COVID-19 Crisis: Alert Level 3 in Metro Manila takes effect today

In case you missed the news, the daily count of new COVID-19 infections around the Philippines has gone up sharply since the last few days of December 2021. On the evening of December 31, it was announced by the national government that Metro Manila will be placed under Alert Level status starting today – January 3, 2022 – until the 15th.

To put things in perspective, posted below is the excerpt from the Philippine News Agency’s article. Some parts in boldface…

The alert level status in Metro Manila will be raised anew from the current Level 2 to Alert Level 3 from Jan. 3 to 15, 2022, Malacañang announced on Friday night.

In a public announcement, acting presidential spokesperson and Cabinet Secretary Karlo Nograles said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) decided to shift to a more stringent alert level status as the country saw a spike in coronavirus disease 2019 (Covid-19) infections.

“Nakita naman natin sa mga nakaraang araw ay nag-increase exponentially ang mga kaso dahil sa Holiday activities kung saan tumaas ang movement ng mga tao at bumaba ang compliance sa minimum public health standards. Isa rin sa dahilan ang detection ng local cases ng Omicron variant (We saw an exponential rise during the past days because of the Holiday activities where there were increased movement and compliance with minimum public health standards may have been disregarded. Local cases of the Omicron variant were also detected),” he said.

Nograles added that an increase in Covid-19 positive cases is expected in the succeeding days thus, the IATF’s decision

After 12 days of active cases below 10,000, the number increased to 10,418 on December 29 and was at 14,233 by year-end after 2,961 new cases.

The Department of Health also confirmed 10 new cases of the Omicron variant, with three already recovered.

Nograles cited a “high possibility” of local transmission of the Omicron variant.

Under Alert Level 3, establishments or activities shall be allowed to operate or be undertaken at a maximum of 30 percent indoor venue capacity for fully vaccinated individuals only and 50 percent outdoor venue capacity, provided that all workers of the establishments are fully vaccinated against Covid-19.

Movements

Intrazonal and interzonal movement are still allowed, however, reasonable restrictions may be imposed by the LGUs, which should not be stricter as those prescribed under higher alert levels and subject to the oversight, monitoring, and evaluation of their respective Regional IATF.

Those below 18 years of age, and those belonging to the vulnerable population, shall be allowed access to obtain essential goods and services, or for work in permitted industries and offices in accordance with existing labor laws, rules, and regulations. Individual outdoor exercises shall also be allowed for all ages regardless of comorbidities or vaccination status. 2.

Prohibited activities

Meanwhile, the following establishments and activities that are considered high-risk for transmission under Alert Level 3 are not allowed:

  1. Face to face or in-person classes for basic education, except those earlier permitted by the IATF and Office of the President;
  2. Contact sports, except those conducted under bubble-type setup, as provided for under relevant guidelines adopted by the IATF, Games and Amusement Board, and Philippine Sports Commission, and approved by the LGU where such games shall be held;
  3. Funfairs/carnivals and kid amusement industries like playgrounds, playroom, and kiddie rides;
  4. Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, clubs, concert halls, and theaters;
  5. Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments, except those that will be allowed by the IATF or Office of the President; and
  6. Gatherings in residences with individuals not belonging to the same household.

Allowed activities

He said allowed activities under Alert Level 3 at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity are the following: 

  1. Venues for meetings, incentives, conferences, and exhibitions (MICE);
  2. Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers; 
  1. Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;
  2. Amusement parks or theme parks;
  3. Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;
  4. Cinemas and movie houses;
  5. Limited face-to-face or in-person classes for higher education and for technical-vocational education and training;
  6. In-person religious gatherings; gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremains of the COVID-19 deceased;
  7. Licensure or entrance/qualifying examinations administered by their respective government agency, and specialty examinations authorized by the IATF subject to the health and safety guidelines as approved by the IATF;
  8. Dine-in services in food preparation establishments such as kiosks, commissaries, restaurants, and eateries, subject to DTI sector-specific protocols;
  9. Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;
  10. Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific protocols. Provided that patrons/clients and workers/employees wear face masks at all 3 times and that no group activities are conducted; and
  11. Film, music, and television production, subject to the joint guidelines as may be issued by the DTI, DOLE, and the DOH.

These activities will be allowed provided that all on-site workers/employees of these establishments and organizers of activities are fully vaccinated against COVID-19 and MPHS shall be strictly maintained. There is no objection from the LGU where these activities may take place.

