DTI-NCR provides carinderia kits to 75 “Muntipreneurs,” Mayor Fresnedi receives Resilience award

The Department of Trade and Industry – National Capital Region Office has turned over Carinderia Kits to food retailers and other micro-entrepreneurs in Muntinlupa, dubbed as “Muntipreneurs,” in a bid to help them recover and improve their businesses amid the pandemic.

DTI-NCRO Regional Director Marcelina Alcantara, Mayor Jaime Fresnedi, and Congressman Ruffy Biazon led the Awarding Ceremony of Carinderia Kits worth P8,000 each to seventyfive beneficiaries of the Livelihood Seeding Program – Negosyo Serbisyo sa Barangay (LSP-NSB) at Muntinlupa Sports Complex, Brgy. Tunasan last July 7.

The LSP-NSB is a program of DTI that allows a wider reach of business development assistance by bringing government services closer to the people through partnerships between relevant local government units and DTI officials.

The program aims to provide individual package of livelihood kits that contains items that could aid in the recovery of affected individuals during catastrophic events including health disasters like epidemics and pandemics.

Other services offered by the LSP-NSB include business registration assistance, SME counseling, product development, financing facilitation, market/business matching, trade promotion, investment promotion, business information and advocacy, trainings, seminars, and workshops, among others. LSP-NSB beneficiaries will undergo monitoring and evaluation to ensure the growth of their businesses.

Other officials attending the program include LSP-NSB National Program Manager Asec. Dominic Tolentino, Muntinlupa Local Economic and Investment Promotions Department chief Gary Llamas, and City Administrator Allan Cachuela.

Mayor Jaime Fresnedi extended his thanks to DTI-NCR for providing assistance to local entrepreneurs. He hoped that programs for micro-entrepreneurs in the city will help revive the stalled local economy due to the COVID-19 pandemic. During the program, DTI-NCRO officials also conferred the Certificate of Recognition for being Rank 1 in the Resilience category (HUCs) of the recent Cities and Municipalities Competitiveness Index to Mayor Fresnedi.

In a similar program, the City Government of Muntinlupa also provides financing assistance to micro-entrepreneurs and MSMEs through Tulong Negosyo Program’s zero-interest loans (formerly Dagdag Puhunan). Muntinlupa is the first LGU to introduce the micro-financing program.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

Close to twelve million people here in the Philippines have been vaccinated successfully according to the National Task Force (NTF) against COVID-19 when it issued a statement two days ago through the Philippine News Agency (PNA). To be more specific, the official count of vaccinated individuals all over the Philippines was at 11,708,029 people.

To put things in perspective, posted below is the excerpt from the PNA article. Some parts in bold face…

A total of 11,708,029 individuals have been vaccinated against the coronavirus disease 2019 (Covid-19) in the Philippines, the National Task Force (NTF) against Covid-19 said on Monday.

The latest NTF data shows a total of 8,839,124 individuals have received their first dose while 2,868,905 others have completed their two doses of Covid-19 vaccine as of July 4.

In the past 18 weeks of the national vaccination program, the government has reached a record high of 1,778,989 doses being administered.

The average daily vaccination rate in the last seven days is at 254,141 doses, with 1,197 average number of active reporting vaccination sites.

The NTF reported that 1,714,313 health care workers have already received their first shot of the Covid-19 vaccine while 1,156,220 are fully vaccinated.

Some 2,524,204 senior citizens under A2 category of priority groups, 2,993,197 persons with comorbidity (A3), and 1,350,979 essential sector (A4) and 256,431 indigents (A5) have received their first dose.

On the other hand, some 788,630 of A2, 897,719 of A3, 26,109 of A4, and 227 of A5 are now fully vaccinated against the disease.

Looking at the above official statistics, it is notable that more than a million healthcare workers have been fully vaccinated (two doses). There is still a long way to go before the number of fully vaccinated A4 patients (note: the workers) before reaching the million-mark. A4 patients are essential in the Philippines’ economic revival and business owners need a healthy and immune (against COVID-19) work force to make economic progress happen.

When it comes to South Metro Manila, almost a quarter-million people in Las Piñas City have been vaccinated successfully while 39% of Muntinlupa’s target population have been vaccinated. Parañaque City, meanwhile, had to temporarily halt first-dose vaccination.

