Emmanuel Peralta paid a courtesy call to Muntinlupa Mayor Jaime Fresnedi last July 30 to formally introduce PCOL Allan Nobleza as the newly appointed OIC of Muntinlupa Police. Nobleza, who has also served as the Muntinlupa Chief of Police years back, said he will continue to enforce peace and order in the city amid challenges of the pandemic. COVID-19 Crisis: Muntinlupa authorities to penalize residents not wearing face masks in public, implements stricter quarantine measures

All persons in Muntinlupa City are now mandated to wear face masks – whether medical masks or cloth masks – at all times whenever outside of residence and while in public places. Violators will be penalized through the passing of a local ordinance.

Mayor Jaime Fresnedi signed into law City Ordinance No. 2020-109 or known as the Ordinance on the Mandatory Use of Face Masks in Muntinlupa City on Monday requiring residents and persons in the city to use face coverings or protective clothing to cover the nose, mouth, and chin as a preventive measure against infection from COVID-19.

The strict measure shall be in effect for the duration of the Community Quarantine and any extension thereof as may be determined by the Inter-Agency Task Force.

This initiative follows the Department of Interior and City Government’s “Disiplina Muna” advocacy campaign to include health safety protocols such as wearing face masks in public, sanitizing hands, observing physical distancing and cough etiquette, and staying at home for children and the elderly.

Under the local ordinance, violators will be meted with penalties of P300 for First Offense, P500 for Second Offense, and P1,000 for Third and Subsequent Offenses. For minor violators, a stern warning will be given for the First Offense, while withdrawal of scholarship grant from the City Government or P300 for non-grantee for Second Offense, and P500 for Third and Subsequent Offenses.

Members of Muntinlupa National Police Force (PNP-Muntinlupa) and Barangay Chairpersons and personnel, including Public Order and Security Office (POSO) will spearhead the enforcement and implementation of the ordinance.

Muntinlupa City Health Office reminds the public of the proper use of face masks by covering the nose, mouth, and chin altogether. CHO also advised that wearing of face masks is not an alternative to physical distancing or hand hygiene and that the public should still observe such health protocols.

Recently, the City Government has placed Filinvest Socialized Housing Building 2, Brgy. Alabang in an Extreme Localized Community Quarantine and imposed a 24-hour curfew in Planas Compound, Brgy. Tunasan in a bid to slow down COVID-19 transmission in the city.

As of July 27, Muntinlupa City has 1,228 confirmed cases with 526 recoveries, 629 active cases, 73 reported deaths, 583 suspect cases, and 857 probable cases.

COVID-19 Crisis: Muntinlupa LGU puts Filinvest Socialized Housing Building in extreme localized quarantine, one community in 24-hour curfew

Due to the alarming rise of confirmed cases and doubling time of COVID-19 transmission in the area, the City Government of Muntinlupa will be imposing another extreme localized community quarantine in Filinvest Socialized Housing, the second lockdown in the residential complex.

Mayor Jaime Fresnedi signed Executive Order 30 s.2020 ordering a 14-day Extreme Localized Community Quarantine (ELCQ) in Filinvest Socialized Housing (FSH) Bldg. 2 in Brgy. Alabang starting July 28, 12:01 p.m. until August 11, 11:59 a.m.

Muntinlupa City Health Officer (CHO) Dra. Tet Tuliao said that as of July 26, FSH Building 2 has a total of 14 active cases and three are admitted to the hospital. She said the doubling time is narrow for the residential at 8.83 days and has a high attack rate of 5.88/100.

Tuliao added that the community shows clustering of cases as housing units are close to one another. The community also has a high-risk population of children, pregnant women, PWDs, and senior citizens.

Recently, FSH Buildings 1 and 7 were placed in ELCQ last July 7 to July 22. Flinvest Socialized Housing is an 18-building residential complex. FSH Building 2 houses 52 families with 204 individuals.

Residents in FSH Bldg. 2 were advised to buy essential goods including food, medicine, and basic supplies. While the City Government will provide additional relief food packs and other basic goods during the effectivity of the ELCQ. CHO will also conduct mass testing in the community and will intensify its detection, isolation, and treatment strategies.

Further, Planas Compound in Brgy. Tunasan will be placed under a 24-hour curfew starting July 28, 12:01 p.m. until August 11, 11:59 p.m.

