Recently, the Manila Bulletin reported that Las Piñas City Mayor Imelda Aguilar confirmed to them that herd immunity against COVID-19 is within reach based on their latest statistics. Aguilar, who is running for a 3rd and final term as mayor and was honored recently, wishes that Christmas this year will be joyful and asked her constituents to get vaccinated so that herd immunity will be achieved in the city. The City Government can be reached through its COVID-19 hotline numbers.

Las Pinas City Mayor Imelda Aguilar announced on Thursday (October 7) that the city is now nearing herd immunity with less than 14 percent left of the total population that are unvaccinated.

Aguilar said a total of 97 percent of the city’s target population of 447,086 had already been inoculated with COVID-19 vaccines for the first dose while 86.3 percent were fully vaccinated.

“Sana ay maging masaya ang darating na Pasko ng mga Las Piñeros kaya nanawagan ako sa lahat na magpabakuna kahit ano mang brand ng bakuna laban sa COVID-19 upang ating makamit ang tinatawag na herd immunity ng ating siyudad ngayong Kapaskuhan,”(We want Christmas to be a joyful occasion this is why I am asking all Las Pineros to get vaccinated with any brand against COVID-19 to achieve herd immunity) Aguilar said.

The mayor also said that while the city government is slowly opening up the economy, she will invite more investors to generate more job opportunities for Las Piñeros.

Inspired by the legacy left behind by her late husband, former Mayor Vergel “Nene” Aguilar, she said free education for the youth in the city will continue with the construction of the new building for the College of Engineering at the Dr. Filemon C. Aguilar Memorial College (DFCAM).

Recently the Philippine News Agency (PNA) reported that more than 41 million people all over the Philippines got vaccinated for COVID-19. To be precise, the official count is 41,247,552 nationwide as of September 18, 2021. Take note that the 41 million figure was referred to as doses of vaccines in the PNA report even though the article’s title refers to Filipinos who got vaccinated.

The Philippines has administered 41,247,552 doses of coronavirus disease 2019 (Covid-19) vaccines nationwide as of Sept. 18, the National Task Force Against Covid-19 (NTF) reported on Sunday.

Based on the National Covid-19 vaccination dashboard data, there are 22,771,602 Filipinos who have received the first dose while 18,475,950 are now fully protected against the dreaded disease.

The average daily doses administered in the last seven days stood at 374,612 doses.

The Philippines’ jabs stockpile has 59,359,810 doses, with an additional 3 million of Sinovac and 2,020,590 Pfizer vaccines to be delivered on Sunday night.

In an interview over the weekend, vaccine czar and NTF chief Secretary Carlito Galvez Jr. said the government aims to fully vaccinate over 20 million by end of September.

He added the government is expecting a higher turnout from over 2,000 operating vaccination sites nationwide as regions and provinces have expanded their rollouts to essential workers and indigent residents.

“This is a testament that our vaccination program is on track and is continuously scaling up despite the multiple challenges we have faced in the past weeks,” Galvez said earlier.

In the coming weeks, the Philippines will also receive 12 million doses of government-procured Sinovac, 10 million doses of Pfizer-BioNTech through the COVAX Facility, 5 million doses of government-purchased Pfizer, 4 million doses of government and private sector-procured Moderna, 1 million doses of Sputnik Light, 1 million doses of the private sector and LGU-procured AstraZeneca, and 1 million doses donated by a partner country.

The above article ended mentioning that 77,139,058 is the target for achieving a 70% rate of vaccination in relation to the national population.

The chances of the Philippines achieving herd immunity before the end of this year look somewhat better as the nation received so far almost 65 million doses of COVID-19 vaccines including almost 10 million in a single week recently according to a news report by the Philippine News Agency (PNA).

The country has so far received a total of 64,942,000 vaccine doses, including the 9,586,270 doses from Sept. 13 to 19 — the highest weekly delivery since the life-saving shots from various manufacturers started arriving in February.

In a news release issued by the National Task Force Against Covid-19 on Monday night, it said of these shipments, 6,171,590 million doses arrived over the weekend. A total of 561,600 Pfizer doses donated by the US through COVAX Facility arrived Monday evening.

The national government continues to build up the Covid-19 vaccine inventory with the steady arrival of larger shipments of government-procured and donated vaccine supplies.

