The City Government of Muntinlupa, in partnership with the Department of Labor and Employment – National Capital Region (DOLE-NCR), officially launched the Bikecination and Bigasan livelihood program for fully vaccinated workers coping with the effects of the pandemic and indigent city residents.

Congressman Ruffy Biazon led the launching of the program together with DOLE-NCR Dir. Leonides Castillon Jr. and Muntinlupa Public Employment Service Office chief Glenda Zamora-Aniñon this past Tuesday (October 5) at Muntinlupa Sports Center, Brgy. Tunasan.

The local government of Muntinlupa, in partnership with DOLE-NCR, launched the Bikecination and Bigasan livelihood program for fully vaccinated informal sector workers and indigent city residents last October 5 at Muntinlupa Sports Center, Brgy. Tunasan. The program aims to incentivize fully vaccinated informal sector workers and provide an alternative source of income as assistance to help them recover from the challenges brought by the pandemic. For the Bikecination project, 28 fully vaccinated beneficiaries are parents/beneficiaries of child labor, micro-entrepreneur clients of the local Joint Resource Financing Program (JRFP), from 4Ps, and youth entrepreneurs under the Youth Affairs and Sports Development Office (YASDO) received a bike unit with accessories such as carrier bag, bottle, head gear, back and front light, vest, and rain coat.  They also received a cellphone unit with P5,000 prepaid load.

DOLE’s Bikecination project aims to provide an alternative source of income for informal sector workers or their next of kin under the A4 category who have received their COVID-19 vaccine. The project targets to incentivize and encourage informal sector workers to get vaccinated to help in the country’s fight against this pandemic.

For the Bigasan livelihood program, 25 beneficiaries who are parents/beneficiaries of child labor each received eight 25 kilos sacks of rice worth P10,000.

Other officials joining the launching event include JRFP acting head Maylene Viñas, Youth Affairs and Sports Development Office chief Cynthia Viacrusis, City Cooperative Office chief Atty. Nemei Santiago, Social Service Department chief Analyn Mercado, and Tourism, Culture, and the Arts Department chief Juvy Engo.

Further, the City Government continues to provide financing assistance to micro-entrepreneurs and MSMEs through Tulong Negosyo Program’s zero-interest loans (formerly Dagdag Puhunan) to help city residents cope with the challenges brought about by the pandemic.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

Through the MunCoVac team and the Manila Bulletin’s reporting, it was revealed that the City Government of Muntinlupa has officially registered more than twelve thousand local minors for COVID-19 vaccination. The exact figure, which is accurate of 8AM of October 4, is at 12,096.

The Muntinlupa City government has registered 12,096 minors for its coronavirus disease (COVID-19) vaccination program.

According to the Muntinlupa City COVID-19 Vaccination Program (MunCoVac), as of 8 a.m. of Oct. 4, 12,096 12 to 17-year-olds have signed up for the inoculation program.

The total is 22 percent of the estimated 55,391 total population of 12 to 17-year-olds in Muntinlupa.

By barangay, out of the 12,096, Putatan has the highest number of registrants with 2,114 followed by Poblacion, 1,618; Tunasan, 1,590; Alabang, 1,297; Cupang, 1,093; Sucat, 713; Bayanan, 652; Ayala Alabang, 547; and Buli, 199. Non-residents who registered totaled 2,273.

In May, the country’s Food and Drug Administration (FDA) approved the amendment to the Emergency Use Authorization (EUA) for the Pfizer-BioNTech vaccine to allow its use for 12 years old and above. Last month, the FDA approved the use of the Moderna vaccine for 12 years old and above.

The national government announced that the vaccination of the general population will start this month.

In Resolution No. 141 issued last Sept. 30, the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases stated, “Upon the directives of President Rodrigo Roa Duterte, the National COVID-19 Immunization Program shall be opened to the general public nationwide upon the determination of the National Task Force Against COVID-19 and its Vaccine Cluster.”

It said starting Oct. 16, the vaccination of 12 to 17-year-olds will “be piloted under a phased approach as may be determined by the National Vaccination Operations Center.”

