Back-to-back fire incidents in Muntinlupa cause Mayor to advise residents to be careful

Muntinlupa Mayor Ruffy Biazon advised residents to be careful in light of the successive fire incidents in the city that left more than 100 families homeless.

“From January up until this past week, we have seen more fire incidents even before we have reached March, which is Fire Prevention Month. “We want to remind all Muntinlupeños to be extra vigilant in practicing fire prevention because it is really hard to lose everything in a fire,” he said.

He told the public to “be careful and never leave open flames in the house, like stoves or candles. Let’s work together so we don’t have any more fires like this.”

In just nine days, three fires broke out in residential areas, affecting 112 families in Muntinlupa.

On Feb. 11, a fire engulfed six houses at Hacienda Rosario in Purok 2, Barangay Sucat, affecting 17 families or 53 individuals, according to a report by the Muntinlupa Social Services Department (SSD).

In Barangay Poblacion, a fire hit a residential area on Quezon Street on Feb. 17, razing 19 structures and leaving 49 families, or 181 individuals, homeless.

On Feb. 19, another fire razed 27 structures on Concepcion Road, Barangay Buli, affecting 26 families or 130 individuals.

Biazon called on all households and sectors, including the barangay councils, to work together to prevent or at least reduce the incidence of fire in the city.

The mayor voiced his concern to Muntinlupeños during his visit on Feb. 20 to the 46 families affected by the February 19 fire on Concepcion Road in Barangay Buli.

Over 50 displaced families in Muntinlupa receive assistance from City Government

Recently in the progressive city of Muntinlupa, 51 families who were displaced by a fire that consumed their homes and items in Barangay Poblacion received assistance from the City Government, according to a Manila Bulletin news report. The 51 families is composed of over one hundred eighty individuals.

The Muntinlupa City government has provided assistance to 51 families or 185 individuals who were displaced when a fire hit a residential area in Barangay Poblacion on Feb. 17.

According to the Muntinlupa City Fire Station, the fire razed houses at No. 209 Bukal Street at about 6:01 a.m. The fire was placed under control at 6:48 a.m. and was put out at 7:01 a.m.

No one was injured in the fire. Authorities are investigating the cause of the incident.

Mayor Ruffy Biazon immediately ordered city departments to provide assistance to the affected families as he visited the area and met with residents.

“We provided food packs and non-food items such as slippers, pails, cooking utensils, mats and basic necessities. And we will also ask help from the DSWD [Department of Social Welfare and Development], national government for additional assistance,” said Biazon.

The Muntinlupa Social Services Department (SSD) led in the distribution of relief goods to the families while the City Health Office provided medical assistance and hygiene kits.

The families were given family kits (such as shirts, shorts, underwear and towels), kitchen kits (spoons, forks, frying pan, ladle, drinking glasses, bowls, pots and plates), sleeping kits (mosquito nets, mats, folding beds and blankets), food relief (50 kilos of rice, 25 assorted canned goods, oatmeal, sugar and coffee), and hygiene kits (nail cutter, powder, towel, diaper, napkin, toothpaste, toothbrush, bath soap and shampoo).

More than 9,000 public school students received their scholarship allowance from the Muntinlupa City government.

According to the Muntinlupa Scholarship Division (MSD), 9,409 students were given their allowance from Jan. 30 to Feb. 3 for the 1st Tranche Educational Assistance for the school year 2023 to 2024.

Of the total, 2,983 were students of Muntinlupa Elementary School; 1,840 from Putatan Elementary School; 1,359 from Soldier’s Hills Elementary School; 1,111 from F. De Mesa Elementary School; and 2,109 from Bayanan Elementary School.

Each student gets a P400 monthly allowance in elementary, P500 per month in junior high school and P600 per month in senior high school.

The allowances are given in two tranches with each tranche equivalent to five months. College students get P5,000 to P10,000 per semester depending on their grades.

Muntinlupa City Mayor signs resolution related to prepositioning of relief goods by DSWD

Muntinlupa Mayor Ruffy Biazon has signed a resolution for the prepositioning of relief goods in the city by the Department of Social Welfare and Development (DSWD).

He signed Resolution 2023-178 passed by the Muntinlupa City Council which gives him the authority as representative of the city government to enter “in a Relief Prepositioning Agreement (RPA) with the Department of Social Welfare and Development Field Office National Capital Region (DSWDFO-NCR) represented by its Regional Director Monina Josefina H. Romualdez.”

The prepositioning of relief goods allows the DSWD to put food and non-food items in storage facilities in Muntinlupa as preparation for any disaster.

“The City of Muntinlupa, within the period of three (3) years, supports the Prepositioning of relief goods posed by the Department of Social Services and Development (DSSD) as this would contribute in the increased preparedness for disaster of the city,” according to the resolution.