“We are very happy with the developments in our vaccine acquisition efforts especially with the recent deliveries,“ National Task Force Against Covid-19 chief implementer and vaccine czar Secretary Carlito Galvez Jr. said.

“This is a testament of our collective effort — from the national government, the local government units, the private sector, and the global community — in securing much-needed doses for our people,” Galvez added.

Of the more than 9.58 million doses delivered last week, 6.65 million combined doses of Sinovac, Pfizer, Moderna and Sputnik V vaccines were procured by the national government, 909,400 doses of AstraZeneca and Moderna vaccines were purchased by the private sector and local government units (LGUs), and 2.02 million doses were donations through the COVAX Facility.

“We are now beginning to reap the benefits of having a forward-looking and sustainable plan in our vaccine procurement. We will continue to negotiate and hopefully sustain this bulk allocation and delivery schedule in the coming weeks,” Galvez said.

He earlier announced that more than 34 million doses are expected to be delivered this month from various sources and manufacturers. Of this number, 13,041,410 doses have been delivered.

Sustaining bulk deliveries

Vaccine manufacturers and the national government are in talks to scale up the country’s monthly allocation beginning this month, Galvez bared.

Despite most of the supply contracts indicating that the volume of the Philippines’ orders will be shipped in the fourth quarter, the NTF continued to engage with the manufacturers as part of its aggressive efforts to secure additional vaccine doses.

“We are grateful to our embassies and our consular offices around the globe for their hard work and determination to help our country access and secure the 30 million doses that we need monthly,” he said.

As of Sept. 19, a total of 41,414,015 jabs have been administered nationwide. Fully protected persons are now at 18,560,409 or 24.06 percent of the country’s 77 million target population.

More than 22.85 million vaccine doses have been administered as the first shot.

In the National Capital Region, 84.47 percent of its target population have received at least one dose, while 66.3 percent have been fully inoculated.

Recently the City Government of Muntinlupa officially launched the online registration process for local minors (aged 12 to 17) for the free COVID-19 vaccines according to a Manila Bulletin news report. Muntinlupa was one of the six local government units (LGUs) of Metro Manila to engage with such a process. These recent developments are all part of a collective effort to achieve herd immunity.

The Muntinlupa City government on Tuesday launched the online vaccination registration for 12 to 17 years old in the city.

This after the country’s Food and Drug Administration (FDA) approved the use of the Pfizer-BioNTech and Moderna vaccines for 12 years old and above.

Mayor Jaime Fresnedi urged parents and guardians to register their children for the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) as protection from the adverse effects of the coronavirus disease (COVID-19).

He said the registration is intended to create a database of the adolescents’ group eligible for COVID-19 vaccines in preparation for the final guidelines from the Department of Health (DOH).

Muntinlupa residents aged 12 to 17 may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”

As of Sept. 8, the Muntinlupa City government has administered a total of 507,964 vaccines, according to MunCoVac.

A total of 192,360 individuals are now fully vaccinated in Muntinlupa, or 49.9 percent of the target population of 385,725, while 319,963 individuals got their first dose, or 83 percent of the total target.

Change is indeed coming to Metro Manila starting September 16 as the national authorities announced yesterday (as reported by the Philippine Daily Inquirer) as the entire metropolis will fall under what is referred to as Alert Level 4 in relation to the new guidelines that got ratified by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

What can National Capital Region (NCR) residents and stakeholders expect over the 15-day period? To put things in perspective, posted below is an excerpt from the Inquirer report. Some parts in boldface…

Metro Manila will be placed under Alert Level 4 starting Sept. 16 until Sept. 30, which is the start of the pilot run of granular lockdowns, Interior Secretary Eduardo Año said Tuesday.

Año said Metro Manila mayors have agreed to implement just one alert level as a whole “for uniformity and easier enforcement.”

“Yes, under Alert Level 4 because the NCR (National Capital Region) mayors reached a consensus that they will follow one Alert Level only,” he said in a text message to INQUIRER.net.

“For uniformity and easier enforcement within NCR, they agreed to be under Level 4. Hanggang Sept. 30 ang pilot testing,” he added.

Año said the majority of areas in the metro belong to Alert Level 4, anyway, but some qualify for Alert Level 5 while at least two areas under Alert Level 3.