The IATF, he said, instructed the Technical Working Group headed by the Metropolitan Manila Development Authority and National Vaccination Operations Center to craft guidelines in the implementation of stricter measures for the unvaccinated individuals.

Metro Manila was under Alert Level 2 for some time and a lot of people and their families have been enjoying the added freedom of movement due to the reduction of restrictions. This, of course, contributed to the crowding at stores and food-and-beverage joints, and the rise of parties or social gatherings during the Christmas season. Along the way, cases of Omicron in the Philippines started to grow. Omicron, which has been magnified by the secular, liberal media organizations and caused a lot of problems worldwide, is feared for being more contagious. Since Omicron is a problem in the country, I can only hope that the national authorities will consider acquiring a new and much bigger batch of the Russian vaccines Sputnik V and Sputnik Light as those vaccines were declared effective against the feared variant.

Other than raising the alert level and putting up more restrictions, the authorities should deal with the Omicron variant fast. I would not be surprised that the local stock market will lose points as long as the Omicron variant remains a problem in the Philippines. For those living in Metro Manila, I encourage you all to pay close attention to the Metro Manila Council (MMC) and the Metropolitan Manila Development Authority (MMDA) and examine how they will act, react and behave this time around. Let’s observe if those officials won’t be too distracted with pre-election activities related to the May 2022 national and local elections so that they can do their jobs efficiently.

News about the new and more infectious coronavirus variant B.1.1.529 – also referred to as the Omicron variant – that reportedly originated in South Africa dominated the news cycles this past weekend and already the authorities here in the Philippines are monitoring it, according to a recent Philippine News Agency (PNA) report.

Before proceeding with the PNA’s news report, let’s take a close look as to what exactly is coronavirus variant B.1.1.529 or Omicron variant according to the World Health Organization (WHO) which published an article (published November 26, 2021) about it. The excerpt is pasted below and some parts in boldface…

The B.1.1.529 variant was first reported to WHO from South Africa on 24 November 2021. The epidemiological situation in South Africa has been characterized by three distinct peaks in reported cases, the latest of which was predominantly the Delta variant. In recent weeks, infections have increased steeply, coinciding with the detection of B.1.1.529 variant. The first known confirmed B.1.1.529 infection was from a specimen collected on 9 November 2021.

This variant has a large number of mutations, some of which are concerning. Preliminary evidence suggests an increased risk of reinfection with this variant, as compared to other VOCs. The number of cases of this variant appears to be increasing in almost all provinces in South Africa. Current SARS-CoV-2 PCR diagnostics continue to detect this variant. Several labs have indicated that for one widely used PCR test, one of the three target genes is not detected (called S gene dropout or S gene target failure) and this test can therefore be used as marker for this variant, pending sequencing confirmation. Using this approach, this variant has been detected at faster rates than previous surges in infection, suggesting that this variant may have a growth advantage.

There are a number of studies underway and the TAG-VE will continue to evaluate this variant. WHO will communicate new findings with Member States and to the public as needed.

Based on the evidence presented indicative of a detrimental change in COVID-19 epidemiology, the TAG-VE has advised WHO that this variant should be designated as a VOC, and the WHO has designated B.1.1.529 as a VOC, named Omicron.

As such, countries are asked to do the following:

  • enhance surveillance and sequencing efforts to better understand circulating SARS-CoV-2 variants.
  • submit complete genome sequences and associated metadata to a publicly available database, such as GISAID.
  • report initial cases/clusters associated with VOC infection to WHO through the IHR mechanism.
  • where capacity exists and in coordination with the international community, perform field investigations and laboratory assessments to improve understanding of the potential impacts of the VOC on COVID-19 epidemiology, severity, effectiveness of public health and social measures, diagnostic methods, immune responses, antibody neutralization, or other relevant characteristics.

Individuals are reminded to take measures to reduce their risk of COVID-19, including proven public health and social measures such as wearing well-fitting masks, hand hygiene, physical distancing, improving ventilation of indoor spaces, avoiding crowded spaces, and getting vaccinated.

As mentioned earlier, the Philippines is paying close attention to the Omicron variant. To put things in perspective, posted below is an excerpt from the PNA article. Some parts in boldface…

The Philippine government is monitoring the new coronavirus variant B.1.1.529 that already has cases in South Africa, acting Presidential spokesperson and Cabinet Secretary Karlo Nograles said Friday.

During the Palace briefing, Nograles said members of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and the Department of Health (DOH) are widely aware of the variant described by experts as “heavily mutated”.