According to the Muntinlupa Legal Office, “During the disaster, the City is at the frontline of service delivery and thus, must always be prepared and equipped to take emergency action and relief measures. The prepositioning of food and non-food items from DSWD-NCR is a welcome augmentation to our disaster preparedness efforts.”

“The Muntinlupa Contingency Plans for Disasters (Flood, Earthquake and Covid-19 pandemic) has been adopted by the Sangguniang Panlungsod through various legislative measures where the policies, course of action, resources allocation aimed to build disaster resilient communities and institutionalize arrangement and measures for reducing disaster risks are underscored,” the resolution stated.

Muntinlupa City uses Japanese technology to clean up Laguna Lake

The Muntinlupa City government is using Japanese technology to improve the overall quality of the Laguna Lake.

The city government’s Lake Management Office (LMO), in partnership with the Rotary Club of Muntinlupa City Central and Rotaract Club of Alabang Bagong Paraiso, launched “Project ADBOKASHI” on Jan. 22 that aims to improve bodies of water in Muntinlupa and across the country.

Mayor Ruffy Biazon welcomed the cooperation of the city government, Rotary and Rotaract that focuses on improving water quality in Laguna Lake for the long-term as part of his administration’s 7K Agenda for the environment.

More than 1,000 bokashi balls were released into the lake as part of a two-year experiment to see if the water quality would improve and to counteract the effects of rapid urbanization around the lake.

The project will involve releasing bokashi into Laguna de Bay at least every six months with periodic water quality testing to be conducted by the LMO.

Bokashi balls are made of organic materials such as garden soil, effective microorganisms (EM1), molasses and rice hulls that break down toxins and bad bacteria in water.

Dubbed locally as “mabuhay balls,” bokashi were also proven in Japan to deodorize bodies of water and reduce siltation.

Recently, the Department of Environment and Natural Resources (DENR) used these to improve the water quality in Boracay’s wetlands as part of the rehabilitation of its beaches.

The organic “deodorizer” balls were introduced into the country by the Asian National Institute in Angono, Rizal, in 2008.

Last tranche of salary increase for Muntinlupa City government employees announced

Muntinlupa Mayor Ruffy Biazon announced on Jan. 23 that city government employees will get their salary increases by the end of the month.

This is based on Republic Act 11466 or the Salary Standardization Law of 2019.

The fourth and last tranche of the salary increases for qualified government employees took effect on Jan. 1, according to the Department of Budget and Management (DBM). The first tranche of the salary increase took effect on Jan. 1, 2020.

“Good news para po sa kawani ng pamahalaan. Pagdating po ng katapusan ng buwang ito ay pai-implement na ang fourth tranche ng Salary Standardization Law (Good newas for employees of the government. By the end of this month, the fourth tranche of the Salary Standardization Law will be implemented),” said Biazon during the flag raising ceremony at the Muntinlupa City hall on Jan. 23.

Under RA 11466, the monthly salary of a government employee under Salary Grade 1 will increase to P13,000 (under Step 1 level) in the fourth tranche compared to P11,551 in the first tranche.

“The government recognizes the indispensable role of its dedicated personnel in serving our beloved country. We are firmly committed to help them amidst rising prices of goods and services. We hope this latest salary increase will cushion the impact of inflation,” said Budget Secretary Amenah Pangandaman.

According to DBM, RA 11466 covers all positions for civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time, now existing or created in the executive, legislative, and judicial branches; constitutional commissions and other constitutional offices; state universities and colleges (SUCs); and government-owned or controlled corporations (GOCCs) not covered by RA 10149.

The law also applies to all positions for salaried LGU personnel, whether regular, contractual or casual in nature, elective or appointive; on full-time or part-time basis, now existing or thereafter created in LGUs, and all positions for barangay personnel which are paid monthly honoraria, the DBM added.

Excluded under the law are those engaged without employer-employee relationship and funded from non-Personnel Services (PS) appropriations/budgets.

The Muntinlupa City government is offering an online business permit processing for the convenience of taxpayers.

The Business Permits and Licensing Office (BPLO) encouraged people, especially those who are unable to visit the Business Permit Renewal Hub at the Muntinlupa Sports Center in Barangay Tunasan, to avail of the Business E-Payment System (BESt) as a more convenient alternative to the renewal process.

In addition, the Muntinlupa City Council passed a resolution granting the request of BPLO officer-in-charge Engr. Allan Cachuela to extend the business permit renewal deadline to Jan. 31 to give business owners the chance to comply and avoid penalties.

Mayor Ruffy Biazon welcomed these developments and urged Muntinlupeños to beat the deadline by taking these opportunities that support grassroots businesses–a key component of his economic agenda.

