Biazon and Fresnedi unite for “One Munti,” ensure continuity of forward progress in Muntinlupa

Muntinlupeños now have one thing less to worry about for the duration of the pandemic as the current leadership unite under one banner and ensure the continuous delivery of excellent public service.

Incumbent Representative Ruffy Biazon and Mayor Jaime R. Fresnedi have allied under the “One Muntinlupa” unity party led by Biazon to make sure the economic gains and best practices of the last nine years continue to be enjoyed by Muntinlupeños and even by transient workers based in the City.

“Mas makakampante ngayon ang ating mga kababayang Muntinlupeño sa harap ng pandemya (Muntinlupeños can be more confident now in this pandemic),” Biazon said of the unity force. Under the One Muntinlupa slate, Biazon will be the mayoral candidate while Fresnedi runs for Congress.

“The services such as scholarships, benefits, and relief packages that have helped many of our kababayan survive will definitely continue. Together, we will survive and overcome,” Biazon said.

“Elections tend to cause significant uncertainty in the people, which is why they can be divisive as voters choose candidates they think can make life better for them,” Fresnedi added. “By joining our vision and resources, Congressman Biazon and I make sure that the benefits that Muntinlupeños have enjoyed for the last nine years will continue, and can even be made better.”

In an interview, Fresnedi said his first order of business should he win as Congressman is to lobby for the creation of an additional congressional district in Muntinlupa. “Isa sa mga una kong isusulong ay ang additional congressional district para sa Muntinlupa. Ang population ng aming lungsod ay tamang tama na para sa isa pang congressional district,” Fresnedi noted.

To date, Muntinlupa City has a population of 543,445 according to the 2020 Census of Population and Housing. The population requirement for the creation of a congressional district is 250,000 residents per Article VI, Sec.5 of the 1987 Constitution. Fresnedi also vowed to sponsor bills of national relevance that will not only benefit the people of Muntinlupa but also the whole country.

In Fresnedi’s six terms as mayor (1998-2007, 2013-present), Muntinlupa experienced unprecedented economic and social growth, culminating in recognitions such as the ISO 9001:2008 certification, Most Business-Friendly LGU by the Philippine Chamber of Commerce and Industry (PCCI), Seal of Good Local Governance from the Department of Interior and Local Government (DILG), and the Seal of Child-Friendly Local Governance, among others. Fresnedi advocated an Eight-Point Program of Governance which prioritized education, health care, and economic development, driven by numerous scholarships and training programs and the construction of schools and health facilities.

Likewise, in his five terms as lone district Representative (2001-2010, 2016-present), Biazon has continuously championed in Congress measures that would promote and protect the plight and welfare of his constituents in Muntinlupa City and the Filipino people in general.  As of this writing, Biazon has already filed more than a hundred proposed measures and various resolutions on defense and security; local governance and public order; poverty alleviation/social justice; education; environment; agriculture; housing; and maritime, air and land transportation and safety.

Biazon also served from 2011 to 2013 as Commissioner of the Bureau of Customs where he initiated a wide range of reforms, including pushing for the passage of the Customs Modernization and Tariff Act (Republic Act No. 10863). Fresnedi meanwhile started his service to Muntinlupa when he was appointed Municipal Attorney and later as OIC Vice Mayor in the aftermath of the 1986 People Power uprising.

Both Biazon and Fresnedi currently offer scholarships for poor but deserving students, purposely investing for the future through education, and laying the foundations of long-term economic development as a means to peace and security in Muntinlupa City.

Joining Biazon and Fresnedi in One Muntinlupa are Artemio “Temy” Simundac for Vice Mayor, District 1 Councilors: Coun. Atty. Raul Corro, Coun. Allan Rey Camilon, Coun. Paty Katy Boncayao, Coun. Muntinlupa City Council passes resolution recognizing US Open Nine-Ball champion Carlo Biado

In recognition of his recent feat in the highly coveted US Open title in billiards, the Muntinlupa City Council recently passed a resolution congratulating Filipino pool player and Muntinlupa resident Carlo Biado.

Mayor Jaime Fresnedi approved Resolution No. 2021-542 this past Monday formally  congratulating Biado for emerging as champion in the U.S. Open Nine-Ball Competition held in Atlantic City on September 19. Biado’s achievement ended a 27-year drought for the Philippines in the US Open Pool Tournament winning over Aloysius Yapp from Singapore.

