Muntinlupa City Government reminds residents of firecracker ban

The City Government of Muntinlupa issued a reminder to the public of the ongoing ban on firecrackers and pyrotechnic devices, including open pipe mufflers, and targets to record zero firecracker incident for the upcoming Christmas and New Year festivities.

Mayor Jaime Fresnedi urged residents to use alternative noise-making instruments and not to patronize firecrackers and open-pipe mufflers to celebrate the holidays and New Year’s Eve.

The Muntinlupa City Council passed Ordinance No. 14-092 prohibiting the display and distribution of firecrackers in Muntinlupa as part of its efforts to reduce cases of casualties and harmful effects of pyrotechnic devices to health and the environment.

“It shall be unlawful for any person or business establishment to manufacture, sell or offer for sale, distribute, possess, or use any firecrackers or pyrotechnic device or such other similar devices within the territory of Muntinlupa City,” the ordinance stated.

Fresnedi ordered the local Peace and Order Council, in coordination with Muntinlupa City Police Station, to tighten their monitoring of the use of prohibited firecrackers and put up checkpoints on thoroughfares and marketplaces to apprehend violators.

Violators will be fined with P1,000 up to P5,000 penalty. While commercial establishments selling firecrackers may face revocation of permit and license to operate in pursuant to penalties provided in the ordinance.

Further, the City Government targets to record zero firecracker-related injuries this year following the success of the local ban on firecrackers since 2018. For three consecutive years, Muntinlupa has reported zero casualty and firecracker-related injury.

Recently, the Department of Health – Metro Manila Center for Health Development has lauded Muntinlupa City as a model LGU in implementing the ban on firecrackers in NCR.

While alternative noise-making activities are encouraged, the Muntinlupa Traffic and Management Bureau (MTMB) has announced that those who will use aftermarket mufflers, or removal of such, which emit excessive loud noise and cause disturbances in the holiday season will be apprehended.

“Mahigpit na ipinagbabawal ang paggamit ng Open Pipe Mufflers at iba pang modipikasyon sa Lungsod ng Muntinlupa. Ito ay nakapaloob sa ating ordinansa 04-022 o mas kilala bilang Muntinlupa Traffic Code, Art. III Sec. 9,” the MTMB posted in its Facebook page.

Under City Ordinance 04-22, “no private person shall use sirens, bells, horns, whistles or similar gadgets that emit exceptionally loud or startling sounds.”

Violators will be fined with P2,500.

Muntinlupa City Government pledges P20-M financial aid to Visayas, Mindanao towns hit by Typhoon Odette

In the spirit of “bayanihan” and solidarity, the City Government of Muntinlupa announced that it will be donating P20 million financial assistance to typhoon-stricken towns in Visayas and Mindanao.

Mayor Jaime Fresnedi announced the city’s pledge of financial aid during Muntinlupa’s 104th Founding Anniversary on December 20 to towns and municipalities that were affected by Typhoon Odette (International Name: Rai).

“Ako po ay nagpapasalamat sa Sangguniang Panlungsod dahil kanina ay pinagtibay nila ang pagbibigay ng ating lungsod ng tulong sa mga naapektuhan ng Bagyong Odette. Naglaan ang ating lungsod ng halagang 20 million pesos,” Fresnedi said.

The Muntinlupa City Council has passed an ordinance authorizing the grant of financial assistance amounting to P20 million to at least 30 local government units devastated by Typhoon Odette in Visayas, Mindanao and Palawan.

P1 million each shall be granted to Dinagat Island and Siargao. While the remaining 28 LGUs to be determined by the Office of the Vice President (18 LGUs) and by the City Government of Muntinlupa (10 LGUs) shall be granted at least P500,000.

The funding shall come from the city’s Disaster Risk Reduction and Management Fund which is a 5 % mandatory appropriation in the annual budget for providing financial assistance, among others, to other LGUs hit by various calamities.

