MMDA, UPCMCFI laud Muntinlupa City as it earns positive rating in Metro Manila Smoke-Free Policy Compliance Study

In a recent study conducted by the Metro Manila Development Authority (MMDA) and the University of the Philippines College of Mass Communication Foundation, Inc. on the compliance level of NCR cities in implementing Smoke-Free Policies, the City of Muntinlupa earns a high rating receiving a ‘Very Satisfactory’ remark.

MMDA and UPCMCFI presented the results to members of the Muntinlupa City Smoke-Free Task Force last October 16 during a virtual meeting with Metro Manila LGUs execs.

Muntinlupa City earned a Very Satisfactory rating with a compliance rate of 74.1% in the Smoke-Free Policy Compliance Study among Metro Manila cities conducted last December 2019 to February 2020.  MMDA and UPCMCFI lauded the city’s strong commitment in promoting a healthy environment through the regulation of tobacco products. Local government units were assessed in four compliance metrics namely Advertising and Promotions, Enforcement, Selling, and Smoking Behavior in three observation venues including school (within 100m vicinity), transportation terminals, and moving public utility vehicles.

Among the compliance metrics, Muntinlupa City earned the highest rating on Advertising and Promotions with 99.1% and Smoking Behavior with 79.4%.

Mayor Jaime Fresnedi expressed his gratitude to MMDA and UPCMCFI for the recognition and vowed to continue its advocacy towards a smoke-free city especially amid the pandemic.

“We continually urge the public to quit smoking and live a healthy lifestyle especially amid the pandemic as a preventive measure against complications brought about by COVID-19,” Fresnedi said.

Muntinlupa City is a pioneer in enacting a Comprehensive Smoke Free Ordinance through City Ordinance No. 17-072 following President Rodrigo Duterte’s Executive Order (EO) No. 26 or known as the Nationwide Smoking Ban. Under the local ordinance, the use and distribution of cigarette and tobacco products are prohibited in the city.

Since its implementation last 2017, the Department of Health (DOH) has conferred the Red Orchid Award to the City Government of Muntinlupa for two consecutive years (2018-2019) in recognition of its outstanding initiatives against tobacco use.

For more information or to report violators, you may contact the Smoke-Free Task Force or the City Health Office at 8935-6824 or visit the City Health Office-Muntinlupa Facebook Page.

COVID-19 Crisis: Muntinlupa launches anti-flu, pneumococcal vaccination drive for elderly to help curb COVID-19

As part of the local COVID-19 response efforts in Muntinlupa, the City Government officially launched a vaccination program for residents aged 60-years-old and above to help boost their immune system against the virus and other various diseases.

As of September 29, at least 566 senior citizens in four barangays were given anti-flu and anti-pneumonia shots in the vaccination program facilitated by the Office of Senior Citizen Affairs and the City Health Office.

Recipients were given schedules by their Barangay Senior Presidents to strictly observe physical distancing and other minimum health standards in venues where vaccines were administered. Mayor Jaime Fresnedi said the vaccination program piloted with limited beneficiaries per community but will eventually expand to cover all barangays.

“We want to give our residents added protection against COVID-19, especially the most vulnerable sectors including senior citizens, by giving them flu and pneumonia vaccines. We hope that the immunization program will help reduce COVID-19 cases in the city,” Fresnedi said.

As of September 30, Muntinlupa City has 4,272 confirmed cases with 3,916 recoveries, 213 active cases, 143 reported deaths, 225 suspect cases, and 575 probable cases.

Recently, the mayor also turned over P100,000 cash incentive to centenarian Lola Edilberta Cosio from Brgy. Putatan last September 29. COVID-19 Crisis: Muntinlupa Council for the Protection of Children raises concern over rising COVID-19 cases among the youth

The Muntinlupa City Council for the Protection of Children (MCCPC) expressed concerns over the alarming increase of COVID-19 cases among the youth and issued advise to parents to exercise strict guidance for their children.

Mayor Jaime R. Fresnedi who also serves as the MCCPC chairperson called for an emergency meeting last August 17 to convene council members and barangay representatives to discuss course of action on how to address the health crisis among the youth.

City Health Officer Dra. Teresa Tuliao said they have recorded rising COVID-19 cases among the 0-19 age group and noted that possible transmission may have occurred from playing outside of their homes or visiting public parks and playgrounds.

As of August 16, CHO recorded 62 confirmed cases on children from the city’s eight barangays.

Tuliao discussed that some of the children who tested positive for COVID-19 violated quarantine protocols such as staying in their homes. She said some patients could have contracted the virus from face-to-face meeting with their peers while playing video games, and others from contact with their partners.

She also noted that teenage pregnancy also emerged as one of the pressing issues among the youth during the community quarantine. CHO recorded an increase of teenage pregnancies from 181 cases on the First Quarter to 234 cases on the Second Quarter of this year.

Muntinlupa PNP chief of police PCOL Melecio Buslig Jr. said he will order augmentation of police personnel in public parks and hotspots of COVID-19 transmission as determined by the council.

Buslig said additional roving and stationary officers will be installed to ensure that no children will be roaming outside their homes and other public spaces.

MCCPC is set to submit a resolution recommending the review of existing ordinances on curfew hours and strict wearing of face masks, including “incentivizing” best practices of communities with regard to the fight against COVID-19.

