COVID-19 Crisis: Pfizer vaccination resumption and Delta variant update in Muntinlupa City

Recently the Manila Bulletin posted two related stories about the COVID-19 Crisis situation in the City of Muntinlupa. For one, the vaccination process of using Pfizer resumed in the city (note: it should have resumed officially yesterday) while City Health Office stated that the feared Delta variant has not been detected so far within the city.

To put things in perspective, posted below is an excerpt from the Pfizer Muntinlupa story. Some parts in bold…

The Muntinlupa City government will resume the vaccination of people whose second dose jabs using the Pfizer-BioNTech vaccine scheduled at Festival Mall in Alabang were suspended due to storage temperature glitch.

In an announcement, the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) team announced Sunday that the affected recipients will receive their second dose Pfizer-BioNTech jabs from July 26 to 28 at the Ayala Malls South Park vaccination site.

“The sending of text messages containing the new time and date of your vaccination is ongoing,” said MunCoVac.

Last July 15, MunCoVac suspended the second dose vaccination of people using Pfizer-BioNTech after it was found out that there was a change in temperature during its storage that may have affected its quality.

According to the Emergency Use Authorization (EUA) issued by the country’s Food and Drug Administration, the Pfizer-BioNTech vaccines should be stored at temperatures ranging from minus 80 to minus 60 degree Celsius before dilution. One vial of the vaccine contains six doses of 0.3 mL each.

As of July 23, the Muntinlupa City government has administered 273,783 doses of COVID-19 vaccines.

Of the total, 170,754 individuals have received their first dose, or 44.3 percent of the target population of 385,725.

In addition, 103,029 individuals in Muntinlupa are now fully vaccinated, or 26.7 percent of the target population.

As for the Delta variant update of Muntinlupa, posted below is the excerpt from the Manila Bulletin’s report. Some parts in boldface…

There is no case of the highly contagious Delta variant in Muntinlupa, according to the City Health Office (CHO).

On Sunday, the Department of Health (DOH), University of the Philippines’ Philippine Genome Center (UP-PGC) and University of the Philippines National Institutes of Health reported 55 new cases of the Delta variant in the country bringing the total to 119.

The Delta variant is a strain of SARS-CoV-2, the virus which causes the coronavirus disease (COVID-19).

According to Dr. Juancho Bunyi, Muntinlupa City health officer, based on DOH and UP-PGC’s report as of July 25, “no reported Delta variant in Muntinlupa City.”

There are seven cases of Alpha variant, first identified in the United Kingdom, and 26 cases of Beta variant, first identified in South Africa, in Muntinlupa but all the patients have recovered. There are two new reported cases of the Beta variant in the city but they have completed the 14-day isolation and are tagged as recovered.

Mayor Jaime Fresnedi said while there is no case of the Delta variant in Muntinlupa, the city government continues to strengthen its COVID-19 response.

He is encouraging people to get vaccinated and complete their doses to get protection against COVID-19.

Compared to other variants, he said, the Delta variant is more contagious but with the vaccine, people can get complete protection against getting a severe case of COVID-19.

It is always best to be cautious when moving out in public. Apart from wearing face masks and face shields, there is also the need to prioritize which places you need to visit and be mindful how crowded those places are.

Residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. PRC to open a new Service Center in Muntinlupa City

The Professional Regulation Commission (PRC) is set to open a new service center in Ayala Malls South Park, Alabang, Muntinlupa catering to professionals in Metro South.

Mayor Jaime Fresnedi signed a Memorandum of Agreement with PRC-NCR regional director Dir. Lord Louis Valera, Ayala Land Holdings Logistics Corp. (AHLC) President Rowena M. Tomeldan, and AHLC Commercial Leading Head Jessica O. Santos for the turn-over of the service center last July 22.

PRC services will soon be more accessible for professionals living in Metro South as a new Service Center is set to open in Muntinlupa City. PRC-NCR director Valera thanked Mayor Fresnedi and the City Government for assisting the commission in bringing its services closer to professionals living in Metro South and nearby areas.

PRC eyes to provide the same services offered by the Head Office in the new service center in Muntinlupa such as Application for Examination, Initial Registration, Renewal of Professional Identification Card, and Certifications of Board Rating and Passing, among others.

PRC Service Center in Muntinlupa is set to be fully operational in the coming weeks.

Muntinlupa Mayor Fresnedi reiterates BuCor’s lack of coordination on wall construction along Insular Road, House Committee on Justice to prepare final report

Muntinlupa Mayor Jaime Fresnedi reiterated the lack of coordination from the Bureau of Corrections (BuCor) regarding the construction of a wall along Insular Road in Bilibid during the conclusion of the hearings conducted by the House Committee on Justice last July 14.

