COVID-19 Crisis: Increased consumer traffic and economic activities seen in Muntinlupa City on first day of Alert Level 3

Since Metro Manila officially shifted into Alert Level 3 this past Saturday, there was indeed an increase of the number of people who visited the restaurants, the shopping malls and other places in the City of Muntinlupa which is the result of the easing of restrictions. What the Manila Bulletin reported, I myself confirm it is true. That being said, the local food and beverage businesses now have a better chance to recover as there are more people of Muntinlupa who got fully vaccinated and the relaxed rules on their operations provided a lot more freedom.

There was an increase in the number of people in restaurants, malls and parks in Muntinlupa on Oct. 16, the first day of the implementation of Alert Level 3 in the National Capital Region (NCR).

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) downgraded the alert level in NCR from 4 to 3, which took effect on Oct. 16 and will last on Oct. 31.

Under Alert Level 3, more business establishments and activities are allowed to operate including cinemas.

According to Muntinlupa police chief, Col. Melecio Buslig, because of the downgraded alert level in Muntinlupa, there was an “abrupt increase” in individuals eating in dine-in restaurants and going to malls, parks, and other places of convergence.

He also said there was an increase in public and private vehicles on major thoroughfares, and an increase in the number of commuters in transport terminals.

Heavy traffic was observed from Muntinlupa to Binan, Laguna from Saturday afternoon to evening as more vehicles were on the road.

Shopping malls in Muntinlupa adjusted their operating hours due to the new alert level. SM Center Muntinlupa now operates from 10 a.m. to 9 p.m.

Starmall Alabang announced that until Oct. 31, its mall hours are from 9 a.m. to 8 a.m. from Monday to Thursday, 9 a.m. to 9 p.m. every Friday, and 10 a.m. to 9 p.m. from Saturday to Sunday.

“Customers aged 18 to 65 years old only are allowed in the mall. Supermarket, drug stores, convenience stores, banks, courier services, money changer & remittance services, ATM centers, hardware & home essentials are open. Restaurants & food establishments are open for al fresco dining at 50% capacity and indoor dining at 30% capacity for fully vaccinated customers only. They are also open for pick-up, takeout and delivery,” it said.

The mall added that “pet shops, book stores, IT shops, toy stores, fashion and retail shops are open. Beauty salons, barber shops, and nail spas are open at 50% capacity if conducted outdoor and at 30% indoor capacity for fully vaccinated customers only. Recreational venues such as arcades, bowling alleys, cinemas, and similar venues are open at 30% capacity for fully vaccinated customers only.”

In relation to the above news report, I can confirm that during my visit at Molito here in Alabang on Saturday I saw more people eating outdoors at a few restaurants I passed by and there was a long line of customers at a certain Japanese restaurant nearby. During my visit at Festival Mall on Sunday (2nd day of Alert Level 3) in the late morning, I noticed the crowd of people was light (note: the mall opened at 11AM) but I noticed more customers flocking to the restaurants and coffee shops than before. For the newcomers reading this, to dine in or seat in a food/beverage joint, you must be fully vaccinated with evidence shown and you must use the StaySafe.ph app for online contact tracing. With a lot more people vaccinated fully (2 doses of vaccines of different brands or with the single dose of the Janssen vaccine) already, there is a huge market of customers for the food/beverage joints to cater to indoors. Alert Level 3 also paves the way for people to worship the Lord at church venues both indoors and outdoors.

Alert Level 3 is still far away from achieving pre-pandemic conditions but it sure is much better not only for businesses but also for the people who have gotten tired of the restrictions of Alert Level 4, the modified enhanced community quarantine (MECQ) and the dreaded enhanced community quarantine (ECQ). Alert Level 3 is a positive development and we should thank our Lord and glorify Him for the breakthrough as it is a crucial step towards normalcy and socio-economic recovery!

Recently the Manila Bulletin posted two related stories about the COVID-19 Crisis situation in the City of Muntinlupa. For one, the vaccination process of using Pfizer resumed in the city (note: it should have resumed officially yesterday) while City Health Office stated that the feared Delta variant has not been detected so far within the city.

