In its attempt to reduce the risk of ab COVID-19 outbreak in Muntinlupa City, the City Government through the City Health Office conducted a citywide disinfection of public schools and government buildings as part of its preventive measures.

Mayor Jaime Fresnedi ordered the CHO on Tuesday to intensify the cleaning and disinfecting of public schools, including the strengthening of information drive on personal hygiene and cough etiquette, to further lower the risk of spreading the novel corona virus among city residents.

“We cannot be complacent with the recent development of local transmission of COVID-19. In response to the rise of confirmed cases in the country, we have placed our City Health Office, local hospitals, and school administrators on heightened alert to prevent the possible spread of the new strain of coronavirus in Muntinlupa. We are mobilizing the city’s COVID-19 task force to implement measures to ensure the public’s safety and health,” Fresnedi said.

The mayor urged the public to be vigilant and practice proper hygiene, observe proper cough etiquette, and adopt healthy lifestyles to increase body resistance against infections.

Muntinlupa City Health Officer Dra. Teresa Tuliao said the City Government is closely coordinating with the Department of Health and Research Institute for Tropical Medicine regarding the health event and protocols for the referral and transferring of persons under investigation.

Tuliao led an emergency meeting with the City Government’s general service officers, Schools Division of Muntinlupa execs, and school principals for a briefing on COVID-19 updates and the disinfection initiative in public schools.

The city health officer also encouraged the school officials to intensify IEC campaign and reporting of community members with travel history for monitoring. To date, there are no confirmed cases of COVID-19 in Muntinlupa City.

Recently, the City Government also called for a meeting with barangay emergency response units, barangay officials and health workers, mall owners, hoteliers, and other commercial establishment owners to discuss the latest updates on COVID-19.

Mayor Jaime Fresnedi ordered the creation of Muntinlupa COVID-19 Task Force through Executive Order 2 s. 2020 as a pro-active measure against the spread of the disease in the city. The local task force spearheads the implementation of DOH protocols and guidelines and extends full cooperation with the department and other national government agencies.

This past Sunday (March 1, 2020) was the 25th anniversary of Muntinlupa as a City highlighting the historical date of March 1, 1995 which was the day when then Philippine President Fidel V. Ramos signed into law the key legislation (Republic Act Number 7926) that converted Muntinlupa from a municipality into a city.

On the morning of March 2 at the City Hall grounds, the City Government commemorated the silver anniversary. While considered as one of the youngest cities in the Philippines, Muntinlupa has become a front runner in its class in terms of competitiveness and quality of life for its residents.

The City Government organized a simple program for the city’s 25th founding anniversary and the celebration kicked off with a Thanksgiving Mass followed by a flag raising ceremony. Those who attended the program were Congressman Ruffy Biazon, Mayor Jaime Fresnedi, Vice-mayor Temy Simundac, City Councilors, City Administrator Engr. Allan Cachuela, barangay officials, and partners from the private sector and national government agencies.

In his message, Mayor Fresnedi accounted Muntinlupa’s progress to its residents which he claimed as the city’s greatest resource. He also highlighted sustainability efforts of the City Government in developing Muntinlupa as a “smart city” with focus on programs for education.

“As we look forward to the coming years, we are certain that the direction of Muntinlupa is only geared towards development and becoming a smart city of the future. For this reason that I commit to prepare every Muntinlupeño, focusing on their education, and to construct necessary infrastructure to enable residents face new challenges and adapt to emerging trends,” Fresnedi said.

The mayor highlighted the City Government’s initiative on expanding scholarship program from elementary to graduate school. He noted the recent allowance hike, including the increase of cash gifts awarded to board topnotchers and latin honor graduates. Muntinlupa City holds the highest number of scholarship program beneficiaries in the country with over 71,000 scholars.

Further, Fresnedi highlighted the construction of four school building, Aquatic Center, Track and Field Oval, groundbreaking of engineering college Colegio de Muntinlupa’s Building 2, and among others.

