Recently the Philippine News Agency (PNA) reported that more than 41 million people all over the Philippines got vaccinated for COVID-19. To be precise, the official count is 41,247,552 nationwide as of September 18, 2021. Take note that the 41 million figure was referred to as doses of vaccines in the PNA report even though the article’s title refers to Filipinos who got vaccinated.

The Philippines has administered 41,247,552 doses of coronavirus disease 2019 (Covid-19) vaccines nationwide as of Sept. 18, the National Task Force Against Covid-19 (NTF) reported on Sunday.

Based on the National Covid-19 vaccination dashboard data, there are 22,771,602 Filipinos who have received the first dose while 18,475,950 are now fully protected against the dreaded disease.

The average daily doses administered in the last seven days stood at 374,612 doses.

The Philippines’ jabs stockpile has 59,359,810 doses, with an additional 3 million of Sinovac and 2,020,590 Pfizer vaccines to be delivered on Sunday night.

In an interview over the weekend, vaccine czar and NTF chief Secretary Carlito Galvez Jr. said the government aims to fully vaccinate over 20 million by end of September.

He added the government is expecting a higher turnout from over 2,000 operating vaccination sites nationwide as regions and provinces have expanded their rollouts to essential workers and indigent residents.

“This is a testament that our vaccination program is on track and is continuously scaling up despite the multiple challenges we have faced in the past weeks,” Galvez said earlier.

In the coming weeks, the Philippines will also receive 12 million doses of government-procured Sinovac, 10 million doses of Pfizer-BioNTech through the COVAX Facility, 5 million doses of government-purchased Pfizer, 4 million doses of government and private sector-procured Moderna, 1 million doses of Sputnik Light, 1 million doses of the private sector and LGU-procured AstraZeneca, and 1 million doses donated by a partner country.

The chances of the Philippines achieving herd immunity before the end of this year look somewhat better as the nation received so far almost 65 million doses of COVID-19 vaccines including almost 10 million in a single week recently according to a news report by the Philippine News Agency (PNA).

The country has so far received a total of 64,942,000 vaccine doses, including the 9,586,270 doses from Sept. 13 to 19 — the highest weekly delivery since the life-saving shots from various manufacturers started arriving in February.

In a news release issued by the National Task Force Against Covid-19 on Monday night, it said of these shipments, 6,171,590 million doses arrived over the weekend. A total of 561,600 Pfizer doses donated by the US through COVAX Facility arrived Monday evening.

The national government continues to build up the Covid-19 vaccine inventory with the steady arrival of larger shipments of government-procured and donated vaccine supplies.

“We are very happy with the developments in our vaccine acquisition efforts especially with the recent deliveries,“ National Task Force Against Covid-19 chief implementer and vaccine czar Secretary Carlito Galvez Jr. said.

“This is a testament of our collective effort — from the national government, the local government units, the private sector, and the global community — in securing much-needed doses for our people,” Galvez added.

Of the more than 9.58 million doses delivered last week, 6.65 million combined doses of Sinovac, Pfizer, Moderna and Sputnik V vaccines were procured by the national government, 909,400 doses of AstraZeneca and Moderna vaccines were purchased by the private sector and local government units (LGUs), and 2.02 million doses were donations through the COVAX Facility.

“We are now beginning to reap the benefits of having a forward-looking and sustainable plan in our vaccine procurement. We will continue to negotiate and hopefully sustain this bulk allocation and delivery schedule in the coming weeks,” Galvez said.

He earlier announced that more than 34 million doses are expected to be delivered this month from various sources and manufacturers. Of this number, 13,041,410 doses have been delivered.

Sustaining bulk deliveries

Vaccine manufacturers and the national government are in talks to scale up the country’s monthly allocation beginning this month, Galvez bared.

Despite most of the supply contracts indicating that the volume of the Philippines’ orders will be shipped in the fourth quarter, the NTF continued to engage with the manufacturers as part of its aggressive efforts to secure additional vaccine doses.

“We are grateful to our embassies and our consular offices around the globe for their hard work and determination to help our country access and secure the 30 million doses that we need monthly,” he said.

As of Sept. 19, a total of 41,414,015 jabs have been administered nationwide. Fully protected persons are now at 18,560,409 or 24.06 percent of the country’s 77 million target population.

More than 22.85 million vaccine doses have been administered as the first shot.

In the National Capital Region, 84.47 percent of its target population have received at least one dose, while 66.3 percent have been fully inoculated.

Since it officially launched the online registration process for local minors (12 to 17-years-old) for COVID-19 vaccination, the City Government of Muntinlupa announced that almost nine thousand minors have been registered according to a Manila Bulletin news report.

