With the ongoing COVID-19 crisis and the recent move by the national government to extend the Enhanced Community Quarantine all over Luzon until April 30, people have no choice but to keep staying at home and continue to limiting their moves outside to the essential matters like banking and groceries.
Parañaque, a city with over one hundred fifty confirmed cases of COVID-19 (as of April 5, 2020), has something coming for its senior citizens who are legitimate members of the OSCA Cares program under the Office of Senior Citizen Affairs of Parañaque (OSCA-Parañaque).
Today OSCA-Parañaque officer-in-charge Dante Pacheco confirmed to me that an estimated fifty-seven thousand (57,000) members of OSCA Cares in the city will soon be receiving from the City Government gift certificates of SM Hypermarket.
Each SM Hypermarket gift certificate is worth P1,000. Do the math, the value for the declared number of OSCA Cares beneficiaries is worth at least P57,000,000. Based on the current foreign exchange rate with the United States Dollar, that is worth over $1,000,000.
Pacheco further said that each gift certificate will be delivered to the homes of the beneficiaries via Air21. He also stated that this move is the brainchild of mayor Edwin Olivarez.

No. There is a separate department for PWDs at city hall.

Hi. I’m an OSCA Cares card holder living in BF Homes Phase III. May I suggest that BF organize some kind of delivery or transport service for residents of this subdivision who have no vehicles of any kind? Our household has no transportation so our QP holder has to do all errands on foot. But the outlets where we get our meds, vitamins, and pet food are at Phases I and II, quite a distance from our house. When tricycles and shuttles were running, this was not a problem for us. Now it really is. Obviously, a place like SM Hypermarket is way beyond our reach, so the gift certificate, though it would be much appreciated if it comes, will be of no use to us.

I’m sure OSCA-PQUE’s officer-in-charge Dante Pacheco is willing to listen to you. Perhaps designating your QP holder to use the Hypermarket GC on your behalf can work. Expect Air21 delivery of the SM Hypermarket to happen soon.

I recommend contacting the Office of Senior Citizen Affairs at Paranaque City Hall ASAP. You guys will have to update them of the address before they start sending the gift certificate via Air21.

According to Mr. Pacheco, the delivery of GCs initially will happen first for those based in District 1 followed next in District 2.

Just turned 60 years old last March 30. How could i avail those benefits being senior citizen now as OSCA office are still closed.

Hi I am a senior citizen residing here in Valley 2 Paranaque. I have submitted my application for OSCA CARE-ID last August 2021. But until now I never received an OSCA CARE CARD nor received any benefit extended to senior citizens. Do you have a process or timeline for the processing of the OSCA CARE CARD? I was asked again by our representative here in Valley 2 to resubmit my application. How will I know my application will be now be processed? Thank you and hope is well po.

Hi. To make things clear, I don’t work with the OSCA there in Parañaque nor do I work with any senior citizen association in any barangay. As far as I know, the people there at the OSCA at city hall can answer your inquiry and verify the status of your application as they have the records with them. Those records are not accessible online, which means you will have to visit their office personally to get the answers.
