Urban Green Space and Recreational Park in Muntinlupa City inaugurated

In the progressive city of Muntinlupa, a special project referred to as the Urban Green Space and Recreational Park located at the Bayanan Baywalk was jointly inaugurated today by Mayor Ruffy Biazon and Metropolitan Manila Development Authority (MMDA) Chairman Usec. Carlo Dimayuga III and witnessed by several guests and stakeholders, according to the City Government’s announcement.

The project was from both the City Government and the MMDA done in accordance to the “I ♡ Metro Manila (MM)” advocacy where the agency is in contact with various local government units in the National Capital Region for the Adopt -a-Park Project.

Also in accordance to the Urban Re-Greening and Renewal Program of the agency, the new project is the initiative to raise environmental awareness and encourage inclusive and participatory planning among stakeholders to address urban decay through the creation of green public parks and Metro revitalization Manila ecosystem against rapid urbanization.

Mayor Biazon announced that the establishment of the park is part of the 7K Agenda central to his administration. The said agenda consists of Kabuhayan (livelihood), Kalusugan (health), Karunungan (knowledge or education), Kaunlaran (progress), Kapayapaan/Kaayusan (peace and order), Katarungan (justice) and Kalikasan (environment).

The new park is now accessible to the public. There, visitors will find newly planted grass, bollard lights, seats, ramps for persons with disabilities (PWDs), exercise areas, and a colorful playground for children to enjoy.

Present during the inauguration ceremony were Councilor Jedi Presnedi, City Engr. Dynadelle Aranda, EnP. Alvin Veron, Acting Head of the City Planning & Development Office, Arch. Don Causapin, head of the City Architect’s Office, Mr. Lorna Misa, head of the Environmental Sanitation Center, Mr. Herminio Dela Cruz, head of the Lake Management Office, Barangay Captain Ador San Pedro of Bayanan and barangay members Kagawad Johnson San Pedro, Kagawad Jojo Solema, Kagawad Ronnie Viconia, and Kagawad Buboy Soliveres. Also present at the was Barangay Administrator Engr. Vic Orellana and Barangay Treasurer Engr. Athan Gutierrez.

Muntinlupa City recognized for its effective programs against illegal drugs

In the progressive city of Muntinlupa, the local campaign against illegal drugs organized by the City Government’s Anti-Drug Abuse Council (ADAC) was recognized by the Department of the Interior and Local Government-National Capital Region (DILG-NCR), the Business Mirror reported. This is the latest recognition Muntinlupa City earned.

WITH its relentless effort to keep away its constituents from illegal substance abuse that have nil effects not only to their health and well-being but to their socioeconomic status as well, the City of Muntinlupa has been recognized by the Department of the Interior and Local Government-National Capital Region (DILG-NCR) office for the effective implementation of its programs against illegal drugs.

The DILG-NCR rated the City’s Anti-Drug Abuse Council (ADAC) as “highly functional,” per the result of its recent audit of anti-drug abuse programs among key cities and towns in Metro Manila.

Additionally, it also gave a “functional” rating to Muntinlupa’s Peace and Order Council (POC) for effective implementation of policies and programs for security and order.

Congratulations, Muntinlupa City! Maraming salamat sa lahat ng bumubuo ng ating ADAC at Local POC [Thank you to the people behind our Anti-Drug Abuse Council and local Peace and Order Council], Mayor Rozzano Rufino Biazon said in response to the recent achievements of the local government unit (LGU).

The DILG-NCR audit ran from 2019 to 2021. It covered the implementation of anti-drug programs by LGUs, such as anti-drug interventions for persons who use drugs (PWUDs).

The overall state of PWUDs in Muntinlupa is overseen by the Drug Abuse Prevention and Control Office (DAPCO), which is part of the local ADAC and POC.

DAPCO, which is headed by PCol. Florocito Ragudo (ret.), implemented various programs, including the evaluation and certification of drug-free workplaces and residences and the effective reform and rehabilitation of PWUDs.

COVID-19 Crisis: Newly recovered from COVID-19, Muntinlupa City Mayor Biazon returns and urges people to get boosted

Muntinlupa Mayor Ruffy Biazon returned to work at the City Hall on Monday, Aug. 22, after recovering from Covid-19 and urged people to get their booster shots.