To put things in perspective, posted below is an excerpt from the Pfizer Muntinlupa story. Some parts in bold…

The Muntinlupa City government will resume the vaccination of people whose second dose jabs using the Pfizer-BioNTech vaccine scheduled at Festival Mall in Alabang were suspended due to storage temperature glitch.

In an announcement, the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) team announced Sunday that the affected recipients will receive their second dose Pfizer-BioNTech jabs from July 26 to 28 at the Ayala Malls South Park vaccination site.

“The sending of text messages containing the new time and date of your vaccination is ongoing,” said MunCoVac.

Last July 15, MunCoVac suspended the second dose vaccination of people using Pfizer-BioNTech after it was found out that there was a change in temperature during its storage that may have affected its quality.

According to the Emergency Use Authorization (EUA) issued by the country’s Food and Drug Administration, the Pfizer-BioNTech vaccines should be stored at temperatures ranging from minus 80 to minus 60 degree Celsius before dilution. One vial of the vaccine contains six doses of 0.3 mL each.

As of July 23, the Muntinlupa City government has administered 273,783 doses of COVID-19 vaccines.

Of the total, 170,754 individuals have received their first dose, or 44.3 percent of the target population of 385,725.

In addition, 103,029 individuals in Muntinlupa are now fully vaccinated, or 26.7 percent of the target population.

As for the Delta variant update of Muntinlupa, posted below is the excerpt from the Manila Bulletin’s report. Some parts in boldface…

There is no case of the highly contagious Delta variant in Muntinlupa, according to the City Health Office (CHO).

On Sunday, the Department of Health (DOH), University of the Philippines’ Philippine Genome Center (UP-PGC) and University of the Philippines National Institutes of Health reported 55 new cases of the Delta variant in the country bringing the total to 119.

The Delta variant is a strain of SARS-CoV-2, the virus which causes the coronavirus disease (COVID-19).

According to Dr. Juancho Bunyi, Muntinlupa City health officer, based on DOH and UP-PGC’s report as of July 25, “no reported Delta variant in Muntinlupa City.”

There are seven cases of Alpha variant, first identified in the United Kingdom, and 26 cases of Beta variant, first identified in South Africa, in Muntinlupa but all the patients have recovered. There are two new reported cases of the Beta variant in the city but they have completed the 14-day isolation and are tagged as recovered.

Mayor Jaime Fresnedi said while there is no case of the Delta variant in Muntinlupa, the city government continues to strengthen its COVID-19 response.

He is encouraging people to get vaccinated and complete their doses to get protection against COVID-19.

Compared to other variants, he said, the Delta variant is more contagious but with the vaccine, people can get complete protection against getting a severe case of COVID-19.

It is always best to be cautious when moving out in public. Apart from wearing face masks and face shields, there is also the need to prioritize which places you need to visit and be mindful how crowded those places are.

To all residents of Muntinlupa City reading this. Be aware that, as reported by GMA Network, Muntinlupa will miss out on the newest shipment of COVID-19 vaccines from Pfizer which is the result of the storage problems (and change in temperature) that happened recently. Due to that, the Pfizer vaccination at Festival Mall got suspended.

Muntinlupa will miss out on the latest shipment of Pfizer COVID-19 vaccine after its local government unit experienced problems at its cold storage facility.

According to Darlene Cay’s report over “Saksi,” vaccine czar Carlito Galvez Jr. also reminded local government units to take the necessary precautions when storing the vaccines to prevent spoilage.

Some COVID-19 jabs including Pfizer require lower temperatures to prevent spoilage.

“The global demand is so high and we know that Pfizer is one of the most sought brand,” Galvez said.

“And we know that there is some constriction on the deployment of the vaccine but we are very thankful that they have given us this substantial amount that we can give considering that we have now the raging Delta cases in our country,” he added.

The delivery on Wednesday night is the first batch of 40 million Pfizer doses that the Philippines bought. The target is to have similar deliveries every week.

The Muntinlupa LGU earlier stopped vaccination at one of its inoculation sites after it experienced issues at the storage facility.

The Department of Health (DOH) said it sent the affected vaccines to international experts for evaluation.

