Maynilad announces plan for new water treatment facilities costing P5.7 billion

Recently the water concessionaire Maynilad announced that it will establish new water treatment facilities to boost water production and they have set aside P5.7 billion as a result, according to a BusinessWorld news article.

WEST ZONE concessionaire Maynilad Water Services, Inc. is setting aside P5.7 billion as capital expenditure (capex) budget for new water treatment facilities to produce nearly 97 million liters per day.

“Ang capex na binudget namin diyan (The capex that we budgeted) to produce close to 97 million liters per day is 5.7 billion [pesos],” Maynilad President and Chief Executive Officer Ramoncito S. Fernandez told reporters in a chance interview last week.

“[The project is in] phases as it is tied with the wastewater treatment plant so what is laid out now that is starting is in Valenzuela, by the end of the year, and then next year would be in Pasay,” he added.

The new facilities are part of the company’s “new water” project that was launched in July last year starting in Parañaque City. The project aims to convert treated used water from sewerage treatment plants into potable water.

In June, Maynilad received a permanent operational permit from the Department of Health for its “new water” treatment plant in Parañaque City.

Asked about the ease in securing a permit for the facilities, he said: “That’s what we believe so because this is first in the Philippines, first in Asia.”

He said at first, the company struggled to convince regulators, but the project was accepted after efforts to gain public acceptance.

Mr. Fernandez said that after proving the project’s safety and “that it can be done scientifically, the adoption of the others should be faster.”

The project seeks to generate additional water supply in response to growing demand.

Recently in the City of Las Piñas, the City Government officially launched the administering of bivalent vaccines for COVID-19 specifically starting with the health workers, the senior citizens and other qualified patients, according to a Manila Bulletin news report. As of this writing, there are three sites in the city where qualified patients can visit to avail of the bivalent vaccines.

The Las Piñas City government has started administering bivalent vaccines against Covid-19 to health workers and senior citizens in the city on Wednesday, July 26.

Mayor Imelda Aguilar said, based on the advisory of the City Health Office (CHO), that all frontline health workers including their immediate family members aged 18 years-old and above can now receive the bivalent vaccine.

Aguilar said overseas Filipino workers (OFWs) bound for deployment within the next four months, along with senior citizens can also avail of the vaccine.

Individuals belonging to these groups can get vaccinated in any of the three vaccination sites designated by the city government — Robinsons Mall, SM Center, and Villages Square.

COVID-19 Crisis: Marcos officially lifts COVID-19 state of public health emergency

In case you missed the biggest update related to COVID-19 in the Philippines, President Ferdinand “Bongbong” Marcos, Jr., officially lifted the state of public health emergency related to novel coronavirus, according to a Philippine News Agency (PNA) news article. Take note that the said state of emergency pertaining to public health had lasted more than three years and the nation has clearly recovered from the negative effects of the pandemic. Many millions of Filipinos got vaccinated for COVID-19 while a growing number of businesses have been reporting the best financial results since the pre-pandemic age.

President Ferdinand R. Marcos Jr. has formally lifted the state of public health emergency declared due to the coronavirus disease 2019 (Covid-19) pandemic, Malacañang announced on Saturday.

Marcos on Friday issued Proclamation 297, lifting the nationwide declaration of a public health emergency due to Covid-19, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement.

“All prior orders, memoranda, and issuances that are effective only during the State of Public Health Emergency shall be deemed withdrawn, revoked or canceled and shall no longer be in effect,” according to the proclamation.

Under Proclamation 297, all government agencies are enjoined to ensure that their policies, rules, and regulations will take into consideration the lifting of the state of public health emergency.

Government agencies are also instructed to amend existing or promulgate new issuances, as may be appropriate.

Garafil said all emergency use authorization (EUA) issued by the Food and Drug Administration (FDA) under Executive Order (EO) 121 issued in 2020 would remain valid for one year from the date of issuance of Proclamation 297 “for the sole purposes of exhausting the remaining vaccines.”