“We are monitoring — intently monitoring — itong situation na ito. Patuloy pa rin po ang ginagwa nating (We are monitoring — intently monitoring — this situation. We continue to conduct our) genomic surveillance on the ground,” Nograles said in an interview.

He added the government is constantly exchanging information with the World Health Organization about the possible threat of the newly detected variant.

“We are waiting their advisories kung ito bang variant na ito (if this variant) is considered a variant of interest or a variant of concern,” Nograles said.

Dana Krizia Sandoval, spokesperson of the Bureau of Immigration, said in another interview that various systems are in place once the IATF sees the need to adjust the travel restrictions caused by emerging Covid-19 variants.

“Kapag may directive po ang IATF na kailangan pong baguhin, immediately po kaya po nating i-implement and we have the sufficient manpower naman po para tugunan po itong mga pangangailangan na ito (Once the IATF gives its directive to change it, we will immediately implement it and we have sufficient manpower to augment these needs),” she added.

Sandoval said they are strictly enforcing health protocols and social distancing measures in all entry and exit points to make sure that travelers are safe when passing through the immigration area.

The above report ended stating that there have been confirmed cases of Omicron variant in South Africa, Botswana, and Hong Kong.

While the Omicron news published are scary and unsettling to learn about, it should be noted that there are still ways for the Philippines to prevent the new variant from entering the country even though the national authorities are constantly working as people of different nationalities enter, exit or pass through our nation via air travel.

As the Omicron variant was found to be much more infectious than the previous variants of coronavirus, now is a much more crucial time for every unvaccinated person here in the Philippines to go out and get vaccinated. That being said, the patients who are due for a 2nd dose of their vaccine should contact the local authorities to ask when will they be scheduled for the 2nd shot. As for the fully vaccinated, watch out for updates about the release of booster shots for more patients apart from the already receiving senior citizens, the health workers and immunocompromised. For anyone vaccinated already enjoying the added freedom of movement and the ongoing revival of businesses under Metro Manila’s Alert Level 2 status (extended to November 30, 2021), always maintain caution by following health protocols.

Are you tired of using face shields when moving around in public here in the Philippines during this COVID-19 crisis? The issue about face shields became hot recently in relation to what President Rodrigo Duterte said about them which drew mixed reactions on a national scale. That being said, the national government made a move about the issue with the local government units (LGU) according to a news report by GMA Network.

To put things in perspective, posted below is an excerpt from the GMA Network report. Some parts in bold…

Local government units must adjust their ordinances on the use of face shields to match the national government’s decision on the matter amid the coronavirus disease 2019 (COVID-19) pandemic.

According to Vonne Aquino’s report on “24 Oras Weekend,” Inter-Agency Task Force co-chairperson Secretary Karlo Nograles said President Rodrigo Duterte currently has a memorandum on the use of face shields.

“Apart from ‘yung sinabi ni Pangulo na hospitals, may idadagdag din doon sa memo na list nung places kung saan kailangan mag soot ng face shield,” he said.

(Apart from the what President said on hospitals, the memo includes other places where the use of face shields is mandatory.)

“So completely and clearly, makikita natin doon saan lang talaga… na dapat mandatory magsoot ng face shield. All other places, it won’t be mandatory. Kumbaga, magiging ano na lang siya… voluntary,” he added.

(So completely and clearly, we can see places where use is mandatory. All other places, it won’t be mandatory. It will be voluntary.)

Malacañang on Thursday said the President’s statement on the wearing of face shields on top of face masks only in hospitals is considered policy.

Nograles said local governments must adjust their ordnances.

“It cannot be over and beyond ‘yung policy ng national, no? You cannot have LGUs na mas strict ‘yung guidance or ‘yung enforcement kaysa sa ano, kasi magkakalituhan, eh,” he said.

(It cannot be over and beyond ‘yung policy ng national. You cannot have LGUs with stricter guidance or enforcement because it will lead to confusion.)

Meanwhile, the Metro Manila Council said it has yet to tackle the issue.

“Ang mag mayors, may kaniya-kaniyang pananaw dito… it’s better for the IATF since they got experts there. At, of course, mapag-uusapang maiigi ito,” Metropolitan Manila Development Authority chairman Benhur Abalos said.

(The mayors have varying views on this. It’s better for the IATF since they have experts there. Of course, we will talk about this.)

