Recently in the city of Parañaque, a Chinese national swindled a fellow citizen of millions of Pesos and caused trouble inside a hotel (which has a casino) which eventually led to her arrest, according to a Manila Bulletin news report.

A Chinese woman was arrested allegedly for swindling a compatriot of P2,300,000 inside a hotel and casino on Monday, May 1,  in Parañaque City.

The Southern Police District (SPD) said the suspect, identified as Chen Yu alias Cheng Ye, 30, was arrested at around 5:10 a.m. in Okada Manila in Barangay Tambo, Parañaque City.

According to the police report, the suspect asked the victim, Zhao Zhimin, 27, to give her cash amounting to P2,300,000 in exchange for 290,000 RMB via online payment.

The suspect, after getting the money, allegedly refused to pay the victim and caused trouble by shouting at Zhimin.

The alerted security guard brought the victim and the suspect to the Parañaque City police Tambo substation for creating trouble inside the hotel and casino.

Police arrest suspects in Parañaque and seize P680K worth of illegal drugs

Recently in Parañaque City, a buy-bust operation was successfully executed by the local police resulting the apprehension of two suspects and the seizure of illegal drugs worth an estimated P680,000, according to a Manila Bulletin news report.

Members of the Parañaque Police Station Drug Enforcement Unit (SDEU) seized P680,000 worth of illegal drugs from two individuals during a buy-bust operation on Wednesday, April 12.

Col. Renato Ocampo, city police chief, identified the suspects as Alfredo Duca Galarion and Gina Catubay Muntez.

Ocampo reported to the Southern Police District (SPD) that the suspects were arrested during an entrapment operation conducted at around 1:10 a.m. on St. Paul Avenue in Barangay San Isidro, Parañaque City.

He said the SDEU operatives were able to confiscate from the suspects a total of 100 grams of suspected shabu worth P680,000.

The city police chief said the operatives also recovered a genuine P1,000 bill on top of eight boodle money and a blue sling bag.

Ocampo said the recovered shabu was turned over to the SPD Forensic Unit for quantitative and qualitative analysis.

Chinese nationals arrested in Parañaque for illegally detaining their compatriot

Recently in Parañaque City, three Chinese nationals were apprehended by the local police for illegally detaining their compatriot, according to a Manila Bulletin news report. The three foreigners were arrested on the afternoon of Good Friday at Barangay Tambo.

Members of the Parañaque Police Tambo substation arrested three Chinese men for illegally detaining their compatriot on Friday, April 7.

According to the Southern Police District (SPD), the suspects identified as Wang Dingding, Ying Jian and Yong Jin Ong were arrested at around 2 p.m. at a casino resort and hotel in Barangay Tambo, Parañaque City.

The SPD said the victim identified as Zhou Qing, 33, called his girlfriend Anne Rose Valenzuela Burca, claiming that he was detained by the suspects after losing P500,000 from a casino.

The victim told Burca that he will be sold to a Philippine Offshore Gaming Operator (POGO) company if he fails to fulfill the suspects’ demands of paying the P500,000.

Burca immediately sought assistance from the casino security guards, wherein Qing was rescued and Wang Dingding was nabbed. The security guards brought Dingding to Tambo substation after his arrest.

The police said after Dingding was arrested, Jian and Ong appeared at the Tambo substation to help and settle the complaint against the suspect.

However, at the Tambo police substation, the victim identified Jian and Ong as the persons who prevented him from leaving the room and threatened him to be sold at a POGO company.

Chinese national arrested for P100,000 bribe attempt inside PNP substation

Were there any unusual crime incidents that happened in your city lately? There was one in Taguig City and it was about a male Chinese national who entered a police substation where he offered police officers there a bribe of P100,000 to have his apprehended friend released only to be arrested on the spot, according to a Manila Bulletin news report.

A Chinese man was arrested by the Taguig police for allegedly bribing police officers with P100,000 for the release of his friend.

The Taguig police identified the suspect as Bin Li, 40, sales manager. Confiscated from him were 100 pieces of P1,000 bills totaling P100,000 and one Alien Employment Permit (AEP) ID.