Since its founding in 1976, championship titles were dominated by Americans until 1994 when the most-winning non-U.S. player in the event’s history, Efren Bata Reyes from the Philippines, was the first non-American victor.

The City Council lauded Biado’s achievement noting that “such a feat is a testament that talent, coupled with sacrifice and hard work, is always a formula to success.”

The local resolution was sponsored by Councilors Atty. Raul Corro, Alexson Diaz, Paty Katy Boncayao, Louisito Arciaga, Allan Rey Camilon,, Ting Niefes, Stephanie Teves, Ivee Rhia Tadefa, Marissa Rongavilla, Francis lan Bagatsing, Mark Lester Baes, Mamerto Sevilla Jr., Arlene Hilapo, Cornelio Martinez, Walter Arcilla and Kenichi Takagi Jr.

Carlo Biado, originally hails from Nueva Ecija, is presently residing in Southern Hills in Soldiers Village, Muntinlupa City.

Biado’s professional career includes playing in the WPA [World Pool-Billiard Association] World Ten-ball Championship in 2015, the Men’s 9-Ball event of the 2017 World Games, 2018 WPA World Nine-ball Championship, and 2019 WPA Players Championship.

His current WPA ranking is No. 3 and he is the only player from the Philippines in the top 10. He earned medals for billiards and snooker at the 2019 Southeast-Asian Games-Men’s 9-ball doubles.

Biado is slated to compete in the 2022 Asian Indoor and Martial Arts Games in Thailand, Vietnam SEA Games, and World Games in Alabama.

Any parents out there still struggling to decide on whether to have their qualified children vaccinated for COVID-19 or not? For everyone’s information, the nation’s vaccine czar Carlito Galvez, Jr. stated that a 50% population protection threshold is enough to begin the actual vaccination of minors (aged 12 to 17 specifically) according to a Philippine News Agency (PNA) report.

A 50-percent population protection threshold is enough to start the vaccination of minors aged 12 to 17 years old, Secretary Carlito Galvez Jr. said on Sunday.

Galvez, who welcomed the latest shipment of 3 million doses of government-procured Sinovac vaccines at the Ninoy Aquino International Airport in Pasay City, said once the “saturation point” in the inoculation drive for the priority sectors is reached, the vaccination of the younger age group can commence.

“We will present in the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) on how we would really look at the possibility as to when are we going to vaccinate our pre-adolescents and if we see that we get the sizeable threshold of more or less 50 percent of our population, we can start vaccinating them,” Galvez said partly in Filipino during an interview.

Galvez had proposed the vaccination of youngsters by mid-October, with minors with comorbidities and children of health care workers as among the priorities.

The government can vaccinate about 12 million minors with the arrival of 20 million doses by the first week of October, added Galvez, chief implementer of the National Task Force Against Covid-19.

In relation to the news above, the City Government of Muntinlupa formally started their online registration of COVID-19 vaccination for local minors and as of September 20, 2021, close to nine thousand minors got registered.

The chances of the Philippines achieving herd immunity before the end of this year look somewhat better as the nation received so far almost 65 million doses of COVID-19 vaccines including almost 10 million in a single week recently according to a news report by the Philippine News Agency (PNA).

The country has so far received a total of 64,942,000 vaccine doses, including the 9,586,270 doses from Sept. 13 to 19 — the highest weekly delivery since the life-saving shots from various manufacturers started arriving in February.

In a news release issued by the National Task Force Against Covid-19 on Monday night, it said of these shipments, 6,171,590 million doses arrived over the weekend. A total of 561,600 Pfizer doses donated by the US through COVAX Facility arrived Monday evening.

The national government continues to build up the Covid-19 vaccine inventory with the steady arrival of larger shipments of government-procured and donated vaccine supplies.

“We are very happy with the developments in our vaccine acquisition efforts especially with the recent deliveries,“ National Task Force Against Covid-19 chief implementer and vaccine czar Secretary Carlito Galvez Jr. said.

“This is a testament of our collective effort — from the national government, the local government units, the private sector, and the global community — in securing much-needed doses for our people,” Galvez added.

