, employees found in violation of the order will be administratively sanctioned in accordance with the CSC rules and regulations.

As of January 9, Muntinlupa City has 29,408 confirmed cases with 27,131 recoveries, 1,695 active cases, 582 reported deaths, 0 suspect case, and 770 probable cases.