Biazon attended the weekly flag-raising ceremony for the first time since he tested positive for Covid-19 last week.

He said the City Health Office (CHO) gave him the clearance to report for work on Aug. 21.

“It’s good to be back,” Biazon greeted city hall employees after being under isolation for one week.

Biazon credited his booster shot for easing the Covid-19 symptoms he experienced.

“Take it from me. Ako ay nagpapasalamat at nagpabooster ako dahil ang effect sa akin ng Covid was just mild (I am thankful that I got booster [shot] because the effect of Covid-19 to me was just mild),” he said.

He said he experienced cold, cough, sore throat and body aches for three days but the symptoms were gone after that period. The mayor urged everyone to follow minimum health protocols.

Muntinlupa City finishes 8th among cities nationwide in collection efficiency of local revenues for 2021

The City Government of Muntinlupa just added a new achievement to its record as it finished 8th among the many cities of the nation with regards to collection efficiency of local revenues for the year 2021, the Manila Bulletin reported.

The Muntinlupa City government took eighth place among cities in the Philippines in collection efficiency of local revenues in 2021.

The Bureau of Local Government Finance (BLGF) under the Department of Finance (DOF) announced the top performing provinces, cities, and municipalities based on locally sourced revenues (LSRs).

LSRs “are collections generated by LGUs [local government units] from real property tax, tax on business, other taxes, regulatory fees, service/user charges, and receipts from economic enterprises,” according to the BLGF.

“External Sources, on the other hand, are from Internal Revenue Allotment (IRA), other shares from national tax collection, inter-local transfer and extraordinary receipts/grants/donations/aids while other receipts include interest income and miscellaneous income,” according to the bureau.

Based on collection efficiency of LSRs, Muntinlupa LGU recorded a collection rate of 129.8 percent when its LSRs in 2021 totaled P3.728 billion, exceeding the target of P2.871 billion.

Congratulations, Muntinlupa City! With a collection efficiency of 129.8%, Muntinlupa City is Top 8 in Collection Efficiency of Locally Sourced Revenues Nationwide for fiscal year 2021,” Muntinlupa Mayor Ruffy Biazon posted on Facebook.

The top 10 cities in collection efficiency of LSRs are Urdaneta City in Pangasinan, Taguig, Dasmarinas in Cavite, San Pedro in Laguna, Valenzuela, Roxas City in Capiz, Lapu-Lapu in Cebu, Muntinlupa, Cagayan de Oro City, and San Juan.

Muntinlupa Mayor Ruffy Biazon reminded the public to follow health protocols such as wearing of face masks as the number of Covid-19 cases in the city is rising although not a cause for alarm yet.

This morning I would like to emphasize the reminder on health protocols. Cases are rising although it is not a cause for alarm,” said Biazon during the weekly flag-raising ceremony at the Muntinlupa City hall quadrangle on July 11.

Based on data from the City Health Office (CHO), Muntinlupa added 29 new Covid-19 cases on July 10 to bring the total active cases to 125. There were also 11 patients who recovered and one who died.

The mayor said based on health care utilization rate in Muntinlupa, the Covid-19 situation is not yet a cause for alarm.

So far our health facilities are not overwhelmed, we do not feel that there is a crisis. Cases are rising but we will not be overwhelmed based on the report that was given to me. But that is a reason for us to be on alert. We should never let our guard down,” said Biazon.

He added, “Let us remind everyone to follow protocols, here at work, at home, within the community just to stop the spread. We don’t want that to spread to the point that it will be a concern.”

“As of now, nothing to be alarmed about but we should be alert,” he said.

COVID-19 Crisis: Muntinlupa City Mayor Biazon issues orders to deal with rising COVID-19 cases

In the progressive City of Muntinlupa, local cases of COVID-19 have been rising similar to that of the entire Metro Manila. In response, the new city Mayor Ruffy Biazon ordered the departments of the City Government to tackle the COVID-19 problem, according to a Manila Bulletin report.

Muntinlupa Mayor Ruffy Biazon has ordered city government department heads to address the rising number of Covid-19 cases in the city.