Of the more than 9.58 million doses delivered last week, 6.65 million combined doses of Sinovac, Pfizer, Moderna and Sputnik V vaccines were procured by the national government, 909,400 doses of AstraZeneca and Moderna vaccines were purchased by the private sector and local government units (LGUs), and 2.02 million doses were donations through the COVAX Facility.

“We are now beginning to reap the benefits of having a forward-looking and sustainable plan in our vaccine procurement. We will continue to negotiate and hopefully sustain this bulk allocation and delivery schedule in the coming weeks,” Galvez said.

He earlier announced that more than 34 million doses are expected to be delivered this month from various sources and manufacturers. Of this number, 13,041,410 doses have been delivered.

Sustaining bulk deliveries

Vaccine manufacturers and the national government are in talks to scale up the country’s monthly allocation beginning this month, Galvez bared.

Despite most of the supply contracts indicating that the volume of the Philippines’ orders will be shipped in the fourth quarter, the NTF continued to engage with the manufacturers as part of its aggressive efforts to secure additional vaccine doses.

“We are grateful to our embassies and our consular offices around the globe for their hard work and determination to help our country access and secure the 30 million doses that we need monthly,” he said.

As of Sept. 19, a total of 41,414,015 jabs have been administered nationwide. Fully protected persons are now at 18,560,409 or 24.06 percent of the country’s 77 million target population.

More than 22.85 million vaccine doses have been administered as the first shot.

In the National Capital Region, 84.47 percent of its target population have received at least one dose, while 66.3 percent have been fully inoculated.

This past weekend, an operation organized by varied officials of Philippine immigration, the police and the Korean Embassy happened within Ayala Alabang Village in Muntinlupa City targeting a foreign fugitive according to a Manila Bulletin news report. The focus of the report, however, was more about the protests of the homeowners’ association (Ayala Alabang Village Association) and Barangay Ayala Alabang with regards to an alleged lack of prior coordination and the alleged disregard of the autonomy of the barangay.

Officials of the Ayala Alabang Village and barangay in Muntinlupa are protesting the raid conducted by Philippine immigration and police, and the Korean Embassy inside the exclusive subdivision Saturday night.

In a statement issued on Sept. 19, the Ayala Alabang Village Association (AAVA) and Barangay Ayala Alabang (BAA) said at 7 p.m. on Sept. 18, “an armed operation took place in a residential unit in San Enrique Street in alleged pursuit of a Korean fugitive.”

They said the authorities introduced themselves as members of the Bureau of Immigration Fugitive Search Unit (BI-FSU), Philippine National Police Special Action Force (PNP-SAF) and the Korean Embassy.

The authorities entered Ayala Alabang Village through the Madrigal Gate, the subdivision’s main gate, aboard vehicles.

“During the operation, shots were fired which alarmed some residents,” the AAVA and BAA added.

The raiding team showed a warrant of deportation to barangay and AAVA officials who confronted the authorities “for the lack of prior coordination with the local police authorities, the Barangay Ayala Alabang (BAA), and the Ayala Alabang Village Association (AAVA).”

“BAA and AAVA officials decried the authorities’ complete disregard of the autonomy of the Barangay and the security protocols set by AAVA,” according to the statement.

According to AAVA and BAA, they “will send a letter to BI-FSU in light of the recent incident, clearly stating that while the effort of their agency to capture criminals is appreciated, security protocols of the village must still be followed and coordination with local authorities must be sought.”

In connection to the Alert Level 4 rules and guidelines that took effect all over Metro Manila yesterday, the City Government of Muntinlupa formally implemented the new COVID-19 Alert Levels System according to a Manila Bulletin news report.

Muntinlupa Mayor Jaime Fresnedi issued guidelines in the implementation of the new COVID-19 Alert Levels System, the new community quarantine classifications in the National Capital Region (NCR) starting Sept. 16.

Under the new classification, Metro Manila is under the General Community Quarantine (GCQ) Alert Level 4 from Sept. 16 to 30.

Fresnedi issued Executive Order No. 40 dated Sept. 15 outlining the various activities allowed and prohibited from Alert Levels 1 to 5, and the implementation of granular lockdowns in communities.

The order is based on the resolution issued by the Inter-Agency Task Force (IATF) on the new quarantine classifications.

