Have you heard about the Janssen COVID-19 vaccine? The latest news is that the said vaccine produced by giant Johnson & Johnson is here in the Philippines and the City Government of Muntinlupa just received a supply from the national government. Also noteworthy is that Janssen is a single-dose vaccine and one particular group of patients will receive it here in Muntinlupa.

The Muntinlupa City government has received Johnson & Johnson’s single dose Janssen COVID-19 vaccines from the national government and it will be used exclusively for senior citizens or those belonging to the A2 priority group.


The Philippines received 3.2 million doses of Janssen vaccine last week, which were donated by the US government through the COVAX Facility, an alliance aiming to ensure access of developing countries to COVID-19 vaccines. The Philippines is one of the 92 low- and middle-income countries and economies approved to access the vaccines through COVAX.

 “Senior citizens who have registered with MunCoVac but have not yet been vaccinated are priority in the sending of schedules. Based on the NVOC [National Vaccine Operations Center] Advisory, those eligible for the Janssen vaccine are A2 and A3 [persons with comorbidities]. We have decided to give priority to our senior citizens since the supply is limited and they are the sector most prone to COVID-19,” said the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) team.


The country’s Food and Drug Administration (FDA) issued an Emergency Use Authorization (EUA) for Janssen on April 19, which indicated that the vaccine is intended for 18 years old and above.

“Janssen COVID-19 Vaccine is supplied as a suspension in multi-dose (5 doses) vials. The dosing regimen is a single dose of 0.5 mL administered as intramuscular injection,” according to the EUA.

As of July 20, the Muntinlupa City government has administered 257,633 vaccine doses. Of the total, 167,168 individuals have received their first vaccine dose, representing 43.33 percent of the target population of 385,725.


In addition, 90,465 individuals in Muntinlupa are now fully vaccinated after getting their second dose, or 23.5 percent of the target population.


Of the first dose recipients, 20,239 are senior citizens (A2) equivalent to 54.7 percent of the estimated target elderly population of 37,016 in Muntinlupa.


Other recipients of the first dose are 11,177 A1 (health workers), 66,849 A3 (persons with comorbidities), 58,382 A4 (essential workers), and 10,521 A5 (poor population).


By vaccine brand, of the 167,168 first dose recipients, 104,216 individuals received Sinovac Life Sciences’ CoronaVac, 32,406 got AstraZeneca, 3,879 were given Sputnik V, 4,196 had Pfizer-BioNTech and 260 were administered with Moderna.


Of the 90,465 individuals in Muntinlupa who are now fully vaccinated, 7,280 are A1, 14,683 are A2, 46,299 are A3, and 18,145 are A4. By vaccine brand, 63,495 got CoronaVac, 2,454 received AstraZeneca, 2,934 were given Sputnik V, and 21,582 received Pfizer-BioNTech.

In relation to the presence of the Delta variant here in the Philippines, which reportedly is more transmissible, getting vaccinated is more crucial than ever. According to the national authorities, getting fully vaccinated (2 doses) is essential for resistance against the Delta variant. As such, residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. 2021 Alabang Hills Village car sticker application process for non-residents ongoing

It’s that time once again. Through its official website, the Alabang Hills Village Association (AHVA) announced that the application processing for the 2021 edition of their vehicular stickers specifically for non-residents has officially started since July 19, 2021. Take note that non-AHVA members (which refers to non-residents) need to have the endorsements of another Alabang Hills Village resident, the village association, the school or organization in order to validate the application for non-resident stickers.

The steps are simple and easy to follow. Firstly, applicants seeking non-resident car stickers must click https://alabanghillsvillage.com/vehicle-sticker-application/

Secondly, applicants should follow Step 1 which is to download, print and fill out the 2-page sticker application form. That being said, make sure your printer has enough ink and paper to print the said form. (reminder: non-resident applicants need to have their respective application endorsed first otherwise the AHVA won’t accept their application. That being said, look closely at page 1 of the application form.)

Thirdly, applicants should follow Step 2 which states the payment option and prices. To point things straight, the 1-year car sticker for non-residents is at P1,500 per vehicle while the 2-year car sticker for non-residents is at P2,700 per vehicle. The motorcycle/bike sticker is priced at P350 each.