It is remembered that on March 1, 1995, Muntinlupa was converted from a municipality to a highly urbanized city and became the 65th city of the Philippines by virtue of Republic Act 7926. Today, it has transformed as one of the leading investment hubs in the country with nine equally progressive barangays and a population of 504,509.

The city has been recognized as a model city in the country bench-marked by LGUs in the country and garnered several awards from various governing bodies.

Some of the citations include the Seal of Good Governance from DILG, Seal of Child-Friendly Local Governance from Regional Committee for Welfare of Children, Red Orchid Award, Jose Rizal Award for the fourth consecutive year, Gawad Bayanihan Award, Rank 1 (NCR) for Local Revenue Collection from Economic Enterprises, Rank 3 (NCR) for Manila Bay Clean-up Rehabilitation and Preservation Program, citation from National Anti-Drug Abuse Council (ADAC), Gawad Pilak from the Landbank of the Philippines, Most Business-Friendly City Award in 2018, Green Banner Award and Outstanding LGU in Nutrition Program Management in 2018, MERALCO Luminaries Award in 2018, Government Efficiency and Resilience Award (3rd Place) from National Competitiveness Council in 2017 and 2018, respectively; and Union Internationale des Transports Publics Awards in 2017, among others.

For the fourth straight year, the City Government of Muntinlupa received the Gawad Jose Rizal Award from the Department of Health (DOH) through the Philippine Blood Center in recognition of the city’s outstanding blood donation program.

The City Government received the prestigious award for blood donation programs during the Dugong Bayani 2019: “Dugong Alay, Ligtas Na Buhay” Awarding Ceremony at Century Park Hotel Manila last February 14.

The award is the highest recognition given by DOH to an organization that conducted mobile blood donation activities and donated more than 2,000 blood units. Every year, DOH recognizes organizations with significant amount of blood unit collections donated to the Philippine Blood Center.

Muntinlupa City was also given the Gawad Bayanihan Award for having the highest blood unit collection among Local Government Units in Metro Manila in 2019.

Receiving the award were Coun. Allan Camilon, CHO chief Dra. Teresa Tuliao, CHO execs Dra. Magdalena Meana, Dr. Juancho Bunyi, and other local officials.

Mayor Jaime Fresnedi thanked all city residents who have participated in various mobile blood donations for their unwavering support to the city’s blood donation programs.

The mayor vowed to continue the local government’s initiative in blood donation services. Fresnedi actively participates in local mobile blood donation schedules and is a Blood Galloner for 2015-2016.

With the new developments in the educational assistance program in Muntinlupa City, local students have all the reasons to be motivated and to study hard.

The City Government of Muntinlupa announced that the City Council has approved an ordinance increasing the annual allowance of scholars in the city and cash gifts given to honor graduates and licensure examination top-notchers.

Mayor Jaime Fresnedi signed the City Ordinance No. 2020-054 amending sections of Ordinance 17-107 providing for an expanded Muntinlupa scholarship and educational assistance program and other incentives to students and academic achievers on February 5.

More than 71,000 scholars in Muntinlupa City are set to receive an allowance hike depending on their scholarship category.

Students in elementary, alternative learning system, junior and senior high school will have a P1,000 increase in annual allowance. The allowance of elementary/ALS students is raised from P3,000 to P4,000 per year, while allowance of junior and senior high school students are raised from P4,000 to P5,000 and from P5,000 to P6,000 per year, respectively.

Further, State Universities and Colleges students, including beneficiaries of Continuing Assistance for Reintegrating Students Program, can now receive a maximum incentive of P10,000 per semester. From base allowance of P5,000, college scholars will receive an additional P2,500 for having a GWA of 1.76 to 2.0 or P5,000 for having a GWA of 1.75 or better (or its equivalent grading system).

The City Government also increased cash gifts for its Honor Graduates Incentives Program and Licensure (Bar and Board) Examination Topnotchers.

Cash incentives for latin honor graduates residing in Muntinlupa were raised up to P10,000. Cash gifts for Summa Cum Laude graduates increased from P20,000 to P30,000, while for Magna Cum Laude, it is raised from P15,000 to P20,000. Cum Laude graduates will still receive P10,000.