According to the executive order and resolution, Alert Level 1 “refers to areas wherein case transmission is low and decreasing, total bed utilization rate, and intensive care unit utilization rate is low” while Alert Level 2 pertains to “areas wherein case transmission is low and decreasing, healthcare utilization is low, or case counts are low but increasing, or case counts are low and decreasing but total bed utilization rate and intensive care unit utilization rate is increasing.”

Areas to be placed under Alert Level 3 are those “wherein case counts are high and/or increasing, with total bed utilization rate and intensive care unit utilization rate at increasing utilization,” while those to be under Alert Level 4 are “areas wherein case counts are high and/or increasing, with total bed utilization rate and intensive care unit utilization rate at high utilization.”

Alert Level 5 “refers to areas wherein case counts are alarming, with total bed utilization rate and intensive care unit utilization rate at critical utilization.”

Under Alert Level 4, according to Fresnedi, the following will not be allowed outside their residence: persons below 18 years old, persons over 65 years old, persons with immunodeficiencies, comorbidities or other health risks, and pregnant women. But they are allowed to go out to obtain essential goods and services, and report for work in permitted industries and offices.

The mayor will have the sole authority to declare an area under granular lockdown, according to the executive order, and he may impose it on an entire barangay, individual house, street, block, purok or sitio, compound, subdivision, village and other gated communities.

Granular lockdown will be in effect for at least 14 days and persons under it will not be allowed to go out.

Recently the City Government of Muntinlupa officially launched the online registration process for local minors (aged 12 to 17) for the free COVID-19 vaccines according to a Manila Bulletin news report. Muntinlupa was one of the six local government units (LGUs) of Metro Manila to engage with such a process. These recent developments are all part of a collective effort to achieve herd immunity.

The Muntinlupa City government on Tuesday launched the online vaccination registration for 12 to 17 years old in the city.

This after the country’s Food and Drug Administration (FDA) approved the use of the Pfizer-BioNTech and Moderna vaccines for 12 years old and above.

Mayor Jaime Fresnedi urged parents and guardians to register their children for the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) as protection from the adverse effects of the coronavirus disease (COVID-19).

He said the registration is intended to create a database of the adolescents’ group eligible for COVID-19 vaccines in preparation for the final guidelines from the Department of Health (DOH).

Muntinlupa residents aged 12 to 17 may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”

As of Sept. 8, the Muntinlupa City government has administered a total of 507,964 vaccines, according to MunCoVac.

A total of 192,360 individuals are now fully vaccinated in Muntinlupa, or 49.9 percent of the target population of 385,725, while 319,963 individuals got their first dose, or 83 percent of the total target.

The local government also advised residents who registered online but haven’t received their schedule to fill out a form to be scheduled: https://forms.gle/fEAELhwxURe4aNZU8.

Other residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. The Manila Bulletin reported recently that a few of the local government units (LGUs) in Metro Manila have officially launched the registration for the vaccination of minors aged 12 to 17-years-old.

Six Metro Manila local government units (LGUs) have started the registration of minors, with ages 12 to 17 years, for vaccination against COVID-19.

The six local government units in Metro Manila that started the vaccination registration for minors are Pateros, Makati, Muntinlupa, Manila, Caloocan, and Las Pinas City.

The Las Pinas City government will be using the EZ consult account for the registration of minors in the city.

The EZ consult account is also the same app used by city residents in registering for their vaccination.

The Las Pinas city government said the registration is part of the preparations once the national government approves the vaccination of minors using Moderna and Pfizer vaccines as approved by the Food and Drug Administration (FDA).

Pateros was the first local government unit that launched the registration of COVID-19 vaccination for minors on September 8.

Residents who are 12 to 17 years old can register using a QR code that can be found in Facebook page of the Pateros municipal government Facebook.

In the capital city of Manila, Mayor Francisco “Isko Moreno” Domagoso said that throughwww.manilacovid-19vaccine.ph, parents can either register their children under a single account for the family or register them separately.

In Makati, the city government announced on Friday (September 10) that minors, 12 to 17 years old, may now register for vaccination against COVID-19.

In a Facebook post of the city government, it said that residents of Makati, 12 to 17 years old, can sign up at http://www.covid19vaccine.safemakati.com and a master list will be created for the vaccination of minors.

