In a radio interview, Health Undersecretary Ma. Rosario Vergeire said the 39% is based on the population who are allowed to get vaccinated, which is around 84 million.

The Philippines on Wednesday began the inoculation of fully-vaccinated healthcare workers with booster shots against COVID-19.
According to Allan Gatus’ report on Super Radyo dzBB, Health Secretary Francisco Duque III led the ceremonial vaccination of medical frontliners at the National Kidney and Transplant Institute.
Vaccine czar Carlito Galvez Jr. and Health Undersecretary Antipordo Vega also attended the ceremonial vaccination.
Health care workers in San Juan City have also begun receiving their booster doses, according to dzBB reporter Mark Makalalad.
The National Vaccination Operations Center earlier released the guidelines for the vaccination of medical frontliners with booster dose.

Meanwhile, those who were vaccinated with the Janssen COVID-19 vaccine for their primary dose series must wait until three months.

Vaccine czar Secretary Carlito Galvez Jr. on Thursday said about 102.86 percent of the National Capital Region (NCR)’s target population have received at least one dose of Covid-19 vaccine.
Galvez, who is also the chief implementer of the National Task Force (NTF) against Covid-19, said more than 8.8 million individuals or 90.75 percent of the Metro Manila’s target population are now fully vaccinated against the dreaded disease.
He expressed confidence that the 17 local government units (LGUs) in NCR will be able to fully vaccinate their respective target populations, including children ages 12 to 17, by the end of the year.
Galvez said Metro Manila is among the priority regions that receive the bulk of vaccine supply, with more than 20 million doses were deployed to its local governments as of Nov. 8.
“These deliveries are directly proportional to the current vaccination output of the region, which has already inoculated 102.86 percent of its target population with at least one dose,” he added.
He lauded the Metro Manila mayors for “this another milestone” in the country’s vaccination program.
“This proves that we remain on track with our vaccination targets. Truly, nothing is impossible if we all work together. A better Christmas is now at hand,” he said.
Galvez also noted that the increasing throughput of the vaccination program has contributed to the continuous decline of Covid-19 cases in all areas nationwide.
He added the vaccination drive has helped in the growth rebound of the country’s economy up to 7.1 percent during the third quarter, despite the six weeks strict lockdowns.
“Our next goal is to start and sustain the opening up of our classes to protect our children’s future and development. We need to vaccinate our students and teachers before the end of this year,” he said.
The government remains firm in its goal to complete the vaccination of at least 54 million Filipinos before end-December.
As of Thursday, the country has administered a total of 66,816,976 doses of coronavirus vaccines with 30,478,899 Filipinos are now fully vaccinated.
Based on the latest data from the National Covid-19 vaccination dashboard, the country’s average daily vaccination rate in the last seven days has increased to 780,290 doses, compared to 647,580 doses in the previous week.
Galvez earlier said the government is now scaling up the vaccination program with the steady arrival of bigger vaccine deliveries.
While the above is positive news, there is still the challenge for the national, the regional and local authorities to vaccinate the real population (more than the target population) based on the latest census statistics per region and locality. That means not only vaccinating the minors aged 12 to 17 but also the younger ones in due time. How the authorities will be able to achieve greater vaccination numbers without causing blunders or controversy remains to be seen. Overseas in the United States, the imposed vaccine mandate by the Biden administration is clearly an act of tyranny (read: Democrats and the Satanic Left love power, terror and fascism) against the people and the employers.

The City Government of Muntinlupa announced that over 5,600 minors (aged 12 to 17) have been vaccinated for COVID-19 as of November 8, 2021, according to a recent Manila Bulletin news report.

The Muntinlupa City government said it has vaccinated more than 5,600 minors aged 12 to 17 years old.
As of Nov. 8, a total of 5,648 minors with and without comorbidities have received their first dose of the coronavirus disease (COVID-19) vaccine.
The total is 10.2 percent of the estimated 55,391 population of 12 to 17 years old in Muntinlupa.
By percentage by barangay to date, Putatan has the highest vaccination rate at 17 percent (1,765 vaccinated) followed by Tunasan, 15 percent (921), Bayanan, 14 percent (558); Alabang, 8 percent (560); Sucat and Cupang, 7 percent each (379 and 390, respectively); Poblacion, 6 percent (777); Ayala Alabang, 4 percent (115); and Buli, 2 percent (33).
The city government said as of Nov. 8, a total of 22,665 minors aged 12 to 17 years old have registered with the Muntinlupa City COVID-19 Vaccination Program, or 41 percent of the total population for the age group.
The vaccination sites for minors in Muntinlupa are the Ospital ng Muntinlupa for those with comorbidities and SM Center Muntinlupa, Ayala Malls South Park, New Cupang Health Center and Sucat covered court for “well children” or those without comorbidities.
Comorbidities eligible for the Pediatric A3 vaccination are medical complexity, genetic conditions, neurologic conditions, metabolic/endocrine diseases, cardiovascular diseases, obesity, HIV infection, tuberculosis, chronic respiratory diseases, renal disorders, hepatobiliary diseases and immunocompromised state due to disease or treatment.
The country’s Food and Drug Administration (FDA) earlier approved Pfizer-BioNTech and Moderna vaccines to be used in people 12 years old and above.