The City Government of Muntinlupa, through MunCoVac, has announced that vaccination centers in the city will stop accepting walk-ins due to limited supply of COVID-19 vaccines.

“Dahil sa limitadong supply ng bakuna, lahat ng ating vaccination sites ay hindi tatanggap ng walk-in simula July 5. Tanging may mga schedule lamang at nakatanggap via text message ang i-aaccommodate sa sites. Magpapatuloy po ang ating vaccination basta’t mayroon tayong supply ng bakuna,” MunCoVac posted in its Facebook page.

MunCoVac further explained that only those who were registered online and were notified via text message for their first and second dose will be accommodated.

The City Government anticipates the delivery of additional supply from the national government in the coming days.

As of July 2, there are 190,747 vaccines deployed in Muntinlupa, of which 149,585 are first dose (38.8% of the target) and 41,162 are of second dose.  While, there are 263,952 registered individuals in MunCoVac, translating to 68.4% of the target population to be vaccinated. Muntinlupa targets to inoculate 385,725 residents which is 70% of 551,036, the city’s estimated population for 2020.

Recently, MunCoVac launched the “Drive-Thru Vaccination” and “Bakuna sa Bahay” for bedridden residents and those who have difficulties in mobility.

In Drive-Thru Vaccination, senior citizens and PWDs who have limited mobility are vaccinated in their cars and will not need to fall in line. While for the house-to-house vaccination, members of the vaccination team will visit bedridden patients and other qualified residents for the service.

To request for Drive-Thru Vaccination and Bakuna sa Bahay, the public may coordinate with MunCoVac via the following hotline numbers: 0960-588-5935 / 0960-588-5937 / 0998-249-4580 / 0956-358-9228 / 0915-805-5932. Hotline numbers are available from Monday-Friday, 8:00 AM to 5:00 PM.

Residents who will be accommodated in the said programs must also register online via https://vaccine.muntinlupacity.gov.ph/muncovac  at present a medical clearance from a doctor.

Further, MunCoVac released an updated list of accepted IDs and documents for vaccination of the following priority groups:

All priority groups – Any of the following proof of residency: Government-issued ID with Muntinlupa address, Muntinlupa Care Card, Proof of billing with Muntinlupa address (utilities like electricity, water, phone bill, etc.), and Village of Condo ID in Muntinlupa;

A1 (Healthcare Workers) – Proof of eligibility: A1 = PRC/Company ID of those involved/connected with giving healthcare services, or A1 OFW = latest contract and other supporting documents showing deployment;

A2 (Senior Citizens) – Proof of eligibility: Government-issued ID with birth date and Muntinlupa OSCA ID;

A3 (Pesons with Comorbidities) – Proof of eligibility: prescription for medicine and medical certificate issued within 18 months, medical clearance issued within 2 weeks of vaccination;

A4 (Economic Frontliners) – Proof of eligibility (Muntinlupa residents): Company ID or Certificate of Employment (Employees); PRC ID, Certificate of Business Registration or latest Income Tax Return (Self-Employed); Certificate of Employment and ID/Proof of residence of employer (Private Household), Driver’s License, TRU-issued ID, Jeepney Association ID, or TNVS ID (Public Transport); Barangay Certificate (Informal Sector);

Proof of eligibility (non-residents): Company ID or Certificate of Employment and 2021 Business Permit of Employer, COE and proof of Muntinlupa residency of employer (kasambahay, family drivers, etc.);

A5 (Indigent Population) – Proof of eligibility: 4PS ID or Certificate of Indigency from Social Service Department.

Members of the House Committee on Justice and other local officials attended a congressional inquiry on Wednesday to settle the issue of the construction of a wall by the Bureau of Corrections (BuCor) along Insular Road in New Bilibid Prisons (NBP) Reservation.

Muntinlupa officials, led by Mayor Jaime Fresnedi, presented to the committee the lack of coordination from BuCor regarding the construction of the wall along Insular Road which gives residents of NHA, Southville 3 access to and from the city proper. He also noted that the construction of the wall was unlawful and there has been an excessive use of authority from BuCor.

BuCor Director General Gerald Bantag insisted that they have coordinated with the LGU but Mayor Fresnedi vehemently refuted his claim.

“Yung sinasabi ni Director Bantag na coordination, they notified the local government of the closure of Insular Road, wala pong katotohanan ‘yun. I vehemently deny, as far as the blocking of the road is concerned, that there wasn’t any communication on this matter,” Fresnedi said.

