Overcharged electric bike (e-bike) sparks household fire and causes the death of a family

Electric bikes (e-bikes) are popular here in the Philippines and they are perceived to be economical and environment-friendly. E-bikes are also favored by fanatics of renewable energy, the climate change fanatics, as well as those who are living with a burning hatred for fossil fuel. However, there is one tragedy that took place recently during Holy Week and it is about an e-bike that was left charging for too long which caused a house fire and the eventual death of a family of five, according to a Philippine News Agency (PNA) report.

To put things in perspective, posted below is an excerpt from the PNA news article. Some parts in boldface…

An overcharged electric bike was the cause of a fire that killed a family of five here early Monday morning, according to an investigation of the Bureau of Fire Protection (BFP) Pozorrubio.

In an interview on Tuesday, Fire Officer 3 Christian Verosil said the e-bike was on the ground floor of the victim’s residence and was left plugged in overnight.

“(Their) electronic bike does not have an automatic switch mechanism that would stop once the charging was completed,” he said.

He said the fire that started through the overcharged bike spread through the wirings of their house until it reached the attic where the casualties were sleeping.

“There are 10 persons in the house. The deceased father (Mark Villanueva) saved the other five members of their household including the elderly and those who were on the ground floor but when he returned to try to save his wife (Dexie) and three children aged six, two, and one, they were trapped and were unable to get out,” Verosil said.

He added that the attic was made of wood which made the fire spread almost immediately and there were no other openings aside from a small window and the attic door.

Meanwhile, Verosil said two neighboring houses were also damaged but there were no injuries or casualties.

He said the damage incurred amounted to PHP9 million.

Let me end this piece by asking you readers: What is your reaction to this recent development? If you own an electric bike, have you been very careful about scheduling its recharge at your home or at your business place? How often do you unplug appliances at your home before going to sleep or leaving the household?

In the progressive city of Muntinlupa, the ban on the use of firecrackers and open mufflers were emphasized to the public by the City Government and the fire station, according to a news report by the Manila Bulletin. SBMA and strategic partners conduct anti-terrorism drill in the Subic Bay Freeport Zone

Have you been to the Subic Bay Freeport Zone lately? Recently, the Subic Bay Metropolitan Authority (SBMA) and its strategic partners the Anti-Terrorism Council – Program Management Center (ATC-PMC) and the Project Management Office of the Department of Interior and Local Government (DILG) conducted an anti-terrorism drill at the Subic Water Binictican Water Treatment Plan within the freeport, according to a press statement by the SBMA.

To put things in perspective, posted below is the excerpt from the SBMA’s statement. Some parts in boldface…

As part of the national government’s thrust to thwart terrorism in the country, the Subic Bay Metropolitan Authority (SBMA), along with other government agencies jointly conducted a simulation exercise at the Subic Water Binictican Water Treatment Plant.

According to SBMA Chairman and Administrator Rolen C. Paulino, the Chemical Biological Radiological and Nuclear (CBRN) Simulation Exercise 2022 was conducted by the Anti-Terrorism Council – Program Management Center (ATC-PMC) headed by the Project Management Office of the Department of Interior and Local Government (DILG).

The official added that the inter-agency simulation exercise series (IA Simex Series) included personnel from the DILG, Armed Forces of the Philippines (AFP), ATC-PMC, Philippine National Police (PNP), Bureau of Fire Prevention (BFP), Disaster Risk Reduction Management Offices from Bataan and Zambales, Peace and Order Councils of LGUs, CBRN National Team Observers, Subic Water and Sewerage Company, Inc., and the SBMA.

Chairman Paulino further revealed, “The opening scenario during the CBRN Simex was a negotiation between the terrorist group who took over the Subic Water Binictican Water Treatment Plant with plans to contaminate the water supply of Olongapo City. The terrorist group demanded P10 million, along with the release of their comrades. A PNP negotiator then attempted to communicate with the terrorist group.

“Should negotiations fail, the PNP will cordon off the area while the SBMA Special Weapons and Tactics (SWAT) team conducts a meeting before an insertion operation Following the insertion, SWAT personnel then neutralize the terrorist threat and rescue hostages taken by the terrorists.

“Both the SWAT and the hostages are then thoroughly checked for any chemical, biological,

radiological and nuclear contaminations before they are allowed to conduct further operations.

Debriefing immediately follows after decontamination,” he said.

The official stated that the Explosive Ordnance Disposal (EOD) teams from the AFP and PNP

scout the area for any explosive devices that the terrorist group may have left behind. The SBMA Fire Department and the BFP then carry out extraction of injured victims and live suspects using hazmat suits.

“Medical teams from the SBMA Public Health and Safety Department (PHSD) then immediately attend to the wounded victims, including the terrorists for medical attention,” Paulino said.

DILG Assistant Secretary Brig. Gen. Alexander Macario lauded the participation of various government agencies at the CBRN Simex 2022, citing that with a bit more polishing, the operation would be seamless. He added that the exercise is designed to meet the needs of the particular area in partnership with stakeholders.

Let me end this piece by asking you readers: What can you say about the anti-terrorism drill that was conducted jointly by the SBMA and its strategic partners? Do you believe that the Subic Bay Freeport Zone is secure enough right now? Does the recent drill make you confident about investing in or taking residence in the freeport?

You heard about the Safety Seal that has been posted on offices and establishments that met the criteria for approval and certification? For the newcomers reading this, the Safety Seal is an indication that the establishment is compliant in terms of the standard safety protocols, including the use of StaySafe.ph app. In recent times, offices at Las Piñas City Hall, the Alabang Town Center (ATC) in Muntinlupa and SM Southmall in Las Piñas were certified safe and respectively each had Safety Seals posted. This is all related to the current pandemic caused by COVID-19.

Over at City Hall (specifically at the Legislative building) in Parañaque City, the Office of the Vice Mayor obtained the Safety Seal as revealed in the July 12, 2021 picture post of the official Facebook page titled Rico Golez. As seen in the picture below, Vice Mayor Rico Golez was present with officials of the local DILG (Department of the Interior and Local Government), the BFP (Bureau of Fire Protection) and the PNP (Philippine National Police) when the Safety Seal was formally posted at the office.