“There was never a time that BuCor Director General Gerald Bantag coordinated or informed the city government of his intentions to close the road going to Southville 3. I was expecting Usec. Bantag to coordinate so we could also consult this matter with the affected residents and that proper intervention, especially the transportation and other emergency matters, will be implemented,” Fresnedi noted.

The local exec answered Bukidnon 2nd District Rep. Jonathan Keith Flores’ inquiries on whether DG Bantag coordinated with the local government on construction of a wall along Insular Road since his designation as BuCor Director General in 2019.

Flores also pointed during the congressional hearing that there is a need to review the provision on BuCor Modernization Law pertaining to the bureau’s “absolute authority.”

“I think absolute authority only comes when the properties are under the name of BuCor. That is why the provision requires the BuCor to have the titles transferred in their name. It seems that for as long as the title still remains in the name of the Republic of the Philippines, then it would be pre-mature for BuCor to exercise absolute authority over the same. Just like I said, it is still not yet under the name of the BuCor,” Flores said.

Register of Deeds Atty. Silverio Garing testified during the hearing that land titles in the city’s land record repository for NBP Reservation are titled under the name of the Republic of the Philippines and not BuCor.

Further, Department of Public Works and Highways district engineer Elpidio Trinidad confirmed that the Insular Road is a National Road as per inventory and is owned by the National Government and not BuCor.

Committee chairman and Leyte Rep. Vicente Veloso recognized the lack of coordination and proper consultation of the BuCor to have affected the livelihood of the residents and their access to public transportation, especially barangay and city health services during this national public health emergency caused by the COVID-19 pandemic.

“Clearly, we will not be in this predicament and this inquiry would not have taken place if the BuCor have simply taken simple, logical, and humanitarian steps on public consultation before taking such drastic action that obviously would affect thousands of citizens in the community,” Veloso said in his opening remarks during the committee hearing.

Jap Landingin, president of NHA Southville3 Homeowners Association, told the committee that since the road closure, many community members have lost their jobs and were deprived of medical assistance. Landingin added that at least ten (10) residents of Southville 3 have died due to COVID-19.

Congressman Ruffy Biazon, who raised the issue in Congress for a committee hearing in aid of legislation, said the inquiry has been terminated since enough information has been gathered to prepare the committee report.

“Based on the discussions in the hearing and the statements of the committee chairman, it appears that the actions of the BuCor in closing Insular Road was not only baseless, it was against the law. I call on the Bucor to heed the findings of the committee and tear down the wall constructed on a national road,” Biazon said.

Last March, the City Government condemned BuCor’s action to construct a concrete wall along Insular Road. Southville 3 is a socialized housing project of the National Housing Authority located within NBP with 8,000 families or at least 40,000 residents.

DTI-NCR provides carinderia kits to 75 “Muntipreneurs,” Mayor Fresnedi receives Resilience award

The Department of Trade and Industry – National Capital Region Office has turned over Carinderia Kits to food retailers and other micro-entrepreneurs in Muntinlupa, dubbed as “Muntipreneurs,” in a bid to help them recover and improve their businesses amid the pandemic.

DTI-NCRO Regional Director Marcelina Alcantara, Mayor Jaime Fresnedi, and Congressman Ruffy Biazon led the Awarding Ceremony of Carinderia Kits worth P8,000 each to seventyfive beneficiaries of the Livelihood Seeding Program – Negosyo Serbisyo sa Barangay (LSP-NSB) at Muntinlupa Sports Complex, Brgy. Tunasan last July 7.

The LSP-NSB is a program of DTI that allows a wider reach of business development assistance by bringing government services closer to the people through partnerships between relevant local government units and DTI officials.

The program aims to provide individual package of livelihood kits that contains items that could aid in the recovery of affected individuals during catastrophic events including health disasters like epidemics and pandemics.

Other services offered by the LSP-NSB include business registration assistance, SME counseling, product development, financing facilitation, market/business matching, trade promotion, investment promotion, business information and advocacy, trainings, seminars, and workshops, among others. LSP-NSB beneficiaries will undergo monitoring and evaluation to ensure the growth of their businesses.

Other officials attending the program include LSP-NSB National Program Manager Asec. Dominic Tolentino, Muntinlupa Local Economic and Investment Promotions Department chief Gary Llamas, and City Administrator Allan Cachuela.