Entrepreneurs who wish to renew their permit may visit the Muntinlupa City government website (https://muntinlupacity.gov.ph/). They must first send their business account details and active company email address to bplo.muntinlupa@yahoo.com or through a personal message to the BPLO Muntinlupa Facebook page. For security, entrepreneurs must send their details via message and not put them in the Facebook comments.

An official notification will be sent to the provided email address. Afterwards, the applicant must create a BESt account and undergo verification through email. Once verified, entrepreneurs must sign into the BESt portal, choose the business permit renewal option, and provide the necessary details and business information. Payment fees can then be settled via Development Bank of the Philippines or Landbank.

Muntinlupa City Council declares German vlogger persona non grata

The City Council of Muntinlupa formally declared the arrested German vlogger “Mr. Pogi German” persona non grata over what they referred to as illegal and immoral acts pertaining to a viral video he uploaded in which he got himself involved with a lady (who claimed to be a minor and eventually filed a complaint against him) in Alabang, according to a news report by the Manila Bulletin. The Muntinlupa City Council has declared Marcel Messall, more popularly known as vlogger “Mr Pogi German,” persona non grata, or unwelcome, in the city for “illegal and immoral acts” after he uploaded a video picking up a woman who turned out to be minor in Alabang, bringing her to a motel, paying her, and kissing her.

Mr Pogi German uploaded the video titled “I’ve Met a 18 Years old Filipina Pick Up Girl from alabang Muntinlupa” (sic) on Jan. 7 on his Facebook account.

The video has gone viral, garnering 14 million views, more than 23,000 shares, 31,000 comments, and 360,000 reactions from netizens.

The girl, who turned out to be 17 years old, a minor, has filed a complaint for rape against Messall (also listed as Messal by the Muntinlupa police).

The Muntinlupa police arrested Messall, 29, on Jan. 9 in Barangay San Isidro, Rodriguez, Rizal based on the complaint of the victim.

Muntinlupa Mayor Ruffy Biazon urged the City Council to declare Messall persona non grata in the city for his acts.

In a resolution approved on Jan. 16, the Muntinlupa City Council declared Messall unwelcome in the city.

According to the resolution, Muntinlupa police chief Supt. Angel Garcillano “submitted its fact-finding report to the City Council on the vlog of a certain ‘Mr. Pogi German’ which went viral in social media.”

“The said foreigner produced a video showing him talking with a minor Filipina resident of Muntinlupa City in front of Sogo Motel along the National Road in Barangay Alabang and solicited sexual intercourse from her in the amount of Five Hundred Pesos (P500) and proceeded to check in in the said motel,” the resolution added.

It said a complaint for violation of Republic Act 8353 (Anti-Rape Law of 1997) in relation to Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act of 1992) “will be filed before the Prosecutor’s Office of Muntinlupa City for preliminary investigation and for filing of cases in court if the evidence so warrants.”

“Based on the police report and also the content of the vlog produced and circulated in social media by Mr. Marcel Messal, the action and behavior of this German national deserve to be condemned as he insults and degrades not only his minor victim but also all the women and the entire residents of Muntinlupa City,” the resolution stated.

It said, “Whereas, the City Mayor himself has recommended to the City Council to declare Mr. Marcel Messal persona non grata for his illegal and immoral acts.”

“The City Council is one with the City Mayor in condemning this German national and declaring him persona non grata will send a strong signal to others that we do not tolerate such illegal and immoral activities in the City of Muntinlupa,” the approval resolution added.

German vlogger arrested by Muntinlupa police officers for allegedly raping minor in motel

Recently a German national who published online a video of his own acts of picking up a local girl in the Alabang area and paying her got apprehended by Muntinlupa City’s police officers for allegedly committing rape, according to news report by the Manila Bulletin. The video, which was posted on Facebook and YouTube, caught the attention of Mayor Ruffy Biazon who wanted the vlogger declared persona non grata. The German national goes by the online identity as “Mr. Pogi German”. In the news report of GMA Network, it was stated that the suspect has been overstaying here in the Philippines according to the Bureau of Immigration (BI).

A German vlogger who posted a video on Facebook and YouTube that showed him picking up a girl in Alabang, Muntinlupa, paying her P1,000 as “help” and kissing her was arrested by the police for alleged rape.

Marcel Messall, more popularly known as “Mr. Pogi German” on his social media accounts, was nabbed by the Muntinlupa police on Jan. 10.

Based on the report by Muntinlupa police chief Col. Angel Garcillano, the girl that Messall picked in Alabang turned out to be 17 years old, a minor, and not 18 as he claimed in the video.

Messall, 29, a resident of Barangay San Isidro, Rodriguez, Rizal, was nabbed by combined elements of the Muntinlupa police’s Alabang Substation and Intelligence Section.