Galvez witnessed the arrival of 562,770 Pfizer doses in Manila at Ninoy Aquino International Airport Terminal 3.

It should be noted that on July 15, in reaction to the Pfizer vaccination suspension related to the storage problem at their mall, the Festival Mall management issued a press release expressing its continued support for Muntinlupa’s vaccination operations. Posted below is an excerpt from the said press release.

Yesterday the first dose vaccination officially resumed in Muntinlupa City as a result of the new supply of vaccines that the City Government received.

The Muntinlupa City COVID-19 Vaccination Program (MunCoVac) has announced the resumption of 1st dose vaccination in the city’s vaccination sites after the City Health Office received new supply of Oxford-AstraZeneca vaccines from the national government.

“Natanggap ng Pamahalaang Lungsod, sa pamamagitan ng City Health Office, ang 22,780 doses ng ASTRAZENECA vaccine. Dahil dito, magbabakuna muli ng FIRST DOSE simula ngayong araw, July 13,” MunCoVac posted in its Facebook page.

First dose vaccination using AstraZeneca vaccines will commence at the following sites: Sucat Covered Court, New Cupang Health Center, Biazon Covered Court in NHA-Southville 3, De La Salle Santiago Zobel School (No Walk-in), Festival Mall Upper Ground Floor Parking (July 13 only), and SM Center Muntinlupa (July 13 only).

MunCoVac stressed that vaccination in the city is still by appointment and residents will need to register online via https://vaccine.muntinlupacity.gov.ph/muncovac. City residents are notified on their schedule via text message from MunCoVac.

Further, the second dose vaccination of Pfizer-BioNTech recipients will continue in SM Center Muntinlupa, Ayala Malls South Park, and Festival UG Floor Parking with adjusted schedules. Second dose recipients of Pfizer-BioNTech are advised to follow their updated schedules and instructions indicated in the text message from MunCoVac.

Earlier, the City Government has announced the suspension of 2nd dose vaccination using Sinovac Life Sciences’ CoronaVac vaccine due to the limited new supply. The City Government made the decision following the issuance of National Task Force Against COVID-19 Advisory No. 62 regarding the delay in the arrival of new Sinovac vaccines in the country.

MunCoVac further explained that as per NTF Advisory No. 62, DOH All Experts Group on Vaccines assures that prolonging the interval period between the first and second dose for three (3) to six (6) months is acceptable if delivery of COVID-19 vaccines is affected by the global vaccine supply.

As of July 12, there are 223,436 vaccines deployed in Muntinlupa, of which 152,900 are first dose (39.6% of the target) and 70,536 are second dose.  While, there are 282,726 registered individuals in MunCoVac, translating to 73.3% of the target population to be vaccinated.

Muntinlupa targets to inoculate 385,725 residents which is 70% of 551,036, the city’s estimated population for 2020.

Shortly after the City Government of Muntinlupa confirmed that over 100,000 residents have been vaccinated with their first dose, it has officially resumed the vaccination of patients under the A4 category while also allowing walk-ins.

The Muntinlupa City government on Tuesday has resumed the vaccination of people belonging to the A4 priority group, or essential workers, and is now allowing walk-ins subject to the availability of spare vaccines.

According to the Muntinlupa City COVID-19 Vaccination Program (MunCoVac), starting June 22, the vaccination sites at SM Center Muntinlupa in Brgy. Tunasan and Ayala Malls South Park in Brgy. Alabang will accommodate A1 (health workers), A2 (senior citizens), A3 (persons with comorbidities) and A5 (poor population) priority groups.

For A4, they will be vaccinated at the Festival Mall upper ground floor covered parking area, New Cupang Health Center and Sucat covered court.

At the vaccination site at De La Salle Santiago Zobel School inside the Ayala Alabang Village, groups that will be vaccinated are A1, A2, A3 and A4. No vaccination will be held at the Poblacion Elementary School located at Southville 3 housing project in Brgy. Poblacion.

In addition, MunCoVac has announced that “walk-ins will only be accommodated if there are spare vaccines due to no-shows,” referring to people who have received their vaccination schedule but do not show up at the vaccination site.