Israel is accepting Filipino and other foreign tourists as long as they are fully vaccinated and their second dose had been administered within the last six months, Israeli Ambassador to the Philippines Ilan Fluss said Wednesday.

“If (the last shot) is more than six months, you are considered unvaccinated. So either you take the booster and then you can visit or you can’t,” he said.
Filipinos are allowed visa-free entry to Israel but Fluss said they must secure a “special entry permit”, which had been required from all foreign nationals following the Covid-19 pandemic.
‘Tourism exchanges’
As Israel looks forward to welcoming Filipino tourists to the Holy Land, Fluss said Israeli travelers are likewise waiting to visit the Philippines, popular for its picturesque beaches and world-class dive spots.
“The Philippines, for Israelis, is a very interesting attraction. Israelis have been to Thailand but they like to always find new and exciting destinations and in the last few years they found the Philippines. So I want to see more of the Israeli exchanges,” he said.
In the meantime, he invited Filipinos to visit their religious sites and churches that had been closed to foreigners since March 2020.
“The Philippines is a Christian country and I think people are very keen to travel to the Holy Land and we would be very happy to see more tourists to come and visit,” he said.
“Israel is an interesting country with the combination of the Holy Land, history, religion, culture; and Tel Aviv is a city of fun and is one of those cosmopolitan cities that goes 24 hours. It’s a combination of modern and traditional,” he added.
Fluss is also hoping the Philippine Airlines could finally mount its direct flights between Manila and Tel Aviv in April 2022 after the target launch last October 2021 was postponed “due to issues with the routes”.

Metro Manila will be under a more relaxed Alert Level 2 quarantine classification starting Nov. 5 until Nov. 21, Malacañang announced on Thursday night.
“The Inter-Agency Task Force (IATF) on Thursday, November 4, 2021, approved the de-escalation of the National Capital Region to Alert Level 2. This shall take effect beginning tomorrow, November 5, 2021 until November 21, 2021,” Presidential Spokesperson Harry Roque said in a press statement.
The IATF also approved the recommendation of the sub-Technical Working Group on Data Analytics to base the alert level assignments on data that is nearest to the implementation date.
“Starting December 1, 2021, alert level assignments shall be determined at every 15th and 30th of the month. Escalations, on the other hand, may be done at any time in the middle of the implementation period as warranted while de-escalations can only be done at the end of the 2-week assessment period,” he added.
Roque said the National Task Force Against Covid-19 (NTF), together with the Regional Task Forces and Regional IATFs, were directed to provide weekly feedback on the progress and implementation on all areas identified for Alert Level System roll-out to the IATF.
The IATF, he said, also amended the guidelines on the implementation of Alert Levels System for Covid-19 Response in pilot areas to clarify the allowed movement of persons under varying alert levels.
Meanwhile, Roque said the NTF also approved the fourth phase of the National Action Plan Against Covid-19 (NAP Phase IV) using indices to measure the success of the implementation.
For Infection Management, the indices are the number of severe and critical cases per month, time gap from detection to isolation, and tests per case;
Vaccine Roll-out will rely on the total vaccines administered per capita, new vaccine doses administered per capita, and fully vaccinated individuals; and
For Socio-Economic Recovery, the indices are the Purchasing Managers’ Index by IHS Markit, google mobility to retail and recreation, and number of commercial airline passengers.
Under Alert Level 2, the following are allowed to operate, or be undertaken at a maximum of 50 percent indoor venue capacity for fully vaccinated individuals and those below 18 years of age, even if unvaccinated, and 70 percent outdoor venue capacity provided that workers of the said establishments are fully vaccinated against Covid-19:
–Venues for meetings, incentives, conferences, and exhibitions (MICE)
–Permitted venues for social events (parties, wedding receptions, family reunions, and bridal or baby showers)
–Visitor or tourist attractions (libraries, museums, galleries, parks, plazas, public gardens, scenic viewpoints)
–Amusement parks or theme parks
–Recreational venues (internet cafes, billiard halls, arcades, bowling alleys, swimming pools, and similar venues)
–Cinemas and movie houses
–Limited face-to-face or in-person classes for basic education subject to prior approval of the Office of the President
–Limited face-to-face or in-person classes for higher education and for technical-vocational education and training
–In-person religious gatherings; gatherings for necrological services, wakes, and funerals for Covid-19 cremains and non-Covid-19 deaths
–Licensure or entrance/qualifying examinations and authorized specialty examinations
–Dine-in services of food preparation establishments
–Personal care establishments such as barbershops, spas, salons, and other similar procedures, including home service options
–Fitness studios, gyms, and venues for individual non-contact exercise and sports