The National Disaster Risk Reduction and Management Council (NDRRMC) reported on Monday that it has confirmed 9 deaths and 2 injuries after Typhoon Odette battered the country. While, undergoing validation are reports of 49 deaths, 199 injured, and 18 missing.

NDRRMC estimates an initial P343 million worth of damages to infrastructure and agriculture across Visayas and Mindanao.

At least 54,783 houses were either totally or partially destroyed, 41 road sections and four bridge sections collapsed, along with four airports and 118 seaports were damaged while 5,391.77 hectares of crops, and many livestock and poultry areas were completely wiped out in the affected regions.

More than 249,000 persons have been displaced, staying in evacuation centers or other houses, according to a report of the Regional Disaster Risk Reduction Management Council last December 19.

COVID-19 Crisis: Muntinlupa City administers more than 700k jabs, 104.2% of target population vaccinated

The City Government of Muntinlupa, through the Muntinlupa City COVID-19 Vaccination Program (MunCoVac), announced that the city already administered a total of 733,219 vaccines and has inoculated more than 100% of the target population as of November 19.

MunCoVac posted in its Facebook page that 402,013 Muntinlupeños (104.2% of target) have been vaccinated with at least one dose while 355,565 (87% of the target) have been fully vaccinated.

Of the total number of individuals vaccinated, at least 17,521 (first dose) and 10,659 (second dose) were inoculated in Muntinlupa private companies.

Meanwhile, MunCoVac continues to encourage those who haven’t received their vaccine yet to register online.

“Vaccination is still ongoing. Kindly register at vaccine.muntinlupacity.gov.ph/muncovac/ to get your protection against COVID-19,” MunCoVac stated.

Further, at least 247 health care workers in Muntinlupa have received their COVID-19 vaccine booster shot, while 18,320 minors aged 12-17 have been inoculated as of November 21.

The City Government started administering booster shots for medical health workers in various vaccination sites last November 19. Medical frontliners in Muntinlupa were inoculated for their booster shot at Ospital ng Muntinlupa (OsMun), SM Center Muntinlupa, Ayala Malls South Park, Sucat Health Center, and Cupang Health Center.

Local health workers are requested to bring their original vaccination card and a valid ID in the vaccination sites. While for immunocompromised members of the A1 category, they shall present a medical certificate indicating their comorbidities.

Those residing in Muntinlupa and were vaccinated in other cities are encouraged to register online thru vaccine.muntinlupacity.gov.ph/muncovac to receive a schedule for their booster shot in the city.

Meanwhile, a total of 18,320 doses of the COVID-19 vaccine have been given to minors aged 12 to 17 years old in Muntinlupa as of November 21. Of the total, 17,773 minors received their first dose and 547 got their second dose, making them fully vaccinated. The total vaccinated are equivalent to 33 percent of the total population of 55,391 of minors 12 to 17 years old in the city.

As of November 21, a total of 33,662 minors have registered with MunCoVac or 61 percent of the total population for the age group in the city. Out of the total registrants, 2,449 or 7 percent have comorbidities and are classified as Pediatric A3, and 31,213 or 93 percent are classified as “well children.”

Muntinlupa City has 27,584 confirmed cases with 26,939 recoveries, 70 active cases, 578 reported deaths, 28 suspect cases, and 411 probable cases.

City Demo Farm in Muntinlupa inaugurated

The City Government of Muntinlupa, through the Department of Agriculture – Extension Services Office (DA-ESO), officially launched the City Demo Farm which is the first LGU-operated intensive hydroponics system in Metro Manila.

Mayor Jaime Fresnedi led the inauguration of the Muntinlupa City Demo Farm located at Muntinlupa Sports Complex in Brgy. Tunasan last November 11. The local Demo Farm consists of various agricultural systems which can be visited by the public for viewing. City residents and visitors may also conduct their research on the farm for agricultural technologies and harvesting methods.

Other officials joining the ceremony were City Administrator Engr. Allan Cachuela, Vice Mayor Temy Simundac, DA-ESO chief Malou Lobo, Rotaract Club exec Dra. Teresita Filoteo, Our Lady of the Abandoned Parish officials, SDRC official Lize Conde, and Adriano Mini Farm Owner Nars Adriano, among others.