According to the police, the bribing incident happened on March 26 at the Taguig police’s Substation 1 at 40th Street corner 9th Avenue in Bonifacio Global City in Barangay Fort Bonifacio.

The police said Bin Li went to the police station and asked for his friend, Deng Jiliang, 33, Chinese national, IT staff at Huawei, who was arrested for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).

Bin Li allegedly approached the arresting officers and offered them the P100,000 in exchange for the release of Deng Jiliang.

The above report ended stating that the suspect has been charged for violating Republic Act 3019 (Anti-Graft and Corrupt Practices Act). This incident somewhat reminds me of what happened inside the police station in Parañaque City in early 2022 when a foreigner and his local partner arrived pretending to be court process servers (with fake documents) trying to free detained foreign nationals. Those were arrested for the falsification of public documents and usurpation of authority.

A Chinese was arrested by members of the Parañaque police Tambo substation after complaints of estafa and unjust vexation were filed against him by a fellow Chinese on Sunday, March 19.

The Southern Police District (SPD) said the suspect, identified as Haoyi Li, 24, was arrested around 11:30 a.m. at Solaire Resort and Casino located along Aseana Avenue, Entertainment City, Barangay Tambo.

The SPD said the victim was identified as Xianglong Zeng, 32, also a Chinese.

The police said the suspect borrowed P600,000 from the victim and promised to pay him through online fund transfer or via Alipay app for the amount of 75,000 RMB.

The victim told the police that when he made a follow up for the payment,  Li reportedly got angry and shouted at the victim.

The victim added that he was pushed several times by the suspect while shouting unsavory words at him that caught the attention of the security personnel who called up the police for assistance.

Two Malaysians apprehended in Parañaque City for possession of illegal drugs

Recently in Parañaque City, two persons from Malaysia got arrested by the local police for possession of illegal drugs, according to a Manila Bulletin news report. A call from a security guard made the difference.

Two Malaysian nationals were arrested by members of the Parañaque City police in possession of P13,600 worth of shabu, Tuesday night, March 7.

Col. Renato Ocampo, city police chief, identified the suspects as Sing Ten, 38, secretary at a Philippine Offshore Gaming Operator (POGO) in Sinocan Corporate Center; and Sin Weng Leong, 23, also a POGO secretary at Philippine Integrated Terminal Exchange (PITX).

Ocampo said the suspects were arrested around 11:45 p.m. along Quirino Avenue, Barangay Tambo, Parañaque City.

The city police chief said members of the Tambo police substation were conducting a mobile patrol when they received a call from security guard Jomar Sanchez Matabang seeking police assistance.

The responding policemen were informed by Matabang that he caught the suspects transacting illegal drugs.  

The city police chief said confiscated from the suspects were two grams of shabu worth P13,600 and a transparent plastic tube pipe.

Ocampo said the shabu confiscated from the suspects were turned over to the Southern Police District (SPD) Forensic Unit for examination.

Two wanted foreigners connected in Luffy case arrested in BF Homes, Parañaque

Recently in Parañaque City, two wanted foreigners allegedly connected with the Japanese burglary gang leader Yuki “Luffy” Watanabe were arrested by law enforcers in BF Homes according to a news article published by the Philippine News Agency (PNA).

Two more suspects connected with Japanese burglary ring leader Yuki “Luffy” Watanabe were arrested in Parañaque City, the Bureau of Immigration (BI) reported on Saturday.

Commissioner Norman Tansingco identified the Japanese nationals as Fujita Kairi, 24, and Kumai Hitomi, 25, who were apprehended in BF Homes by operatives of the BI’s Fugitive Search Unit on Friday afternoon.

The two have standing warrants of arrest for theft issued by the Tokyo Summary Court in September 2022. They are detained at the BI facility in Taguig City pending their deportation.

This is a major breakthrough in the case, as we have finally arrested more suspects involved in this major case in Japan,” Tansingco said in a statement. “They will finally be facing their crimes in their homeland.”

Watanabe and accomplice Tomonobu Saito were deported on Feb. 8, the day after fellow fugitives Toshiya Fujita and Kiyoto Imamura, both 38, were sent home.

The above report ended stating that the gang was involved in at least twenty robberies that happened in Japan in the past twelve months, as well ass the murder and robbery of a 90-year-old person in the city of Komae.