In addition, the City Government raised the cash gifts given to licensure examination top-notchers by up to P100,000 and introduced a new bracketing system. For Bracket A which include Post Baccalaurate (Bar and Physician Board Examination) passers, Top 1 will receive P200,000, Top 2-5 will have P100,000, while Top 6-10 will get P50,000.

For Bracket B which cover Baccalaurate Degree (PQF Level 6) examination passers, Top 1 will have P100,000, Top 2-5 will have P50,000, while Top 6-10 will get P25,000. While Bracket C – NCIII, NCIV Certifications and Diploma Levels (PQF Level 3-5) topnotchers, Top 1 will receive P30,000, Top 2-5 will have P20,000, while Top 6-10 will get P10,000.

The development in Muntinlupa’s scholarship assistance also include the opening of additional slots for Educational Development of Government Employees (EDGE) program. The EDGE program will be expanded from catering to 20 slots for Undergraduate courses of City Government Employees to opening 50 slots while increasing slots for Graduate and Masteral program from 60 slots to 100 slots for Public School Teachers and 50 slots for City Government Employees.

The Muntinlupa City Council through Education Committee Chairperson Coun. Paty Katy Boncayao recognized the need to increase both the amount of allowances and number of beneficiaries to sustain the rising needs of the students due to inflation and other affecting factors.

Muntinlupa City holds the most number of scholarship program beneficiaries in the country with over 71,000 scholars. The City Government through the Muntinlupa Scholarship Program offers a comprehensive educational assistance program for students in elementary to college, including technical-vocational, graduate school, and for students taking up law and medicine.

Established in 1990, the scholarship program in Muntinlupa City initially catered to college students in local universities including the Pamantasan ng Lungsod ng Muntinlupa, then called Muntinlupa Polytechnic College.

In 2013, under the leadership of Mayor Jaime Fresnedi, the City Government expanded to an inclusive scholarship bracketing as educational assistance was made available for elementary and high school students.

The mayor stressed his commitment to assist city residents in their education through financial assistance and other services. Fresnedi hoped that the scholarship program will inspire students in Muntinlupa to strive for academic excellence and be able to participate in nation building.

Yesterday, the City Government of Muntinlupa announced that there were no PUIs (Persons Under Investigation) for the Novel Coronavirus (COVID-19) within their jurisdiction.

Muntinlupa City Health Officer Dra. Teresa Tuliao said on February 17 that the five PUIs referred in local hospitals tested negative for COVID-19 (video focused on the virus embedded below for your learning) and were already discharged.

“We now have zero cases of PUIs in Muntinlupa City after laboratory samples of all admitted PUIs yielded negative results for COVID-19. The local government of Muntinlupa is strongly coordinating with the Department of Health and Research Institute for Tropical Medicine regarding this health event,” Tuliao added.

The Muntinlupa City Health Office noted that health facilities in the city are equipped to respond in emergency situations involving patients with respiratory infections. Local hospitals and medical centers were advised to observe high standard of infection prevention and control in dealing with patients suspected to have contracted with the virus.

The Ospital ng Muntinlupa has installed priority lanes for patients experiencing flu-like symptoms and is equipped to respond in emergency situations involving patients with respiratory infections.

The Muntinlupa City Health Office distributed 2,000 pieces of 100ml alcohol bottles to city residents and boosted its information drive in combatting the spread of 2019-nCov ARD through the City Government’s Public Information office. The City Government is inspecting emerging Chinese restaurants and coordinates with Chinese establishments as a precautionary measure.

The City Government of Muntinlupa sealed its partnership with the U.S. Agency for International Development (USAID) through the University Research Company (URC) for the implementation of USAID RenewHealth project that aims to strengthen the city’s community-based drug rehabilitation program.

Muntinlupa Mayor Jaime Fresnedi signed the memorandum of agreement with USAID RenewHealth Project chief of Party Dr. Gina Hechanova and DCOP Dr. Ivanhoe Escartin on Monday at Muntinlupa City Hall on February 3 to officially begin the program for persons who use drugs (PWUDs).