Further, the local council also recommends for the mobilization of homeowners’ associations (HOAs) to augment monitoring in the communities and creation of series of social media content and other information campaigns to bolster information dissemination of city ordinances.

Mayor Fresnedi urged the youth and their parents to exercise vigilance and strict compliance to IATF guidelines and health protocols especially amid the shift to the more relaxed General Community Quarantine.

Muntinlupa City has 2,654 confirmed cases with 1,673 recoveries, 882 active cases, 99 reported deaths, 1,060 suspect cases, and 795 probable cases as of August 18.

The City Government of Muntinlupa is set to distribute at least 90,000 face masks to the public in a bid to curb COVID-19 in the city. Recently, displaced seamstresses during the community quarantine were hired by the City Government, under the Tulong Pangkabuhayan Para sa mga Displaced Workers (TUPAD), to produce face masks for frontliners and city residents. Muntinlupa Gender and Development Office head Trina Biazon turned-over the face masks last August 12 for distribution. TUPAD beneficiaries rendered 15 working days in the program and receive a salary of P537.00 per day.

The program was facilitated through the Muntinlupa GAD Office, Office of Congressman Ruffy Biazon Public Employment Service Office, Muntinlupa City Technical Institute, Public Information Office, and the Office of Coun. Arlene Hilapo. As of August 11, Muntinlupa City has 2,102 confirmed COVID-19 cases with 1,277 recoveries, 735 active cases, 90 reported deaths, 999 suspect cases, and 769 probable cases.

COVID 19 Crisis: OSCA Cares beneficiaries in Parañaque to receive gift certificates soon

Disclaimer: This is my original work with details sourced directly from Dante Pacheco, the officer-in-charge of the Office of Senior Citizen Affairs of Parañaque (OSCA-Parañaque). Anyone who wants to use this article, in part or in whole, needs to secure first my permission and agree to cite me as the source and author. Let it be known that any unauthorized use of this article will constrain the author to pursue the remedies under R.A. With the ongoing COVID-19 crisis and the recent move by the national government to extend the Enhanced Community Quarantine all over Luzon until April 30, people have no choice but to keep staying at home and continue to limiting their moves outside to the essential matters like banking and groceries.

Parañaque, a city with over one hundred fifty confirmed cases of COVID-19 (as of April 5, 2020), has something coming for its senior citizens who are legitimate members of the OSCA Cares program under the Office of Senior Citizen Affairs of Parañaque (OSCA-Parañaque).

Today OSCA-Parañaque officer-in-charge Dante Pacheco confirmed to me that an estimated fifty-seven thousand (57,000) members of OSCA Cares in the city will soon be receiving from the City Government gift certificates of SM Hypermarket.

Each SM Hypermarket gift certificate is worth P1,000. Do the math, the value for the declared number of OSCA Cares beneficiaries is worth at least P57,000,000. Based on the current foreign exchange rate with the United States Dollar, that is worth over $1,000,000.

Pacheco further said that each gift certificate will be delivered to the homes of the beneficiaries via Air21. He also stated that this move is the brainchild of mayor Edwin Olivarez.

If you are a senior citizen in Parañaque (or if you live with a senior citizen in the same city) and you have something to say about this breaking development, please reply to me via the comments below.

COVID-19 Crisis: Las Piñas City Livelihood Members Involved in Making New Face Masks!

COVID-19 Crisis: Las Piñas City Livelihood Members Involved in Making New Face Masks!

Disclaimer: This is my original work with details sourced from the City Government of Las Piñas. Anyone who wants to use this article, in part or in whole, needs to secure first my permission and agree to cite me as the source and author. Let it be known that any unauthorized use of this article will constrain the author to pursue the remedies under R.A. No. 8293, the Revised Penal Code, and/or all applicable legal actions under the laws of the Philippines.

The coronavirus disease COVID-19 halted societies, economies and even the way people move around. As such, it is a common thing to see people around us wearing masks that primarily cover their noses and mouths as a means of preventing getting infected. That being said, buying a new mask (or face mask as others call it) is pretty challenging and I visited several stores but ended up learning that they are all out of stock of masks.

In relation to this, the City Government of Las Piñas announced very recently that their group called KALIPI (Kalipunan ng Liping Pilipina) and its practitioners are now involved in the production of much-needed face masks! Check out the images below sourced from the City Government’s Facebook page.

You must be wondering…what is KALIPI? KALIPI is a women’s organization spearheaded by Mayor Imelda Aguilar since her days as First Lady of the City. KALIPI is described as one of the stakeholders of the livelihood and skills development projects. The organization has chapters in the barangays of Las Piñas that emphasize women empowerment by means of organizing women and mothers with livelihood and skills in mind. Under the City Government, women as well as out-of-school youth can choose to train themselves by taking courses in food processing, housekeeping and the like. After taking courses, trainees can use their skills to make a living and help their respective families.

Going back to the face masks produced by KALIPI, it is not made clear by the City Government on their March 30 Facebook post if the newly made masks will be given for free to the residents (many of which are now receiving relief goods) or be sold on the market which, as of this writing, has a very tight supply.

As of this writing, the City Government still has yet to respond to my inquiry.

If an update comes up, I’ll inform you guys and gals. For the meantime, keep staying at home and avoid getting infected with COVID-19.