Mayor Jaime Fresnedi extended his thanks to DTI-NCR for providing assistance to local entrepreneurs. He hoped that programs for micro-entrepreneurs in the city will help revive the stalled local economy due to the COVID-19 pandemic. During the program, DTI-NCRO officials also conferred the Certificate of Recognition for being Rank 1 in the Resilience category (HUCs) of the recent Cities and Municipalities Competitiveness Index to Mayor Fresnedi.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

House committee discussed road closure in Bilibid, Mayor Fresnedi denied claim of coordination from BuCor

Members of the House Committee on Justice and other local officials attended a congressional inquiry on Wednesday to settle the issue of the construction of a wall by the Bureau of Corrections (BuCor) along Insular Road in New Bilibid Prisons (NBP) Reservation.

Muntinlupa officials, led by Mayor Jaime Fresnedi, presented to the committee the lack of coordination from BuCor regarding the construction of the wall along Insular Road which gives residents of NHA, Southville 3 access to and from the city proper. He also noted that the construction of the wall was unlawful and there has been an excessive use of authority from BuCor.

BuCor Director General Gerald Bantag insisted that they have coordinated with the LGU but Mayor Fresnedi vehemently refuted his claim.

“Yung sinasabi ni Director Bantag na coordination, they notified the local government of the closure of Insular Road, wala pong katotohanan ‘yun. I vehemently deny, as far as the blocking of the road is concerned, that there wasn’t any communication on this matter,” Fresnedi said.

Brgy. Poblacion capt. Allen Ampaya added that while they have received a letter from BuCor on March 18, there was no mention on the construction of a permanent wall and only informed the barangay that paths leading to the affected communities wouldn’t be accessible temporarily to all pedestrians and motorists from March 20-21. BuCor carried out the construction on March 20.

Jap Landingan, president of Southville 3 group, said that many from their community have lost their jobs since the road closure and appealed to the committee to call on BuCor for the opening of the access road.

Committee on Justice chairman, and former Court of Appeals justice, Leyte Rep. Vicente Veloso III inquired about the ownership of the road as basis for the resolution of the issue.

DPWH NCR Las Piñas Muntinlupa District Engr. Elpidio Trinidad noted that the Insular Road in Bilibid was registered as a National Road. Cong. Veloso commented that BuCor has no ownership on the road and that the construction of the wall was against the law.

“Let it be a warning, kapag hinarangan niyo pa ‘yan, hindi niyo giniba ‘yan, pwede kayong kasuhan sa Ombudsman, aakyat ‘yan sa Sandiganbayan for violation of Section 3, Paragraph E of the Anti-Graft and Corrupt Practices Act,” Veloso said.

The Committee on Justice is set to review the provisions of the BuCor Modernization Law and scrutinize the bureau’s “absolute authority” over the NBP Reservation.

Muntinlupa Rep. Ruffy Biazon said he is glad that the Chair of the Committee on Justice had the same view that what the BuCor did in constructing a wall to block Insular Road was against the law.

“His conclusion is aligned with ours, and the other resource persons confirmed the non-coordination by the BuCor. I call on Director Bantag to do what is right and tear down that wall,” Biazon noted.

Last March, the City Government has condemned BuCor’s action to construct a concrete wall along Insular Road. Southville 3 is a socialized housing project of the National Housing Authority located within NBP with 8,000 families or at least 40,000 residents.

COVID-19 Crisis: Major malls in Muntinlupa City granted Safety Seal Certifications, more establishments apply in LGU

Following the launching of Safety Seal Certification Program in Muntinlupa, the City Government has granted the seal to major malls and commercial establishments who are compliant with minimum public health standards (MPHS) set by the national government amid the COVID-19 pandemic.

As of June 22, the Business Permits and Licensing Office has approved 27 Safety Seal applications from commercial establishments including major malls such as Alabang Town Center (ATC), SM Center Muntinlupa, Ayala Malls South Park, and Starmall Alabang.

Besides the four malls, other private establishments which have been granted the Safety Seal by the City Government including: 8 Cuts Burger Blends (ATC), Café Mary Grace (ATC), Shiseido at SM Center Muntinlupa, Yabu: House of Katsu at ATC, KFC at SM Center Muntinlupa, Fitness First Platinum Alabang at Filinvest Alabang and South Park Corporate Center in Alabang, Three Inihaw Place Inc./Mang Inasal, Manny and Pie Calayan Clinic, Metro Alabang, La Senza Alabang Town Center, The Palms Country Club, Slimmer’s World, Cucinamia Hospitality, Aventus Medical Care, Bench Body Alabang Town Center, Pancake House Festival Mall, Made In Candy, Pound Alabang Town Center, Cotton On and California Advance Nail & Skincare.