Brgy. Poblacion capt. Allen Ampaya added that while they have received a letter from BuCor on March 18, there was no mention on the construction of a permanent wall and only informed the barangay that paths leading to the affected communities wouldn’t be accessible temporarily to all pedestrians and motorists from March 20-21. BuCor carried out the construction on March 20.

Jap Landingan, president of Southville 3 group, said that many from their community have lost their jobs since the road closure and appealed to the committee to call on BuCor for the opening of the access road.

Committee on Justice chairman, and former Court of Appeals justice, Leyte Rep. Vicente Veloso III inquired about the ownership of the road as basis for the resolution of the issue.

DPWH NCR Las Piñas Muntinlupa District Engr. Elpidio Trinidad noted that the Insular Road in Bilibid was registered as a National Road. Cong. Veloso commented that BuCor has no ownership on the road and that the construction of the wall was against the law.

“Let it be a warning, kapag hinarangan niyo pa ‘yan, hindi niyo giniba ‘yan, pwede kayong kasuhan sa Ombudsman, aakyat ‘yan sa Sandiganbayan for violation of Section 3, Paragraph E of the Anti-Graft and Corrupt Practices Act,” Veloso said.

The Committee on Justice is set to review the provisions of the BuCor Modernization Law and scrutinize the bureau’s “absolute authority” over the NBP Reservation.

Muntinlupa Rep. Ruffy Biazon said he is glad that the Chair of the Committee on Justice had the same view that what the BuCor did in constructing a wall to block Insular Road was against the law.

“His conclusion is aligned with ours, and the other resource persons confirmed the non-coordination by the BuCor. I call on Director Bantag to do what is right and tear down that wall,” Biazon noted.

Last March, the City Government has condemned BuCor’s action to construct a concrete wall along Insular Road. Southville 3 is a socialized housing project of the National Housing Authority located within NBP with 8,000 families or at least 40,000 residents.

According to the Manila Bulletin, 36% of the target population of Muntinlupa City got vaccinated with their first dose of COVID-19 vaccine as of the end of June 2021. However, with the way the data was presented, understanding the statistics can be a little tricky.

So what exactly are the numbers? To put things in perspective, posted below is an excerpt from the Manila Bulletin’s news report. Some parts in boldface…

The Muntinlupa City government has already vaccinated 36 percent of the target population as it continued to ramp up its daily output.

As of June 30, a total of 139,942 individuals received their first dose of the vaccine, equivalent to 36.28 percent of the target Muntinlupa population of 385,725, or 70 percent of the estimated 551,036 set by government to achieve the so-called herd immunity.

In addition, 37,215 individuals of the 139,942, or 26.6 percent, have been fully vaccinated after receiving their second dose.

Of the 139,942 who received the first dose, 10,674 or 7.62 percent belonged to A1 (health workers); 18,462 or 13.2 percent to A2 (senior citizens); 63,510 or 45.38 percent to A3 (persons with comorbidities); 40,727 or 29.1 percent to A4 (essential workers), and 6,569 or 4.7 percent to A5 (poor population).

By vaccine, 93,337 individuals or 66.7 percent were given Sinovac Life Sciences’ CoronaVac; 24,564 or 17.55 percent with Pfizer-BioNTech; 19,062 or 13.62 percent with AstraZeneca; and 2,979 or 2.13 percent with Sputnik V.

Among the 37,215 recipients of the second dose, 3,156 are A1, 8,231 are A2, 25,111 are A3, 291 are A4, and 426 others who got the jab at a hospital.

Muntinlupa Mayor Jaime Fresnedi had previously said the city government was aiming to finish vaccinating the target population of the city by November.

As revealed in the above numbers, the 139,942 people who got vaccinated with the first dose also includes the 37,215 people who got fully vaccinated (2 doses). Do the math and if you were to separate the people who got 1 dose apart from those who got 2 doses, the results would be 102,727 patients vaccinated with 1 dose and 37,215 with 2 doses. Regardless, it is nice to see the Muntinlupa City and its people are moving closer to achieving herd immunity. Herd immunity is crucial to achieve economic recovery and normalizing life. This COVID-19 pandemic has lasted way too long already.