Before Tuesday, the Muntinlupa City government vaccinated A1, A2, A3 and A5 using the Pfizer-BioNTech vaccine donated by the national government that came from the COVAX facility.

With the vaccination of patients (including those under A4 category) in the City of Muntinlupa continuing, a notable development happened on June 10 which helped push the total number of people who got vaccinated exceed the 100,000 mark.

According to a news report by the Manila Bulletin, a single-day record of people vaccinated was registered and by adding that to the 94,805 grand total recorded on June 9, the new grand total in Muntinlupa is now 100,270.

The Muntinlupa City government has recorded the biggest number of vaccinations on Thursday when it started inoculating individuals belonging to the A4 priority group, or essential workers.

Data showed that on June 10, 5,450 individuals were administered the first dose, the highest since the Muntinlupa City government started vaccinating last March 3 when it received an initial 300 doses of CoronaVac vaccine.

There were also 15 individuals who received their second dose Thursday for a total of 5,465 doses administered in a single day.

Of the 5,465, the vaccination site at SM Center Muntinlupa recorded the highest number of vaccinees with 1,305, followed by Ayala Malls South Park with 1,053; Filinvest Bakuna Center, 982; Sucat covered court, 783; Cupang High School, 746; De La Salle Zobel School, 553; and Poblacion Elementary School, 43. All were vaccinated using Sinovac Life Sciences’ CoronaVac vaccine.

In total, Muntinlupa has administered 100,270 doses as of June 10 consisting of 94,805 as of June 9 and 5,465 on June 10.

COVID-19 Crisis: House-to-house vaccination of bedridden residents in Muntinlupa launched

The City Government of Muntinlupa officially started providing at-home COVID-19 vaccination services for bedridden residents and individuals who are not capable of travelling to the city’s major vaccination sites.

Muntinlupa City Health Office recorded 84 individuals from Brgy. Sucat, Brgy. Putatan, and Brgy. Tunasan who were vaccinated in their homes for the initial rollout of the house-to-house vaccination service as of yesterday. The CHO expects more requests for at-home service in the coming days.

The local health office also launched a pilot drive-thru vaccination service to accommodate more vaccine takers and decongest local major vaccination sites.

Mayor Jaime Fresnedi says the City Government, through the CHO and in partnership with the barangays, continues to expand the local vaccination program through the house-to-house vaccination services and installation of drive-thru vaccination centers. Fresnedi added that the City Government is targeting to finish vaccinating 385,000 eligible residents by November to achieve herd immunity.

As of May 24, a total of 41,443 residents received their first dose of COVID-19 vaccine, of which 15,394 have received their second dose. For those inoculated with their first dose, 22,011 received Sinovac, 12,994 were inoculated with AstraZeneca, 2,979 with Gamaleya’s Sputnik V, and 3,507 with Pfizer-BioNTech.

The public is urged to register online in the city’s COVID-19 Vaccination Registration System via www.vaccine.muntinlupacity.gov.ph/muncovac.

Walk-ins in the city’s major vaccination sites including Ayala Malls South Park, Festival Mall UGF Covered Parking, SM Muntinlupa, and Sucat Covered Court will not be accommodated. Only those who are registered online will be given schedule in the major vaccination sites and will be notified via SMS. Further, Brgy. Sucat has launched a raffle campaign for vaccinated residents to win 25 kgs. of rice in a bid to boost the local COVID-19 vaccination drive. 20 lucky vaccinated residents from the barangay will be randomly chosen in the raffle. Brgy. Sucat captain Raffy Sevilla added that the raffle is the barangay’s gesture to thank the residents for their cooperation in the government’s vaccination program.

Muntinlupa City has 12,695 confirmed cases with 11,703 recoveries, 651 active cases, 341 reported deaths, 119 suspect cases, and 1,971 probable cases as of May 25.

The Department of Health – Metro Manila Center for Health Development (DOH-MMCHD) has recommended an additional vaccination site in Muntinlupa City as one of the rollout areas for Pfizer-BioNTech and Gamaleya’s Sputnik V vaccines.