Nearly 9,000 minors from 12 to 17-year-olds have already signed up for the Muntinlupa City government’s vaccination registration program.

According to the city government, from Sept. 14 to 20, or in one week after its launch, 8,812 people belonging to the 12-17 age group are now registered.

The total translates to 16 percent of Muntinlupa’s total population of 55,391 of 12 to 17-year-olds based on the 2020 Census of Population and Housing data from Muntinlupa’s City Planning and Development Office.

When the vaccination registration for minors was launched last Sept. 14, a total of 3,477 minors registered.

By barangay, out of the 8,812, Putatan has the highest number of registrants with 1,623, followed by Tunasan, 1,218; Poblacion, 1,153; Alabang, 978; Cupang, 781; Sucat, 570; Ayala Alabang, 493; Bayanan, 484; and Buli, 154. Non-residents who registered totaled 1,358.

Of the 55,391 population of 12 to 17-year-old in Muntinlupa, Poblacion has the highest number with 12,243 followed by Putatan, 10,164; Alabang, 7,244; Tunasan, 6,256; Cupang, 5,830; Sucat, 5,744; Bayanan, 3,990; Ayala Alabang, 2,560; and Buli, 1,360.

As of Sept. 17, the Muntinlupa City COVID-19 Vaccination Program has administered 554,197 vaccines.

A total of 324,690 individuals have received their first dose, or 84.2 percent of the target population of 385,725. In addition, 233,866 people are now fully vaccinated, or 60.6 percent of the target.

The country’s Food and Drug Administration (FDA) had earlier agreed to amend the Emergency Use Authorization (EUA) given to Pfizer-BioNTech and Moderna vaccines to make them available for use for 12 years old and above.

However, Health Undersecretary Maria Rosario Vergeire said in a media briefing on Sept. 20 that there is no recommendation yet from experts to vaccinate those belonging to the 12 to 17 years age bracket.

Recently the City Government of Muntinlupa officially launched the online registration process for local minors (aged 12 to 17) for the free COVID-19 vaccines according to a Manila Bulletin news report. Muntinlupa was one of the six local government units (LGUs) of Metro Manila to engage with such a process. These recent developments are all part of a collective effort to achieve herd immunity.

The Muntinlupa City government on Tuesday launched the online vaccination registration for 12 to 17 years old in the city.

This after the country’s Food and Drug Administration (FDA) approved the use of the Pfizer-BioNTech and Moderna vaccines for 12 years old and above.

Mayor Jaime Fresnedi urged parents and guardians to register their children for the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) as protection from the adverse effects of the coronavirus disease (COVID-19).

He said the registration is intended to create a database of the adolescents’ group eligible for COVID-19 vaccines in preparation for the final guidelines from the Department of Health (DOH).

Muntinlupa residents aged 12 to 17 may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”

As of Sept. 8, the Muntinlupa City government has administered a total of 507,964 vaccines, according to MunCoVac.

A total of 192,360 individuals are now fully vaccinated in Muntinlupa, or 49.9 percent of the target population of 385,725, while 319,963 individuals got their first dose, or 83 percent of the total target.

Previously, Department of Trade and Industry (DTI) Secretary Ramon Lopez proposed to allow vaccinated people to dine in food-and-beverage joints as well as enter the personal care service establishments during the modified enhanced community quarantine (MECQ). This past weekend, the Philippine News Agency (PNA) reported that the DTI Secretary is back and called for the easing of protocols for people who have been fully vaccinated and Metro Manila could be the region to have such moves pilot tested within.

Department of Trade and Industry (DTI) Secretary Ramon Lopez has endorsed tweaking of community quarantine protocols by allowing more mobility for fully vaccinated individuals.

During President Rodrigo Duterte’s Talk to the People aired over the weekend, Lopez told Duterte that “it is about time to change our protocol” in terms of easing some restrictions for the vaccinated population.

“We were discussing the need to have (a) different approach in terms of solving Covid-19 (coronavirus disease 2019); not just lockdowns,” he said in mixed English and Filipino.

The DTI chief said under the new protocol, fully vaccinated individuals could be allowed in restricted economic activities, such as dine-in services in restaurants and personal care services.

He said this would allow safe reopening of the economy as fully vaccinated people have protection against the Covid-19.

People with complete vaccines are unlikely to develop severe to critical Covid-19, he added.

“These are labor intensive. These sectors, there are 2 million individuals employed in dine-in restaurants. In salons, there are around 400,000. This is nationwide,” Lopez said.