Recently former Philippine President Fidel V. Ramos has received his COVID-19 jab in one of the city’s vaccination sites and urged Muntinlupeños to get vaccinated to reach herd immunity.

Ramos, a 93-year-old Ayala Alabang Village-resident, received his second dose of Sinovac’s Coronavac at De La Salle Santiago Zobel vaccination site on June 25. Ayala Alabang Kagawad Dr. Lester Suntay administered the COVID-19 vaccine to the former president.

FVR encouraged the public to register in the city’s vaccination program and get their COVID-19 jab as protection against the virus.

As of June 23, the Muntinlupa COVID Vaccination (MunCoVac) announced that there are 147,989 vaccines deployed in Muntinlupa, of which 119,560 are first dose (31% of the target) and 28,429 are of second dose.  While, there are 224,574 registered individuals in MunCoVac, translating to 58% of the target.

Further, MunCoVac announced an updated list of requirements for A4 priority group (economic frontliners) who are not residents of Muntinlupa.

Qualified non-Muntinlupa residents under the A4 priority group shall provide a company ID or Certificate of Employment and 2021 Business Permit of their employer. For workers who render service in private households such as house helpers and family drivers, they should present a Certificate of Employment and proof of Muntinlupa residency of their employer.

MunCoVac also released an advisory informing the public that the schedule and venue of vaccination for their second dose will be sent via SMS.

“May pagkakataon na ang 2nd doses ay kailangang ilipat ng site (mula sa lugar ng 1st dose) o kaya ay i-consolidate sa iba pang schedule para sa mas efficient na proseso. Sa mga hindi nakarating sa kanilang 2nd dose appointment, hintayin ang panibagong text message ng inyong schedule mula sa vaccination site,” MunCoVac posted in their Facebook page.

The public is encouraged to register online via https://vaccine.muntinlupacity.gov.ph/muncovac/ to receive a schedule in one of the city’s vaccination sites.

Following the launching of Safety Seal Certification Program in Muntinlupa, the City Government has granted the seal to major malls and commercial establishments who are compliant with minimum public health standards (MPHS) set by the national government amid the COVID-19 pandemic.

As of June 22, the Business Permits and Licensing Office has approved 27 Safety Seal applications from commercial establishments including major malls such as Alabang Town Center (ATC), SM Center Muntinlupa, Ayala Malls South Park, and Starmall Alabang.

Besides the four malls, other private establishments which have been granted the Safety Seal by the City Government including: 8 Cuts Burger Blends (ATC), Café Mary Grace (ATC), Shiseido at SM Center Muntinlupa, Yabu: House of Katsu at ATC, KFC at SM Center Muntinlupa, Fitness First Platinum Alabang at Filinvest Alabang and South Park Corporate Center in Alabang, Three Inihaw Place Inc./Mang Inasal, Manny and Pie Calayan Clinic, Metro Alabang, La Senza Alabang Town Center, The Palms Country Club, Slimmer’s World, Cucinamia Hospitality, Aventus Medical Care, Bench Body Alabang Town Center, Pancake House Festival Mall, Made In Candy, Pound Alabang Town Center, Cotton On and California Advance Nail & Skincare.

To date, at least 267 private establishments in Muntinlupa have applied for Safety Seal. The City Government expects to receive more applications in the coming days.

The Safety Seal ensures the public that an establishment is strictly implementing MPHS in their stores and workplaces, such as proper wearing of face shields and face masks, and disinfection. The certification program also requires establishments to use the contact tracing system of StaySafe.ph.

Under JMC 21-01, Muntinlupa LGU can issue the Safety Seal to the following establishments: malls, wet market, other retail store, restaurant outside hotels/resorts, fast food, eateries, coffee shop, bank, money changer, remittance center, car wash, laundry service center, art gallery, library, museum, zoo, sports center, tutorial, testing and review center, gym, spa, cinema, arcade, and all other private establishments.

Private establishments in Muntinlupa may apply to the program through the city’s website https://www.muntinlupacity.gov.ph. For printed application, a scanned copy should be emailed to muntinlupacitysafetyseal@gmail.com. Upon submission of application, the City Government will schedule an inspection to the concerned establishment.

Further, DILG Muntinlupa Field Office has started to inspect government offices starting with the departments in Muntinlupa City Hall. The local Inspection and Certification Team has recently granted the Safety Seal to Office of the City Mayor and other City Government offices.