EO 131 authorizes the FDA to issue EUAs for Covid-19 vaccines, which shall be valid only within the duration of the declared public health emergency.

“The proclamation also states that although Covid-19 remains to be a serious concern for certain subpopulation and requires continued public health response, the country has maintained sufficient health care system capacity and low hospital bed utilization rates even after the liberalization of Covid-19 health protocols,” Garafil said.

Former president Rodrigo Duterte issued Proclamation 922 on March 8, 2020, declaring a state of public health emergency after the first Covid-19 transmission reported by the Department of Health (DOH).

On May 4 this year, the International Health Regulations Emergency Committee of the World Health Organization (WHO) noted the decreasing trend in Covid-related deaths, the decline in hospitalizations and intensive care unit admission, and the high levels of population immunity to SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2).

WHO Director General Tedros Adhanom Ghebreyesus on May 5 concurred with the committee’s advice and determined that Covid-19 no longer constitutes a public health emergency of international concern. Ghebreyesus advised the transition to long-term management of the Covid-19 pandemic.

In May, Marcos said the country is already “on normal footing” after the WHO lifted the global state of public health emergency.

Patients of the Pamplona Hospital and Medical Center can now avail of the benefits included in Las Pinas City’s green card program after the hospital received its accreditation from the local government.

Mayor Imelda Aguilar said the city government added Pamplona Hospital and Medical Center to the growing list of accredited facilities for the green card program, citing it as a significant step towards enhancing health accessibility for its residents.

The green card program provides free hospitalization worth P30,000 to its residents, Aguilar said.

The inclusion of the hospital is set to further widen its reach and ensure better medical care for the city’s population, the mayor added.

The other hospitals in the city that are accredited to use the green card are Perpetual Help Medical Center-Las Piñas; Las Piñas Doctor’s Hospital, San Juan de Dios Hospital, Philippine General Hospital, and Las Piñas City Medical Center.

The Muntinlupa City government will administer the Covid-19 Vaccine Pfizer Bivalent as a third booster shot to senior citizens after hospital workers.

This was announced by City Health Office chief Dr. Juancho Bunyi on July 3 during the flag-raising ceremony at the Muntinlupa City Hall.

The city government rolled out the administration of the Covid-19 Vaccine Pfizer Bivalent or the Tozinameran+Famtozinameran (Comimaty Original/Omicron BA.4-5), to healthcare workers in hospitals on June 23.

“Pag nasaturate na po natin ang lahat ng healthcare workers na nagtatrabaho sa hospital, ibababa na po natin yan sa A2 category. Eto po yung mga senior citizens (If we finish saturating all healthcare workers working in hospitals, we will bring it down to the A2 category. These are the senior citizens),” said Bunyi.

At the city-run Ospital ng Muntinlupa in Alabang, a total of 62 healthcare workers have already been given the third booster shot.

The Department of Health’s Metro Manila Center for Health Development initially allocated 726 vials or 4,356 doses for Muntinlupa for A1 or health workers in hospitals.

With the 32^nd Southeast Asian Games (SEA Games) aquathlon gold medal won by the Philippines in Cambodia now in the record books, the multisport event of aquathlon has gained importance and recognition among multisport athletes in the nation. That being said, those who want to engage in aquathlon competition can do so by joining the National Age Group Aquathlon 2023 which is set to happen on October 15 at the Ayala Vermosa Sports Hub in Imus, Cavite. COVID-19 Crisis: Health Secretary to recommend lifting of COVID-19 public health emergency nationwide

It has been more than three years since a national emergency was declared in response to COVID-19 and in a recent ambush interview, new Department of Health (DOH) Secretary Ted Herbosa said he would recommend the lifting of the nation’s emergency, according to a GMA Network news report.

Health Secretary Ted Herbosa said Monday that he would recommend lifting the country’s COVID-19 state of public health emergency.

In an ambush interview, Herbosa stressed that COVID-19 no longer posed an emergency and could be treated as any other disease that the Department of Health (DOH) monitors, like influenza, cough, and cold.