The trade official said this could be pilot tested in Metro Manila, as the National Capital Region has more than 50 percent of its eligible population for Covid-19 vaccines already got their jabs.

The above article ended stating that the guidelines of the protocol are being finalized. It is very clear that lockdown and restrictions on businesses result a massive loss of income and a rise on unemployment. The DTI Secretary’s proposal is part of an effort to ensure that the Philippine economy will recover and rebound, and if you have been paying close attention to the number of Metro Manila cities that have been vaccinating their patients, there are now millions of fully vaccinated people in the National Capital Region (NCR) combined. In the City of Las Piñas alone, their fully vaccinated patients had reached almost 315,000 as of September 11, 2021. In Muntinlupa City, the number of fully vaccinated patients is almost 200,000.

You travel along Aguirre Avenue inside BF Homes subdivision and you will see lots of restaurants, coffee shops and personal care service providers located along the long road. A lot of them have been struggling because of the prohibition on customers from entering and spending time inside those business joints. You go to Filinvest City in Alabang, Muntinlupa City, and search for a place to have a nice meal at only to be disappointed that you cannot dine inside and will have to order for take-out. Take-out and delivery are the current options that food-and-beverage joints have when it comes to serving their customers but those options are not good enough to help them survive. For me, DTI Secretary Lopez’s proposal makes sense and it will help not only the struggling businesses and the unemployed, but also improve economic activity.

Six Metro Manila local government units (LGUs) have started the registration of minors, with ages 12 to 17 years, for vaccination against COVID-19.

The six local government units in Metro Manila that started the vaccination registration for minors are Pateros, Makati, Muntinlupa, Manila, Caloocan, and Las Pinas City.

The Las Pinas City government will be using the EZ consult account for the registration of minors in the city.

The EZ consult account is also the same app used by city residents in registering for their vaccination.

The Las Pinas city government said the registration is part of the preparations once the national government approves the vaccination of minors using Moderna and Pfizer vaccines as approved by the Food and Drug Administration (FDA).

Pateros was the first local government unit that launched the registration of COVID-19 vaccination for minors on September 8.

Residents who are 12 to 17 years old can register using a QR code that can be found in Facebook page of the Pateros municipal government Facebook.

In the capital city of Manila, Mayor Francisco “Isko Moreno” Domagoso said that throughwww.manilacovid-19vaccine.ph, parents can either register their children under a single account for the family or register them separately.

In Makati, the city government announced on Friday (September 10) that minors, 12 to 17 years old, may now register for vaccination against COVID-19.

In a Facebook post of the city government, it said that residents of Makati, 12 to 17 years old, can sign up at http://www.covid19vaccine.safemakati.com and a master list will be created for the vaccination of minors.

Makati COVID-19 Vaccine In Caloocan, the city government also started the profiling of minors aged 12 to 17.

Mayor Oca Malapitan said it is important that the vaccination program for minors is prepared as early as possible since they belong to the age group that needs the consent of parents or guardians.

The other day, vaccine czar Carlito Galvez, Jr., announced in a radio interview that the COVID-19 vaccination target will be adjusted from the current 70% to as high as 90% according to a GMA Network news report. The purpose, unsurprisingly, is about achieving herd immunity but with adjustments related to recent developments such as the Delta variant and the Lambda variant detected in the Philippines.

The Philippines will raise its COVID-19 vaccination target from 70% to up to 90% to reach herd immunity by early next year, vaccine czar Carlito Galvez Jr. said Wednesday.

In a radio interview, Galvez said the herd immunity target could be between 80% and 90% of the country’s 110 million population or roughly 90 million people.

“Nakikita po natin na yung herd immunity, yung concept na yun, dahil sa Delta variant, baka iangat po po natin ng 80 to 90%. Iyon po ang ang pagkakasabi po ng ating expert para maproteksyonan natin ang ating population,” he said.

(We might raise our herd immunity target to 80% to 90% due to the Delta variant. That’s what the experts told us in order to protect our population.)

Galvez said the government would try to vaccinate 77 million people before the end of the year.

“And then yung tinatawag natin na herd immunity na 90% is by end of the first quarter of 2022,” he said.

Yesterday, MunCoVac announced that the grand total number of COVID-19 vaccinations achieved in Muntinlupa City has exceeded the 500,000 mark. Muntinlupa is slowly but surely coming close to achieving herd immunity.