Mayor Jaime Fresnedi encourages private business owners to apply for the safety certification as it helps assure the public that their establishments are compliant with health protocols and it will be vital for the safe reopening of the economy.

COVID-19 Crisis: 40 million doses of Pfizer vaccine coming to the Philippines

As the nationwide count of COVID-19 vaccine jabs surpassed 8,000,000, a staggering supply of 40,000,000 vaccine doses from Pfizer will come into the country within this year. This is the result of a signed agreement between Pfizer and National Task Force against Covid-19 chief implementer Secretary Carlito Galvez, Jr. according to an article published by the Philippine News Agency (PNA) yesterday.

To put things into perspective, posted below is an excerpt from PNA’s article. Some parts in boldface…

The Philippine government has made the biggest vaccine procurement for 2021 with the signing of a supply agreement for 40 million doses of Pfizer-BioNTech vaccines.

This was announced by the National Task Force against Covid-19 chief implementer Secretary Carlito Galvez Jr. on Sunday.

“We are very happy to report that the government and the management of Pfizer have finally concluded our negotiations. (Health) Secretary (Francisco) Duque and I signed yesterday (Saturday) the supply agreement for the biggest and most decisive deal we had for 2021,” Galvez said.

“I would like to thank my colleagues from the Philippine vaccine negotiating team from the Department of Finance and our multilateral partner for tirelessly working to secure these much-needed shots that will benefit 20 million Filipinos,” he added

The vaccine czar said the deliveries of 40 million doses of Pfizer-BioNTech vaccines will begin “after eight weeks starting August”, to be delivered in bulk.

“The vaccine demand has begun to ease up for many big and rich countries, as most of them have already acquired more than enough vaccines for their population and have vaccinated many of their citizens. This has allowed the manufacturer to commit to us that deliveries, though still to be made in tranches, will be in bulk,” he pointed out.

The procurement of the 40 million vaccine doses will be financed through a multilateral arrangement with the Asian Development Bank (ADB).

Galvez explained that loan funds from multilateral partners such as the ADB follows a direct disbursement scheme wherein payments are paid directly by the fund manager to the vaccine manufacturer.

“Through this scheme, the Filipino people can be assured that our transactions on vaccine procurement will be transparent, as the funds will not pass through the hands of any government official or agency,” he emphasized.

With the latest supply agreement, the Philippines has now secured the delivery of 113 million doses from five manufacturers namely, Sinovac with 26 million doses, Sputnik V with 10 million doses, 20 million doses from Moderna, 17 million doses from AstraZeneca, and 40 million doses from Pfizer.

The COVAX Facility has also committed to deliver a total of 44 million doses this year, bringing to 157 million doses the total number of doses secured by the Philippines.

Mathematically and theoretically, 40 million Pfizer doses can be used to vaccinate 20 million first-timers and provide for each and every one of them the 2nd dose. How exactly will those future vaccines from Pfizer will be distributed to the local citizens has yet to be determined as of this writing.

It should be noted that recently, the City Government of Muntinlupa announced a reduction of capacity for vaccinating patients per site due to tight supply of vaccines. Over in the City of Las Piñas, an incentive program designed to encourage locals to get vaccinated was launched and in recent times the number of citizens vaccinated grew tremendously. Ultimately the supply of COVID-19 vaccines for the Philippines remains a sensitive issue.

Department of Transportation secretary Arthur “Art” Tugade recognized the vaccination efforts of Muntinlupa City government and lauded the medical workers in the vaccination centers for their exemplary service.

Sec. Tugade lauded the City Government’s vaccination operations during a virtual meeting with Mayor Jaime Fresnedi and other local officials on Tuesday.

The transportation secretary said he personally witnessed the efficient system in vaccination centers in the city as he recently completed his 2nd dose of COVID-19 vaccine at Ayala Malls South Park, Alabang under the A2 priority group (senior citizen).

“Maayos ang sistema at properly trained ang mga nagtuturok ng bakuna. Isa ang Muntinlupa sa mga nag-improve na LGU sa Metro Manila pagdating sa pagbabakuna,” said DOTr Sec. Tugade.

Recently, the City Government has recorded the highest number of vaccinations with over 5,450 individuals who were vaccinated with their first dose last June 10. It is the highest record since the rollout of vaccination in Muntinlupa last March.