To date, at least 267 private establishments in Muntinlupa have applied for Safety Seal. The City Government expects to receive more applications in the coming days.

The Safety Seal ensures the public that an establishment is strictly implementing MPHS in their stores and workplaces, such as proper wearing of face shields and face masks, and disinfection. The certification program also requires establishments to use the contact tracing system of StaySafe.ph.

Under JMC 21-01, Muntinlupa LGU can issue the Safety Seal to the following establishments: malls, wet market, other retail store, restaurant outside hotels/resorts, fast food, eateries, coffee shop, bank, money changer, remittance center, car wash, laundry service center, art gallery, library, museum, zoo, sports center, tutorial, testing and review center, gym, spa, cinema, arcade, and all other private establishments.

Private establishments in Muntinlupa may apply to the program through the city’s website https://www.muntinlupacity.gov.ph. For printed application, a scanned copy should be emailed to muntinlupacitysafetyseal@gmail.com. Upon submission of application, the City Government will schedule an inspection to the concerned establishment.

Further, DILG Muntinlupa Field Office has started to inspect government offices starting with the departments in Muntinlupa City Hall. The local Inspection and Certification Team has recently granted the Safety Seal to Office of the City Mayor and other City Government offices.

Mayor Jaime Fresnedi encourages private business owners to apply for the safety certification as it helps assure the public that their establishments are compliant with health protocols and it will be vital for the safe reopening of the economy.

COVID-19 Crisis: A5 indigent residents in Muntinlupa urged to register for vaccination

As the City Government of Muntinlupa launched the rollout of vaccination for the A5 priority group or indigent residents, qualified individuals are urged to register online or through their community leaders.

Indigent residents may register online through Muntinlupa COVID Vaccination (MunCoVac) www.vaccine.muntinlupacity.gov.ph/muncovac to receive a schedule in one of the city’s vaccination sites.

Those who do not have access to online registration may opt to manually register through their barangays, homeowner’s associations, purok leaders, and other organizations in the community.

The City Government of Muntinlupa has started inoculating indigent residents last June 17. Muntinlupa LGU clarifies that the A5 priority group is not exclusive for the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).

Mayor Jaime Fresnedi signed Executive Order No. 19 s. 2021 providing guidelines in the administration of COVID-19 vaccines among all qualified segments of the population under the category A5.

Under EO 19 s. 2021, the Social Services Department (SSD) shall take the lead in the identification of qualified residents including 4Ps members and marginalized sectors together with the Urban Poor Affairs Office (UPAO) and City Planning Development Office (CPDO). Other economically-vulnerable sections of the city shall also be identified and encouraged to sign up in the city’s COVID-19 Vaccination Registration System.

Requirements for the members of the A5 priority group include a Valid ID or Barangay Certificate as proof of residency in Muntinlupa, and 4Ps ID or Certificate of Indigency from Muntinlupa SSD.

While the City Government has identified mega-vaccination sites, the City Health Office may open and operate vaccination sites that are closer and more accessible to the members of the A5 priority group for a limited period of time.

Further, Overseas Filipino Workers (OFWs) in Muntinlupa for deployment within the next four months are advised to coordinate with MunCoVac to be prioritized under the A1 priority group. OFWs may contact the following the numbers for scheduling: 09563589228 / 09158055932 / 09605885935 / 09605885937 / 0998-2494580.

Requirements that will be asked from the qualified OFWs include a Valid ID with Muntinlupa address and latest verified employment contract such as overseas employment contract or seaman’s contract, among others.

As of June 17, there are 123,177 vaccines deployed in Muntinlupa, of which 95,832 are first dose and 27,345 are of second dose.

COVID-19 Crisis: DOTr Sec. Tugade lauds vaccination in Muntinlupa City, vows to request more vaccine supply for the city

Department of Transportation secretary Arthur “Art” Tugade recognized the vaccination efforts of Muntinlupa City government and lauded the medical workers in the vaccination centers for their exemplary service.

Sec. Tugade lauded the City Government’s vaccination operations during a virtual meeting with Mayor Jaime Fresnedi and other local officials on Tuesday.

The transportation secretary said he personally witnessed the efficient system in vaccination centers in the city as he recently completed his 2^nd dose of COVID-19 vaccine at Ayala Malls South Park, Alabang under the A2 priority group (senior citizen).

“Maayos ang sistema at properly trained ang mga nagtuturok ng bakuna. Isa ang Muntinlupa sa mga nag-improve na LGU sa Metro Manila pagdating sa pagbabakuna,” said DOTr Sec. Tugade.