Jurao lauded the planning and preparation of Muntinlupa City Health Office for the administration of the temperature-sensitive vaccines. She has given the go signal to use the major vaccination site for the rollout of Pfizer and Sputnik V. Muntinlupa awaits additional allocation from the national government as it maxed out the supply of Pfizer and Sputnik after reaching the target number of vaccine takers.

As of May 24, a total of 41,443 residents received their first dose of COVID-19 vaccine, of which 15,394 have received their second dose. At least 3,507 members of A1-A3 priority group were vaccinated with Pfizer and 2,979 received Sputnik V.

Festival Mall Covered Parking Area is the second major vaccination site in Muntinlupa to have been accredited for the rollout of Pfizer and Sputnik V. Previously, the DOH has only allowed the rollout of Pfizer at Ayala Malls South Park while Sputnik V was only allowed to be administered at Ospital ng Muntinlupa and Asian Hospital and Medical Center.

Other officials attending the simulation activity were DOH – MMCHD execs Dr. Anthony de los Santos and Dr. Jose Castro, City Health Officer Dr. Juancho Bunyi, and National Immunization Program Coordinator for COVID-19 in Muntinlupa Dra. Maria Rochelle Abat, among others.

Further, Muntinlupa CHO will continue to inoculate remaining members of priority groups using AstraZeneca and Sinovac Life Sciences’ CoronaVac. On May 11, the City Government received an additional 16,800 vials of AstraZeneca and 31,200 vials of Sinovac.

Muntinlupa residents are urged to register online in the city’s COVID-19 Vaccination Registration System via www.vaccine.muntinlupacity.gov.ph/muncovac to avoid crowding in vaccination areas.

COVID-19 Crisis: Muntinlupa City opens third major vaccination hub at Filinvest Alabang

The City Government of Muntinlupa opened yesterday its third major vaccination hub in a shopping mall’s open parking space, in addition to existing community vaccination centers, to encourage more residents to get their COVID-19 jab.

At least 500 vaccine takers are expected to be accommodated in the Filinvest Alabang – Steel Deck Parking (in front of Crimson Hotel), the city’s third major vaccination hub. Mayor Jaime Fresnedi and other Filinvest officials led the opening of the vaccination hub.

The City Government clarifies that only residents from the A2 (Senior Citizens) and A3 (Persons with Comorbidities) priority groups who received a text message and confirmed for their assigned schedule will be accommodated. Walk-ins will not be entertained in the major vaccination hub.

Senior citizens are advised to bring a valid ID and medical clearance if they have comorbidities. For residents under the A3 (persons with comorbidities) priority group, they are enjoined to provide a valid ID and any proof of comorbidity such as: medical certificate from an attending physician, prescription for medicines, hospital records such as the discharge summary and medical abstract, surgical records and pathology reports, or any other proof that may indicate eligibility.

Other officials joining the opening of the city’s third major vaccination hub include: Coun. Allan Camilon, Coun. Ryan Bagatsing, City Health Officer Dr. Juancho Bunyi, Filinvest Alabang Inc Vice President Don Ubaldo, Filinvest Property Management VP Cesar Francisco and Filinvest Retail and Commercial SVP Joselito Santos.

Recently, other major vaccination hub were launched at SM Center Muntinlupa Open Parking Area, Brgy. Tunasan last April 27 and Ayala Malls South Park, Brgy. Alabang last April 24.

According to Muntinlupa City Health Office, at least 511 residents received their COVID-19 jab during the launching of the vaccination hub at SM Center Muntinlupa while 216 were vaccinated at Ayala Malls South Park.

As of April 28, a total of 22,960 Muntinlupa residents were inoculated with the first dose of COVID-19 vaccine, of which 18,796 received Sinovac and 4,164 inoculated with AstraZeneca. While 832 residents from priority groups received their second dose.

Fresnedi urges residents who are members of the priority groups to get their COVID-19 jab as it helps prevent the risk of severe illness, hospitalizations, and death from COVID-19. He also noted that the vaccination program is an integral component of realizing economic recovery in the city.

The local exec encouraged residents of the city who have not yet registered in the local COVID-19 Vaccination Registration System to sign-up online at  www.vaccine.muntinlupacity.gov.ph/muncovac.

Community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.