Residents of Muntinlupa City who remain unregistered and unvaccinated can make their moves to get registered by learning the ways to do it. The road to full economic recovery during this COVID-19 pandemic remains rough and bumpy as the national and local authorities continue to struggle between health and economics. The last enhanced community quarantine (ECQ) and modified enhanced community quarantine (MECQ) in Metro Manila were very damaging to the economy as a whole. Fortunately for the businesses and the employees, the Department of Trade and Industry (DTI) continues to push hard for economic recovery as a new proposal was made to allow all businesses to remain open at all alert levels with varying limits on capacity according to a recent Philippine News Agency (PNA) report.

From September 16 to September 30, 2021, Metro Manila was placed under Alert Level 4 of the new system of quarantine (which includes granular lockdowns) and during this particular period, businesses were literally given some breathing room as personal care service joints and restaurants were allowed accommodate vaccinated customers to spend time inside their respective locations but with specific limits on in-door capacity. DTI is pushing for something better economically.

The Department of Trade and Industry (DTI) is proposing to allow all businesses to remain open at all alert levels but varying operating capacities.

“The idea is business activities, economic activities should continue at all alert levels and you just change the operating capacity. So at least there is still (business) continuity,” DTI Secretary Ramon Lopez said in an interview with ABS CBN News Channel (ANC) Thursday.

He added that operating capacity should be reduced when an area reached Alert Level 4.

Under Alert Level 4, indoor dine-in and personal care services are allowed at 10 percent capacity for fully vaccinated customers only, while outdoor dine-in and personal care services can operate up to 30 percent operating capacity.

“So there’s containment, there are a bit of more restrictions, but at least you allow the business activities to continue,” Lopez added.

The trade chief is also hopeful that the alert level system in Metro Manila will ease to Alert Level 3 starting Friday.

Lopez said some 76,000 to 80,000 businesses did not operate even under the alert level system since the current protocol does not allow some sectors to operate.

Moreover, he said DTI is pushing for the inclusion of gym operations in Alert Level 4 considering that fitness clubs and centers are essential businesses.

“We’ve been arguing that exercise is really one vital activity to increase their immunity level. In fact, they allowed outdoor exercise at all levels. We were just saying, for indoors, we just manage it,” Lopez said.

Lopez said the DTI stands ready to assist enterprises as the agency continues to offer financing packages to businesses affected by the pandemic.

In case you missed the news, the national authorities extended the Alert Level 4 status on the entire Metro Manila until October 15, 2021, according to a Manila Bulletin news report. While the said status looks the same, there were some changes made in favor of certain businesses as well as churches organizing indoor worship services which I personally like.

The government’s pandemic task force has extended the pilot implementation of the new Alert Levels System for coronavirus (COVID-19) response in the National Capital Region (NCR) until October 15 but agreed to relax some of the Alert Level 4 restrictions.

Presidential Spokesman Harry Roque made the statement as Metro Manila’s Alert Level 4 status ends on September 30.

In a statement on Thursday evening, September 30, Roque said the Inter-agency Task Force (IATF) for the Management of Emerging Infectious DIseases decided to extend the pilot run of the new COVID-19 response strategy until October 15, 2021.

While Roque’s statement did not specify if Metro Manila will be kept under Alert Level 4, the second-highest of the five alert levels, Trade Secretary Ramon Lopez said confirmed in a text message that the region will still be under the same alert level.

Meanwhile, Roque said that the IATF has approved the recommendation to increase to 20 percent the operational capacity of indoor services such as dine-in, in-person religious services, and personal care under Alert Level 4 for those fully vaccinated against COVID-19.

The IATF initially allowed the said services to cater to the fully vaccinated indoors at only 10 percent seating capacity.

Operational capacity for outdoor dine-in, religious, and personal care services will remain at 30 percent.

The task force also approved the recommendation to reopen fitness studios and gyms at a limited 20 percent capacity for fully vaccinated individuals. However, gym workers should also be fully vaccinated.

Both gym clients and service providers are required to wear face masks at all times. Group activities are not allowed.

According to Roque, the said indoor services are allowed to increase their operational capacity by another 10 percent if they have a safety seal certification.