The City Demo Farm has an Edible Landscaping area with organic vegetables, fruits, herbs, and medicinal plants. The construction of the landscaping facility was conducted in partnership with the UPLB Edible Landscaping Team.

Further, the demo farm is also comprised of an Herb Garden, Seedling Nursery, Mushroom House, SNAP Hydroponics, and NFT Hydroponics.

The installation of SNAP Hydroponics was conducted in partnership with the Department of Science and Technology (DOST) under the “Gulayan sa Pamayanan Program.” The set-up can be replicated by small communities in their open spaces. While the NFT Hydroponics is a bigger system project capable of producing 2,000 lettuce heads per harvest.

Muntinlupa City aims to revive urban agriculture and urban farming to ensure food security amid the COVID-19 pandemic.

Recently, the City Government also partnered with DOST and University of the Philippines Institute of Plant Breeding (UP-IPB) for the training of communities on hydroponics farming technology.

DA-ESO is working with 20 Home Owners Associations, 17 youth organizations, 10 schools, 12 communities, and manages various urban gardens in local public spaces. Last September, at least 325kg of produce amounting to 14,926 pesos were harvested from the partner communities.

The City Government regularly conducts urban farming site visitations, online trainings and monitoring of communities to ensure the sustainability of the program.

COVID-19 Crisis: Muntinlupa City and DOLE launch Bikecination, Bigasan livelihood program for indigent residents

The City Government of Muntinlupa, in partnership with the Department of Labor and Employment – National Capital Region (DOLE-NCR), officially launched the Bikecination and Bigasan livelihood program for fully vaccinated workers coping with the effects of the pandemic and indigent city residents.

Congressman Ruffy Biazon led the launching of the program together with DOLE-NCR Dir. Leonides Castillon Jr. and Muntinlupa Public Employment Service Office chief Glenda Zamora-Aniñon this past Tuesday (October 5) at Muntinlupa Sports Center, Brgy. Tunasan.

The local government of Muntinlupa, in partnership with DOLE-NCR, launched the Bikecination and Bigasan livelihood program for fully vaccinated informal sector workers and indigent city residents last October 5 at Muntinlupa Sports Center, Brgy. For the Bikecination project, 28 fully vaccinated beneficiaries are parents/beneficiaries of child labor, micro-entrepreneur clients of the local Joint Resource Financing Program (JRFP), from 4Ps, and youth entrepreneurs under the Youth Affairs and Sports Development Office (YASDO) received a bike unit with accessories such as carrier bag, bottle, head gear, back and front light, vest, and rain coat.  They also received a cellphone unit with P5,000 prepaid load.

DOLE’s Bikecination project aims to provide an alternative source of income for informal sector workers or their next of kin under the A4 category who have received their COVID-19 vaccine. The project targets to incentivize and encourage informal sector workers to get vaccinated to help in the country’s fight against this pandemic.

For the Bigasan livelihood program, 25 beneficiaries who are parents/beneficiaries of child labor each received eight 25 kilos sacks of rice worth P10,000.

Other officials joining the launching event include JRFP acting head Maylene Viñas, Youth Affairs and Sports Development Office chief Cynthia Viacrusis, City Cooperative Office chief Atty. Nemei Santiago, Social Service Department chief Analyn Mercado, and Tourism, Culture, and the Arts Department chief Juvy Engo.

Further, the City Government continues to provide financing assistance to micro-entrepreneurs and MSMEs through Tulong Negosyo Program’s zero-interest loans (formerly Dagdag Puhunan) to help city residents cope with the challenges brought about by the pandemic.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

Biazon and Fresnedi unite for “One Munti,” ensure continuity of forward progress in Muntinlupa

Muntinlupeños now have one thing less to worry about for the duration of the pandemic as the current leadership unite under one banner and ensure the continuous delivery of excellent public service.