Fresnedi extended his gratitude to USAID for selecting the City of Muntinlupa as one of the Pilot Areas in NCR for the drug rehabilitation project. The local exec said the USAID’s assistance will significantly contribute to the success of the City Government’s drug abuse prevention initiatives.

USAID RenewHealth Project seeks to address drug dependency problem by expanding access to evidence-based and culturally-appropriate community-based drug treatment and recovery (CBDR) services.

For its part, USAID shall provide technical assistance to the City Government personnel in ensuring local CBDR strategies are aligned to service standards provided by the Dangerous Drug Board and other regulations prescribed by the Department of Health (DOH)  and the Department of the Interior and Local Government (DILG).

Barangay workers who serve as coach community facilitators will also be given training for screening, brief intervention and referral to treatment services, including CBDR, and CBDR governance.

USAID RenewHealth project supports the Philippine Anti-illegal Drugs Strategy that calls for a comprehensive and balanced approach to drug supply and demand reduction. It also builds on the Philippine Mental Health law that recognized substance dependence as a mental health issue.

The City Government of Muntinlupa continues to collaborate with various organization to strengthen the local recovery program for drug surrenderees under the Mamamayan at Pamilya Laban sa Droga (MAPALAD), the local community-based response strategy against drug abuse.

The City Government of Muntinlupa proved it has the heart to assist others who badly need help in times of disaster as the local authorities approved big-time relief for the many victims of the recent Taal Volcano eruption.

Firstly, the City Council of Muntinlupa approved on January 14 the Mayor Jaime Fresnedi’s proposal of a P3,000,000 donation for the municipalities of Talisay, Laurel & Agoncillo, Batangas as aide for the victims of Taal Volcano eruption for their recovery and rehabilitation.

Fresnedi called for the public to continue to stand in prayer for the safety of affected families in Batangas and encouraged city residents to participate in donation drives.

Secondly, the City Government sent 3,417 grocery packs and 381 six-liter bottles of water to evacuation centers in coordination with Batangas Incident Command Post in Fernando Air Base, Lipa City on January 15. Muntinlupa Social Services Department head Analyn Mercado confirmed that the said relief packs went to the cities and municipalities of Calaca, Alfonso, Nasugbu, Batangas, Bauan, San Pascual, Balayan, and Sto. Tomas

Relief packs given to evacuees include canned goods, water, rice, sleeping mats, utensils, clothes, and other non-food items. Mercado added that an additional 300 sacks of rice and another 2,828 six-liter bottles of water will be distributed to the evacuees in the following days.

Since Taal Volcano erupted, thousands of people living in close proximity had no choice but to leave their homes and possessions behind, occupy evacuation centers and hang on as more forms of assistance are coming. The City Government of Muntinlupa announced yesterday the schedule of payment of real property tax in their city for 2020 and also launched its incentives program for RPT payers who will pay on or before quarterly deadline.

Muntinlupa City Treasurer’s Office released the deadline of payment of real property tax on the following dates: March 1, 2020 (1st Installment, Q1), June 30, 2020 (2nd Installment, Q2), September 30, 2020 (3rd Installment, Q3), and December 31, 2020 (4th Installment, Q4).

Taxpayers with no delinquency who shall pay their real property taxes on or before deadlines of payment are entitled to a ten percent (10%) discount.

Mayor Jaime Fresnedi lauded this incentive system as it will boost tax revenues for the city to be utilized in various programs and services for the city residents. The mayor said the City Government shifts in being more customer-driven which accelerates public services, bringing ease transactions for the public.

RPT payers in Muntinlupa can also pay their taxes at Muntinlupa Online Real-Property Payment System (MORPS) through the electronic banking system of the Land Bank of the Philippines.

The RPT e-Payment system, first of its kind in Metro Manila, aims to course transaction of its major taxpayers through electronic channels to provide them with efficient and less-time consuming delivery of services.