This, after the City Health Office (CHO) reported on July 3 that the number of active Covid-19 cases in Muntinlupa rose to 96 from 45 a week ago.

Muntinlupa’s weekly new Covid-19 cases totaled 164 from June 27 to July 3, an increase of 103 new cases or 168.8 percent from 61 cases tallied from June 20 to 26.

On July 3, the CHO recorded 41 new Covid-19 cases in Muntinlupa from 23 the previous day on July 2 to bring the total active cases to 96.

“Immediate concern natin is rising cases of Covid-19 (Our immediate concern is the rising cases of Covid-19),” said Biazon during the flag-raising ceremony at the Muntinlupa City hall quadrangle on July 4.

He said the rising number of Covid-19 cases “has become a concern” especially if the total breaches the 100 mark.

“I think we really definitely have to take action,” he said.

Biazon said he asked City Administrator Allan Cachuela to convene an emergency briefing about the Covid-19 situation in Muntinlupa.

“Let us take this seriously. Ayaw natin na mag-run away yung problema ng Covid sa Muntinlupa especially that we are still coping with yung recovery from the initial surge and yung epekto ng international situation natin. (We don’t want the problem of Covid in Muntinlupa to run away especially that we are still coping with the recovery from the initial surge and the effects of the international situation),” he said.

The mayor said health protocols should be implemented.

“Let us all be advocates of following health protocols. Let us make sure everyone is well informed of these protocols na dapat nating gawin (Let us make sure everyone is well informed of these protocols that we should do),” he said.

Muntinlupa CHO chief Dr. Juancho Bunyi told Manila Bulletin that the “new cases are close contacts who had their test done in private and tested positive.”

Incoming Muntinlupa Mayor Ruffy Biazon, reelected Vice Mayor Artemio Simundac, and congressman-elect Jaime Fresnedi will hold their oath-taking ceremony on June 30.

The three will be joined by 16 newly elected councilors in taking their oath of office at 3:30 p.m. at The Filinvest Tent in Filinvest City in Alabang, Muntinlupa.

Biazon and Fresnedi’s oath-taking will be administered by Executive Judge Myra Quiambao of the Muntinlupa Regional Trial Court Branch 203.

The One Muntinlupa team led by Biazon and Fresnedi swept the May 9 elections by winning all 19 seats for mayor, vice mayor, congressman and 16 councilors in the two districts of Muntinlupa.

Fresnedi was elected to his first term as congressman with 183,085 votes against rival Silverio Garing who got 52,530 votes.

Simundac was reelected for another term as vice mayor with 131,882 votes against Oyo Boy Dioko of the PRP who garnered 97,567 votes.

Alabang Central Market inaugurated by Mayor Fresnedi

Outgoing Muntinlupa Mayor and Congressman-elect Jaime R. Fresnedi led the inauguration of the new Muntinlupa City Public Market, now rebranded as Alabang Central Market, together with local officials on Wednesday morning.

The local exec leads the unveiling of the marker of the new market’s Building A, one of its two buildings, with outgoing Congressman and Mayor-elect Ruffy Biazon.

Fresnedi hopes that the construction of the new market will boost the local economy and help small business owners in the city to recover from the challenges of the pandemic.

Also in attendance during the inauguration ceremony were Vice Mayor Temy Simundac, City Councilors, City Administrator Engr. Allan Cachuela, Muntinlupa City Public Market chief Randy Garcia, and other local officials.

Alabang Central Market has two buildings for its Wet and Dry sections with a lot area of 20,000 sqm.

Building A has three floors with a total of 448 stalls. The building’s ground floor consists of 242 stainless stalls for fish, chicken, beef, and pork products, 11 buko stalls, 5 commercial/dry stalls, 6 canteen stalls with toilet, while the second floor has 172 vegetable stalls and 12 canteen stalls.

Meanwhile, the three-storey Building B which is yet to be completed shall consist of 357 dry stalls for groceries, sari-sari stores, supplies, and canteen, among others with roll up doors.

The buildings in the new Alabang Central Market are equipped with fire protection features such as fire hose cabinets, sprinkler system, fire alarm detection. Some of the architectural features in the facilities also include rainwater collector, LED lights, and being solar panel-ready.