Based on the investigation by the police, the victim had a chat with Massell on the Messenger app. They met in front of a mall in Alabang and he invited her to go to a motel.

The police said, however, Messall “insisted to have a sexual Intercourse with the victim but the latter refused to it. The suspect forced to undress the victim” and had sex with her.

The victim told her mother what Massell did to her and they went to the Women and Children Protection Unity of the Muntinlupa police to report the incident.

Messall will be charged with violation Republic Act 8353 (The Anti-Rape Law of 1997) in relation to Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act).

Muntinlupa Mayor Ruffy Biazon on Jan. 9 condemned Massell’s video showing him picking up the woman in Alabang, bringing her to a motel and kissing her–all caught on video, which he uploaded on Facebook and YouTube.

Biazon asked the Muntinlupa City Council to declare “MR Pogi German” persona non grata in the city after the mayor was tagged by a netizen in the latter’s video, which was uploaded on Jan. 7 on Facebook.

Messall’s video, titled “I’ve Met a 18 Years old Filipina Pick Up Girl from alabang Muntinlupa,” has garnered 10 million views, more than 13,000 comments and more than 256,000 reactions as of this writing.

“Sa una, akala ko papakita pa niyang nagmamagandang loob siya na tinutulungan yung 18-year-old single mother na mabigyan ng kaunting panggastos. Akala ko ang ending ay kunwari dinala niya ito sa kwarto tapos bibigyan nya ng pera tapos hahayaan na niya. Pauuwiin na niya, binigyan ng aral. Obviously hindi iyon ang nangyari. Meron pang scene na pinost sa kanyang vlog na nagtalukbong sila dun sa kumot (Initially, I thought he was doing a good deed of helping the 18-year-old single mother by giving her money to spend. I thought the ending was him bringing the woman to the [motel] room and then he would give money and let her go. He would send her home after lecturing her. Obviously, this did not happen. There is a scene that he posted on his vlog that they hid under the sheets),” said Biazon.

The mayor said, “Ang parang lumalabas sa akin, parang napopromote na dito sa Muntinlupa, with P1,000 may makukuha ka (For me, it seems that it is being promoted that in Muntinlupa, with P1,000 you can get [a woman]). That is something we should not tolerate.”

“Mr. Pogi German” even encouraged other women to participate.

“Who wants to be the next girl for my content?! Tara na pm me!!!” he wrote.

“Obviously, pinagkakakitaan niya rin ito. Ang masama dito, he is actually promoting prostitution (Obviously, he is making money out of this. The bad thing is he is actually promoting prostitution),” said Biazon.

Landmark ordinance of Muntinlupa City signed into law by Mayor Biazon

Muntinlupa Mayor Ruffy Biazon signed a landmark ordinance on Jan. 5 that will address poverty by providing wide-ranging services to pregnant women and their children including nutrition, childcare and scholarship programs.

Ordinance No. 2022-035, or the Womb to Work Program Ordinance, was signed by Biazon after the Muntinlupa City Council passed it.

“The Womb to Work Program is a program that aims to provide a solution to poverty in our city. The program is designed to take care of a pregnant woman until she gives birth. We will help from schooling until employment to become a productive Muntinlupeño. This is part of our 7K Agenda,” said Biazon after signing the ordinance.

The ordinance states that the Muntinlupa City government is aligned with the 3rd National Plan of Action for Children, which aims to have children with “better quality and improved way of life; that children are well nourished, have healthy lives and are active learners with good quality education; that children are safe and free from violence, abuse, neglect and exploitation; (and) that children are actively participating in decision-making processes affecting their lives according to their evolving capacities.”

In implementing the ordinance, the city government will have the following goals:

– Reduction of maternal mortality, new born deaths and under five deaths reduction of morbidities by ensuring maternal and child health care, including new born care, with time tested and proven interventions and ensuring adequate essential supplies, drugs, access to health care and medical facilities;

– End children’s hunger and achieve food security and improved nutrition by drawing on broader and multi-sector nutrition sensitive programs that address the underlying effects of malnutrition and nutrition specific programs that address the immediate causes of malnutrition focusing on the first 1,000 days of a child’s life through infant and young child feeding, complementary and supplementary feeding;

– Combatting water-borne and communicable diseases;

– Prevention and treatment of substance abuse;

– Reduction of childhood disabilities, deaths and injuries from accidents and road crashes;

– Universal access of adolescents to reproductive health care services;

– Inclusive and quality basic education, alternative delivery modes, flexible learning options and alternative learning systems

The qualified pregnant or lactating women residing in Muntinlupa under the ordinance are those who are registered in the Womb to Work Program; live in informal settlements; with total household income below minimum wage; lack access to health and nutrition services; solo parents; with debilitating sickness; nutritionally at risk; belong to indigenous groups, farmers and fisherfolks; and other similar or analogous cases.