Based on the new guidelines on granular lockdowns, areas under Alert Level 4, which is the second highest alert level in the new system, are those with high and/or increasing COVID-19 transmission and high total bed and intensive care unit utilization rates.

Persons aged below 18 and above 65 and those with health risks, including pregnant women, must stay at home unless they need to access essential goods and services or have to go to work.

Intrazonal and interzonal travel for persons who are not required to stay at their homes may be allowed subject to guidelines of their destination local government unit.

Individual outdoor exercises are likewise allowed in areas under Alert Level 4 for all ages regardless of comorbidities or vaccination status, but they must remain within the area of their residence.

Government agencies in areas placed under Alert Level 4 must remain fully operational while employing at least 20 percent on-site capacity with the rest under a work-from-home or flexible schedule scheme.

Under Alert Level 4, outdoor dine-in services in restaurants and eateries are only allowed at 30 percent venue capacity.

Meanwhile, indoor dine-in services are allowed to open at 10 percent capacity, but they may only cater to persons fully vaccinated against COVID-19.

All workers of these establishments must be fully vaccinated against COVID-19. Furthermore, LGUs may decrease the allowable capacity for these restaurants and eateries.

Personal care services limited to barbershops, hair spas, nail spas, and beauty salons are allowed at 30 percent capacity “if such services are conducted outdoors regardless of vaccination status.” But if these are indoors, the IATF said they may only operate at 10 percent capacity.

Clients must also wear face masks at all times and all employees should be fully vaccinated against COVID-19.

Religious gatherings, meanwhile, can be held on 30 percent venue capacity if conducted outdoors regardless of vaccination status but only 10 percent will be allowed if conducted indoors and they may only accommodate persons fully vaccinated against COVID-19.

Pastors, priests, rabbis, imams, or other religious ministers and the assistants of these religious congregations must be fully vaccinated against COVID-19 and must observe minimum public health standards.

That was a heavy load of details above. Were you able to read and understand it immediately? If you are having trouble understanding, you are not alone. What I’d like to point out that it is a relief for businesses offering personal care services and businesses in the food-and-beverage industry to be allowed to operate with the declared limits above. For the restaurants, coffee shops and other related food-and-beverage joints, take-out and delivery are still too limiting for their survival.

As for churches allowed to hold faith gatherings, what was stated above is a relief albeit with limitations. The 10% limit on venue capacity for indoor worship services is indeed small even for the fully vaccinated people who want to worship the Lord on-site (which is much more engaging than online worship). The 10% limit for on-site worship will have to do for now in Metro Manila until the end of this month. Whatever the declared limits are, never lose faith in God and keep praying to Him that the national and local authorities will do better and govern knowing that He is watching all of us.

This past Sunday, the City Government of Las Piñas announced that its overall inoculation count has surpassed the 700,000 mark. Along the way, the number of patients who received their first vaccine dose surpassed 400,000 while the number of fully vaccinated patients in the city exceeded 300,000.

To be more specific, the official count as of September 11, 2021, was 709,368 in total inoculation. As for the breakdowns, 403,191 patients were vaccinated with the first dose of the COVID-19 vaccine while 314,888 patients got vaccinated with the second dose.

As before, the numbers of first dose and second dose do not add up to match the declared inoculation total of 709,368. Do the math, 403,191 first dose patients plus 314,888 second dose patients equal 718,079 in all. That’s a discrepancy of 8,711. The discrepancy is around 1.23% of the September 11 grand total.

Previously, Department of Trade and Industry (DTI) Secretary Ramon Lopez proposed to allow vaccinated people to dine in food-and-beverage joints as well as enter the personal care service establishments during the modified enhanced community quarantine (MECQ). This past weekend, the Philippine News Agency (PNA) reported that the DTI Secretary is back and called for the easing of protocols for people who have been fully vaccinated and Metro Manila could be the region to have such moves pilot tested within.

Department of Trade and Industry (DTI) Secretary Ramon Lopez has endorsed tweaking of community quarantine protocols by allowing more mobility for fully vaccinated individuals.

During President Rodrigo Duterte’s Talk to the People aired over the weekend, Lopez told Duterte that “it is about time to change our protocol” in terms of easing some restrictions for the vaccinated population.

“We were discussing the need to have (a) different approach in terms of solving Covid-19 (coronavirus disease 2019); not just lockdowns,” he said in mixed English and Filipino.