According to the police, Formalejo was arrested around 4:00 p.m. along Fourth Estate, San Antonio, Parañaque.

Col. Renato Ocampo, city police chief, said members of the WSS served the warrant of arrest against Formalejo issued by Judge Moises Domingo De Castro, of Parañaque Family Court Branch 10 on June, last year for three counts of acts of lasciviousness with a bail recommended at P540,000.

MMDA to hold dry run for single ticketing system in first or second week of April 2023

The proposed single ticketing system for Metro Manila will be executed in the form of a dry run by the Metropolitan Manila Development Authority (MMDA) during the first or second week of April 2023, according to a news article published by the Philippine News Agency (PNA).

The Metropolitan Manila Development Authority (MMDA) is set to hold a dry run for the implementation of the single ticketing system in the first or second week of April.

MMDA acting chair Don Artes said Thursday seven local government units in Metro Manila have expressed their readiness for the dry run. These are the cities of San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila, and Caloocan.

The single ticketing system across Metro Manila is nearing full implementation. There is a need to conduct a dry run to increase public awareness,” Artes said during the Metro Manila Council (MMC) meeting at the MMDA’s new head office in Pasig City.

To recall, Metro Manila local chief executives adopted the single ticketing system through the approval of the Metro Manila Traffic Code of 2023, which provides for a system of interconnectivity among government instrumentalities involved in the transport and traffic management in the metropolis with harmonized fines and penalties.

Artes added that the Land Transportation Office drafted a memorandum of agreement (MOA) regarding interconnectivity with LGUs and data privacy agreement.

“LTO Chief Assistant Secretary Jay Art Tugade has committed to submit the MOA tomorrow,” he added.

MMC president and San Juan City Mayor Francis Zamora emphasized the importance of a single ticketing system.

The implementation of the single ticketing system will highly benefit our motorists because they have the option to pay through online channels for their violations,” Zamora said.

Under the single ticketing system, it will be easier for traffic violators in the National Capital Region to settle their penalties through Bayad Centers all over the country or through mobile apps.

Present during the meeting were Mayors Vico Sotto of Pasig, Ruffy Biazon of Muntinlupa, Weslie Gatchalian of Valenzuela, Emi Calixto-Rubiano of Pasay, Jeannie Sandoval of Malabon, and Miguel Ponce III of Pateros.

Several Parañaque City officials face graft complaints before Ombudsman

Recently in the city of Parañaque, a certain resident from Barangay San Antonio filed graft complaints before the Ombudsman against several local officials, including new mayor Eric Olivarez according to a Philippine Daily Inquirer news report. The complaints are related to the contract of the new garbage hauler hired by the City Government this past December.

Several officials of the Parañaque City government, including first-term Mayor Eric Olivarez are facing graft complaints before the Ombudsman for approving an allegedly “railroaded” contract worth almost P415 million with a new garbage hauler last year.

Aside from the city mayor, also named in the complaint were bids and awards committee (BAC) chair Voltaire dela Cruz; BAC vice chair Johnson Ong; and BAC members Rosa Rebecca Viñas and Josephine Mary Centena.

Also named as respondents were members of the BAC technical working group: Mark Espinosa, Kristine Joy Teston; Francisco Agamata; Ivan Hortilano; Maan Shayne Pausanos; Ricardo Factor; Ronald Austria; Danilo Nopuente; and Leonard John Navata.

In his 25-page compliant filed on Feb. 16, Genaro Clemente, Jr., a resident of Barangay San Antonio, urged the Ombudsman to put Olivarez and his co-accused under preventive suspension “in order to avoid the destruction or manufacture of evidence and to prevent them from threatening and harassing employees of the local government of Parañaque.”

Olivarez awarded the contract to Metrowaste Solid Waste Management Corp. on Dec. 27, 2022, amounting to P414,803,520.

This was just 25 days after the BAC published its call for bidding at the PhilGEPS website on Dec. 2, 2022.

Clemente claimed that Metrowaste failed to acquire the necessary documentary requirements of the bid, which resulted in garbage piling up in the streets of Parañaque during the holidays.