This past weekend, the City Government of Las Piñas announced that its overall inoculation count is approaching the eight hundred thousand. To be precise, the official grand total was at 787,768 as of September 25, 2021. The total number of patients who got vaccinated with the 1st dose was at 422,300 while the number of patients who got vaccinated with the 2nd dose was at 374,260.

For transparency, posted below is the official image of statistics released by the City Government through social media.

As before, the numbers just don’t add up. 422,300 1st dose count plus 374,260 2nd dose count equals 796,560. That’s a difference of 8,792 more than the official grand total.

While businesses in Metro Manila’s areas under Alert Level 4 have been allowed to operate and cater to customers with specific limits for outdoors and indoors, the Department of Trade and Industry (DTI) continues to push forward with boosting their operations even more and it could happen soon according to a recent report published by Philippine News Agency (PNA).

Department of Trade and Industry (DTI) Secretary Ramon Lopez said the agency is considering increasing the allowed operation capacity of businesses in areas that will be under Alert Level 4 next month.

This, as the pilot week of the alert level system in Metro Manila has been a “good start” and “safe”, Lopez said in an interview with CNN Philippines Wednesday.

“We consider bringing operation capacity up from 10 percent to 20 percent because it is deemed safe, and customers are highly complying (with the protocols). It makes sense to give a little more support on this protocol,” he said in mixed English and Filipino.

He added this could start by October, after the last day of Alert Level 4 status in Metro Manila.

Metro Manila is currently under the new alert level system, in which outdoor dine-in operation is allowed up to 30 percent, and 10 percent for indoor dine-in services.

Same operation capacity was also applied for personal care services.

Aside from increasing the allowed capacity in stores, Lopez said the agency is also considering reopening the gyms under Alert Level 4.

Protocols under Alert Level 4 are equivalent to the current modified enhanced community quarantine (MECQ) protocol.

A few months ago, Las Piñas City Mayor Imelda Aguilar was honored by the Regional Peace and Order Council-National Capital Region (RPOC-NCR) in recognition of her administration’s perseverance and ensuring order and safety in the city during this COVID-19 pandemic.

It is all over the news right now…the wearing of face shields outdoors is no longer required as President Rodrigo Duterte stated recently.

Filipinos are no longer required to wear face shields outdoors, President Rodrigo Duterte announced on Wednesday.

Duterte made the pronouncement, as he approved the recommendation of the Technical Advisory Group (TAG) to limit the use of face shields to the so-called “3Cs,” which refers to “closed and crowded” spaces, and activities that “promote close contact.”

“I was informed of the recommendation from the Technical Advisory Group and medical groups that the use of face shields, on top of face mask, may be limited to high-risk activities under the three Cs – closed, crowded pati (and) close contact,” Duterte said in his prerecorded Talk to the People.

Duterte also ordered that the implementation and guidelines on the latest policy on use of face shield be done “immediately.”

“Puwede na tanggalin sa labas (You no longer need to use that outside). No more face shields outside. Ang limitasyon, ang face shield gamitin mo [sa] three ‘Cs’ (The limitation is use face shield in three ‘Cs’),” he said. “Iyang tatlo na iyan, face shield is a must pa rin. Iyan ang recommendation (Face shield is still a must in three [‘Cs]. That’s the recommendation).”

On September 10, Duterte told the public that while wearing a face shield could not provide “complete” protection,” it could still control the transmission of the coronavirus disease 2019 (Covid-19) in the country.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) on Dec. 14, 2020 issued Resolution 88, mandating all persons to wear full-coverage face shields on top of face masks in all public spaces to reduce Covid-19 transmission.

However, Duterte in June this year ordered the public to wear face shields only in hospitals.

Duterte later decided to keep the IATF-EID’s policy on the mandatory use of face shields in public spaces, given the presence of the more infectious Delta coronavirus variant.

Recently the Philippine News Agency (PNA) reported that more than 41 million people all over the Philippines got vaccinated for COVID-19. To be precise, the official count is 41,247,552 nationwide as of September 18, 2021. The Philippines has administered 41,247,552 doses of coronavirus disease 2019 (Covid-19) vaccines nationwide as of Sept. 18, the National Task Force Against Covid-19 (NTF) reported on Sunday.