The DTI chief said under the new protocol, fully vaccinated individuals could be allowed in restricted economic activities, such as dine-in services in restaurants and personal care services.

He said this would allow safe reopening of the economy as fully vaccinated people have protection against the Covid-19.

People with complete vaccines are unlikely to develop severe to critical Covid-19, he added.

“These are labor intensive. These sectors, there are 2 million individuals employed in dine-in restaurants. In salons, there are around 400,000. This is nationwide,” Lopez said.

The trade official said this could be pilot tested in Metro Manila, as the National Capital Region has more than 50 percent of its eligible population for Covid-19 vaccines already got their jabs.

The above article ended stating that the guidelines of the protocol are being finalized. It is very clear that lockdown and restrictions on businesses result a massive loss of income and a rise on unemployment. The DTI Secretary’s proposal is part of an effort to ensure that the Philippine economy will recover and rebound, and if you have been paying close attention to the number of Metro Manila cities that have been vaccinating their patients, there are now millions of fully vaccinated people in the National Capital Region (NCR) combined. In the City of Las Piñas alone, their fully vaccinated patients had reached almost 315,000 as of September 11, 2021. In Muntinlupa City, the number of fully vaccinated patients is almost 200,000.

You travel along Aguirre Avenue inside BF Homes subdivision and you will see lots of restaurants, coffee shops and personal care service providers located along the long road. A lot of them have been struggling because of the prohibition on customers from entering and spending time inside those business joints. You go to Filinvest City in Alabang, Muntinlupa City, and search for a place to have a nice meal at only to be disappointed that you cannot dine inside and will have to order for take-out. Take-out and delivery are the current options that food-and-beverage joints have when it comes to serving their customers but those options are not good enough to help them survive. For me, DTI Secretary Lopez’s proposal makes sense and it will help not only the struggling businesses and the unemployed, but also improve economic activity.

Yesterday the City Government of Las Piñas announced that almost 430,000 people got vaccinated successfully as of July 29, 2021. To be very specific, the official count is at 428,208 in grand total.

Of the 428,208 people who got vaccinated, 241,432 were those who got injected with their first dose. 186,776 got vaccinated with their second dose which makes them fully vaccinated patients.

To put things in perspective, posted below is the official city vaccination chart of statistics (including the breakdowns of the different categories of patients) which the City Government posted on their official Facebook page.

COVID-19 Crisis: Over 100,000 patients in Muntinlupa City fully vaccinated

In the City of Muntinlupa, the number of people who got fully vaccinated (injected with two doses of vaccine) has exceeded the 100,000 mark and it is further growing according to a news report by the Manila Bulletin.

To be exact, the number of fully vaccinated patients in the city is now at 114,182. Counting the fully vaccinated will be a bit tricky since Muntinlupa personnel have been vaccinating certain patients with the single-dose vaccine called Janssen produced by Johnson & Johnson. Getting vaccinated is more crucial than ever as the Delta variant is here in the Philippines and is infecting more people. Previously the City Government of Muntinlupa announced that the Delta variant has not been detected within the city. Considering how infectious the Delta variant really is, the City Government’s previous statement that minors are not to be vaccinated makes sense.

Metro Manila is currently under GCQ (general community quarantine) until July 31 at least and the curfew hours have been adjusted.

To put things in perspective, posted below is an excerpt from the report of the Manila Bulletin. Some parts in bold…

The Muntinlupa City government’s vaccination program has administered 288,638 doses of the coronavirus disease (COVID-19) vaccine.

Data as of July 27 showed that of the total, 174,456 individuals have received their first dose, or 45.22 percent of the target population of 385,725.

For the second dose, 114,182 individuals are now fully vaccinated, or 29.6 percent of the target population. There are also 2,293 individuals who received the single shot Janssen vaccine and if these are included, there are now 116,475 individuals who are fully vaccinated in Muntinlupa.

Among the first dose recipients, 11,429 are A1 (health workers), 22,648 are A2 (senior citizens), 68,028 are A3 (persons with comorbidities), 59,462 are A4 (essential workers), and 12,889 are A5.

By vaccine brand, 105,886 received Sinovac Life Sciences’ CoronaVac, 35,723 got AstraZeneca, 3,879 were given Sputnik V, 24,575 got Pfizer-BioNTech, 2,100 had Moderna, and 2,293 got Janssen.