Incumbent Representative Ruffy Biazon and Mayor Jaime R. Fresnedi have allied under the “One Muntinlupa” unity party led by Biazon to make sure the economic gains and best practices of the last nine years continue to be enjoyed by Muntinlupeños and even by transient workers based in the City.

Mas makakampante ngayon ang ating mga kababayang Muntinlupeño sa harap ng pandemya (Muntinlupeños can be more confident now in this pandemic),” Biazon said of the unity force. Under the One Muntinlupa slate, Biazon will be the mayoral candidate while Fresnedi runs for Congress.

“The services such as scholarships, benefits, and relief packages that have helped many of our kababayan survive will definitely continue. Together, we will survive and overcome,” Biazon said.

“Elections tend to cause significant uncertainty in the people, which is why they can be divisive as voters choose candidates they think can make life better for them,” Fresnedi added. “By joining our vision and resources, Congressman Biazon and I make sure that the benefits that Muntinlupeños have enjoyed for the last nine years will continue, and can even be made better.”

In an interview, Fresnedi said his first order of business should he win as Congressman is to lobby for the creation of an additional congressional district in Muntinlupa. “Isa sa mga una kong isusulong ay ang additional congressional district para sa Muntinlupa. Ang population ng aming lungsod ay tamang tama na para sa isa pang congressional district,” Fresnedi noted.

To date, Muntinlupa City has a population of 543,445 according to the 2020 Census of Population and Housing. The population requirement for the creation of a congressional district is 250,000 residents per Article VI, Sec.5 of the 1987 Constitution. Fresnedi also vowed to sponsor bills of national relevance that will not only benefit the people of Muntinlupa but also the whole country.

In Fresnedi’s six terms as mayor (1998-2007, 2013-present), Muntinlupa experienced unprecedented economic and social growth, culminating in recognitions such as the ISO 9001:2008 certification, Most Business-Friendly LGU by the Philippine Chamber of Commerce and Industry (PCCI), Seal of Good Local Governance from the Department of Interior and Local Government (DILG), and the Seal of Child-Friendly Local Governance, among others. Fresnedi advocated an Eight-Point Program of Governance which prioritized education, health care, and economic development, driven by numerous scholarships and training programs and the construction of schools and health facilities.

Likewise, in his five terms as lone district Representative (2001-2010, 2016-present), Biazon has continuously championed in Congress measures that would promote and protect the plight and welfare of his constituents in Muntinlupa City and the Filipino people in general.  As of this writing, Biazon has already filed more than a hundred proposed measures and various resolutions on defense and security; local governance and public order; poverty alleviation/social justice; education; environment; agriculture; housing; and maritime, air and land transportation and safety.

Biazon also served from 2011 to 2013 as Commissioner of the Bureau of Customs where he initiated a wide range of reforms, including pushing for the passage of the Customs Modernization and Tariff Act (Republic Act No. 10863). Fresnedi meanwhile started his service to Muntinlupa when he was appointed Municipal Attorney and later as OIC Vice Mayor in the aftermath of the 1986 People Power uprising.

Both Biazon and Fresnedi currently offer scholarships for poor but deserving students, purposely investing for the future through education, and laying the foundations of long-term economic development as a means to peace and security in Muntinlupa City.

Muntinlupa City Council passes resolution recognizing US Open Nine-Ball champion Carlo Biado

In recognition of his recent feat in the highly coveted US Open title in billiards, the Muntinlupa City Council recently passed a resolution congratulating Filipino pool player and Muntinlupa resident Carlo Biado.

Mayor Jaime Fresnedi approved Resolution No. 2021-542 this past Monday formally  congratulating Biado for emerging as champion in the U.S. Open Nine-Ball Competition held in Atlantic City on September 19. Biado’s achievement ended a 27-year drought for the Philippines in the US Open Pool Tournament winning over Aloysius Yapp from Singapore.

Since its founding in 1976, championship titles were dominated by Americans until 1994 when the most-winning non-U.S. player in the event’s history, Efren Bata Reyes from the Philippines, was the first non-American victor.