Based on the National Covid-19 vaccination dashboard data, there are 22,771,602 Filipinos who have received the first dose while 18,475,950 are now fully protected against the dreaded disease.

The average daily doses administered in the last seven days stood at 374,612 doses.

The Philippines’ jabs stockpile has 59,359,810 doses, with an additional 3 million of Sinovac and 2,020,590 Pfizer vaccines to be delivered on Sunday night.

In an interview over the weekend, vaccine czar and NTF chief Secretary Carlito Galvez Jr. said the government aims to fully vaccinate over 20 million by end of September.

He added the government is expecting a higher turnout from over 2,000 operating vaccination sites nationwide as regions and provinces have expanded their rollouts to essential workers and indigent residents.

“This is a testament that our vaccination program is on track and is continuously scaling up despite the multiple challenges we have faced in the past weeks,” Galvez said earlier.

In the coming weeks, the Philippines will also receive 12 million doses of government-procured Sinovac, 10 million doses of Pfizer-BioNTech through the COVAX Facility, 5 million doses of government-purchased Pfizer, 4 million doses of government and private sector-procured Moderna, 1 million doses of Sputnik Light, 1 million doses of the private sector and LGU-procured AstraZeneca, and 1 million doses donated by a partner country.

The chances of the Philippines achieving herd immunity before the end of this year look somewhat better as the nation received so far almost 65 million doses of COVID-19 vaccines including almost 10 million in a single week recently according to a news report by the Philippine News Agency (PNA).

The country has so far received a total of 64,942,000 vaccine doses, including the 9,586,270 doses from Sept. 13 to 19 — the highest weekly delivery since the life-saving shots from various manufacturers started arriving in February.

In a news release issued by the National Task Force Against Covid-19 on Monday night, it said of these shipments, 6,171,590 million doses arrived over the weekend. A total of 561,600 Pfizer doses donated by the US through COVAX Facility arrived Monday evening.

The national government continues to build up the Covid-19 vaccine inventory with the steady arrival of larger shipments of government-procured and donated vaccine supplies.

“We are very happy with the developments in our vaccine acquisition efforts especially with the recent deliveries,“ National Task Force Against Covid-19 chief implementer and vaccine czar Secretary Carlito Galvez Jr. said.

“This is a testament of our collective effort — from the national government, the local government units, the private sector, and the global community — in securing much-needed doses for our people,” Galvez added.

Of the more than 9.58 million doses delivered last week, 6.65 million combined doses of Sinovac, Pfizer, Moderna and Sputnik V vaccines were procured by the national government, 909,400 doses of AstraZeneca and Moderna vaccines were purchased by the private sector and local government units (LGUs), and 2.02 million doses were donations through the COVAX Facility.

“We are now beginning to reap the benefits of having a forward-looking and sustainable plan in our vaccine procurement. We will continue to negotiate and hopefully sustain this bulk allocation and delivery schedule in the coming weeks,” Galvez said.

He earlier announced that more than 34 million doses are expected to be delivered this month from various sources and manufacturers. Of this number, 13,041,410 doses have been delivered.

Sustaining bulk deliveries

Vaccine manufacturers and the national government are in talks to scale up the country’s monthly allocation beginning this month, Galvez bared.

Despite most of the supply contracts indicating that the volume of the Philippines’ orders will be shipped in the fourth quarter, the NTF continued to engage with the manufacturers as part of its aggressive efforts to secure additional vaccine doses.

“We are grateful to our embassies and our consular offices around the globe for their hard work and determination to help our country access and secure the 30 million doses that we need monthly,” he said.

As of Sept. 19, a total of 41,414,015 jabs have been administered nationwide. Fully protected persons are now at 18,560,409 or 24.06 percent of the country’s 77 million target population.

More than 22.85 million vaccine doses have been administered as the first shot.

In the National Capital Region, 84.47 percent of its target population have received at least one dose, while 66.3 percent have been fully inoculated.