An interface with MORPS will handle real-time property tax payment and can process transactions in less than 15 minutes. An easy and taxpayer-friendly application for every Muntinlupenos, it targets to speed up the transaction for the convenience of taxpayers and the reduction of red-tape and under-the-table propositions.

Fresnedi encouraged Muntinlupeños to pay their respective bills ahead of time to avoid penalties.

While MCTO introduced the incentive program, it also noted that upon expiration of the periods given, an interest of two percent (2%) per month not exceeding 36 months or 72% shall be imposed upon delinquent properties for failure to pay the basic real property tax or any other tax levied under the Revenue Code.

My Observations: Not a Single Parañaque Resident Among The Many Philippine Athletes Who Won Medals in the 2019 SEA Games?

It’s been almost a month since the 2019 edition of the Southeast Asian Games (SEA Games) hosted by the Philippines ended with resounding success. The Philippines won a total of three hundred and eighty-seven medals to finish among all Southeast Asian nations. The 387 medals won are composed of 149 gold medals, 117 silver medals and 121 bronze medals.

Here in South Metro Manila (composed mainly of the cities of Parañaque, Muntinlupa and Las Piñas) there were indeed Philippine team athletes who won medals at the SEA Games who reside locally.

Shortly after the end of the premier sports event of the Southeast Asian region, the City of Las Piñas honored the SEA Games medalists among its residents by showcasing them in a special ceremony at City Hall in the presence of Mayor Imelda “Mel” Aguilar, Vice Mayor April Aguilar-Nery, City Councilors and more.

The local resident athletes honored were Joseph Arcilla (Gold Medalist – Soft Tennis), Anna Alicia Katrina Castillo (Gold Medalist Women’s Basketball), Mikoff Manduriao (Gold Medalist – Soft Tennis), Russ Ashley Monville (Gold Medalist – Arnis), Erdilyn Peralta (Bronze Medalist – Soft Tennis), and Aljon Salonga (Silver Medalist – Water Polo). Not only did they attend the special ceremony at City Hall with their sports uniforms, they also brought the SEA Games medals they won. They received certificates from the City Government.

Over at the City of Muntinlupa, the City Government led by Mayor Jaime Fresnedi did its part doing the same and their SEA Games medalists attended a special ceremony – which was mainly about the City’s 102nd anniversary celebration – held at the Sports Complex in Barangay Tunasan.

The Muntinlupa-based SEA Games medalists who received honors and shared the stage with the Mayor, Vice Mayor Temy Simundac, Congressman Ruffy Biazon and City Administrator Engr. Allan Cachuela were Kodo Nakano (Bronze, Judo), Keisei Nakano (Bronze, Judo), Shugen Nakano (Gold Medalist, Judo), Daryl Mercado (Bronze, Judo), Ryssa Jezzel Sanchez (Silver, Arnis), and Rick Jayson Constantino Senales (Bronze, Kurash and Judo). Incentives for the said achievers were promised by the City Government.

Meanwhile in Parañaque City, there have been no signs so far that there were any Parañaque residents among the many Philippine athletes who won 2019 SEA Games medals.

Twice, I inquired about this to City Administrator Fernando “Ding” Soriano plus my other contact at the City Government. It was only yesterday that I finally received a reply from City Admin Soriano. Below is his response.

Soriano: The moment there (are) residents from (Parañaque), we will certainly give recognition and awards. 

Analyzing the words of the City Administrator, it seems that the City Government still has not yet found a single local resident among the 2019 SEA Games medalists who represented the Philippines. Previously the City Government promised rewards for any 2019 SEA Games medalist verified as a resident.

The hot questions here are:

  1. Has the City Government of Parañaque approached the 2019 SEA Games organizers for a list of Philippine Team athletes (who won medals specifically) with city addresses?
  2. If there are indeed any 2019 SEA Games medalist living in Parañaque City who  just learned about the promised rewards and recognition from the City Government, which specific office should he or she go to? Who should he or she look for?
  3. Does mayor Edwin Olivarez have time to meet Parañaque-based SEA Games medalists?