The City Council lauded Biado’s achievement noting that “such a feat is a testament that talent, coupled with sacrifice and hard work, is always a formula to success.”

The local resolution was sponsored by Councilors Atty. Raul Corro, Alexson Diaz, Paty Katy Boncayao, Louisito Arciaga, Allan Rey Camilon,, Ting Niefes, Stephanie Teves, Ivee Rhia Tadefa, Marissa Rongavilla, Francis lan Bagatsing, Mark Lester Baes, Mamerto Sevilla Jr., Arlene Hilapo, Cornelio Martinez, Walter Arcilla and Kenichi Takagi Jr.

Carlo Biado, originally hails from Nueva Ecija, is presently residing in Southern Hills in Soldiers Village, Muntinlupa City.

Biado’s professional career includes playing in the WPA [World Pool-Billiard Association] World Ten-ball Championship in 2015, the Men’s 9-Ball event of the 2017 World Games, 2018 WPA World Nine-ball Championship, and 2019 WPA Players Championship.

His current WPA ranking is No. 3 and he is the only player from the Philippines in the top 10. He earned medals for billiards and snooker at the 2019 Southeast-Asian Games-Men’s 9-ball doubles.

Biado is slated to compete in the 2022 Asian Indoor and Martial Arts Games in Thailand, Vietnam SEA Games, and World Games in Alabama.

Recently former Philippine President Fidel V. Ramos has received his COVID-19 jab in one of the city’s vaccination sites and urged Muntinlupeños to get vaccinated to reach herd immunity.

Ramos, a 93-year-old Ayala Alabang Village-resident, received his second dose of Sinovac’s Coronavac at De La Salle Santiago Zobel vaccination site on June 25. Ayala Alabang Kagawad Dr. Lester Suntay administered the COVID-19 vaccine to the former president.

FVR encouraged the public to register in the city’s vaccination program and get their COVID-19 jab as protection against the virus.

As of June 23, the Muntinlupa COVID Vaccination (MunCoVac) announced that there are 147,989 vaccines deployed in Muntinlupa, of which 119,560 are first dose (31% of the target) and 28,429 are of second dose.  While, there are 224,574 registered individuals in MunCoVac, translating to 58% of the target.

Further, MunCoVac announced an updated list of requirements for A4 priority group (economic frontliners) who are not residents of Muntinlupa.

Qualified non-Muntinlupa residents under the A4 priority group shall provide a company ID or Certificate of Employment and 2021 Business Permit of their employer. For workers who render service in private households such as house helpers and family drivers, they should present a Certificate of Employment and proof of Muntinlupa residency of their employer.

MunCoVac also released an advisory informing the public that the schedule and venue of vaccination for their second dose will be sent via SMS.

“May pagkakataon na ang 2nd doses ay kailangang ilipat ng site (mula sa lugar ng 1st dose) o kaya ay i-consolidate sa iba pang schedule para sa mas efficient na proseso. Sa mga hindi nakarating sa kanilang 2nd dose appointment, hintayin ang panibagong text message ng inyong schedule mula sa vaccination site,” MunCoVac posted in their Facebook page.

The public is encouraged to register online via https://vaccine.muntinlupacity.gov.ph/muncovac/ to receive a schedule in one of the city’s vaccination sites.

COVID-19 Crisis: A5 indigent residents in Muntinlupa urged to register for vaccination

As the City Government of Muntinlupa launched the rollout of vaccination for the A5 priority group or indigent residents, qualified individuals are urged to register online or through their community leaders.

Indigent residents may register online through Muntinlupa COVID Vaccination (MunCoVac) www.vaccine.muntinlupacity.gov.ph/muncovac to receive a schedule in one of the city’s vaccination sites.

Those who do not have access to online registration may opt to manually register through their barangays, homeowner’s associations, purok leaders, and other organizations in the community.

The City Government of Muntinlupa has started inoculating indigent residents last June 17. Muntinlupa LGU clarifies that the A5 priority group is not exclusive for the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).