Still under the non-residents category, commercial vehicles sticker rates are P2,000 per vehicle (four wheels), P2,500 per vehicle (six wheels and up) and P500 each (motorcycle).

Non-residents who need to replacement stickers need to pay P200.

Fourthly, applicants should follow Step 3 which is for them to fill the blanks with their respective details (name, email address, landline or mobile phone number) and upload the signed application form as well as the OR/CR of the vehicle(s). There is also the requirement to click the small box confirming your agreement to AHVA’s private police and use of their website, click another box that you are not a robot, and then click the submit button. All of these are within https://alabanghillsvillage.com/vehicle-sticker-application/ so make sure your Internet connection is on and reliable for uploading.

Once the applicant has been successful with submitting all the requirements online, he/she should allow up to 48 hours’ time for the AHVA to reply.

It is official. The Delta variant (B.1.617.2) is really here in the Philippines and this could lead to more new infections of COVID-19. What is the Delta variant? It is described by WebMD.com as follows:

The Delta variant, also known as B.1.617.2, can spread more easily, according to the CDC. The strain has mutations on the spike protein that make it easier for it to infect human cells. That means people may be more contagious if they contract the virus and more easily spread it to others. It is now the dominant strain in the U.S.

In fact, researchers have said that the Delta variant is about 50% more contagious than the Alpha variant, which was first identified in the U.K., according to The Washington Post. Alpha, also known as B.1.1.7, was already 50% more contagious than the original coronavirus first identified in China in 2019.

Public health experts estimate that the average person who gets infected with Delta spreads it to three or four other people, as compared with one or two other people through the original coronavirus strain, according to Yale Medicine. The Delta variant may also be able to escape protection from vaccines and some COVID-19 treatments, though studies are still ongoing

In relation to the presence of the Delta variant here in the Philippines, the  City Government of Las Piñas made moves in preparation for it as reported recently by the Manila Bulletin. To put things in perspective, posted below is an excerpt from the report. Some parts in boldface…

Las Piñas City Mayor Imelda Aguilar has ordered the strict implementation of prevent-detect-isolate-treat and reintegrate (PDITR) to ensure that the new Delta variant will not spread in the city.

According to Paul San Miguel, Public Information chief, Aguilar ordered that residents who show symptoms of COVID-19 must be isolated in one facilities while asymptomatic patients should be placed in other isolation facilities.

San Miguel said the Aguilar’s order came after the Department of Health (DOH) confirmed that the more transmissible Delta variant has entered the country.

He said the mayor wants to prevent the spread of the virus in the city and continues to appeal to residents to observe the basic health protocols like the wearing of face mask and face shield and observing physical distancing.

With the details above, there is a need to be extra careful when moving around in public. The people who remain unvaccinated will need to get vaccinated as soon as possible (note: register first) for their health and protection for COVID-19 and the Delta variant.

Motorist apologizes over Muntinlupa incident

Very recently, an incident that took place in Muntinlupa caught the attention of many as a video about it went viral. Since after, the motorist who went against the cops got charged and was ordered by the Muntinlupa prosecutor to be released in relation for further investigation. Now the latest update about the incident as reported by the Manila Bulletin is that the motorist apologized officially.

Franz Luke Orbos, the motorist who cursed at Muntinlupa policemen and traffic enforcers over a traffic violation and bragged about his father, has issued an apology over the incident.

Orbos, listed as the son of former executive secretary, and former Pangasinan governor and representative Oscar Orbos, was in the limelight recently when a video of him hurling invectives and displaying rude behavior against law enforcers was posted on social media.

His altercation with the Muntinlupa police and traffic enforcers happened last July 14 along Susana Heights road in Brgy. Tunasan, a busy thoroughfare near the Susana Heights toll gate.

In the video, Orbos, a resident of San Juan, is seen confronting police officers and traffic enforcers and saying, “Bakit mo ako titiketan? Ano ginawa ko? (Why are you going to give me a ticket? What did I do?)”

He continued his outburst and said, “Bakit niyo ako poposasan? Hindi nyo ba ako kilala? Hindi niyo ako kilala? P**** hindi niyo ako kilala? Kung sino ang tatay ko? P**** kayo e. Ginagago niyo ako. Tingin niyo takot ako sa inyo? (Why are you going to handcuff me? Don’t you know me? Do you know who my father is? You are making a fool of me. Do you think I’m afraid of you?”