Facilities at the site development also include: Material Recovery Facilities, Electrical Room, Genset Room, Ice Storage / Ice Plant, Products Storage (Wet and Dry), Meat Inspection Office, and Security Office.

Further, it has a parking capacity for 235 private cars, 8 accessible parking slots, 13 tricycle slots, 54 motorcycle parking, and 23 delivery trucks.

In case you missed the news, the 31st Southeast Asian Games (AKA the 31st SEA GamesSEA Games 31 and Hanoi 2021) hosted by Vietnam is over and the Philippines won 52 gold medals (including three from triathlon and duathlon) to finish 4th overall in the medal standings. In Muntinlupa City, Mayor-elect Ruffy Biazon congratulated the SEA Games medalists based in the city, according to a Manila Bulletin news report.

Muntinlupa mayor-elect and outgoing Rep. Ruffy Biazon congratulated six athletes who won at the recently concluded 31st Southeast Asian Games in Vietnam.

“Congratulations sa mga Muntinlupeño athletes na lumahok at nagwagi sa 31st SEA Games! (Congratulations to Muntinlupeño athletes who joined and won at the 31st SEA Games!),” Biazon posted on Facebook.

They are Annie Ramirez, who won a gold medal in Jiu-jitsu Women’s 62 kg.; Shugen Nakano, gold medal, Judoka Men’s 66 kg.; Rose Ann Marie Robles, gold medal, Grindsky Esports (LOL: Wild Rift – Women Team Event); Carlo Biado, gold medal, Men’s 10-Ball Pool Singles Event, and silver medal, Men’s 9-Ball Pool Singles Event; Keisei Nakano, silver medal, Judo Men’s 73 kg.; and Daryl John Mercado, silver medal, Judo Men’s 55 kg.

“Thank you for bringing pride to our country and city!” added Biazon.

The Philippines ended its campaign at the 31st SEA Games in fourth place overall with 52 gold medals, 70 silvers and 104 bronze medals for a total haul of 226.

One Muntinlupa dominates local elections, winners proclaimed

Very soon, the City of Muntinlupa will have a new mayor and a new congressman as a result of the dominance of the One Muntinlupa unity party in the recent local elections, according to the details of a Manila Bulletin news report. The winners have been proclaimed by the Commission on Elections (COMELEC).

Ruffy Biazon is the new mayor of Muntinlupa, Jaime Fresnedi is the new congressman, and incumbent Vice Mayor Artemio Simundac got reelected as their One Muntinlupa councilors made a clean sweep of the election on May 9.

The City Board of Canvassers (CBOC) proclaimed the winners of the election in Muntinlupa City on May 10 at the session hall of the Sangguniang Panlungsod at the city hall complex.

Official results from the City Board of Canvassers showed Biazon, the incumbent congressman, garnered a total of 189,742 votes to win as mayor against Red Mariñas, who received 60,434 votes, or a margin of 120,308 votes. Nelson Benjamin got 1,153 votes while Oscar Marmeto received 1,069.

For congressman, Fresnedi, the incumbent mayor, won with total votes of 183,085 against Silverio Garing’s 52,530, or a margin of 130,555 votes.

Artemio Simundac won another term, winning the election with 131,882 votes, a lead of 34,315 votes against Oyo Boy Dioko who got 97,567.

Meanwhile, all 16 councilors of One Muntinlupa in Districts 1 and 2 won.

The elected new councilors in District 1 are One Muntinlupa’s Raul Corro, Alexson Diaz, Paty Katy Boncayao, Rachel Arciaga, Ivee Arciaga, Allan Camilon, Jedi Presnedi and Ting Niefes.

Winning as councilors in District 2 are One Muntinlupa bets Lester Baes, Ryan Bagatsing, Luvi Constantino, Metong Sevilla, Marissa Rongavilla, Arlene Hilapo, Eliot Martinez and Dado Moldez.

The above report ended stating that over 250,000 local registered voters took part in the recent elections. Muntinlupa’s overall registered voter count is over 300,000.

With regards to the national elections, a majority of Muntinlupa City voters elected Bongbong Marcos and Sara Duterte as President and Vice President respectively. For the Philippine Senate, the number one candidate was Loren Legarda.