More than 310,000 people in Muntinlupa are now fully vaccinated against the coronavirus disease (COVID-19).
According to the Muntinlupa City Health Office, as of Nov. 2, 310,011 individuals have received their full dose of the vaccine consisting of 304,537 vaccinated by the city government and 5,474 in private companies in the city.

Based on the recent news report by the Manila Bulletin, the City Government of Las Piñas and its personnel will official begin the vaccination for its general pediatric population (minors population aged 12 to 17) today. This follows the recent inoculation count of the local adult population plus some minors (with comorbidities who got vaccinated early) which totaled around 875,000 according to the City Government’s latest COVID-19 vaccination statistics.

The Las Pinas City government will start its vaccination roll out for the general pediatric population on Nov. 3.
Mayor Imelda Aguilar encouraged parents or guardians of children aged 12 to 17 years old to register them at https://bit.ly/e-covid19reg.
Aguilar also said they can also visit their barangay for assisted barangay registration.
The mayor and mother of the city, who celebrated her birthday on Oct. 30, said her wish is for the city’s general pediatric population to register and be part of the “Bakunahan sa Kabataan.”
Aguilar said the city government is preparing for the opening of four mall vaccination sites for the general pediatric population.
She said the city government will continue to conduct the vaccination of children belonging to the A3 category or those with comorbidities, at the covered gym of the University of Perpetual Help System Dalta.

As the issue of the COVID-19 vaccine booster shot and 3rd shot begins to be more talked about in the public, the Department of Health (DOH) announced that there will be enough vaccines in stock to meet the demands for such shots, according to a recent Manila Bulletin news report.

The Department of Health (DOH) said there will be enough supply of coronavirus disease (COVID-19) vaccines in the Philippines once the government starts the implementation of giving booster doses and additional shots to certain groups of the population.
DOH Undersecretary Maria Rosario Vergeire said millions of vaccine doses are expected to be delivered in the country within this year.
“Actually, ang ating vaccine cluster has already announced itong mga parating na bakuna dito sa ating bansa. So starting this November, meron po tayong inaasahan na almost 20 to 25 million doses pa (Actually, our vaccine cluster has already announced these additional vaccines for our country. So starting this November, we expect about 20 to 25 million more doses),” said Vergeire in a television interview on Tuesday, Oct. 26.
“So with the existing stocks pati yung mga parating, enough naman po yung ating supplies (as well as the ones that are coming, we have enough supplies),” she added.
Based on the data of the National Task Force against of COVID-19, a total of 97,678,340 vaccine doses were already delivered in the Philippines.
The Philippines has already administered 56,202,893 vaccine doses as of Oct. 25, as shown in the DOH COVID-19 vaccination dashboard.
Even if the DOH already approved the administration of booster doses and third shots, Vergeire said that they are still in the stage of planning on how it will be done.
“Iyan po ang rekomendasyon ng ating WHO (World Health Organization)—for the immunocompromised, senior citizens, and healthcare workers. Although tinitingnan natin, syempre operationally—– kailangan natin tingnan kung paano natin maisasagawa with this short time period, hanggang December. Baka mag-spill over din tayo hanggang sa isang taon (That is the recommendation of the WHO — for the immunocompromised, senior citizens, and healthcare workers. Although we are looking, of course operationally —– we need to see how we can do this with this short time period, until December. It may spill over into next year),” she said.
Also, before this can be implemented, an emergency use authorization (EUA) from the Food and Drug Administration (FDA) would still be needed.
“Before we can be able to implement this, kailangan ng amended emergency use authority nung ating mga bakuna dito sa ating bansa (we need an amended emergency use authority for our vaccines here in our country),” said Vergeire.
“Lahat ng bakuna natin ngayon ay may emergency use authority. Pero yung EUA po kasi nila, ngayon, currently, specific po yun na dalawang doses lang ang ibibigay, and para sa Janssen na vaccine, isang dose lang. Kaya kailangan po natin ma-amend (All our vaccines now have emergency use authority. But the EUA currently, it’s specific that only two doses will be given, and for the Janssen vaccine, only one dose. So we need to amend that),” she added.
On Monday, Oct. 25, Vergeire said that they are looking to administer COVID-19 booster shots and additional doses to health workers and other eligible groups by November or December.