He was arrested and the Muntinlupa police and Traffic Management Bureau (MTMB) filed a complaint of alarms and scandals, resistance to a person in authority and direct assaults against him with the Muntinlupa prosecutor’s office.

In an apology issued Sunday, Orbos admitted his mistakes and said it was different from the “Christian values” that his parents taught him.

“Recently, an incident has gone viral on social media involving myself. What you saw on the video is indeed regretful and contrary to how I was raised with Christian values by my loving parents, who taught me to be respectful to the proper authorities,” he said, TV Patrol reported.

Orbos added, “My family and loved ones have been hurt and disturbed for what has happened. I am deeply remorseful and I sincerely apologize to all who were offended by my conduct.”

“Like any human being, I have committed a mistake and I am prepared to suffer the consequences of such. This incident has truly been a learning and humbling experience for me. It has moved me to rise above and beyond these unfortunate circumstances and be a better person for my family, God, and country,” he said.

Listed as complainants in the case filed with the Muntinlupa prosecutor’s office are Police Corporals Marlon Sandoval and Rolando Liban, and traffic enforcers Felicisimo Co Jr. and Ramon Reamico of the MTMB.

In a resolution, the Muntinlupa prosecutor’s office ordered the release of Orbos as “there is a necessity to conduct further investigation as there are matters that need to be clarified. Hence, it is hereby recommended that a Preliminary Investigation be conducted on the instant case.”

The preliminary investigation is scheduled at 11:30 a.m. on July 30 at the Muntinlupa prosecutor’s office.

Thanks to the very high vaccination utilization rate achieved in the fight against COVID-19, the city of Las Piñas was cited by the Department of Health (DOH) and Mayor Imelda Aguilar gave her reactions as reported by the Manila Bulletin.

The Department of Health (DOH) said Pasay and Las Piñas cities are posting high COVID-19 vaccine utilization rates.

As of July 15, the DOH recorded Pasay with 98.20 percent in vaccine utilization rate followed by Las Piñas City with 95.74 percent.

Las Piñas City Mayor Imelda Aguilar, who was happy to note that Las Piñas ranked as number 2 in the vaccine utilization rate, called on residents to avail the free vaccination being offered by the government to be safe from being infected with the virus.

Aguilar is ensuring all residents that despite the delay of arrival and lack of supply of vaccines, the city government continues to conduct vaccination.

She said the commitment of every city resident to be vaccinated against the coronavirus disease (COVID-19) will help the city government to immediately achieve herd immunity.

The mayor said the city government has vaccinated a total of 313,045 residents as of July 16 of which 212,510 received their first dose belonging to A1 to A5 categories. In addition, 100,535 have already been fully vaccinated against the virus.

It should be noted that the efforts of the City Government of Las Piñas on having its people vaccinated made quite an impact. Among them are over 100,000 people who have been fully vaccinated and that means their resistance against COVID-19 and its variants is pretty strong.

We sure live in a very divided world. Way over there in America, the hate-driven, terrorist-loving (click here and here), racist Marxist movement Black Lives Matter (BLM) hate the police so much they are actually empowering criminals, endangering the innocent and tearing down their society. No matter what the BLM and its fanatics shout about, the police will always be essential.

On police matters right here in the Philippines, a news report published by the Philippine News Agency (PNA) caught my attention as something happened within the jurisdiction of Muntinlupa City and the chief of the Philippine National Police (PNP) issued a statement about it. As of this writing, this news has been publicized by local media outlets.

The man who assaulted police officers and traffic enforcers in Muntinlupa will face various charges, Philippine National Police (PNP) chief, Gen. Guillermo Eleazar said on Friday.

In a statement, Eleazar said the suspect identified as Franz Luke Orbos will face criminal charges, including alarm and scandal, resistance and disobedience to a person in authority or agents, and direct assault.

In a viral video, Orbos was seen shouting and cursing at law enforcers who apprehended him as his parked vehicle blocked traffic along Susana Heights Road in Barangay Tunasan.