Recently, the City Government has recorded the highest number of vaccinations with over 5,450 individuals who were vaccinated with their first dose last June 10. It is the highest record since the rollout of vaccination in Muntinlupa last March.

Further, Sec. Tugade also committed to help the city by personally requesting for more vaccine supply and its speedy delivery from the national government as the demand for vaccines in Muntinlupa continue to rise.

As of June 11, the total vaccines deployed in the city is at 106,819, of which 80,356 were given as 1st dose and 26,463 for 2nd dose. There are already 159,490 registered individuals in the city’s COVID-19 vaccine registration system MunCoVac, which comprises 41.3% of the target population to be vaccinated.

The City Government urges residents and other qualified individuals who are not yet registered in the city’s online COVID-19 Vaccination Registration System to sign-up via www.vaccine.muntinlupacity.gov.ph/muncovac.

As a result of the local vaccination efforts, the Muntinlupa City Health Office has recorded a decrease in COVID-19 cases. As of June 14, there are only 489 active cases in the city, with 12,550 recoveries, 357 reported deaths, 99 suspect cases, 1,443 probable cases, and 13,396 confirmed cases.

Safety Seal Certification Program launched at Alabang Town Center

Yesterday, the City Government of Muntinlupa along with their strategic partners Ayala Malls, Inc., Ayala Land, Inc. (ALI) and the Department of the Interior and Local Government (DILG) formally launched at Alabang Town Center the Safety Seal Certification Program which is an attempt to ensure the compliance of private business establishments with the minimum public health standards set by the national government.

To put things in perspective, the Safety Seal is an indication that the establishment is compliant in terms of the standard safety protocols including the use of StaySafe.ph app. This is a voluntary inspection coordinated with the LGU or DTI. In essence, the Alabang Town Center has been recognized as a safe place for customers and visitors.

COVID-19 Crisis: Vaccination of patients under A4 category ongoing in Muntinlupa City

In the City of Muntinlupa, the vaccination of patients under the A4 category has officially started and also the grand total number of residents who got vaccinated (both single dose and two doses) is gradually approaching the 100,000-mark (since the start of COVID-19 vaccination a few months ago).

To get more details and precises numbers, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

The Muntinlupa City government has started vaccinating the A4 priority group, or essential workers, Thursday.

The number of vaccines administered in the city has reached nearly 95,000 doses.

Included in A4 are workers who are residents of Muntinlupa, or non-residents who work in the city, and individuals who need to go out of their residence to work. These are private and public sector employees, self-employed, informal sector workers and workers in a private household.

Individuals belonging to the A4 category need to register with the Muntinlupa COVID-19 Vaccination Program at vaccine.muntinlupacity.gov.ph/muncovac and wait for a text message that will contain their scheduled vaccination date and time.

For A4 workers who are residents of Muntinlupa, they need to present a proof of residency like government-issued ID indicating Muntinlupa as the address, Muntinlupa Care Card, barangay certificate or village ID.

They also need to provide proof of eligibility as A4 such as company ID or certificate of employment for government and private employees; Professional Regulation Commission ID, certificate of business registration or income tax return for self-employed or freelancer; certificate of employment and proof of residency of employer for those who work in a private household; Tricycle Regulatory Unit (TRU) ID, jeepney association ID or transport network vehicle service (TNVS) ID for public transport drivers and workers; and barangay certificate for other informal sector workers.

For non-residents, they also need the same requirements as those for residents and these requirements should show that their company, business or workplace is located in Muntinlupa.

The Muntinlupa City government is adopting the Department of Health’s memorandum of age prioritization for A4 vaccination.

According to the DOH’s Memorandum 2021-0259, “In situations where there is limited supply of COVID-19 vaccines, priority may be given to eligible Filipinos within 40-59 years old, then to those 18-39 years old.”

The city government said express lanes will be set up for those who belong to the A1 (health workers), A2 (senior citizens) and A3 (persons with comorbidities).

Mayor Jaime Fresnedi has reiterated his call for residents to register with Muntinlupa’s vaccination program and get vaccinated for their protection.

As of June 9, 69,197 individuals, or 17.9 percent of the target population of 385,725, have received their first dose of the vaccine while 25,608 got their second dose for a total of 94,805 doses administered in Muntinlupa.

The vaccination organizers in Muntinlupa are doing their best to serve the registered constituents get immunized. It should be noted that the City Government’s personnel and barangay personnel have been working to vaccinate other patients (examples: bedridden, disabled) in their homes.

What could hamper the vaccination operations though is the supply of vaccines coming from abroad. Just yesterday, additional vaccines arrived and more are expected to follow. How much of that will be allocated for Muntinlupa City, we will find out soon.