“Actually, wala nang emergency eh, ‘di ba? (there is no longer an emergency). I think I would actually ask the lifting of the public health emergency in the country,” he said.

Then-President Rodrigo Duterte declared a state of public health emergency during the onset of the pandemic in March 2020.

Under Proclamation 922, the state of public health emergency would remain in force and effect until lifted or withdrawn by the President.

In May, the World Health Organization (WHO) declared that COVID-19 no longer represented a global health emergency.

Herbosa, however, said that the alert level system would remain.

“The alert level system will stay because that’s a system like the typhoon signal that stays. But actually hindi na siya (that’s no longer a) public health emergency. Wala nang (there’s no) public health emergency,” he added.

The Muntinlupa City government rolled out the administration of the Bivalent Covid-19 vaccine on health workers on June 23.

Lithuania donated to the Philippines the Covid-19 Vaccine Pfizer Bivalent or the Tozinameran + Famtozinameran (Comimaty Original/Omicron BA.4-5).

The Department of Health (DOH) allocated 726 vials or 4,356 doses for health care workers in Muntinlupa.

The city-run Ospital ng Muntinlupa (OsMun) got an allocation of 540 doses while the Research Institute for Tropical Medicine had 1,524 doses intended for A1 (health workers) group.

A total of 36 healthcare workers were already vaccinated at OsMun as of this writing.

Under a DOH memorandum issued in March, the Bivalent Covid-19 vaccines will be administered as a third booster shot to people aged at least 18 belonging to priority groups healthcare workers (A1) and senior citizens (A2).

They can get the Bivalent vaccine at least four to six months after getting their second booster shot.

As the issuance of bivalent vaccines for COVID-19 is going on nationwide, Department of Health (DOH) Secretary Ted Herbosa announced that the said vaccines are effective against the newest Omicron subvariant FE.1, according to a GMA Network news report.

Bivalent COVID-19 vaccines remain to be an effective tool to protect people against the recently detected Omicron subvariant FE.1, Health Secretary Ted Herbosa said Wednesday.

During the rollout of the bivalent COVID-19 vaccination in the Philippines, the newly appointed chief of the Department of Health (DOH) was asked if the bivalent jabs are also effective against the FE.1, which is a sublineage of the Omicron XBB subvariant.

“Yes. Generally, because this is still Omicron and nilagay na ‘yung Omicron doon sa bivalent vaccine, meron nang cross immunity ‘yan kasi ‘yung mga antigens pareho lang even if it’s a different subvariant. Hindi mahihinto ‘yan,” Herbosa said.

(Yes. Generally, because this FE.1 is still Omicron, and the Omicron has been put in the bivalent vaccine. There is already cross immunity because the antigens are the same even if it’s a different subvariant. It won’t stop.)

The first case of FE.1 or XBB.1.18.1.1 was found in the genome sequencing conducted on May 29 to June 12, 2023, based on DOH’s latest COVID-19 biosurveillance report.

The DOH said FE.1 was added to the list of variants under monitoring by the European Centre for Disease Prevention and Control on June 1, 2023, and was initially flagged “for its increasing global prevalence,” being detected in 35 countries so far.

The agency, however, stressed that currently available evidence for the subvariant does not suggest any differences in disease severity and/or clinical manifestations compared to the original Omicron variant.

While admitting that he is yet to familiarize with the characteristics of the FE.1, Herbosa said it may also exhibit the same symptoms as those with other Omicron subvariants.

“If you have upper respiratory symptoms [like] sipon, sore throat, ubo, ‘yan ang most common. Occasionally, kagaya sa Arcturus, meron sore eyes. Itong FE.1 I don’t know if ‘yun o pareho lang. Ma-identify dapat ng genetic studies,” he added.

(If you have upper respiratory symptoms like cold, sore throat, and cough, those are the most common symptoms. Occasionally, like Arcturus, there could be sore eyes. I don’t know if it’s the same with FE.1. It should be identified by genetic studies.)