He remained uncooperative and resistant even after he was handcuffed. He was allegedly under the influence of alcohol during the incident.

Meanwhile, Eleazar commended the police officers for calmly dealing with Orbos’ rowdy behavior.

This past Saturday, the Manila Bulletin reported that the motorist has been released from detention as ordered by the prosecutor of Muntinlupa City. A preliminary investigation has been set for July 30, 2021.

Recently the City Government of Las Piñas announced two notable achievements in the fight against COVID-19 – over 300,000 people in the city got vaccinated while the city is the 2nd highest among local government units (LGUs) in Metro Manila with regards to vaccination utilization rates recorded.

Based on statistics counted as of July 15, 2021, a grand total of 313,045 people in the city got vaccinated. Breakdowns show that 212,510 patients were vaccinated on their first dose and the biggest group of patients who received the first dose was A4 category at 85,841. Patients who successfully got fully vaccinated with two doses totaled 100,535 and the biggest group of patients fully vaccinated was the A3 category with 44,614. Check out the official stats below…

With regards to the Metro Manila LGUs vaccination utilization rate statistics counted by the Department of Health (DOH) vaccination operations center accurate as of July 15, 2021, Las Piñas City ranked 2nd place overall with a utilization rate of 95.74% The top LGU overall was Pasay City with 98.20% When it comes to South Metro Manila LGUs, the City of Muntinlupa was at 5th place with 89.44% while the City of Parañaque finished 8th overall with 85.82%. Muntinlupa Mayor Fresnedi reiterates BuCor’s lack of coordination on wall construction along Insular Road, House Committee on Justice to prepare final report

Muntinlupa Mayor Jaime Fresnedi reiterated the lack of coordination from the Bureau of Corrections (BuCor) regarding the construction of a wall along Insular Road in Bilibid during the conclusion of the hearings conducted by the House Committee on Justice last July 14.

“There was never a time that BuCor Director General Gerald Bantag coordinated or informed the city government of his intentions to close the road going to Southville 3. I was expecting Usec. Bantag to coordinate so we could also consult this matter with the affected residents and that proper intervention, especially the transportation and other emergency matters, will be implemented,” Fresnedi noted.

The local exec answered Bukidnon 2nd District Rep. Jonathan Keith Flores’ inquiries on whether DG Bantag coordinated with the local government on construction of a wall along Insular Road since his designation as BuCor Director General in 2019.

Flores also pointed during the congressional hearing that there is a need to review the provision on BuCor Modernization Law pertaining to the bureau’s “absolute authority.”

“I think absolute authority only comes when the properties are under the name of BuCor. That is why the provision requires the BuCor to have the titles transferred in their name. It seems that for as long as the title still remains in the name of the Republic of the Philippines, then it would be pre-mature for BuCor to exercise absolute authority over the same. Just like I said, it is still not yet under the name of the BuCor,” Flores said.

Register of Deeds Atty. Silverio Garing testified during the hearing that land titles in the city’s land record repository for NBP Reservation are titled under the name of the Republic of the Philippines and not BuCor.

Further, Department of Public Works and Highways district engineer Elpidio Trinidad confirmed that the Insular Road is a National Road as per inventory and is owned by the National Government and not BuCor.

Committee chairman and Leyte Rep. Vicente Veloso recognized the lack of coordination and proper consultation of the BuCor to have affected the livelihood of the residents and their access to public transportation, especially barangay and city health services during this national public health emergency caused by the COVID-19 pandemic.

“Clearly, we will not be in this predicament and this inquiry would not have taken place if the BuCor have simply taken simple, logical, and humanitarian steps on public consultation before taking such drastic action that obviously would affect thousands of citizens in the community,” Veloso said in his opening remarks during the committee hearing.

Jap Landingin, president of NHA Southville3 Homeowners Association, told the committee that since the road closure, many community members have lost their jobs and were deprived of medical assistance. Landingin added that at least ten (10) residents of Southville 3 have died due to COVID-19.

Congressman Ruffy Biazon, who raised the issue in Congress for a committee hearing in aid of legislation, said the inquiry has been terminated since enough information has been gathered to prepare the committee report.