By now, it has been made clear that the Philippines won’t shift to modified general community quarantine (MGCQ) because President Rodrigo Duterte wants vaccination for COVID-19 to happen first. To put it short, health and personal safety are being prioritized although this means more waiting on the part of many people who are still unemployed and struggling without the needed income.

Yesterday, a new report published by Philippine News Agency (PNA) states that Duterte is taking a “step-by-step” approaching to the planned shift to MGCQ for the nation according to Cabinet Secretary Karlo Nograles.

Here is an excerpt from the report…

“For him (Duterte), it’s a step-by-step approach. Itong step muna before we go to the next step (We have to take this step first before we go to the next step), Nograles said in an online press briefing.

Nograles said it was “difficult” for Duterte to turn down the proposed shift to MGCQ.

However, Duterte wants to make sure that people’s health and safety would not be compromised, Nograles said.

“Again, the President and the government recognize the urgency of reopening the economy so we can resume the pre-pandemic upward trajectory and sustained growth of the economy. This, however, should be done side-by-side with measures that will ensure that we do not compromise efforts to contain Covid-19,” he said.

As seen above, the national leadership is aware of the need for economic recovery so that people suffering can be assisted by means economic opportunities. They are balancing economics with health as they are trying to find solutions and decide when to execute solutions. Shifting the whole nation to MGCQ can be done but with caution so that the risk of new infections won’t be too great.

The government was supposed to start its free vaccination program this month. However, there was a delay in the delivery of Covid-19 vaccines due to indemnification requirements.

Nograles said the IATF-EID would stick to the “month-to-month” assessment even if the government starts its mass immunization drive.

“If we go by the procedure, every end of the month, that is when we discuss ano ‘yung magiging recommendations namin kay Pangulo (what our recommendations to the President would be) for that succeeding month. So siguro (perhaps), in terms of timeline, perhaps that might be the same procedure that we follow,” he said.

The delayed arrival of the COVID-19 vaccines is indeed painful. Of course, people need to realize that while they can be helpful, the vaccines may not be the greatest solution to take during this pandemic. Even if a person gets vaccinated, caution must still be practiced when moving around in public.

More on the issue of shifting the entire nation to MGCQ status, I hope that the Metro Manila mayors as well as their advisers and experts would start researching how local governments and community leaders in other cities and provinces are doing under the declared MGCQ statuses in their respective areas. With Duterte’s refusal to move the nation into MGCQ, Metro Manila leaders have time to do such research.

Going back to Duterte and his cabinet, a new executive order (EO) is being prepared to institutionalize the 2021-2022 National Employment Recovery Strategy (NERS) with the goal of bringing back jobs in the labor market. Here’s an excerpt from the Philippine News Agency report…

In a virtual presser, Cabinet Secretary Karlo Nograles said the NERS was discussed and approved during the 52nd Cabinet meeting presided over by President Rodrigo Duterte at the Malacañan Palace on Monday night.

“Another initiative that was discussed yesterday (Monday) was the 2021-2022 National Employment Recovery Strategy or NERS…An executive order (EO) is now being readied to institutionalize the NERS task force in order to oversee all of these efforts,” he said.

Nograles said the NERS is meant to help create a policy environment that encourages the generation of more employment and entrepreneurship opportunities.

It is also expected to improve the employability and productivity of workers as it provides support to existing and emerging businesses.

“The strategic framework of the NERS is based on the following pillars — stimulating the economy and employment; supporting enterprises, jobs, and income; protecting workers in the workplace, and trusting social dialogue to encourage innovative solutions,” he said.

CabSec Nograles, who is also the chair of the Task Force Zero Hunger, said the food distribution effort is part of the Pilipinas Kontra Gutom (PKG) campaign, a collaboration between stakeholders in the government and private sector. Muntinlupa Mayor Jaime Fresnedi visits fire victims in Ilaya St., Alabang to extend the local government’s assistance on December 11, 2020. According to BFP Muntinlupa, at least 100 houses were razed by the fire incident leaving around 200 families displaced. The local government of Muntinlupa has provided hot meals and family kits to affected families who were temporarily taking shelter in Alabang Elementary School Covered Court. The City Health Office and Department of Disaster Resilience and Management are closely monitoring the evacuation center to mitigate COVID-19 transmission. The mayor had the City Social Welfare and Development Office (CSWDO) to lead the distribution of the hot meals (provided by McDonald’s) and bottled water to the residents of Christian Habitat in Barangay Talon Uno.