The City Government has coordinated with the barangay and community leaders of Planas Compound on Monday for the imposition of the round-the-clock curfew.

Residents from the community will not be allowed to go out of their residences except for emergency cases and essential travel. Those purchasing essential goods and working at industries allowed to operate under the General Community Quarantine are exempted from the curfew.

The stringent measure aims to limit movements and interactions in public places which are hotspots for the transmission of COVID-19.

Mayor Fresnedi asks for the cooperation of residents from the affected communities and urged them to observe health protocols such as frequent hand-washing, wearing of face masks, and physical distancing.

Muntinlupa City has 1,106 confirmed cases with 476 recoveries, 558 active cases, 71 reported deaths, 555 suspect cases, and 642 probable cases as of July 26.

COVID-19 Crisis: Muntinlupa Rescue Unit temporarily shut down due to three staff members who tested positive for COVID-19

Since July 25, the Emergency Medical Services under Muntinlupa Rescue was suspended by the Muntinlupa City Disaster Risk Reduction and Management Office (MCDRRMO) as a result of staff members who tested positive for COVID-19.

MCDRRMO chief Erwin Alfonso confirmed that three staff members have tested positive for COVID-19 after conducting RT-PCR tests.

Meanwhile, 26 personnel of Muntinlupa Rescue are now under quarantine and scheduled for swabbing.

The local Rescue Unit augments the City Health Office in handling the management and transportation of suspect and confirmed cases of COVID-19. This is in addition to assisting people during disasters, accidents, and emergency cases, and taking them to hospitals.

Alfonso said that during the temporary closure, Emergency Medical Services facilities including ambulances and equipment will undergo complete disinfection to prevent infection of other people being served by the Rescue Unit.

He added that emergency services and transportation of patients using Muntinlupa Rescue’s ambulances will be temporarily handled by Barangay Emergency Response Teams (B.E.R.T).

Mayor Jaime Fresnedi assured the public that the City Government will implement stricter measures and health quarantine protocols as recommended by the Department of Health.

As of July 25, Muntinlupa City has 1,062 confirmed cases with 467 recoveries, 525 active cases, 70 deaths, 642 probable cases, and 555 suspect cases.

The Philippine Chamber of Commerce and Industry – Muntinlupa (PCCU-Muntinlupa) has recognized the City Government’s efforts in curbing the novel coronavirus disease (COVID-19) in the city and its assistance to local businesses amid the pandemic.

During the local business chamber’s virtual general assembly on Wednesday, PCCI-Muntinlupa president Elvie Sanchez-Quiazon conferred the Sterling Growth Catalyst Award to Muntinlupa Mayor Jaime Fresnedi in recognition of his leadership in addressing the health crisis while still boosting the sustainability of local economy.

Quiazon said the local chamber lauds Mayor Fresnedi’s “transformational and adaptable leadership, commitment and eminent public service to boost the development and sustainability of the Muntinlupa City in challenging times.”

PCCI-Muntinlupa has also awarded the City Health Office with Noble Award for its “unwavering generosity of providing its expertise on allocating help to the community to attain public health safety.”

CHO chief Dra. Teresa Tuliao virtually received the awards from PCCI-Muntinlupa. Annually, the local chamber recognizes outstanding innovators and leaders through its Paramount Awards.

Mayor Jaime Fresnedi extended his thanks to PCCI-Muntinlupa for their recognition of the local government’s COVID-19 response efforts to minimize its health, economic, and social impacts in the city.

Fresnedi said the recognition is not a testament to a single person’s efforts but to the hard work of Muntinlupa’s front-liners who are driven by a shared goal to eliminate COVID-19 in the city.

Further, the mayor assured the group of the City Government’s continuing concern and support to MSMEs and local businesses in Muntinlupa.

Recently, the City Government of Muntinlupa provided much-needed assistance to hundreds of displaced workers whose livelihoods were negatively affected by the COVID-19 pandemic.

Specifically, on July 16 the City Government organized a registration process for the displaced workers residing in the city. The number of applications received was at eight hundred forty-five (845) and food packages were released to them.

At first, the registration covered workers in the formal sector but will eventually cater to other sectors. Mayor Jaime Fresnedi has ordered assistance packages for displaced workers, formal and informal sectors, whose livelihood were affected by the pandemic.