Of the 114,182 second dose recipients, 7,977 are A1, 16115 are A2, 48,642 are A3, 35,191 are A4, and 6,257 are A5.

By vaccine brand, 85,614 got Sinovac, 2,458 received AstraZeneca, 2,934 were given Sputnik V, and 23,176 had Pfizer-BioNTech.

The Muntinlupa City COVID-19 Vaccination Program (MunCoVac) team is currently completing the second dose of Pfizer-BioNTech recipients whose schedules were postponed in the third week of July.

MunCoVac is also ramping up its efforts through home vaccination of bedridden individuals or those with limited mobility.

Apart from the Muntinlupa vaccination program, the OCTA Research Group urged the national government to go into a “circuit breaker” lockdown due to the spreading infection from the Delta variant according to a Manila Times news report.

With the Delta variant already infecting more people here in the Philippines, it is always best to be cautious when moving out in public while there is no lockdown in effect. Apart from wearing face masks and face shields, there is also the need to prioritize which places you need to visit and be mindful how crowded those places are. Those who have not been vaccinated should realize the tremendous risks that come with the Delta variant and they need to get registered and join the lines for vaccination. The COVID-19 vaccines are free by the way.

Have you heard about the Janssen COVID-19 vaccine? The latest news is that the said vaccine produced by giant Johnson & Johnson is here in the Philippines and the City Government of Muntinlupa just received a supply from the national government. Also noteworthy is that Janssen is a single-dose vaccine and one particular group of patients will receive it here in Muntinlupa.

The Muntinlupa City government has received Johnson & Johnson’s single dose Janssen COVID-19 vaccines from the national government and it will be used exclusively for senior citizens or those belonging to the A2 priority group.


The Philippines received 3.2 million doses of Janssen vaccine last week, which were donated by the US government through the COVAX Facility, an alliance aiming to ensure access of developing countries to COVID-19 vaccines. The Philippines is one of the 92 low- and middle-income countries and economies approved to access the vaccines through COVAX.

 “Senior citizens who have registered with MunCoVac but have not yet been vaccinated are priority in the sending of schedules. Based on the NVOC [National Vaccine Operations Center] Advisory, those eligible for the Janssen vaccine are A2 and A3 [persons with comorbidities]. We have decided to give priority to our senior citizens since the supply is limited and they are the sector most prone to COVID-19,” said the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) team.


The country’s Food and Drug Administration (FDA) issued an Emergency Use Authorization (EUA) for Janssen on April 19, which indicated that the vaccine is intended for 18 years old and above.

“Janssen COVID-19 Vaccine is supplied as a suspension in multi-dose (5 doses) vials. The dosing regimen is a single dose of 0.5 mL administered as intramuscular injection,” according to the EUA.

As of July 20, the Muntinlupa City government has administered 257,633 vaccine doses. Of the total, 167,168 individuals have received their first vaccine dose, representing 43.33 percent of the target population of 385,725.


In addition, 90,465 individuals in Muntinlupa are now fully vaccinated after getting their second dose, or 23.5 percent of the target population.


Of the first dose recipients, 20,239 are senior citizens (A2) equivalent to 54.7 percent of the estimated target elderly population of 37,016 in Muntinlupa.


Other recipients of the first dose are 11,177 A1 (health workers), 66,849 A3 (persons with comorbidities), 58,382 A4 (essential workers), and 10,521 A5 (poor population).


By vaccine brand, of the 167,168 first dose recipients, 104,216 individuals received Sinovac Life Sciences’ CoronaVac, 32,406 got AstraZeneca, 3,879 were given Sputnik V, 4,196 had Pfizer-BioNTech and 260 were administered with Moderna.


Of the 90,465 individuals in Muntinlupa who are now fully vaccinated, 7,280 are A1, 14,683 are A2, 46,299 are A3, and 18,145 are A4. By vaccine brand, 63,495 got CoronaVac, 2,454 received AstraZeneca, 2,934 were given Sputnik V, and 21,582 received Pfizer-BioNTech.

In relation to the presence of the Delta variant here in the Philippines, which reportedly is more transmissible, getting vaccinated is more crucial than ever. According to the national authorities, getting fully vaccinated (2 doses) is essential for resistance against the Delta variant. As such, residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it.