Mayor Jaime Fresnedi signed Executive Order No. 19 s. 2021 providing guidelines in the administration of COVID-19 vaccines among all qualified segments of the population under the category A5.

Under EO 19 s. 2021, the Social Services Department (SSD) shall take the lead in the identification of qualified residents including 4Ps members and marginalized sectors together with the Urban Poor Affairs Office (UPAO) and City Planning Development Office (CPDO). Other economically-vulnerable sections of the city shall also be identified and encouraged to sign up in the city’s COVID-19 Vaccination Registration System.

Requirements for the members of the A5 priority group include a Valid ID or Barangay Certificate as proof of residency in Muntinlupa, and 4Ps ID or Certificate of Indigency from Muntinlupa SSD.

While the City Government has identified mega-vaccination sites, the City Health Office may open and operate vaccination sites that are closer and more accessible to the members of the A5 priority group for a limited period of time.

Further, Overseas Filipino Workers (OFWs) in Muntinlupa for deployment within the next four months are advised to coordinate with MunCoVac to be prioritized under the A1 priority group. OFWs may contact the following the numbers for scheduling: 09563589228 / 09158055932 / 09605885935 / 09605885937 / 0998-2494580.

Requirements that will be asked from the qualified OFWs include a Valid ID with Muntinlupa address and latest verified employment contract such as overseas employment contract or seaman’s contract, among others.

As of June 17, there are 123,177 vaccines deployed in Muntinlupa, of which 95,832 are first dose and 27,345 are of second dose.

COVID-19 Crisis: DOTr Sec. Tugade lauds vaccination in Muntinlupa City, vows to request more vaccine supply for the city

Department of Transportation secretary Arthur “Art” Tugade recognized the vaccination efforts of Muntinlupa City government and lauded the medical workers in the vaccination centers for their exemplary service.

Sec. Tugade lauded the City Government’s vaccination operations during a virtual meeting with Mayor Jaime Fresnedi and other local officials on Tuesday.

The transportation secretary said he personally witnessed the efficient system in vaccination centers in the city as he recently completed his 2nd dose of COVID-19 vaccine at Ayala Malls South Park, Alabang under the A2 priority group (senior citizen).

“Maayos ang sistema at properly trained ang mga nagtuturok ng bakuna. Isa ang Muntinlupa sa mga nag-improve na LGU sa Metro Manila pagdating sa pagbabakuna,” said DOTr Sec. Tugade.

Recently, the City Government has recorded the highest number of vaccinations with over 5,450 individuals who were vaccinated with their first dose last June 10. It is the highest record since the rollout of vaccination in Muntinlupa last March.

Further, Sec. Tugade also committed to help the city by personally requesting for more vaccine supply and its speedy delivery from the national government as the demand for vaccines in Muntinlupa continue to rise.

As of June 11, the total vaccines deployed in the city is at 106,819, of which 80,356 were given as 1st dose and 26,463 for 2nd dose. There are already 159,490 registered individuals in the city’s COVID-19 vaccine registration system MunCoVac, which comprises 41.3% of the target population to be vaccinated.

The City Government urges residents and other qualified individuals who are not yet registered in the city’s online COVID-19 Vaccination Registration System to sign-up via www.vaccine.muntinlupacity.gov.ph/muncovac.

As a result of the local vaccination efforts, the Muntinlupa City Health Office has recorded a decrease in COVID-19 cases. As of June 14, there are only 489 active cases in the city, with 12,550 recoveries, 357 reported deaths, 99 suspect cases, 1,443 probable cases, and 13,396 confirmed cases.

Mayor Fresnedi extends his thanks to Sec. Tugade, the city’s “Big Brother,” for his continued assistance to Muntinlupa and expediting national government services for the city.

Recently, cabinet members were assigned to Metro Manila cities and other provinces to oversee local health system performance, critical care capacity, and stringent compliance to surveillance, isolation, and treatment protocols.