To put things in perspective, the following statistics released by MunCoVac were recorded as of September 8, 2021:

Total number of individuals vaccinated: 319,963 (note: 11,404 were vaccinated with 1st dose in Muntinlupa private companies)

Total number of individuals fully vaccinated: 192,360 (note: 597 were vaccinated with 2nd dose in Muntinlupa private companies)

Declared total of vaccines administered: 507,964

According to MunCoVac: As of yesterday, September 8, we have administered a total of 507,964 vaccines.

83% of the target population of Muntinlupeños have been vaccinated with at least one dose while 49.9% have been fully vaccinated, only a mere 0.1% shy to being halfway towards achieving herd immunity for our city.

COVID-19 Crisis: Las Piñas City inoculation count now over 630,000

Recently, the City Government of Las Piñas announced that over six hundred and thirty thousand people were vaccinated for COVID-19.

To be more specific, the official count as of September 3, 2021, was 636,312 in total inoculation. As for the breakdowns, 397,420 patients were vaccinated with the first dose of the COVID-19 vaccine while 247,567 patients got vaccinated with the second dose.

As before, the numbers of first dose and second dose do not add up to match the declared inoculation total of 636,312. Do the math, 397,420 first dose patients plus 247,567 second dose patients equal 644,987 in all.

To put things in perspective, posted below is the official visual reference released by the City Government on their Facebook page on September 5, 2021 and this includes the types of patients who got vaccinated.

COVID-19 Crisis: Metro Manila under GCQ from September 8 to September 30, 2021

Finally, residents and businesses of National Capital Region (NCR) will experience relief and added liberty as the national authorities declared that starting September 8 until September 30, Metro Manila will revert back to general community quarantine (GCQ) according to a report by the Manila Bulletin. It should be noted that August 2021 was full of restrictions for Metro Manila such as the sudden enhanced community quarantine (ECQ), the prohibition on outdoor exercise and the modified enhanced community quarantine (MECQ) (which saw an extension) due to the rise of COVID-19 cases. These same restrictions also resulted damaged to the national economy in the form of increased unemployment and further business hardship which prompted the Department of Trade and Industry (DTI) to make a proposal with economic recovery in mind.

Very recently, granular lockdown action happened around the NCR and such forms of restrictions look like will become the new normal for communities with infections.

To put things in perspective, posted below is the excerpt from the Manila Bulletin news report. Some parts in boldface…

After enduring a month of strict lockdown, Metro Manila will shift back to a general community quarantine (GCQ) although it will also serve as the pilot area for the implementation of granular lockdowns starting Sept. 8 until the end of the month.

Presidential Spokesman Harry Roque made the statement on Monday, Sept. 6, or a day before the expiration of the modified enhanced community quarantine (MECQ) status of the National Capital Region (NCR).

In his press briefing on Monday, Roque announced that Metro Manila will be placed under the more lax GCQ beginning Sept. 8. He also confirmed reports that granular lockdowns will be implemented in the region as a new tact against the coronavirus disease (COVID-19).

Roque said limited dine-in services and religious gatherings will be allowed again in Metro Manila once it shifts to GCQ.

Granular lockdown

However, Roque said details about the granular lockdown were still being finalized and will be announced before Sept. 8.

He explained that it will be the governors and mayors who will decide on the granular lockdowns. The Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases can reverse the decision of the local chief executives, he said.

The Palace official explained that the granular lockdown should cover the smallest area as possible.

“The granular lockdown does not have to be an entire barangay. It can be a street, it can be a house, it can be a community. It should be as granular as we can,” he said.

According to Roque, the government shifted to granular lockdowns because the number of COVID-19 cases did not seem to go down despite the implementation of the enhanced community quarantine (ECQ)–the strictest quarantine level possible.

“Ang tingin ng mga eksperto, mas epektibo po kung tayo po talaga ay magpapatupad ng systematic at scientific granular lockdowns (Exprets think that the implementation of systematic and granular lockdowns will be more effective),” he said.

We have the Lord to thank for the Metro Manila GCQ. So much economic damage has been done already and it is high time for businesses and the affected employees to move forward and lead the way for economic recovery. It is also high time for the faithful to be allowed to worship the Lord on-site at church facilities as it is a fact that online worship is very limiting (especially when Zoom is used as a digital platform). When it comes to public health, people of Metro Manila should have more freedom and time to exercise outside of their homes to gain fitness and strengthen their immune system which itself is crucial during this pandemic.

Of course, each and every individual has a personal responsibility to properly follow health protocols (social distancing, using sanitizers, contact tracing and more) whenever he or she enters a church to worship the Lord, or enter a restaurant or a personal care service provider to be served, or visiting random places outdoors. Each of us has a role to be taken seriously to stay safe, be safe and avoid getting infected while moving around in public to fulfill our respective objectives.