Further, Sec. Tugade also committed to help the city by personally requesting for more vaccine supply and its speedy delivery from the national government as the demand for vaccines in Muntinlupa continue to rise.

As of June 11, the total vaccines deployed in the city is at 106,819, of which 80,356 were given as 1st dose and 26,463 for 2nd dose. There are already 159,490 registered individuals in the city’s COVID-19 vaccine registration system MunCoVac, which comprises 41.3% of the target population to be vaccinated.

The City Government urges residents and other qualified individuals who are not yet registered in the city’s online COVID-19 Vaccination Registration System to sign-up via www.vaccine.muntinlupacity.gov.ph/muncovac.

As a result of the local vaccination efforts, the Muntinlupa City Health Office has recorded a decrease in COVID-19 cases. As of June 14, there are only 489 active cases in the city, with 12,550 recoveries, 357 reported deaths, 99 suspect cases, 1,443 probable cases, and 13,396 confirmed cases.

Mayor Fresnedi extends his thanks to Sec. Tugade, the city’s “Big Brother,” for his continued assistance to Muntinlupa and expediting national government services for the city.

Recently, cabinet members were assigned to Metro Manila cities and other provinces to oversee local health system performance, critical care capacity, and stringent compliance to surveillance, isolation, and treatment protocols. Muntinlupa City Council condemns closure of another road in NBP Reservation

The City Council of Muntinlupa passed yesterday a resolution strongly condemning the closure of another road inside the New Bilibid Prisons (NBP) Reservation in Muntinlupa City and called on Congress to conduct an inquiry in aid of legislation to look into the legality and validity of such closure and other policies that directly affect the welfare of the people of Muntinlupa.

Majority Floor Leader Coun. Raul Corro said the city council passed the resolution in its regular session. In his privilege speech, Corro noted that BuCor appears to have misinterpreted the Bureau of Corrections Act of 2013 or the BuCor Modernization Law as basis for the recent road closure.

“The Bucor Law is not superior to the Constitution, the new local government code, the Urban Development and Housing Act and other existing laws,” he said. “When the general welfare of our constituents is directly affected, we cannot remain silent or condone such clear violations of our existing laws.”

The councilor said that the access road has been serving the residents of Type B residents for many decades. He noted that the City Government will continue to express its collective sentiment against BuCor’s violations to protect the general welfare of city residents directly affected by the policies implemented by the BuCor.

“Bucor has the propensity to implement policies affecting the welfare of our constituents without prior consultation and coordination with the city government as mandated by existing laws, ” Corro said.

He cited two examples of these policies implemented by Bucor without prior consultation. One is the transfer of Covid-19 positive inmates from its penal facility in Mandaluyong City to NBP Reservation and another is the eviction and demolition of homeless and underprivileged citizens without securing compliance certificate from the Local Housing Board as mandated by the Urban Development and Housing Act and local ordinances.

Under the local resolution, the City Government will also seek assistance from Muntinlupa Congressman Ruffy Biazon for the conduct of a congressional inquiry in aid of legislation to look into the legality and validity of such closure.

Cong. Biazon earlier criticized BuCor for building the wall without any coordination with the city government. He said that the recent road closure is a form of disrespect not only to the officials of Muntinlupa but to the Secretary of Justice who is still currently trying to resolve the issue of the first road closure known as Insular Road.

Last March, the City Government has also condemned BuCor’s action to construct a concrete wall along Insular Road, an access road of Southville 3 residents to the city proper. Southville 3 is a socialized housing project of the National Housing Authority located within NBP with 8,000 families or at least 40,000 residents.

The Muntinlupa City Council and Sangguniang Barangay of Brgy. Poblacion passed a resolution requesting the Department of Justice to order BuCor to reopen the road going to and from Southville 3 and requesting the conduct an investigation in aid of legislation.

In another development, the City Council also passed a resolution urging BuCor to immediately cease and desist the eviction and demolition of informal settlers within the NBP Reservation. The City Government said BuCor should first secure a compliance certificate from the Local Housing Board in accordance with RA 7279 or the Urban Development and Housing Act of 1992 prior the demolition. Under the local resolution, BuCor is enjoined to secure a permit from Muntinlupa Local Housing Board in compliance with RA 7279 and Muntinlupa City Ordinance 17-091.