Makati COVID-19 Vaccine In Caloocan, the city government also started the profiling of minors aged 12 to 17.

Mayor Oca Malapitan said it is important that the vaccination program for minors is prepared as early as possible since they belong to the age group that needs the consent of parents or guardians.

Previously, Department of Trade and Industry (DTI) Secretary Ramon Lopez proposed to allow vaccinated people to dine in food-and-beverage joints as well as enter the personal care service establishments during the modified enhanced community quarantine (MECQ). This past weekend, the Philippine News Agency (PNA) reported that the DTI Secretary is back and called for the easing of protocols for people who have been fully vaccinated and Metro Manila could be the region to have such moves pilot tested within.

Department of Trade and Industry (DTI) Secretary Ramon Lopez has endorsed tweaking of community quarantine protocols by allowing more mobility for fully vaccinated individuals.

During President Rodrigo Duterte’s Talk to the People aired over the weekend, Lopez told Duterte that “it is about time to change our protocol” in terms of easing some restrictions for the vaccinated population.

“We were discussing the need to have (a) different approach in terms of solving Covid-19 (coronavirus disease 2019); not just lockdowns,” he said in mixed English and Filipino.

The DTI chief said under the new protocol, fully vaccinated individuals could be allowed in restricted economic activities, such as dine-in services in restaurants and personal care services.

He said this would allow safe reopening of the economy as fully vaccinated people have protection against the Covid-19.

People with complete vaccines are unlikely to develop severe to critical Covid-19, he added.

“These are labor intensive. These sectors, there are 2 million individuals employed in dine-in restaurants. In salons, there are around 400,000. This is nationwide,” Lopez said.

The trade official said this could be pilot tested in Metro Manila, as the National Capital Region has more than 50 percent of its eligible population for Covid-19 vaccines already got their jabs.

The above article ended stating that the guidelines of the protocol are being finalized. It is very clear that lockdown and restrictions on businesses result a massive loss of income and a rise on unemployment. The DTI Secretary’s proposal is part of an effort to ensure that the Philippine economy will recover and rebound, and if you have been paying close attention to the number of Metro Manila cities that have been vaccinating their patients, there are now millions of fully vaccinated people in the National Capital Region (NCR) combined. In the City of Las Piñas alone, their fully vaccinated patients had reached almost 315,000 as of September 11, 2021. In Muntinlupa City, the number of fully vaccinated patients is almost 200,000.

You travel along Aguirre Avenue inside BF Homes subdivision and you will see lots of restaurants, coffee shops and personal care service providers located along the long road. A lot of them have been struggling because of the prohibition on customers from entering and spending time inside those business joints. You go to Filinvest City in Alabang, Muntinlupa City, and search for a place to have a nice meal at only to be disappointed that you cannot dine inside and will have to order for take-out. Take-out and delivery are the current options that food-and-beverage joints have when it comes to serving their customers but those options are not good enough to help them survive. For me, DTI Secretary Lopez’s proposal makes sense and it will help not only the struggling businesses and the unemployed, but also improve economic activity.

COVID-19 Crisis: Over 500,000 vaccinations in Muntinlupa City registered

Yesterday, MunCoVac announced that the grand total number of COVID-19 vaccinations achieved in Muntinlupa City has exceeded the 500,000 mark. Muntinlupa is slowly but surely coming close to achieving herd immunity.

To put things in perspective, the following statistics released by MunCoVac were recorded as of September 8, 2021:

Total number of individuals vaccinated: 319,963 (note: 11,404 were vaccinated with 1st dose in Muntinlupa private companies)

Total number of individuals fully vaccinated: 192,360 (note: 597 were vaccinated with 2nd dose in Muntinlupa private companies)

Declared total of vaccines administered: 507,964

According to MunCoVac: As of yesterday, September 8, we have administered a total of 507,964 vaccines.

83% of the target population of Muntinlupeños have been vaccinated with at least one dose while 49.9% have been fully vaccinated, only a mere 0.1% shy to being halfway towards achieving herd immunity for our city.

Like their counterparts in Las Piñas City, Muntinlupa’s declared numbers just don’t add up. If you do the math, 319,963 plus 192,360 equals 512,323 total. There is a discrepancy of 4,359.