“Based on the discussions in the hearing and the statements of the committee chairman, it appears that the actions of the BuCor in closing Insular Road was not only baseless, it was against the law. I call on the Bucor to heed the findings of the committee and tear down the wall constructed on a national road,” Biazon said.

Last March, the City Government condemned BuCor’s action to construct a concrete wall along Insular Road. Southville 3 is a socialized housing project of the National Housing Authority located within NBP with 8,000 families or at least 40,000 residents.

COVID-19 Crisis: First dose vaccination resumes in Muntinlupa City using AstraZeneca vaccines

Yesterday the first dose vaccination officially resumed in Muntinlupa City as a result of the new supply of vaccines that the City Government received.

The Muntinlupa City COVID-19 Vaccination Program (MunCoVac) has announced the resumption of 1st dose vaccination in the city’s vaccination sites after the City Health Office received new supply of Oxford-AstraZeneca vaccines from the national government.

“Natanggap ng Pamahalaang Lungsod, sa pamamagitan ng City Health Office, ang 22,780 doses ng ASTRAZENECA vaccine. Dahil dito, magbabakuna muli ng FIRST DOSE simula ngayong araw, July 13,” MunCoVac posted in its Facebook page.

First dose vaccination using AstraZeneca vaccines will commence at the following sites: Sucat Covered Court, New Cupang Health Center, Biazon Covered Court in NHA-Southville 3, De La Salle Santiago Zobel School (No Walk-in), Festival Mall Upper Ground Floor Parking (July 13 only), and SM Center Muntinlupa (July 13 only).

MunCoVac stressed that vaccination in the city is still by appointment and residents will need to register online via https://vaccine.muntinlupacity.gov.ph/muncovac. City residents are notified on their schedule via text message from MunCoVac.

Further, the second dose vaccination of Pfizer-BioNTech recipients will continue in SM Center Muntinlupa, Ayala Malls South Park, and Festival UG Floor Parking with adjusted schedules. Second dose recipients of Pfizer-BioNTech are advised to follow their updated schedules and instructions indicated in the text message from MunCoVac.

Earlier, the City Government has announced the suspension of 2nd dose vaccination using Sinovac Life Sciences’ CoronaVac vaccine due to the limited new supply. The City Government made the decision following the issuance of National Task Force Against COVID-19 Advisory No. 62 regarding the delay in the arrival of new Sinovac vaccines in the country.

MunCoVac further explained that as per NTF Advisory No. 62, DOH All Experts Group on Vaccines assures that prolonging the interval period between the first and second dose for three (3) to six (6) months is acceptable if delivery of COVID-19 vaccines is affected by the global vaccine supply.

As of July 12, there are 223,436 vaccines deployed in Muntinlupa, of which 152,900 are first dose (39.6% of the target) and 70,536 are second dose.  While, there are 282,726 registered individuals in MunCoVac, translating to 73.3% of the target population to be vaccinated.

Muntinlupa targets to inoculate 385,725 residents which is 70% of 551,036, the city’s estimated population for 2020.

COVID-19 Crisis: Parañaque City Vice Mayor’s office certified safe to visit

You heard about the Safety Seal that has been posted on offices and establishments that met the criteria for approval and certification? For the newcomers reading this, the Safety Seal is an indication that the establishment is compliant in terms of the standard safety protocols, including the use of StaySafe.ph app. In recent times, offices at Las Piñas City Hall, the Alabang Town Center (ATC) in Muntinlupa and SM Southmall in Las Piñas were certified safe and respectively each had Safety Seals posted. This is all related to the current pandemic caused by COVID-19.

Over at City Hall (specifically at the Legislative building) in Parañaque City, the Office of the Vice Mayor obtained the Safety Seal as revealed in the July 12, 2021 picture post of the official Facebook page titled Rico Golez. As seen in the picture below, Vice Mayor Rico Golez was present with officials of the local DILG (Department of the Interior and Local Government), the BFP (Bureau of Fire Protection) and the PNP (Philippine National Police) when the Safety Seal was formally posted at the office. This means that it is safe for taxpayers, local residents, senior citizens and other guests to visit the Office of the Vice Mayor for their respective needs and appointments.

As for the newly posted Safety Seal at the Office of the Vice Mayor, it is written as valid until January 5, 2022. The safety seal number is listed as NCR-2021-0001806.
